Payments from the passbook. How to get compensation for deposits of the sberbank of the ussr
Is the burial compensation due to a Sberbank depositor? A relative of the deceased person involved in the organization of the funeral has the right to receive compensation. The amount paid by a financial institution most often ranges from 6,000 rubles. But not everyone receives money, since the payment procedure itself has many nuances.
Important! The process is regulated by the Federal Law (Federal Law) No. 73. According to this law, deposits made before 05/20/91 are considered to be the internal debt of the Russian Federation.
Payment for the burial of a deceased depositor of Sberbank: who should
The main category of persons for whose funeral money is obligatory allocated are pensioners. People with old contributions (valid at the time of June 1991). Payments for burial to Sberbank depositors are regulated not by the bank, but by the state. The exact amount for each case depends on how much money was in the account of the person at the time of 05/20/91:
- Less than 400 rubles - you need to multiply the exact amount by 15. For example: the client had 200 rubles on a passbook. Accordingly, 3000 rubles (200 * 15) will be allocated for his funeral;
- 400 rubles or more - in this case exactly 6,000 rubles will be allocated for the organization of the funeral process.
Important! The size of the compensation payment is established on the basis of the nominal value of money in force during the USSR (until 1991).
The amount allocated by the state to pay for various funeral services does not depend on whether the deceased person received compensation payments during his lifetime.
Due to which compensation may not be paid
There are several cases in which payment for the burial of a deceased client of Sberbank is not paid. So, the payment is not paid:
- if the deposit was opened later than June 20, 91;
- if the deposit was closed from May 20 to December 31, 1991.
Important! Also, the heir of the deceased person cannot receive re-payments. Money is paid once in full. Money is paid only to those citizens who are registered on the territory of the Russian Federation and have Russian citizenship.
How to get additional compensation
Additional compensation for the program worthy of a funeral from Sberbank may receive an existing investor of a financial institution. To do this, a citizen will need to present a passport and a savings book, which contains information about deposits.
Compensation from deposit balances (three times)
For customers born no later than 1945, three-time payments on deposits are provided. The exact amount is calculated based on the formula:
- (balance on deposit at the time of May 20, 91 * X * 3) - the sum of all compensation payments received by the client earlier.
How to determine X - coefficient? It depends on which year the contribution was closed:
- active - 1;
- closed in the period from 1996 to 2017 - 1;
- closed in 95 - 0.9;
- closed in 94 - 0.8;
- closed in 93 - 0.7;
- closed in 92 - 0.6.
Example: a depositor was born in 1944, at the time of June 20, 1991 he had 1000 rubles in his account, he closed his deposit in 2016. Accordingly: 1000 (deposit balance) x 1 x 3 \u003d 3000 rubles. This amount will be paid by Sberbank for burial.
Double Compensation: Who Should
Sberbank’s double compensation for burial is due to depositors born between 1946 and 1991. The amount of payment from a financial institution is calculated by the formula:
- (balance on deposit at the time of May 10, 91 * X * 2) - the amount of compensation previously paid to a bank customer.
The coefficient also depends on which year the contribution was closed (you can focus on the list above).
Compensation calculation example: a client was born in 1948, closed a deposit in 1993, at the time of June 20, 1991 he had 890 rubles in his account. We calculate by the formula: (890 x 0.7 x 2) \u003d 1246 rubles.
What documents are required to obtain compensation for the deposits of the deceased
A person who is the heir to the deceased client of Sberbank, can claim compensation in the event that he brings the following package of documents:
- russian passport;
- death certificate of the depositor (relative);
- a will certified by a notary or another document confirming the right of inheritance.
The necessary documents are drawn up directly at the bank branch, and the money is issued by an employee of a financial organization. An application for compensation may be submitted by both the heir and the certified person.
What to do if the deceased contributor left no will
Not always people leave wills, moreover, not all heirs are ready to take financial responsibility for the funeral. Compensation from Sberbank can be received by a person on whose shoulders lies the organization of the funeral process. For this, the citizen will need to collect documents (checks, receipts) confirming the fact that he pays for the funeral of the deceased investor. The papers will need to be certified by a notary, and then go to Sberbank. This procedure can only be carried out by a relative of the deceased.
