Who can apply for a MIR card?
Today, all interested individuals who meet the following requirements can apply for a MIR card:
- age of majority;
- availability of Russian citizenship or the right to receive a pension for stateless persons;
- permanent or temporary registration at the place of residence in Russia.
To receive a card, the client must contact the nearest office of the financial company with two main documents: a personal passport and a certificate confirming the right to receive pension payments. How to get a MIR pensioner card
If you previously did not have a pension account with Sberbank and the client was serviced by another financial institution or did not have the right to receive a pension, then you must submit documents in one of the following ways:
- Take your passport and SNILS to a Bank branch to order a card.
- Fill out an application to receive it through the website.
When registering, you will need to fill out a form for transfer to the Pension Fund, the form will be provided at the Bank branch and sent to the institution without the participation of the pensioner; this is necessary so that the Pension Fund of the Russian Federation can transfer the money to the desired account.
Attention! Holders of previously issued Maestro Momentum cards have the right, without waiting for the expiration date, to independently switch to plastic from the MIR payment system by submitting an application for reissue at the bank.
How to submit data online
On the first page of the online application you will need to enter the pensioner’s personal data: full name, phone number and email, the system will automatically generate the holder’s name for printing on plastic.
After entering the data, you need to click “Next” to the next application screen. Where you will need to indicate your date of birth, passport details and region of birth.
This completes filling in the data; in the next window, the client must check that his data is correct. If everything is entered correctly, the verification code is entered and the application is sent to the main office of the company, where the plastic card is produced. Important! A pensioner has the right to refuse a MIR card and receive a pension in hand through a Russian Post office. Federal law does not make receiving such plastic mandatory.

Of course, the card can be blocked, but even before blocking is carried out, fraudsters may have time to spend some of the money.
The card is not valid outside of Russia, even in the CIS countries. For example, in Belarus you won’t be able to pay with Mir in a store, unlike MasterCard and similar foreign cards. Also, the card cannot be fully used even in some regions of Russia: in Crimea there are no Sberbank terminals with which you can withdraw cash.
When activating the SMS notification service, the operation may not take place immediately. Thus, some clients were faced with double debiting of funds: after an unsuccessful attempt to connect to one operator, the client was connected to another, and the funds for the SMS banking service were debited in double amount.
How to get a card
"Mir" can be obtained by contacting a Sberbank branch. There are several possibilities for its design:
- in case of early reissue of the previous budget card;
- when re-issuing a budget card after its expiration date;
- mandatory in July 2018;
- Having issued a budget card for pension transfer for the first time.
Thus, anyone who is entitled to preferential payments can become a recipient of the card. These are preferential groups, the list of which can be found in social services or at a Sberbank branch.
To initially receive a card, you must write an application to the Pension Fund with a request to transfer funds to a debit card. Next, with an application to open a budget account, you need to go to a Sberbank branch. You must have a passport, pension certificate or other document confirming your right to receive social benefits, as well as SNILS. Be sure to have with you the entire list of documents, original ones and not copied ones.
Clients of pension funds of various organizations (Military Pension Fund and the like) can also contact Sberbank to receive a card. Before this, you need to register a transfer to a debit card at the Pension Fund to which the beneficiary is attached.
The card production time is about two weeks. After receiving it, the pensioner can configure additional functionality and connect additional options. Immediately after activation, which should be carried out at a Sberbank branch, the card becomes valid. However, in order to start receiving funds on the card, you must remember to notify the Pension Fund about its receipt. The fund will need an account (card) number to transfer funds.
Important. If the card is reissued (previously there was another budget card), then it is enough to have your passport with you. After re-issuing the card, you must inform the Fund of the new account number, otherwise funds may be transferred to the previous card that has not yet been closed.
At the moment, Sberbank is required to change foreign cards to the Mir card if the client restores a budget debit card. That is, if a pensioner has lost his previous card for receiving a pension or it was stolen, he will only be able to receive a “Mir” card. If he needs a foreign type card, for example, Maestro, he will have to separately register it as a simple personal one.
Maintenance cost
The card is issued free of charge as part of the financing program. However, additional options may come at a cost. Thus, the SMS notification service is free only for the first 2 months. After this, the monthly cost is 30 rubles. The card owner needs to be careful, since after two trial months the service may be activated automatically and the funds will be debited from the account without the owner’s permission.
The cost of other additional services can be clarified at a Sberbank branch, in the online banking application or on the bank’s website.
The card is serviced for 5 years. After this, a free reissue occurs.
