A universal electronic card (UEC) is intended to certify the rights of a UEC user to receive state and municipal services, as well as to pay for these services in electronic form.
A card can be a carrier of a qualified electronic digital signature (EDS) of a citizen, which gives him the opportunity to perform legally significant actions, including receiving state, municipal and commercial services in electronic form.

UEC - a new passport?
Currently, UEC does not have the status of an identity document (although the bill on the introduction of an electronic passport in 2015 was submitted to the State Duma in January 2013 and is under consideration).
UEC does not replace a passport, passport or driver’s license of a citizen of the Russian Federation.
UEC provides access to information about the owner of UEC to certify his rights to receive state, municipal services and other services.

- use the card as an analogue of a ticket, including for preferential categories of citizens;
- to draw up and receive benefits for temporary disability, maternity, childcare;
- submit applications for assignment or recalculation of pension;
- to get up and withdraw from the tax authority, file tax returns, receive information about unpaid fines and pay them;
- file an application for the appointment of unemployment benefits, financial assistance and employment assistance;
- receive information on the status of an individual personal account in the system of compulsory pension insurance, an application for transfer to a non-state pension fund.

UEC and compulsory medical insurance
When applying for UEC, it is strongly recommended that you have a policy with you compulsory health insurance. In the absence of a policy, the applicant will not be able to receive medical services by card. Moreover, from January 1, 2014, the presence of an MHI policy is a prerequisite for obtaining a UEC.
For example, military personnel and equivalent citizens cannot get UEC, because they are not issued a compulsory medical insurance policy.
UEC and SNILS
Currently, the insurance number of the individual personal account of the insured person in the system of compulsory pension insurance of the Russian Federation (SNILS) is the most popular identifier of a citizen and is used to receive services on state portals. When using UEC, SNILS is read automatically.
Using UEC on the Internet

Any card reader that complies with the PC / SC standard can be used to work on a UEC user’s personal computer. Card readers for UEC are supplied by independent suppliers. Using a card reader, a universal electronic card holder can access all electronic services provided on portals of state and municipal services, as well as sign contracts, for example (which is important for freelancers and those who cannot physically sign a document).
At the beginning of April 2013, amendments to the Remote Labor Code were introduced into the Labor Code of the Russian Federation. Now the electronic contract of employment, certified by electronic signatures of the parties, has the same force as the contract on paper, signed in person. In this case, the employment contract must indicate the time by which the employer and employee must confirm receipt of the electronic document from each other.
The cost of a card reader in differential trade is 200-400 rubles.
How to get a UEC?
UEC is issued free of charge to citizens of the Russian Federation on the basis of a personal application.
The card is valid for five years.
There is currently no way to submit an application for receiving UEC remotely. To do this, you need to go to the service point, which is also the point of receiving applications.
For citizens under 14 years of age, an application for issuance of UEC is submitted and signed by the legal representative. In this case, posting on UEC photographs of a minor is not necessary.
Minors between the ages of fourteen and eighteen can independently apply for an UEC and receive a card, as well as refuse it.
When applying, a citizen must have:
- identity document (required);
- compulsory health insurance policy ( required from January 1, 2014);
- compulsory pension insurance certificate (if any).
An application can be submitted in Moscow, having only temporary registration in the capital (only for Russian citizens). But the filing of an application by proxy is not provided by law.
In the same place, at the service point, the applicant will be photographed. You can bring a photo with you (color or black and white,in electronic form or on paper), but it must meet the following requirements:
- For paper photos -3.5 x 4.5 cm on matte paper up to 0.3 mm thick, without creases, scratches or other damage, andthe image should be focused, pthe distance from the chin to the top of the head should be 70-80% of the height of the picture.
- For photos in electronic form - the photo must be saved with a resolution of 420 pixels in width by 525 pixels in height up to 480 pixels in width by 600 pixels in height, depending on the optical resolution of the image with a 4: 5 aspect ratio in JPEG format. The maximum file size for a color photograph is 300 Kb, the minimum is 90 Kb. The maximum file size of a monochrome photograph is 60 Kb, the minimum is 17 Kb. Colors: either 24-bit RGB color space, in which for each pixel there are 8 bits for each color component (red, green and blue); either 8-bit monochrome color space in which for each pixel there are 8 bits of brightness value. When using a scanner, the photo should be scanned with an optical resolution of 533 to 610 dpi.
If desired, the testator may include in the data that will be "worn" by his card, an electronic signature key. This signature will have the same legal force as the applicant’s personal physical signature.
When submitting the application, the applicant chooses the bank to which the card will be linked to the account.

The account, if available, can be linked to the card, or opened first, and then linked. But for these actions, the bank needs to be formed independently. They will not tie your account to the card at the service point, not their competence.
When the card is ready, the applicant needs to visit the card issuing point (it is indicated in the application, as the rules for receiving the application and the issuing points are the same) and get the card itself and an envelope with PIN codes for it. PIN codes are needed for different functions (your code for each function): for personal identification when receiving services, signing documents by electronic signature, used when need to change codes for these two actions, and a PIN code for the banking application.

