How to make a student's social card through the portal of public services
Full-time students of higher educational institutions in Moscow can issue a personalized plastic card, which is called a student's social card. It gives its holder a lot of opportunities and advantages:
- Public transport benefits
- Payment for goods and services at a discount
- Receiving a scholarship, material payments, etc. (like a bank card)
- Appointment to a doctor in a polyclinic (compulsory medical insurance policy)
- Serves as an electronic pass to an educational institution
Where to apply for a student card
Until March 2016, the submission of documents for issuing a card was carried out only at the MFC "My Documents". For foreign students (citizens of other states) nothing has changed, but citizens of the Russian Federation since June 2016 can apply only through the State Services Portal of the MOS.RU website. How to do this - we will consider step by step.
Before submitting an application to the "My Documents" center, foreign students must check whether there is information about it in the Unified Register of Students. To do this, go to the site soccard.ru and in the form that opens, enter all the data about yourself:
- Name of educational institution
- Date of Birth
Then we press the button "Generate a request".
If your data is not in the register - immediately contact the management of your university. The lack of data suggests that either the information did not pass the check due to some errors (incorrect passport data, etc.), or even some of the documents were not transferred by the university due to their absence.
Citizens of the Russian Federation do not need to check themselves in the register in advance, because this happens automatically when submitting an application online on the State Services portal.

To use the services of the portal of State services, you must pass mandatory registration.
To submit an online application for a card, you must provide the following information:
- Personal information about the applicant (full name, gender, date of birth)
- Identity document data (passport) and OMS policy number
- Contact information (phone number, email)
- Registration and actual residence address
- Information about the educational institution (name, course)
In your personal account, it is mandatory to indicate your insurance number of an individual personal account (SNILS). Without it, you will not be able to issue a card!
You will also need to attach to the application your photo in JPEG format 30x40 mm in size, weighing no more than 300 KB. The photo must be up-to-date, i.e. made no later than 6 months.
At the next stage, you will be asked to choose a bank from the proposed list, for example, VTB Bank of Moscow:
At the final stage, you come up with a code word that serves to block the card if it is lost, and also choose the nearest multifunctional center "My Documents" where it will be convenient for you to receive the card.

Checking the readiness of the student card
After submitting an application online on the State Services portal in your personal account, you will see a record: “Served. The application has been prepared for transfer to the OIV "... This means that your application has been successfully uploaded to the portal, but has not yet been submitted for consideration. After it is received for processing, the status will change to “Your application is registered, number: (application number). The term of execution does not exceed 30 days from the date of registration of the application ".
But do not be in a hurry to rejoice ... Until all the data is carefully checked (the accuracy of passport data, the presence of the applicant in the Register of Students, compliance of the photo with all the requirements, etc.), you may receive a reasoned refusal to issue a card. Then in your personal account the status will change to “The service has been provided. Refusal to provide services due to: (reason for refusal) ".
When the card is ready, information about this will also be available in the personal account of the State Services portal. When the student's social card is ready, the status will appear: “The service has been provided. The decision is positive "... This means that you can go to the MFC and pick up your plastic card.

How to top up a social card?
There are many ways to top up your card:- Online on the State Services portal of the Moscow website
- Online through mobile applications of Sberbank, Bank of Moscow, Qiwi payment system
- At bank terminals

- At the kiosks "Travel tickets" State Unitary Enterprise "Mosgortrans"
- Cash through the cash desk of the Bank of Moscow or post offices

What to do if the card is lost? Replacement procedure
The student's social card is valid for 5 years, while studying at the university. In case of mechanical damage or loss, you must immediately contact the servicing bank. It will block the possibility of cash settlement on the card (the period of temporary blocking is 3 days). After that, applications for card re-issue should be submitted on the State Services portal pgu.mos.ru.