For what the state pays compensation to citizens
June 20, 1991 a significant event occurred - the collapse of the USSR. All the savings held by Soviet citizens have depreciated. It is for this reason that the current state is obligated to pay money to absolutely all people affected by the “fall” of the Soviet ruble. Compensations for burial differ only in that they are fixed, that is, they are easier to calculate.
Additional compensation may be received by a relative of the deceased in the event that he himself had contributions at the time of June 20, 91. The heir to the deceased receives an amount of up to 6,000 rubles.
Why does the bank refuse to pay
There are such cases that compensation from Sberbank for a funeral is not paid by the Finnish employees. organization. For example, workers refuse to accept documents or consider an application for payment. This may be due to the inexperience of employees or their unwillingness to pay the amount due. Some employees cannot distinguish between compensation for the burial of a deceased contributor and “ordinary” compensation for deposits. Most often, these problems themselves, just call another employee.
Sberbank employees may also refuse to provide compensation if a person does not have a will certified by a notary. In this case, it is worth explaining that the payment is due not only to the heirs, but also to people who have taken responsibility for organizing the funeral. If Sberbank employees refuse to pay the required amount regardless of the availability of documents, then you need to seek help from online consultants of a financial institution or write a statement to the central bank. Also, in a difficult situation, contacting the Ministry of Finance can help.
Payments at the burial will certainly be carried out until 2019, since the money for this has already been allocated from the state budget. Accordingly, all problems encountered can be resolved.
In 2020, compensation payments will continue on depreciated Soviet deposits opened with the USSR Savings Bank. The state guarantees the restoration of the monetary savings that citizens deposited into the accounts of Sberbank before June 20, 1991, since these funds (guaranteed savings of citizens) were recognized as an internal state debt of Russia. Compensation payments are made at the expense of the state budget and are organized through Sberbank PJSC.
It is worth noting that compensation is made only on deposits that are acted as of June 20, 1991 No cash reimbursement is made for accounts that:
- open June 20, 1991 and later;
- closed during the period from 06/20/1991 to 12/31/1991;
- compensation for which has already been made in full.
In order to continue to pay compensation to citizens in 2020, the budget provides funds in the amount of 5.5 billion rubles. The rules for their implementation are established by Decree of the Government of the Russian Federation No. 1092 dated 12/25/2009. Similar compensations are paid by Rosgosstrakh for depreciated Soviet insurance.
Attention
In fact, the first compensation of Soviet deposits was made back in 1991 on the basis of the Decree of the President of the USSR of March 22, 1991 No. UP-1708. Further, the implementation of compensation is phased by Sberbank. The history of compensation payments made to Russians since 1996 can be found on the bank’s official website.

Amounts of compensation of deposits before 1991
In 2020, citizens of the Russian Federation, as well as their heirs, who belong to the indicated categories of persons, depending on the year of birth, have the right to receive compensation for Soviet deposits:
- until 1945 inclusive - reimbursed three times the balance of the account as of 06/20/1991;
- from 1946 to 1991 - the double amount of the account balance as of June 20, 1991 is paid.
The heirs of the owners of deposits have the right to receive payment in two and three times the size of the balance of the account, regardless of the age of the person who opened the deposit. As part of the reimbursement for depreciated deposits until 1991, you can receive a payment on the balance of the account in the bank, as well as an additional reimbursement for the owner of the deposit.
When determining the amount of compensation, reduction factors are applied, the value of which is established depending on the storage period of the deposit (see table).
Attention
The calculation is based on the nominal value of money in 1991. The amount of double or triple compensation for Soviet deposits is reduced by the amount of all previously paid funds. Repeated reimbursement of deposits is not made.
To calculate the amount of compensation due, you can also use the calculator posted on the website of Sberbank PJSC.

Payment of funeral services
In the event of the death of a Sberbank depositor in 2001-2020, in addition to reimbursement for a deposit, you can receive reimbursement of expenses for funeral services. It is made only if the depositor was a citizen of the Russian Federation on the day of death. Moreover, it does not matter what citizenship the payee (successor) has.

- heir of the person who opened the deposit;
- physical the person who paid the burial services (earlier than 6 months from the date of opening the inheritance).
