This is, to a certain extent, a relic of the liberal policy of Dmitry Medvedev, who, when he was president of the Russian Federation, demanded that the governing bodies of state-owned companies be cleared of officials. By the way, Zubkov was less fortunate in this company - officials receive neither salaries nor bonuses for membership in the boards of directors. As follows from the company's reporting, in 2011, members of the board of directors received 112 million rubles, members of the board - 717 million rubles.
Based on the structure of its share capital, Gazprom can be called a semi-state company. The Russian Federation owns 50.002% of the shares, including 38.373% - directly, 10.740% - through OJSC Rosneftegaz (an entirely state-owned company headed by Igor Sechin) and another 0.889% - through OJSC Rosgazifikatsiya. The rest of the shares are in private hands, 28.350% are traded on the American market, 21.648% - on the Russian market, a large minority stake (2.93%) belongs to Gazprom Gerosgaz Holdings (registered in the Netherlands).
At the end of 2011, Gazprom paid out RUB 212.3 billion, exactly 25% of net profit. This is much more than in previous years. The reason is simple: the state, in a difficult situation with budget revenues, demanded that the companies owned by it allocate exactly a quarter of net profit for dividends. Thus, 106.15 billion went to the budget, the rest was divided among themselves by satisfied minority shareholders. By the way, the higher the dividend, the less opportunity to spend profit on anything else, including sports.
The second channel that Gazprom uses to replenish the state treasury is, of course, taxes. It's not that simple here. In 2011, the company paid 967.2 billion rubles to the budgets of all levels, which is a lot. But when discussing the draft budget, the Ministry of Finance proposed to significantly increase the tax on the extraction of minerals for the gas industry, but nevertheless lost in the apparatus struggle.
It is important to remember that Gazprom is, in fact, a huge conglomerate of companies, a cross between a transnational corporation and a Korean chaebol. He has a huge number of "daughters" and "granddaughters" in Russia, each of which has its own friends, relatives and colleagues, as well as a lot of dependent companies in foreign jurisdictions, including offshore ones. And each of them lives its own complex, filled life, sometimes including sponsoring professional sports clubs.
But there are also costs associated with other forms of social responsibility. In 2005-2011, the total volume of Gazprom's investments in the gasification of Russian regions exceeded RUB 146 billion. By the beginning of 2012, the average level of gasification in Russia reached 63.2%.
This year, the "national heritage" is more generous: 37.7 billion rubles were allocated for gasification of Russian regions against 29.7 billion rubles a year earlier.
In general, Gazprom is a transnational asset, closely and non-linearly connected both with the Russian state and with individual representatives of the political elite.