Replacement in case of theft, loss or expirationUEC
In case of loss, you should immediately inform the organization that issued the UEC (for Moscow, it is the State Unitary Enterprise Moscow Social Register, for Moscow Region - OJSC "Universal electronic map of the Moscow region"), to the bank where the account is opened, linked to UEC and, if there is an electronic signature on the lost UEC, to the certification center that issued the certificate of the verification key of the electronic signature posted on UEC.
A citizen has the right to apply for a duplicate of UEC. The duplicate is issued on a paid basis.
In case of expiration, the replacement of the bank, the card is issued free of charge.
Refusal from UEC
If you do not want to receive a personal electronic card, you need to contact the organization authorized for the issuance of cards (for Moscow it is the Moscow Social Register State Unitary Enterprise, for the Moscow Region it is the Universal Electronic Card of the Moscow Region OJSC).
But it is worth keeping in mind that you can refuse to use UEC only if UEC is issued. Therefore, it makes sense to apply with a refusal after January 1, 2014, when the cards will be issued in bulk.
Refusal to use UEC does not mean cancellation of the card. Refusal to receive or use UEC does not impose restrictions on the receipt of services, benefits, etc. Services and benefits will be provided on the basis of existing documents.

What is UEC
UEC is a universal electronic card that contains information in print and electronic form about its owner. A card holder can be either a citizen of the Russian Federation, a stateless person or a foreign citizen in cases stipulated by federal law.
UEC is a document confirming the identity and rights of a citizen in compulsory insurance systems, on the portal of municipal and state services, when receiving transport services (as a ticket), and also allows you to perform legally significant actions in electronic form.
UEC contains the following visually identifiable information:
- F. I. O. and photo of the owner.
- Unique card number and expiration date.
- SNILS number.
- Contact information of the organization issuing the UEC.
Information on the date and place of birth of the cardholder, as well as the number of the medical insurance policy and information on the selected bank, are recorded on an electronic card carrier.
For authorized user access to services, an electronic application must be recorded on the UEC electronic media, which carries a unique sequence of characters. Moreover, UEC may have several such applications, the mandatory list of which is established by the Government of the Russian Federation. Mandatory federal applications must provide:
- identification of the owner of the UEC to gain access to services;
- receiving services in the pension and compulsory health insurance system;
- obtaining banking services.
How to use UEC for instant confirmation of signature and certification of documents
EDS, built into the UEC, you can sign applications for documents on the portal of public services, as well as documents in Word format.
Before using EDS, you must install the CryptoPro software by downloading it from the official website.
If it is necessary to obtain municipal or public services, you should open the official website of public services and select the authorization method on the login page - “Through the cryptographic provider / UEC”. Next, select a certificate and enter the pin code. When filling out an application for some information, the system requires a tick “Use EDS”.
To sign documents in the MS Office system, you must register a certificate. To do this, go to the “File” tab, press the “Details” key and enter the pin code. After these steps, the document is signed and automatically saved. If the information in the document is changed, the signature is canceled and the file must be signed again.
How to get an electronic signature or UEC
The algorithm for issuing and issuing UEC is regulated by the Law “On the Organization of the Provision of State and Municipal Services” dated July 27, 2010 No. 210-ФЗ (currently it is no longer possible to obtain UEC, details are in the next section).
Between January 2013 and December 2016, citizens should apply for a card to an organization authorized by regional authorities. At the request of the citizen, a key to verify the electronic digital signature (EDS) was recorded in the electronic part of the card.

Changes entered into force on January 2017
UEC issue discontinued from January 2017 (law “On amendments to certain legislative acts ...” dated December 28, 2016 No. 471-FZ). At the same time, cards already issued will not lose their relevance and will act along with electronic passports.
Starting in January 2017, the UEC was replaced by an electronic passport of an individual. Obtaining an electronic passport is a voluntary question. To draw up a document, you must contact the passport office, where to fill out the appropriate application and pay the state fee. In this case, until 2025 it will be possible to use either an electronic passport or its paper equivalent.
An electronic passport is issued in the form of a plastic card and contains the following information:
- F. I. O. passport holder.
- Place and date of birth.
- Date of issue and validity of the document.
- Gender of the passport holder.
- Series and document number.
- Photo of the owner in color and made in engraving.
On the back of the electronic passport, an engraved photo, a series and a document number are duplicated, as well as information about the registration of the owner and about the authority that issued the passport. At the request of an individual, information on medical insurance, TIN, bank, and also include an electronic digital signature can be entered into the electronic part of the document.