Amount of compensation for the payment of funeral services depends on the amount of depositopened by the deceased owner:
- if the size of the account balance is equal to or exceeds 400 rubles, then the applicant is compensated for 6000 rubles;
- if the deposit was less than 400 rubles, then the cash refund is defined as the balance of the deposit multiplied by 15 (for example, if the balance of the account was 200 rubles, then the amount to be reimbursed will be 3000 rubles).
Attention
If the owner has several deposits in different divisions of the bank, payment is made only once in one of the branches. If a depositor opened several accounts in one branch of Sberbank, then the amount of payment for funeral services will be determined based on total amount of account balances.
The heir or the person who paid the funeral services may receive reimbursement for burial services whatever from whether the account holder in Sberbank received compensation during his lifetime or not. But you can’t get money again for funeral services. To do this, a note is placed on the death certificate of the depositor that the payment has already been made.

This year, the Government of the Russian Federation continues compensatory payments to the population on deposits of Sberbank drawn up until 1991. Payments are made on the basis of the law of the Russian Federation N 73-ФЗ adopted on May 10, 1995.
About 40 million people at that time entrusted their savings to Sberbank. To fulfill warranty obligations to investors in the federal budget for 2018-2020 laid 5.5 billion rubles annually.
According to estimates, the approximate amount of savings invested in Sberbank at the end of June 1991 was 315.3 billion rubles. Since 1996, the government has been taking measures to restore lost savings. First of all, compensation was paid to socially vulnerable segments of the population - people with disabilities and pensioners.
Citizens who had funds on savings books and who had not received compensation before, whose year of birth no later than 1991, could count on USSR deposit reimbursement. Please note that payments are made exclusively to Russian citizens. There are categories of people who can not claim a refund of contributions in 1991:
- citizens born in the 91st year or after;
- persons who have opened and deposited funds into the account after June 20, 1991;
- if the deposit was closed on time from 06/20/1991 until the end of 1991;
- subject to full compensation of payments;
- in the event of the death of the depositor, if the successor does not documentarily confirm the degree of kinship.
How in 2018 will the payment of compensation for deposits of 1991
In order to make compensatory payments to the population, it is necessary to re-evaluate frozen funds, to correlate the Soviet ruble with the Russian ruble. For these purposes, the contributions of the USSR will be indexed. The amount of compensation depends on age: persons born not later than 1945 will receive a three-fold increase in the balance of savings, and citizens born between 1945 and 1991 will receive only a twofold increase in the account balance.
For example, if the balance of savings in the savings book was 4 thousand rubles of the USSR, and the owner of the deposit was born in 1943, then he will receive 12 thousand rubles of Russian compensation (4,000 times 3), and if the same amount was in the account of the depositor born in 1947, then he can only count on 8 thousand rubles of compensation (4000 multiplied by 2).
For payments, you should come with the original passport and passbook in any branch of Sberbank. Bank employees will offer you to fill out the relevant application form. In case of loss of a passbook, it is necessary to provide a document of loss. Also, if it is impossible for the investor to come to the department personally, you can entrust this to your representative by issuing a notarized power of attorney for him.
In 2013, the right to receive compensation for deposits with the Savings Bank, valid on 06/20/1991, was granted to citizens of the Russian Federation:
- By 1945 year of birth inclusive - in three times the size of the balance of deposits on 06/20/1991; *
- Born 1946 - 1991 - twice the size of the deposit balance as of 06/20/1991. *

In Soviet times, the phrase "Citizens, keep money in a savings bank!" It was very common and was considered the standard of civil liability. He who listened to this advice could have no doubt that he had made the right choice. For a long time they were sure not only of tomorrow, but also that nothing bad could happen to their money. During the collapse, many Sberbank depositors lost their savings due to the freezing of all accounts. Unfortunately, so far the state has not yet been able to fully repay debts to the people. Therefore, after so many years, many victims are still waiting for the return of their money and are wondering how to get compensation for the damage suffered.
Payment Procedure
At the moment, it is still going on for the citizens of the country who made contributions before the collapse of the USSR. All bills that are subject to protection and restoration under the laws of the country are gradually paid by the Savings Bank of the Russian Federation. The Law on Compensation for Damage to Citizens was adopted in 1995.
