Universal electronic card - where to get and how to use? Single electronic card of a Russian: myth or reality.
A card that provides many benefits. But not everyone knows about her appointment. Therefore, it is necessary to consider this topic in more detail.
The concept
UEC - what is it? Such a plastic electronic product performs many different tasks. The card is a means of payment, and its main function is the simplified access of people to the services provided by the state or municipal authorities in electronic form.
It should be borne in mind that projects provided at the federal level are not recognized as commercial startups, therefore, the difference in financial capabilities is taken into account here. The card is financed by the federal and regional budgets. Switching to electronic services instead of real lines is considered an advantage, which many countries seek to join. The main advantage is the avoidance of bureaucratic delay. Typically, countries implement projects that draw up UEC for free.
There are likely to be electronic documents in the future that will greatly simplify many procedures. You do not need to carry a lot of papers with you, because the electronic card will contain all the information relevant to the owner.
Advantages and disadvantages
The main advantage of the card is that it serves as a replacement for an insurance policy, pension certificate, tax number, bank card. It turns out that UEC combines these documents. It is very convenient to provide one card than a lot of papers.
The card opens up the possibility of using public services. This is very convenient, since everything can be ordered via the Internet and not spend much time on the queue. It is enough to be able to use your personal account correctly to order any service of interest.
A card can be used to pay for goods and services, including remote services. To use the payment options, you must visit the bank, where you should write an application to open an account. It will automatically be connected to the UEC.
Bank employees must provide up-to-date information about the payment system, as well as the rules for using the card. An agreement is issued for UEC registration. It will spell out the nuances of cooperation.
The disadvantage of plastic is the possibility of its use only within the country. The application works with the PRO100 payment system, therefore barriers are possible for use abroad. This card has a validity period of 5 years, so it will have to be changed.
UEC Functions
What it is? What are the functions of plastic? This is a universal card with an electronic signature, which can replace the usual one. It is possible to attach it remotely. The signature of the UEC is as legal as the usual. This makes many procedures easier. For example, you can visit the website of the State Service (UEC is useful as an identity card). The map contains information about many documents:
- Passport.
- Policy.
- Insurance certificate.
The card can be provided in different organizations instead of a paper document. Some do not know the purpose of the UEC (what it is and what it is intended for - the main questions asked by citizens). The card is used more often to replace documents, but not for payments.
But it is worth noting that the card can be used for settlements. The limitation includes the PRO100 system. It will not be possible to apply it everywhere, but if the card is provided by Sberbank, then all ATMs accept it. In such cases, the card can serve as a second wallet in which you can store money, and if necessary, withdraw it at an ATM.
Card design
To apply for UEC, you must visit the point of issuance of these products, providing a passport and other documents, information about which is entered in a new card. It is also necessary to write a statement about the release. If there was confirmation by the UEC to receive it, then the card is issued to the holder.
To obtain a card, a passport and SNILS are required. You must visit the office, fill out an application. A person is photographed, after which he must sign an agreement. He is given a confirmation of the application. To receive you need to come after 30 days.
This plastic electronic product is absolutely free for Russian citizens. After about a month, a message about the readiness of the card arrives on the phone. You need to take the TIN with you. After that, UEC can be used.
Fare
Can I pay with a card? The function of paying for travel by public transport is still not sufficiently active. But if there is UEC, then you can still use such a service.
It serves as a wallet, thanks to which you can pay for travel at any time. It is very convenient, you just have to wait until this system becomes developed.
Perspective Card
A plus of the described banking product is its active development. The project is gaining momentum, there are many places for receiving cards. The number of functions is also increasing. Universal cards are now a pilot project, because they are not in all areas of life. It is likely that when many people use it, the system will become more popular.
UEC is considered a product of the future. Its use is relevant in various areas of life, but today the system has not gained sufficient development. Getting a card is easy. You must visit Sberbank or another financial institution that draws up such products. You can also apply on the company's website.
Terms of use
Using UEC is comparable to a regular card. It is used to pay for services, purchases, cash withdrawals and other functions. The main obstacle to use will be the "PRO 100" system, which is not suitable for all ATMs. But Sberbank has it.
