Federal Law of 27.07.2010 N 210-FZ "On the Organization of the Provision of State and Municipal Services" provided Moscow students and schoolchildren with the right of reduced fare on the basis of a social card. It is a carrier of visual and electronic information about its holder, and also provides access to data confirming the benefit.

How to get a student's social card
It is necessary with all the papers to go to the multifunctional center, where a special official will accept the application and issue a receipt. Then all data is entered into the Base Register.
The whole procedure takes no more than 1 day.
You can also write a statement without leaving your home - on the portal of public services. In this case, you will have to enter all the data from your official papers yourself.
For registration, you need to prepare the following documents:
- paper questionnaire;
- passport or temporary identity card;
- student ID;
- birth certificate (for a child under 14 years old);
- a certificate from the school;
- color photograph of the future owner.
Refusal to provide a preferential document
The service may be refused if:
- The student has already received such a benefit;
- Not all documents on the list are provided;
- The papers contain false information;
- The passport photo and the one provided do not match.
In these cases, the applicant will learn about the refusal within an hour. The maximum period for informing a citizen cannot exceed 15 days. You can receive a ready-made chip within 15 days from the date of submission of documents.
Self-service card receipt
Students can apply for a benefit through their educational institution.
To do this, they need to take a questionnaire from their educational organization and fill it out correctly. Then the university will send the questionnaire to the "Moscow Social Register", which is engaged in the production of cards.
Within 10 days, information about the owner is entered into the Register. Then the user needs to go to the Portal of city services and functions of Moscow, register, write an application for a chip. You can get the document in a month at the multifunctional center, providing a passport or temporary identity card.
Service registration is free. The owner of the card is the city of Moscow, and the holder is entitled to use it for 5 years.
The plastic chip is in the envelope with a PIN-code.
How to activate and replenish an electronic document
Receiving the SCS, the citizen chooses the issuing bank, which activates it within 1 day. The bank is responsible for servicing electronic certificates, financial transactions carried out with its participation.

Consequences of loss or theft of plastic media
A student who has lost an electronic document, as well as become a victim of its theft, must immediately contact the multifunctional center and provide the PIN-code. Based on his phone call, the SCS is temporarily blocked. The MFC enters its number and series into the stop list, terminating its validity.
To permanently block the media, you need to write a written or electronic application to the MFC.
The stolen plastic is replaced with a new one or a duplicate of the old one is issued. Transport benefits are retained and confirmed by a temporary document - a unified social ticket and passport. This ticket is valid for 30 days.
Replacing the SCS with a new one or obtaining a duplicate is paid by its owner. The amount of money is set by the issuing bank. The new medium saves all previously valid applications, as well as electronic money in the student's accounts.
In what other cases should the card be replaced:
- If its validity period has expired (5 years);
- The owner wanted to connect new applications, or the existing applications are being updated;
- The personal data of the owner has changed;
- The user has damaged the chip.
The user himself or his parent (guardian) has the right to refuse the social service by writing an application to the issuing center.