It became known that the country's budget planned to continue payments to victims of bank bankruptcy in 1991. Taking into account the adopted law on compensation for damage, from 2017 to 2019, consideration of citizens' applications will continue. Five million five hundred thousand rubles were allocated from the budget for each year. It is this amount that the current government has pledged to pay off debts to citizens of the Russian Federation in order to cover the debt that Sberbank of the USSR left.
Normative acts
Many citizens are interested in, on the basis of which regulatory acts, the return of financial resources from investments before 1991 will be carried out now. All data is noted in the law on the state budget for this period. Basically, the government refers to the law that was adopted back in 1995. It is he who implies the return of depositors' money and the state’s protection of its citizens from similar problems.
Payment Procedure
The state bodies have not yet approved the order. It is only known that there are no changes in the payment scheme that were prescribed in the budget before. The latest changes in the legislation regarding deposits made before June 20, 1991, were made in 2009, by decree No. 1092. Payments will begin at the time the funds come from the state budget for the current year to Sberbank of Russia.
It is worth noting that Sberbank will not make payments again. In other words, according to the law, if a person has already received double or triple compensation, or payment of funeral services or other types of compensation has been made, he cannot receive money from this deposit again and the bank does not undertake to return the funds to the victims again.
Who can get compensation
The most interesting question for the population is information about who will be able to receive compensation for deposits in the coming years. This information is spelled out in the law on the state budget for the current year. Citizens of the Russian Federation will be able to receive the following amounts.
Those depositors and heirs of deposits whose year of birth is up to 1945 inclusive are entitled to receive payments in the amount of threefold increased account balances in the state in which they were at the time of closing the bank, that is, by 20. 06. 91. Compensation on deposits of Sberbank is considered taking into account the nominal value of units of banknotes at that time. The amount also depends on how long the deposit was kept in the bank. And also the amount of money that was previously received during the previous issuance of compensations and commissions is deducted from it.
Affected by bankruptcy of the bank in the early nineties, who were born between 1945 and 1991, including heirs who fit into this category, are entitled to receive account balances in an amount doubled. Compensation for deposits of Sberbank is considered based on the face value of units of banknotes at that time. The amount also depends on how long the deposit was kept in the bank. And also the amount of money that was previously received during the previous issuance of compensations and commissions is deducted from it.
In case of death of the depositor
If the depositor died between 2001 and this year, heirs or people who paid for funeral services can count on compensation. They are paid compensation for deposits of Sberbank, laid down by the law of the country, to pay for funerals and other expenses. In other words, a person who was involved in funeral matters has the right to receive 6 thousand rubles of compensation.
As for the heirs, they can receive payments on deposits of citizens born before 1991. The age of the contributor is not important in this case. The main thing is that before this no payments are made on this contribution. If earlier compensation was paid on deposits of Sberbank for payment of funeral services, then when calculating the amount, it is not deducted from the total number of money returned.
Who cannot get compensation
Citizens who managed to close deposits for the end of 1991 will not be able to receive payments on deposits. This category of people do not pay compensation in double and triple sizes. Also, payments are not made to people who have already received doubled and tripled balances of money. The heirs and persons who were involved in this process cannot receive compensation again in the amount of six thousand rubles for the payment of funeral services.
Calculation of the amount taking into account the nominal value
Payment of funeral services in the event of the death of the depositor and compensation of deposits until 1991 is paid according to the federal law of 12.19.06. in the amount of 6 thousand rubles, only if on the savings book of the deceased was 400 rubles or more. If we take into account the nominal value of banknotes at that time, then the amount less than 400 rubles on the deceased's book is reimbursed to people or heirs involved in ritual expenses, in the amount of the contribution increased by fifteen times.
When an application for payment of compensation for covering funeral services is accepted in the relevant body, a mark is made on the presented death certificate of the depositor. It confirms the fact of payment of funds and prevents further fraud.
Calculation of the amount of payments, taking into account the deposit shelf life
Depending on how long the deposit was kept, a state calculation of subsequent payments on it is carried out. To calculate the amount of compensation, a special coefficient is used:
- For deposits that are currently valid, as well as for those accounts that were valid between 1992 and 2012 and were closed between 1996 and 2015, the number of this ratio is 1.
- For deposits that were valid between 1992 and 1994 and closed in 1995, the amount of the coefficient is 0.9.
