State aid is issued if the calculations reveal that the applicant's family income has sharply decreased in the last quarter, and, after the obligatory payments on the loan, each family member has no more than two living wages (LW). The indicator is set depending on the region of residence of the borrower, the laws adopted there. The calculations take into account all family members registered with the applicant in the same territory.
Mortgage Housing Requirements
Strict restrictions on applications for restructuring with state support are also imposed on housing purchased with a mortgage. The applicant must not own any real estate other than the apartment that is the subject of the contract. The borrower or his family members are allowed to have a share in other real estate that does not exceed half the value of the dwelling. All debtors, except for those who belong to the category of large families, should be aware that the following restrictions are imposed on the square of the main mortgage object:
- the footage of one-room housing should not exceed 45 sq. m;
- area of a two-room apartment - no more than 65 sq.m;
- three-room apartment - no more than 85 sq.m.
The price of the apartment should be within reasonable limits. If the cost of housing is 60% or more higher than analogues in a given constituent entity of the federation, according to Rosstatat, then it will not be possible to obtain a state subsidy. The restriction does not apply to debtors who have the status of large families. Restructuring will result in contracts executed later than 01/01/2015.
