More than five years have passed since the last significant changes to the Federal Law "On State Protection". Over this period, the legislation of the Russian Federation, including in the field of defense, state security and the rule of law, has been significantly reformed and improved, numerous amendments have been made to the legislative acts regulating the activities of state bodies in ensuring security, the powers of these bodies and issues of ensuring them activities.
However, this period is also characterized by a complication of the foreign policy situation. Attempts by radical forces to influence the domestic political situation in the Russian Federation do not stop. The state as a whole, the state authority and citizens are faced with new challenges and threats. These difficult and extraordinary conditions make it necessary to improve the legislative framework and increase the effectiveness of the activities of state security bodies in ensuring the security of state security facilities and protecting protected facilities, as well as staffing these bodies and the procedure for serving and working.
In this regard, the draft federal law “On Introducing Amendments to the Federal Law“ On State Protection ”and Certain Legislative Acts of the Russian Federation” introduced by the President of the Russian Federation to the State Duma is of great practical importance for the fulfillment of the tasks facing state protection bodies.
The amendments proposed by the bill are aimed both at improving legal regulation and fulfilling the FSO of Russia tasks for the purpose and related powers of state security bodies, and at strengthening military and labor discipline, as well as optimization and staffing of state security bodies.
So, in particular, the project provides for the clarification of the concept of “protected object”, changing the list of persons from among foreign citizens subject to state protection, defining as a state security measure providing the state security object with communications for the needs of state security bodies, granting a number of additional rights to state security bodies related to the implementation of state protection.
In addition, the bill contains provisions clarifying the procedure for the actions of state security officers in the use of physical force, special equipment and weapons, as well as norms expanding the list of grounds for refusing to accept military service or work and dismissal from or from work.
The draft law is supposed to supplement the Federal Law “On State Protection” with an article establishing the requirements, obligations, prohibitions and restrictions related to military service in state security bodies, and responsibility for their non-fulfillment, as well as the provision on irregular working days for senior staff and certain categories employees, based on the specifics of the activities of the Federal Security Service of Russia, and the need to comply with the principle of continuity of state protection and the provision of them For more annual leave.

Presidential spokesman Nikolai Fedorovich Kondratyuk outlined the concept of the bill in detail and comprehensively. In addition to the above, I would like to focus on the following.
The current Federal Law "On State Protection" was adopted in 1996, and since then, this law on issues of rights, powers and staffing has not been introduced.
Therefore, the draft law proposes to vest state protection bodies with the powers that other special services and law enforcement bodies of the Russian Federation have already been endowed with.
In particular, by analogy with the FSB of Russia and the National Guard, the bill proposes to give state protection bodies the right to use free of charge airfields, landing sites of sea and river ports, regardless of ownership.
An important addition is the clarification of the rules for the use of physical force, special means and weapons, by analogy with how this process is regulated by the FSB, the Ministry of Internal Affairs and the National Guard.
Thus, an additional guarantee appears, excluding the unreasonable use of physical force, special equipment and weapons.
In addition, the bill proposes to expand the list of cases upon the occurrence of which the right to use improvised means arises, including motor vehicles, when there is an urgent need, or when the necessary defense arises and in the absence of the possibility of using special means.
It is worth noting that the FSB of Russia, the Russian Guard and the police have similar rights.
And no less important, colleagues, is the addition of stricter requirements for citizens who enter the service of state security bodies, as well as those who already pass it. The requirements for strict observance of the Code of Ethics and official conduct are increasing, and the requirements for strict observance of other rights and obligations are increasing. A number of conditions of restrictions are envisaged, the non-observance of which excludes service in the state security bodies.
Thus, the bill is aimed solely at increasing the efficiency of state protection. The adoption of the bill will not require additional funding from the federal budget. The legal department of the State Duma apparatus also has no conceptual comments on the bill.
The bill was considered at a meeting of the Committee on Security and Anti-Corruption on March 23 of this year and unanimously supported.

Section 28. Head of the Administration of the Odintsovo Municipal District
1. The head of the Administration is an official of the Odintsovo municipal district.
2. The head of the Administration is appointed by the Council of Deputies from among the candidates represented by the competitive commission based on the results of the competition.
The contract with the Head of Administration is concluded by the Head of the Odintsovo municipal region.
2.1. Head of Administration:
1) is controlled and accountable to the Council of Deputies of the Odintsovo municipal district;

7) the appointment and dismissal of heads of Administration bodies, as well as the appointment and dismissal of heads of municipal enterprises and institutions in agreement with the Head of the Odintsovo municipal region;

8) making decisions on the development and approval of long-term target programs (subprograms) of socio-economic development, approval of reports on their implementation;
(clause 8 as amended by the decision of the Council of Deputies of 04.22.2011 No. 9/6)
9) taking measures to ensure and protect the interests of the municipal district, residents of the district in court, arbitration court, as well as in relevant bodies of state power and administration;
10) organization and enforcement of certain state powers transferred to the jurisdiction of the municipal district by federal laws, laws of the Moscow region;
11) personal reception of citizens, consideration of proposals, applications and complaints of citizens, adoption of decisions on them.
7. The powers of the Head of Administration terminate ahead of schedule in the event of:
1) death;
2) resignation of one's own free will;
3) termination of the contract;
4) dismissal from office;
5) recognition by a court of legal capacity or limited legal capacity;
6) recognition by the court as missing or declaration of death;
7) the entry into legal force of a guilty verdict against him;
8) travel outside the Russian Federation to a permanent place of residence;
9) the termination of citizenship of the Russian Federation, the termination of citizenship of a foreign state - a party to an international treaty of the Russian Federation, according to which a foreign citizen has the right to be elected to local authorities, to acquire the citizenship of a foreign state or to receive a residence permit or other document confirming the right for permanent residence of a citizen of the Russian Federation in the territory of a foreign state that is not an international participant th agreement of the Russian Federation, according to which a citizen of the Russian Federation, having the citizenship of a foreign state, has the right to be elected to local authorities;

10) persistent inability established by the court for health reasons to exercise the powers of the Head of the Administration;
11) other cases established by federal law.