- Closed deposits in 1994, valid for two years since 1992 - coefficient equal to 0.8.
- Closed deposits in and valid the year before shall be calculated with a coefficient of 0.7.
- If the deposit was closed in 1992, then the coefficient is 0.6.
- If the deposit is closed from 06/20/91 to 12/31/91, the coefficient is zero and the amount is not paid.
That is, if we look at an example, a person who made a contribution and was born after 1945, who made a deposit closure in 1995, will be able to count on double compensation for his money. This is taking into account the fact that the amount is calculated using a coefficient whose value is 0.9.
Features of receiving compensation
Based on the information discussed above, it is worth paying attention to special points related to compensation payments. This will be useful to everyone who wants to receive redress and is interested in the details of who can count on redress.
Compensation will not be able to get people currently living in the country and their heirs who do not have the citizenship of the Russian Federation. Such expenses are not provided for in the budget, and the law does not allow such payments. Also, people who live in other countries who have foreign citizenship or do not have it at all cannot rely on payments. More detailed information can be obtained by contacting Sberbank, the telephone hotline is indicated on the official resource.
An important point is that Russian legislation does not provide for compensation for damage to citizens of countries formerly part of the USSR. In other words, money is issued only to those who have Russian citizenship and live here. All others must receive compensation in their own country in accordance with its laws.
It is also important that if the deposit was opened after June 20, 1991, then you should not count on any payments.
By law, payment of such bills is not calculated. Compensation for deposits of Sberbank in 2016 took place according to this scheme. This year, all payments are made on the basis of legislative changes regarding the budget allocation for the current year.
What documents are needed
Compensation can be obtained at the branch of Sberbank where the deposit was originally made and where it is at the moment. To receive money, you must provide a certain list of documents.
The following papers must be provided for depositors and their representatives:
- Documents confirming the identity of the recipient.
- If necessary, you need a document confirming that this is a person authorized to receive compensation for the deposit.
- Previously issued statement of desire to receive compensation, this must first be done at the bank branch.
- If available, you need a savings book of Sberbank.
- If not available, then a statement about the loss of a passbook.
- If the deposit was closed between 1992 and 2015, you must provide a special application, which is pre-executed at the bank.
The heirs of depositors need to collect the same documents, but with one difference: instead of confirming a power of attorney, it is necessary to provide a document on the right to inheritance, a death certificate of the depositor, as well as a certificate that the depositor at the time of death was a full citizen of the Russian Federation. Compensation for Sberbank deposits to heirs is made only subject to these conditions.
Where can I find out information
All necessary data can be clarified by Sberbank employees, including what documents are needed to pay compensation. There is a form on the bank’s website for processing an application for receiving money; you can also personally contact Sberbank. Phone and other coordinates are also on the official resource. It is worth noting that any genuine documents that customers provide to fill out an application for receipt of payments, employees must return back after completion of all necessary actions with them.
What you should pay attention to when designing
If the deposit is closed, this information should be displayed in the account cash warrant. A person receiving compensation is required to put his signature on it. Before doing this, it is recommended that you carefully read the text of the order and check the amount indicated in it. If you have questions, it is better not to receive a payment and wait for the recalculation. In this situation, you should request one of the hand warrant copies. Also, the savings book of Sberbank should contain a note “compensation” and it should be returned to the recipient upon completion of the procedure.
Compensation formula
You can calculate your own deposit amount. To do this, use the following formula: multiply the balance of the deposit as of June 20, 1991 by the compensation coefficient by the number of increase, in the case of a three-fold return by 3, in the case of a double return by 2, respectively, and subtract the amount of previously paid compensations for this contribution.
It should be borne in mind that two deposits participate in the calculation of the amount, namely the main balance on the savings book and the compensation amount calculated on March 1, 1991. This does not apply to those people whose contributions have been registered after this date.
What does an additional account mean?
Considering that food prices increased due to inflation, a decree was adopted to increase the amount of deposits by forty percent. More precisely, those depositors whose savings exceeded the amount of 200 rubles received an additional account that contained funds in the amount of forty percent of the total amount. They could take advantage of them by law only after three years. If the amount was less than 200 rubles, then they could use the additional account after three months.
