This question has been thought out and worked out by the state, and there is a definite answer to it - yes, it is possible.
Even if the vehicle was purchased or received as a gift by a person who does not have a driver’s license, it is assumed that relatives or friends of the newly minted car owner can use the car. At the same time, the responsibility of the person driving must be insured! Therefore, the owner of the car can safely appear in an insurance organization and personally arrange for compulsory motor liability insurance.
That is, the owner of the vehicle at the time of his appeal to the insurer is only the insured, providing protection for the liability of persons authorized to drive his car, and not his user.
Insurance procedure
Now that we have learned whether it is possible to insure a car without rights to the owner, we can move on to another question - how to do it? If the certificates subsequently change, it is necessary to notify the insurance company of each change in a timely manner. If the owner learns from a driving school, and also joins the ranks of drivers, then in order to use his car, he again must contact the insurance to be entered in the document.
Here is the complete list of documents that must be provided to the agent:
- statement;
- passport of a citizen of the Russian Federation;
- passport or certificate of registration of the vehicle;

In order to get an insurance policy, you must do the following:
- Open the website of the insurance company and register in the “My Account”.
- Click on the link “Electronic CTP” or “e-CTP”.
- Choose one of the options for the “extension of the old policy” or “registration of the new”. The first case is relevant if you have already issued a policy in this insurance. In this case, it is enough to enter the old OSAGO number and your passport data. Then the registration procedure will take less time.
Important: if the MTPL expires later than after 2 months, it is impossible to extend the validity of the insurance. This is done in accordance with the OSAGO law.
- Enter passport data, phone number, e-mail, driver’s license, TCP and diagnostic card data (if the car is older than 3 years). In some cases, insurers require downloading scanned copies of documents. They should be well read and free from glare and stains.

Carrying out the procedure for registration of electronic "citizen", you can only pre-register in your account online. This registration has a standard form. The following data will be required from the policyholder:

After entering all the necessary data, the system automatically checks them against a single AIS CTP database. If the data is confirmed, then the password from the personal account will be sent to the policyholder’s phone (the phone number will be used as login).
If an error is detected: the system will highlight incorrectly filled fields in red. The data in them will need to be adjusted. If the system continues to give an error when all the entered data is correct, you will have to receive a password from your personal account in the office of the insurance company.
Application
After registering your personal account, you will need to log into it using the password you sent. Next, select "Issue electronic CTP" or similar and.
The standard fields for the electronic OSAGO application form are:
- The date on which the contract is due to take effect.
- Duration of the contract: 3, 6, 9 or 12 months.
- Surname, name and patronymic of the policyholder.
- Policyholder's date of birth.
- Series and passport number of the person on whom the insurance is issued.
All data about the policyholder will be copied from the data of the person to whom the personal account is registered. They will have to be corrected only if the policy is drawn up for another person.
- Make and model of the insured vehicle.
- Year of manufacture of the vehicle (this parameter refers to the year of first registration of the vehicle for state registration, i.e. if the car is in 2015, but purchased in 2016, then the year of manufacture must be chosen 2016).
- Engine power according to TCP.
- Series and number of the passport of the insured car.
- Series and number of the document confirming the registration of the machine with state registration.
- Series and number of a car diagnostic card.
- Name and license number of all persons who will be entered on the insurance policy.
After entering all the data, you must click the "Send" button, which initiates the automatic verification of data in the AIS CTP.
If the data is accepted, then the screen will display the cost of the insurance contract, insurance payment options and an email field for sending an electronic policy. If some data is not accepted, then the system will give an error, and problem fields will be highlighted in red.

Electronic CTP is designed to accelerate, simplify and reduce the cost of compulsory vehicle insurance. Therefore, no additional fees for it are necessary to pay, and the term of registration and receipt of electronic "avtograzhdanki" even for an inexperienced user takes no more than 30 minutes.