The card includes information about the owner, which is very convenient. Instead of a lot of documentation, you can provide plastic. The card contains all personal data.
Renouncement
Is a rejection of UEC possible? Every citizen has this right. It is only necessary to contact the department where the card was issued. Refusal from UEC is made out on the application, the sample of which is in the bank. Nothing more is needed to do this.
The reasons for the refusal may be the following:
- Russia has not yet switched to electronic documents, so it is more convenient for organizations to provide paper options.
- It is not possible to make payments with the card everywhere, since not everywhere is the PRO100 system.
- Card is not accepted outside the country.
The refusal could be issued before January 1, 2017. After that, the card was made without fail. Many care about why you can’t refuse a card after 2017. This is due to the fact that the law does not have any information about this.
With the receipt of the card, various public services are provided to the person. It can be given along with a passport and other documentation. If you abandon UEC, you will not be able to use many services. According to the forecasts of the migration service, new passports will be applied soon.
UEC is a great service. If it develops, it will become very convenient for citizens. I would like to increase the number of functions. It is likely that in the future cards will replace documents - everything will be in electronic form, which is much more convenient. But since 2017, the issue of cards has been completed. Reissue is also not yet possible. Therefore, whether they will continue to act or be banned, it will become clear over time.
Replace most paper documents and provide access to public services today helps a single electronic card, but very soon it will be replaced by an electronic passport. From 2017, these two documents will operate in parallel, but after five years the cards will expire, so the only universal identity card will remain.
For all occasions
The Unified Universal Electronic Card (UUEK) looks like a “pilot project”, on the basis of which it was decided to test the effect of new types of documents. You can order it now, and by the end of the year you need to apply for a more important document - an electronic passport. It will also be issued in the form of a plastic card, and optionally the documents are very similar in many respects.
They will replace:
- all-Russian passport of a citizen;
- retirement certificate.
The card issued now is also an online wallet for storing personal savings, receiving salaries or social benefits, paying for public services (duties, taxes, rents, etc.).
With its help, today on the public services portal you can:
- get a certificate or statement;
- monitor a child-student (attendance, academic performance);
- pay for transportation.
Attention! In each region, the list of options attached to the card may vary.
From January 1, 2017, the issuance of passports in the form of plastic cards will begin. They will also replace the main identifying documents of Russians - a paper identity card, a compulsory medical insurance policy, a pension certificate. It is planned that it will be possible to use a passport card as an electronic signature and as a key to your personal account on the government services portal for access to popular sections.
The Ministry of Economic Development specified that at first the new passport will definitely not have a banking application, that is, it will be impossible to make financial transactions with it. At the moment, this is his main difference from the EUEC. What additional features will provide a passport card is not yet fully determined.
On a note! The issuance of the mentioned documents is regulated by FZ-210 “On the organization of the provision of state and municipal services”, which was adopted on July 27, 2010.
How and where to get it?
Today, problems with how to get a single electronic Russian card do not arise, for example, among Sberbank customers. You can order it before the end of the year at the nearest branch that issues universal cards (PRO100). Why only until December 31? Because from January 1, the issuance of plastic identity cards will begin, which will operate in parallel with the PRO100 for five years (it is for this period that a Sberbank card is issued).
At the moment, more than 650 thousand people have declared their desire to receive a single card at Sberbank. In addition to Sberbank, where you can get a single electronic card free of charge upon request, specialized centers for receiving applications are open in each region. In the centers, universal “plastic” has also been issued free of charge since the beginning of 2013, and the applicant can attach a bank account to it at will by choosing one of the banks from the list (on the Sberbank card this option is automatically connected).
It is noted that permission to transfer personal information to electronic form is voluntary, and those who do not want to do this may either not issue a payment-identification card or write a refusal application for a new passport.
The acceptance of applications for the production of the current single card will end on December 31, 2016.
To complete the PRO100, you need:
- passport of a citizen of the Russian Federation;
- compulsory medical insurance policy;
- pension certificate (if any).
On a note! The appearance of plastic documents issued now is not different, only UEC places its logo on the front side, and the bank also adds its own.
