Benefits for large families
The state is actively trying to increase the birth rate and, thereby, improve the demographic situation in the country. To motivate families to have children, it was customary to provide subsidies and benefits to parents with many children. For example, to compensate for the costs of studies, travel and utilities.
Mothers with many children are considered to be women raising at least three children. Benefits are granted to those whose children have not yet reached the age of majority. However, the rules and amounts of benefits may differ depending on the region.
Benefits and rights of large families
There are several laws that apply to all large families, regardless of their region and city.
As housing benefits, large families are entitled to:
- 10% discount on the purchase of living space, provided that the parents have been officially employed for at least 10 years;
- 50% discount on utility bills;
- a family living in a building that is considered to be in disrepair receives new housing after its liquidation.
Nutrition and medical care includes:
- provision of free medicines to women registered with antenatal clinics, as well as;
- the ability to visit medical centers without queues;
- provision of vitamins (according to the doctor's prescription) once a year;
- providing food for babies up to three years old;
- provision of free lunches in educational institutions;
- provision of medicines (according to the doctor's prescription).
Moreover, children from large families enter kindergartens without waiting in line and can apply to attend sections and extracurricular activities at the expense of the state. According to the law, even textbooks for children should be provided free of charge, although this point is often neglected. Children from large families living in the Far East receive assistance when entering universities and institutes. For children from large families living in other regions of the Russian Federation, there is a 20% quota that is used when enrolling in a university.
The benefits also apply to the purchase of living space. A family that is considered to have many children can count on a low percentage of children. Moreover, the state subsidizes some of the payments. Other types of loans are also issued with a reduced interest rate. This rule applies to the purchase of technical devices, building materials and furniture on credit.
Another benefit for everyone is early retirement. A 50-year-old mother with 15 years of work experience, who has had at least five children in her care for 8 years, has the right to go on retirement leave.
If the family lives in a village, 15 years of experience is not required - upon reaching 50 years of age, the mother officially enters the retirement age.
The state also provides for labor benefits for all mothers:
- if a woman has a child under the care of a child who is not yet one and a half years old, she is hired to work without an interview;
- a woman with a child under 14 years old can work part-time;
- overtime and night shifts are only allowed with the consent of the woman.
Transport benefits for large families
A family with at least five children receives a Gazel car for free. Family members can use urban / rural transport for free. If your child goes to school in a nearby area, travel there is also free.
Families living in the Far North and the Far East are entitled to a free trip to a sanatorium or to other family members if they live within the Russian Federation. Both travel to the territory of the sanatorium and accommodation in it are paid for. Car tax is not paid by such families.
A large family has the right to receive a land plot from the state, the area of which does not exceed 15 acres. However, she is obliged to build a house on the territory of the site, organize a farm or her own farm.
Cash benefits for large families
Cash payments for large families are much higher than the standard payments for parents raising one or two children. All finances come from the federal budget of the country. Some regions additionally support local families with many children, giving them a supplement to the set amount.
A mother who has given birth to her third and next child receives a monthly allowance of 6,000-11,000 rubles. The amount depends on the fertility rates in a particular region. The lower it is, the higher the preferential payment.
The subsidy is available only in the following cases:
- the child has not reached the age of three;
- the total family income is below the monthly average for a particular region.
In addition to the above, large families are provided with the following allowances:
- funds for childcare - 5,153 rubles;
- payment-compensation - 600 rubles relies on each child under 18 years old or on an adult child studying full-time;
- payment-compensation for families raising five or more children - 750 rubles;
- funds for the purchase of children's things - 900 rubles;
- funds for food (for children under 3 years old) - 675 rubles;
- funds to pay for telephone calls - 230 rubles;
- payment-compensation to families raising ten or more children - 750 rubles;
- benefits for pensioners raising ten or more children - 10,000 rubles.
A mother with many children raising children without the participation of her husband can take advantage of the benefits for single mothers. She also has the right to take additional leave, but only if at least one of her children is not yet 14 years old.
How to get the status of a large family?
Specific benefits established in the area are reported to the social welfare department. To obtain the right to know about all compensation, you must submit the following documents:
- the passport;
- birth certificates of all children, even those over 18 years old;
- family composition document;
- marriage or divorce certificate;
- photographs of the mother or father;
- certificate that the family does not have a certificate.
Having provided all the above documents, a family can expect to receive the status of a large family. After procedures with verification of documents, parents will receive a certificate of large families in their hands. Usually it is issued after a couple of weeks or a month. After receiving this document, the family is officially considered large and can enjoy state and regional benefits.