The procedure for registration of compulsory motor liability insurance is quite simple. Having chosen the company whose services you intend to turn to, you need to go to its website, after which:
- register by providing your personal data (including the series and passport number), as well as the phone number and address of residence;
- log in to your personal account using the login and a unique code (password), which will be received in the form of SMS messages or emails. A password can also be obtained at the company’s office. In addition, if you use the government services portal, then the same password and logins can be used to enter the personal account of any insurance organization;
- in your personal account you need to fill out an application for renewal or the issuance of a new policy. It must provide the same information as when receiving the policy “the old fashioned way”, while using an electronic signature. If you do not have such a signature, you can enter the password issued to you - you can also verify your data with it;
- if everything is done correctly and you have passed the check in the Automated Information System (AIS), then a message from the insurer will appear in your account, in which you will see the calculation of the contract price and the payment method. The cost of the service can be paid by bank cards of almost all banks in Russia; in large insurance companies, you can use the funds of electronic wallets of popular payment systems;
- after payment, the CTP insurance policy will appear in your personal account and will be additionally sent to your mailbox. We recommend that you print out the policy and have it with you while driving - not yet in all regions there is ideally a single base by which you can check for insurance by state number. In large companies such as Rossgostrah, after purchasing insurance on the Internet, the paper-based policy is delivered to the client’s home for free. Together with the document, information about the contacts, an algorithm on the procedure for the event of an insured event, etc. are sent to the owner of the car by mail. They can also be printed for use.
According to paragraphs 4 and 7.2 of article 15 of the OSAGO law, the printed electronic policy completely replaces the original paper policy on the state official letterhead.
Simplified design
Recently, large insurers, realizing that it is difficult for a citizen to draw up an electronic policy independently, sends an SMS with a proposal to renew on the site a few days before the end of the contract. The message looks something like this:
Dear Ivan Ivanovich! Your OSAGO policy series YAYA number 0101010101 ends 01.12.2019. You can renew it online: we have prepared for you an insurance policy. To confirm the data and pay it directly on the website, follow the link www.RGS./en/eOSAGO, then follow the instructions. Your PIN is 010101.
If you received such an SMS (in the example, the Rossgosstrakh link was used), then the procedure for obtaining insurance on the Internet has been greatly simplified for you. Your actions are as follows:
- Follow the specified link, you will be asked to indicate your phone number and PIN code from SMS - so the system will find the document prepared for you.
- You will be offered a password for your personal account, which is sent by e-mail. Change this temporary password, use a new one to log in to your account on the insurance company's website.
- In your personal account you will be asked to familiarize yourself with the prepared policy with the data already entered. You need to get the previous one and check the data of the car, the main and additional drivers, the validity period, etc. If everything matches, check the box to agree.
- After that, you will be prompted to go to the payment page, where you go through the usual online purchase procedure.
- After payment you will receive an e-mail policy and all related documents that need to be printed.
Once again, we recall that only large insurers work in this mode. Using such a simplified procedure for the electronic compilation of the CTP insurance policy, you save money and time as much as possible, as well as avoid technical problems and possible errors in the text that could have been made by you when filling out yourself.
If something went wrong
The most frequent failures in the design of an insurance policy may be:
Lack of confirmation of driver data in a single AIS system
Without this, the user will not be able to fill out an application and receive a service. It is difficult to say why such a problem exists and how to fix it - it is possible that your data was not entered on time or the failure occurred in the insurer's program;
Check
Considering that it is not necessary to submit any documents to the office, the employees of the insurer check all the database data indicated by the driver. So, when registering OSAGO on the Internet, they will definitely check the availability of information about inspection, about accidents involving the client’s car, his experience, as well as all data about the vehicle (year of issue, date of issue of documents, driver’s license, etc.). In some cases (admittedly, they have become smaller recently), the check stops at some stage - for example, information about the passage of a mandatory technical inspection has not been received, without which no one will issue a policy. For a conscientious owner of the car, it becomes unclear why the inspection performed on time is not displayed in the program and, thus, becomes an obstacle to receiving electronic CTP. The reason for this circumstance may be erroneous data entry during the inspection or a malfunction in the system;
Technical errors
When filling out, you need to be extremely careful, since all errors that were made in the application will become the basis for refusing to issue a policy, both on paper and electronic. The AIS system will issue that the car owner with the data specified in the application does not exist, therefore, it will not be possible to draw up an agreement. It is necessary to notify the insurance company about such confusion and insist on entering data on their length of service, previous insurance contracts and the series / number of the driver’s license;
Not by proxy
To date, you can only issue an online policy to the owner of the car, by proxy, this is not yet possible. There are also problems with the design of a new car - until it is registered with the traffic police, there are no data on it in the AIS database - therefore, it will be possible to insure the transport only by visiting the office personally;
Intermediaries
When it became possible to use the online service on the Internet, a lot of intermediaries appeared who offered to fill out the form. We do not recommend contacting them for help - after all, you will need to pay for services on your behalf, and no one will guarantee you no fraudulent intentions. Attackers can easily acquire unique information about a bank card. In addition, there is a risk of subsequent use of your personal data for dubious purposes;
Regional issues
According to the current rules, it is impossible to order an electronic policy in a company whose representative office is not in the region where the car owner lives. Availability of services in a particular organization will be displayed when filling out the form;
Problems on insurer's sites
Users still encounter technical problems on the sites of insurers: from a very long check of the entered data in the SAR to a complete stoppage of the site. At the same time, the possibilities of providing services are being improved, so do not give up the opportunity to keep up with the times and execute documents remotely.