A single “plastic” can be blocked, like a regular bank, by calling the hotline, which is indicated in the memo.
By order of the government, universal cards are issued through specialized centers by the specialized company UEC. On its official resource you can find out detailed information about the products being introduced (http://www.uecard.ru/), print out the application, find the addresses of service points where applications are received and cards are issued. The same company will also deal with the issuance of electronic passports and, I think, the scheme will remain the same.
Many of you have probably heard of such a thing called the "universal electronic card" (UEC), but not everyone clearly understands the meaning and benefits of owning this card. We will look at UEC without prejudice, now and then trying to get into our heads when talking about something state-owned, and try to evaluate the usefulness that now and in the foreseeable future a person will receive, having ordered a universal electronic card for free.
What is it and why is it necessary
First, you need to immediately understand the tasks that UEC is designed to solve. Despite the fact that the card includes the means of payment (that is, it is a limited analogue of the usual Visa and MasterCard bank cards), its main purpose is to simplify the access of citizens of the Russian Federation to state and municipal services provided in electronic form.
Obviously, projects on a federal scale are not commercial startups at all, and here things come into play, such as the difference in financial capabilities, which differ greatly from region to region. The development of UEC is also financed from regional budgets, and at the moment, Moscow, Astrakhan, Tatarstan, Bashkiria, Krasnoyarsk Territory, Krasnodar Territory and Volgograd Region have succeeded most in this matter.
Nevertheless, the transition from paper and live bursts to a remote interaction format is a global trend, and many countries have followed it with varying degrees of success. The main thing here is that all these innovations can now avoid some well-established bureaucratic manifestations. Moreover, unlike many countries that implement similar projects, obtaining UEC is free.
Opportunities
Of the entire set of current and expected capabilities of UEC, we were most attracted by the recording of a qualified electronic signature (EP) on a card. In short, an electronic signature is the full equivalent of a familiar handwritten signature, but with the difference that you can remotely attach such a signature. In the case of the gosuslugi.ru website and regional portals of public services, the EP will act as a substitute for an identity card.
UEC also includes a compulsory medical insurance policy and a pension insurance certificate. In practice, this makes it possible to keep most of the documents most in demand when contacting various institutions in the format of one compact card.
Above we talked about using UEC as a means of payment. The limitation here is the payment system PRO100. You will not be able to use it far everywhere, but any Sberbank ATM will accept the card with guarantee and will allow you to replenish / withdraw money from it. In this light, UEC is seen as a kind of spare electronic wallet where you can safely store a certain amount of money and, if necessary, withdraw it at the nearest ATM.
One of the functions implemented, unfortunately, at the moment only in some regions is payment for travel in public transport. The point is that a person no longer needs to go into his pocket for little things or buy tickets. UEC acts as an electronic wallet with which you can instantly pay for travel. The idea is excellent and very useful, it remains only to wait for its wider distribution.
Perspective
The good news is that they do not score at UEC. The project is developing, the number of points for receiving applications from citizens for a card is increasing, and, most importantly, the capabilities of the UECs themselves are expanding.
Now, when the initiative is at the stage of a “pilot project”, its presence in relevant areas is felt, but we believe that by the time a tangible number of active users is reached, the system will become even more useful.
Electronic signature or UEC - what is it, what is needed and how to get it? Learn the answers to these and other questions from the material.
What is UEC
UEC is a universal electronic card that contains information in print and electronic form about its owner. A card holder can be either a citizen of the Russian Federation, a stateless person or a foreign citizen in cases stipulated by federal law.
UEC is a document confirming the identity and rights of a citizen in compulsory insurance systems, on the portal of municipal and state services, when receiving transport services (as a ticket), and also allows you to perform legally significant actions in electronic form.
UEC contains the following visually identifiable information:
- F. I. O. and photo of the owner.
- Unique card number and expiration date.
- SNILS number.
- Contact information of the organization issuing the UEC.
Information on the date and place of birth of the cardholder, as well as the number of the medical insurance policy and information on the selected bank, are recorded on an electronic card carrier.