- EDS. UEC can be used as a signature when sending documents remotely. EDS allows you to sign important documents remotely without a personal visit to the required institution.
UEC as a means of identification
UEC contains the information necessary for obtaining public services on citizens: name, date of birth, SNILS, policy of compulsory medical insurance, etc. Using UEC, you can register on the public services portal, make an appointment with a doctor, transfer residential premises to non-residential premises, register for housing, receive childcare allowance and other important services. In some regions, citizens have the opportunity to record a citizen’s medical history on UEC.
UEC as a payment instrument
UEC can be used as a full-fledged payment instrument through the PRO100 system. Using a card, you can not only pay, but also buy goods in stores, withdraw cash, and remotely manage your account. Some regions offer discounts on UEC. You can get a scholarship, salary, pension, etc. on the card.
In order to be able to use UEC as a bank card, it is necessary to select the issuing bank that will provide the indicated functional. Their list is still limited. Information on issuing banks can be obtained on the website of UEC OJSC.
UEC as a transport card
UEC may replace the ticket. To do this, you must activate its transport application. A card can be used to pay for travel in public transport. At the same time, the cost of one trip will be cheaper than with traditional payment.
It is worth noting that so far only a limited number of government and banking services are available to cardholders. But in the future it is expected that it will be possible to register a marriage, receive a child’s birth certificate, choose a cable TV operator, etc.
Is a universal electronic card required?
Many Russians are concerned about the question of whether UEC is mandatory. No, not required. Moreover, it could be abandoned until the end of 2014. But now the card is issued only on the basis of a personal application and the presence of a citizen. It turns out that without an application the card cannot be issued.
Where to get a universal electronic card

When moving around the country, it is quite problematic to take with you a whole package of important papers that you may need on a trip. To this end, it was decided to manufacture a universal electronic card at the state level. This document allows you to minimize the amount of documentation that you often need to have with you. The decision to produce a universal plastic card was made back in 2010. It was first released and began to be used since January 2013. The card was conceived as the simultaneous use of a payment and identification device. The validity of such a document has a limitation of 5 years.
Where and how UEC can be issued
A universal card was provided only to Russian citizens from the age of 14. Moreover, it was completely free. It was possible to submit an application to a special organization engaged in the production of universal cards, or on the website of the State Service in the personal account of a citizen. It was required to fill out an application for its execution. In it, the applicant, in addition to basic information about himself, also indicated the name of the banking institution in which he would like to have an account. It was necessary, when applying, to bring all the basic documents of a Russian citizen:
- general passport;
- SNILS;
- mHI policy.
At the place of appeal, the applicant was photographed. The employee who accepted the documents issued a unique application number, according to which the citizen could track the status of implementation. After 30 days, the electronic card was ready, the applicant received along with it an envelope with PIN codes.
If desired, if the statement was noted, then an electronic digital signature key was placed on the card chip. Such a service was not provided at all card issuing points. Only in those where there was a technical possibility of such manufacture.
The refusal to manufacture UEC could follow for the following reasons:
- previously the card has already been provided to this person;
- the application was not completely filled in compliance with all the rules;
- incorrect information was provided in the application or false information was provided.

- Name, date of birth, gender of the applicant;

UEC can be used as a tool to provide the following services:
- Identifier. Allows the holder of UEC to receive services in state, pension, municipal, medical institutions. Can serve as a ticket.
- Electronic signature. Provides the ability to use an electronic signature when sending legally relevant documents. This feature will provide better protection for electronic papers. An electronic signature has the same legal basis as the usual signature in documents. To use UEC as an electronic digital signature, you need to purchase an additional device - a card reader. You also need to download the free program “CryptoPro UEC CSP”. After that, the cardholder opens up enhanced opportunities for using the State Services portal, where confirmation in the form of an electronic digital signature may be required.
- Payment function. UEC can be used as an ordinary bank card and paid by it for goods and services in those enterprises that use the PRO100 payment system. You must first select a bank and open a service account in it. Not all banks participate in this program. The list of major banking organizations that provide the ability to use the payment function of a universal card includes Sberbank, Moscow Industrial Bank, Bank Uralsib.
Important! This card was used as a replacement for the most frequently requested documents. It was rarely used as a means of payment due to the limited use of the PRO100 payment system.
Positive and negative aspects of using UEC
The main advantages that a universal card provides are as follows:
- Queues are reduced when applying for service in state and municipal institutions.
- There is an opportunity to speed up the process of paperwork. There is no need to provide many documents contained in one UEC. This is a pension certificate, and a compulsory medical insurance policy, and TIN, which is necessary for paying taxes.
- Accelerates the process of transferring funds as state fees and fines.
- There is the possibility of paying for public transport, the cost of the trip on which when using UEC should be cheaper than the established price for ordinary travel.
The disadvantages of UEC are:
- The main negative indicator is that UEC includes all important documents. With its loss, a citizen becomes vulnerable. It is required to immediately report her loss to many authorities. You also need to deal with the re-issuance of new documents that were included in the UEC.
- The card is limited to the territory of Russia. Travel with it can be paid only in certain regions of the Russian Federation. The payment function is performed exclusively for those organizations that support the PRO100 payment system.
Earlier, in order to obtain UEC, it was necessary to apply to special centers of the company UEC JSC. It was necessary to fill out the proposed application.
Since January 1, 2017, the production of electronic universal cards has been discontinued. This decision is enshrined in Federal Law No. 471 of 12/28/2016. Refusal to issue UEC is associated with the following reasons:
- The actual functionality of the card was minimal compared with the ideas in the design of this system.
- Issuing and maintaining UEC entailed too much government spending.
UEC was conceived as a special card, capable of replacing in its person all currently available documents of every citizen: TIN, SNILS, medical policy, travel card, bank card.
