- Military personnel whose total duration of contract service is less than 3 years, who received the first military rank of an officer in connection with their appointment to a military position, for which the state provides for the military rank of officer, from January 1, 2005 until January 1, 2008.
- Military personnel whose total military service contract is less than 3 years, who received the first military rank of officer in connection with the completion of training courses for junior officers from January 1, 2005 until January 1, 2008.
Forced participation in the NIS system is imposed on the following categories of military personnel:
- Persons who graduated from military educational institutions of vocational education and entered into the first contract for military service after January 1, 2005
- Officers called up for military service from the reserve or voluntarily enlisted for military service from the reserve and entered into the first contract for military service beginning January 1, 2005.
- Warrant officers and warrant officers who concluded the first contract for military service after January 1, 2005 (may become members of the NIS if there is a total duration of their military service under the contract for 3 years).
- Persons who received the first military rank of an officer in connection with entering the military service under a contract for a military post, for which the state provides for the military rank of an officer, starting January 1, 2005.
- Military personnel whose total duration of contract service is less than 3 years, who received the first military rank of an officer in connection with their appointment to a military position, for which the state provides for the military rank of an officer, starting January 1, 2008.
- Military personnel whose total duration of military service is less than 3 years under the contract, who received the first military rank of officer in connection with the completion of training courses for junior officers starting January 1, 2008
- NIS military personnel who, after leaving the military service, have entered into a military service contract with any federal executive body where military service is provided for by federal law.
In the case of voluntary participation, a soldier, as already written above, writes a corresponding report addressed to the commander of the unit. This report must be registered in the register of official documents. After familiarization, this report is sent to one of the military departments, where data are collected and other participants. Already this generalized consolidated list is sent further by the registration authority of the Ministry of Defense, where the serviceman is included in the register of participants in the accumulative-mortgage system.