For authorized user access to services, an electronic application must be recorded on the UEC electronic media, which carries a unique sequence of characters. Moreover, UEC may have several such applications, the mandatory list of which is established by the Government of the Russian Federation. Mandatory federal applications must provide:
- identification of the owner of the UEC to gain access to services;
- receiving services in the pension and compulsory health insurance system;
- obtaining banking services.
How to use UEC for instant confirmation of signature and certification of documents
EDS, built into the UEC, you can sign applications for documents on the portal of public services, as well as documents in Word format.
Before using EDS, you must install the CryptoPro software by downloading it from the official website.
If it is necessary to obtain municipal or public services, you should open the official website of public services and select the authorization method on the login page - “Through the cryptographic provider / UEC”. Next, select a certificate and enter the pin code. When filling out an application for some information, the system requires a tick “Use EDS”.
To sign documents in the MS Office system, you must register a certificate. To do this, go to the “File” tab, press the “Details” key and enter the pin code. After these steps, the document is signed and automatically saved. If the information in the document is changed, the signature is canceled and the file must be signed again.
How to get an electronic signature or UEC
The algorithm for issuing and issuing UEC is regulated by the Law “On the Organization of the Provision of State and Municipal Services” dated July 27, 2010 No. 210-ФЗ (currently it is no longer possible to obtain UEC, the details are in the next section).
Between January 2013 and December 2016, citizens should apply for a card to an organization authorized by regional authorities. At the request of the citizen, a key to verify the electronic digital signature (EDS) was recorded in the electronic part of the card.
EDS - an electronic version of the signature of an individual, which is obtained by cryptographic conversion of information. EDS is simple and enhanced. Reinforced is divided into 2 types: qualified and unskilled.
Learn about the differences in the types of EDS, as well as about the procedure for obtaining it in the materials:
- “How to get an electronic signature for a public services portal? ;
- “How to make an electronic digital signature yourself?” .
Changes entered into force on January 2017
UEC issue discontinued from January 2017 (law “On amendments to certain legislative acts ...” dated December 28, 2016 No. 471-FZ). At the same time, cards already issued will not lose their relevance and will act along with electronic passports.
Starting in January 2017, the UEC was replaced by an electronic passport of an individual. Obtaining an electronic passport is a voluntary question. To draw up a document, you must contact the passport office, where to fill out the appropriate application and pay the state fee. In this case, until 2025 it will be possible to use either an electronic passport or its paper equivalent.
An electronic passport is issued in the form of a plastic card and contains the following information:
- F. I. O. passport holder.
- Place and date of birth.
- Date of issue and validity of the document.
- Gender of the passport holder.
- Series and document number.
- Photo of the owner in color and made in engraving.
On the back of the electronic passport, an engraved photo, a series and a document number are duplicated, as well as information about the registration of the owner and the authority that issued the passport. At the request of an individual, information on medical insurance, TIN, bank, and also include an electronic digital signature can be entered into the electronic part of the document.
Summary
So now you know what electronic signature or UEC - this is universal electronic card, the issue of which has been discontinued since January 2017. Instead of UEC, citizens can receive electronic passports. UECs issued before 12/31/2016 do not cease to be valid and continue to function along with electronic passports. In the electronic passport, you can register an electronic digital signature and use it when signing Word documents, as well as applications for the issuance of various certificates and documents on the public services portal.
When moving around the country it is quite problematic to take with you a whole package of important papers that you may need on a trip. To this end, it was decided to manufacture a universal electronic card at the state level. This document allows you to minimize the amount of documentation that you often need to have with you. UEC holds at the same time such important papers as the compulsory medical insurance policy, pension certificate, TIN, travel ticket, electronic signature, and also a payment card.
The decision to produce a universal plastic card was made back in 2010. It was first released and began to be used since January 2013. The card was conceived as the simultaneous use of a payment and identification device. The validity of such a document has a limitation of 5 years.
Where and how UEC can be issued
A universal card was provided only to Russian citizens from the age of 14. Moreover, it was completely free. It was possible to submit an application to a special organization engaged in the production of universal cards, or on the website of the State Service in the personal account of a citizen. It was required to fill out an application for its execution. In it, the applicant, in addition to basic information about himself, also indicated the name of the banking institution in which he would like to have an account. It was necessary, when applying, to bring all the basic documents of a Russian citizen:
- general passport;
- SNILS;
- mHI policy.
