The regulations of the organization and development of the territory of the horticultural, garden or dacha non-commercial association establish the executive authorities of the constituent entities of the Russian Federation in the manner prescribed by urban planning legislation, taking into account their natural, socio-demographic, national and other features. The construction of buildings and structures in the horticultural, vegetable or country of the non-profit union is carried out in accordance with the project of the organization and the development of its territory.
Monitoring compliance with the requirements for the construction of buildings and structures in the horticultural, garden or country non-commercial association is carried out by the Board of such an association, as well as the Inspector of State Bodies, carrying out control over the compliance with the legislation, in accordance with the organization of the organization, which has developed a project for organizing and building the territory of such an association, organs local self-government.

phased reorganization of the territory in accordance with urban planning documentation approved in the prescribed manner;
new construction of residential and public buildings (objects of cultural and commercial, office-business purposes, sports, recreation, healthcare) with extremely permissible high-altitude parameters up to 30 m, counting from ground level to the top of the building, including all structural and decorative elements ;
finishing the facades of neutral colors and textures, with the exception of sharp dominant elements;
enveloping certain sections of the territory using forged, cast and similar "transparent" metal fences with high-dimensional parameters to 1.5 m;
the organization of entrances to the designed residential quarters from existing roads and local passages;
improvement of the territory with a device of ordinary landing of traditional trees (Lipa, Kleon, Birosis, Poplar) along the perimeter of the quarters in order to form a landscaped facade of development, neutral to the monument;
creation of buffer green zones with a width of at least 10 m, providing neutralization of the effect of modern building.
Protected Landscape Zone

2.2.1. General regulation within the boundaries of regulatory zones

In the boundaries of the regional regulation zones and economic activity is not allowed:
construction and placement of enterprises that create increased cargo streams, explosive and potentially negative impact on cultural heritage objects;
the accommodation of high-altitude dominants contributing to the volume-spatial composition of urban panoramas and species that reduces the compositional role of historical town-planning dominant, worsening the conditions of review and characteristics of the urban background of the objects of cultural heritage and nature monuments;
the demolition of historical buildings belonging to the category of accounting buildings of historical development, with the exception of the disassembly of dilapidated and emergency, in accordance with the established procedure and the conclusion of historical and cultural expertise.
In the boundaries of the regional regulation zones and economic activity is allowed:
construction of new, reconstruction of existing buildings and structures, street road network, improvement, landscaping of territories in accordance with the regulations and special requirements;
demolition of emergency disharmonious objects;
accommodation in certain areas, in accordance with the rules of land use and development of a part of the territory of the city of Bryansk and the real regulations, high-altitude dominant and emphasis, positively forming a town-planning environment.
In the boundaries of the area of \u200b\u200bregulation of development and economic activity, it is recommended:
visual neutralization of disharmonious objects with the help of green buffer zones, a change in their volume and spatial solution, a change in the architectural solution of the facades, demolition as depreciation;
carrying out industrial enterprises, construction in their territories of objects that meet the requirements of the regulations of land rules and building part of the territory of the city of Bryansk;
development, in coordination with the state authority, the protection of cultural heritage sites, integrated planning and interactions projects, as well as projects for the development of territories to be urban-planning transformation (including convertible industrial territories). As part of such projects, sections of special historical and cultural and visual-landscaped justifications with detailed urban planning regulations for the protection of cultural heritage facilities are required.
Taking into account the provisions of these Regulations, urban planning regulations on the types and parameters of the permitted use of real estate, provided for for these sites, the rules of land use and development of the territory of the city of Bryansk are operating in areas of the development regulation and economic activity.
According to the general directions of urban developmental development (development within the framework of existing development morphothips, limited reconstruction, transformation), the territory of the regional regulation area and economic activity is divided into 5 subzones in which, in turn, 8 sections of zones are distinguished by the parameters of admissible construction changes in real estate objects.
2.2.4. Special requirements in the subzone sizz.3
In the boundaries of the subzone sizz.3 allowed:
urban development of territories with a change in existing development morphotypes and excess of the prevailing height of the existing development of this zone;
reconstruction of buildings and structures with a possible superstructure (with the exception of buildings belonging to the category of historical building buildings);
the creation of new high-altitude accents;
the placement of new high-altitude dominant (buildings and structures exceeding the silhouette height of the development of this zone by more than 1/4) refers to conditionally allowed species of use of land areas of the zone. The issuance of a permit for the placement of new high-altitude dominants is made in the manner prescribed by land use and development rules of the city of Bryansk for conditionally allowed species of real estate use. At the same time, a legal or natural person interested in obtaining such permission is obliged to submit to the project for the preparation of the draft land use rules and development of the territory of the city of Bryansk, the materials of the city planning and composite justification of the altitude dominant with visual-landscape analysis (handwrites of the 3D model of the designed object in photopanoras from Control viewpoints, scans, prospects, general plan).