At the place of appeal, the applicant was photographed. The employee who accepted the documents issued a unique application number, according to which the citizen could track the status of implementation. After 30 days, the electronic card was ready, the applicant received along with it an envelope with PIN codes.
If desired, if the statement was noted, then an electronic digital signature key was placed on the card chip. Such a service was not provided at all card issuing points. Only in those where there was a technical possibility of such manufacture.
The refusal to manufacture UEC could follow for the following reasons:
- previously the card has already been provided to this person;
- the application was not completely filled in compliance with all the rules;
- incorrect information was provided in the application or false information was provided.
Video - How could I arrange UEC
In accordance with the Order of the Ministry of Economic Development No. 125 dated 03/25/2011, the UEC contains not only an integrated chip with basic information about the owner stored on it, but also visual information:
- Name, date of birth, gender of the applicant;
- photo of the owner;
- UEC number, logo and validity period;
- SNILS;
- MHI policy number;
- Bank card number;
- indication of the payment system PRO100;
- logo of the bank, where there is an account of the electronic card holder;
- signature example.
UEC can be used as a tool to provide the following services:
- Identifier. Allows the holder of UEC to receive services in state, pension, municipal, medical institutions. Can serve as a ticket.
- Electronic signature. Provides the ability to use an electronic signature when sending legally relevant documents. This feature will provide better protection for electronic papers. An electronic signature has the same legal basis as the usual signature in documents. To use UEC as an electronic digital signature, you need to purchase an additional device - a card reader. You also need to download the free program “CryptoPro UEC CSP”. After that, the cardholder opens up enhanced opportunities for using the State Services portal, where confirmation in the form of an electronic digital signature may be required.
- Payment function. UEC can be used as an ordinary bank card and paid by it for goods and services in those enterprises that use the PRO100 payment system. You must first select a bank and open a service account in it. Not all banks participate in this program. The list of major banking organizations that provide the ability to use the payment function of a universal card includes Sberbank, Moscow Industrial Bank, Bank Uralsib.
Important! This card was used as a replacement for the most frequently requested documents. It was rarely used as a means of payment due to the limited use of the PRO100 payment system.
Positive and negative aspects of using UEC
The main advantages that a universal card provides are as follows:
- Queues are reduced when applying for service in state and municipal institutions.
- There is an opportunity to speed up the process of documentation. There is no need to provide many documents contained in one UEC. This is a pension certificate, and a compulsory medical insurance policy, and TIN, which is necessary for paying taxes.
- Accelerates the process of transferring funds as state fees and fines.
- There is the possibility of paying for public transport, the cost of the trip on which when using UEC should be cheaper than the established price for ordinary travel.
The disadvantages of UEC are:
- The main negative indicator is that UEC includes all important documents. With its loss, a citizen becomes vulnerable. It is required to immediately report her loss to many authorities. You also need to deal with the re-issuance of new documents that have been included in the UEC.
- The card is limited to the territory of Russia. Travel with it can be paid only in certain regions of the Russian Federation. The payment function is performed exclusively for those organizations that support the PRO100 payment system.
Earlier, in order to obtain UEC, it was necessary to apply to special centers of the company UEC JSC. It was necessary to fill out the proposed application.
Since January 1, 2017, the production of electronic universal cards has been discontinued. This decision is enshrined in Federal Law No. 471 of 12/28/2016. Not only new cards, but also their duplicates are no longer issued. All holders of universal cards already received can continue to use them until their expiration date.
Attention!You can get acquainted with the text of the document by.
Refusal to issue UEC is associated with the following reasons:
- The actual functionality of the card was minimal compared with the ideas in the design of this system.
- Issuing and maintaining UEC entailed too much government spending.
UEC was conceived as a special card, capable of replacing in its person all currently available documents of every citizen: TIN, SNILS, medical policy, travel card, bank card. An electronic card was supposed to replace all paper media. Subsequently, it was planned to expand the functions of this card and turn it into an electronic passport.
