Benefits for large families by September 1
What payments are due to first-graders from large families in 2018
This type of material assistance is intended for low-income families who, for one reason or another, are unable to provide the child with everything necessary. Unfortunately, there are still people in our country who earn less than the subsistence level, and getting a first-grader to school for some families seems to be simply an impossible task. The current legislation clearly defines families that can be classified as poor. In particular, “children's” payments can be claimed by:
The problem of low-income families, unfortunately, remains relevant for many regions of the Russian Federation. Families with low incomes, with the absence of one of the parents, with many children ... Regardless of the region of their residence, be it Moscow, Krasnodar Territory, Novosibirsk, etc., the state provides certain assistance to all these people.
Sizes and types of material assistance from social protection in 2018
Regional payments are more varied. First of all, for the 3rd or 4th child, regional maternity capital is assigned (about 100,000 rubles, which can be directed to the same needs as the federal one). There are a number of payments that offset the cost of purchasing baby supplies, groceries and clothing.
The calculation of the amount of money per family member is based on data on the income of all able-bodied adults in it. It is necessary to submit certificates for the last three months to the social security authorities. The sums of income are added up among themselves, and then divided by all family members. If the amount received is lower than the subsistence level established in the region, then the family receives a special status. She becomes poor.
Starting next week, the department of social protection will start issuing one-off benefits for the new academic year for large families. Parents raising three or more children, both their own and those adopted or taken under guardianship, will receive three thousand rubles for each student child under the age of 18. Material assistance to large families in the Chelyabinsk region on the eve of the new academic year has been provided for the fifth year, starting from 2007. According to Miass parents, this money is a good help, because not only the student needs to be collected for school, but the preschooler also needs teaching aids and stationery.
Last week, the governor of the Chelyabinsk region, Mikhail Yurevich, signed a decree on the allocation of 109 million rubles from the regional budget for the payment of school benefits to large families. To get money, you need to collect certificates for all children at once and come with them to the department of social protection. Reception of certificates will be carried out from August 15 to October 31 at the department of social protection of the population of the Miass city district at the address: Makeeva avenue 8a, 2nd floor, office number 212. Reception days: Monday, Tuesday, Wednesday from 8 to 16:30. Lunch break from 13:00 to 13:45.
Will material assistance to large families increase in 2018
- if one family member has an income that does not reach the subsistence level recorded in each separate region;
- the family has no housing or its size, calculated for one person, is less than the minimum allowable figure established by the regional administration. Citizens living in an emergency building can also be recognized as needy;
- living conditions have not deteriorated over the last five years, for example, additional tenants have not been registered in pursuit of the goal of reducing the area by 1 citizen. It is noteworthy that the registration of children under the age of 18, according to the place of residence of the father and mother, is not a deterioration in conditions;
- all family members are Russian citizens;
- compulsory residence in the country for a certain period of time.
There are cases when, when counting children, adults who have not yet reached the age of 23 are taken into account, who are studying at a higher educational institution on a full-time basis. The granting of the status of large families on such preferential terms is possible only in some areas. So, in the Krasnodar Territory such indulgences have been practiced for a long time.
Benefits and privileges of large families in 2018
The mother or father can come to school with all the documents and write an application for free meals. In addition to passports and certificates, it is necessary to provide data on the registration of minors, papers on the parents' income. After reviewing the documents, the school will redirect them to the social security agency.
The main document for registration of discounts is a certificate of the status of a large family, issued by the Social Security Administration. The applicant collects the necessary documents, then writes an application. Within a month, the competent authority considers the appeal and gives a positive or negative answer.

According to the legislation of the Russian Federation, payments are provided for large families for a first grader. These families include those who have three or more minor children. The allowance is intended for the child to go to school, to buy him office supplies and other things necessary for his studies.
Who has the right to apply for funds, and what kind of material assistance is due to future first-graders? Let's consider further.
Financial assistance to parents of first graders: who is entitled to
Financial support from the state is relied on to large families with one or several children at once going to the first grade. This type of social support from the state is also provided to low-income families in which parents cannot provide a first-grader with everything necessary for school. Who is eligible to receive benefits for first graders:
- families with low income;
- a parent temporarily raising children alone, due to the fact that the other is in military service by conscription;
- single-parent families where there is only one parent;
- parents raising more than two minor children.
The main criterion for determining a poor family is income for each of its members. To understand whether it belongs to the category of poor, it is necessary to divide the total total income by the number of people in it. When the result per person is below the subsistence level indicated in a particular region, then it is considered poor.
Types of financial aid for first graders for large families
If the family belongs to the poor, then it is entitled to financial assistance.
In 2018, the amount of state aid is:
- a one-time social payment from the state for the preparation of a child for the first grade in the amount of 7500 rbl.;
- one-time payment for schoolchildren of grades 2-11 in the amount of RUB 5,000 for each child;
- cash benefits for the purchase of office supplies, which are accrued every month.
The first type of financial assistance is provided to the family once, but for each of the children, in the years when they started school. If in one year several children went to the first grade at once, then the parents of the first graders receive financial assistance for each of them.
For families raising more than ten kids, the state has provided an allowance in the amount of RUB 15,000
In each region, additional measures are being established to support large families. The amount of aid depends on the possibilities of the regional budget, and must be regulated by a certain normative act. It will spell out the conditions for receiving, the timing and amount of payments for citizens who live in this region.
The amount of such support varies from 1500 to 14700 rubles. based on the region of residence.
The second type of material assistance is one-time payments for the purchase of various office supplies. These payments are much lower than the pre-first grade allowance, but they are paid every month.
The basis for receiving such payments is the Ordinance on Regional Lump-sum Benefits in a specific region. The money paid to prepare children for school has a purpose, but parents are not required to submit reports to the authorities.

List of required documentation

- statement;
- passport of the person submitting the claim;
- a certificate containing information about the composition of the family;
- birth certificate of a child for whom financial assistance is required, as well as other children who have not reached the age of majority;
- a certificate from the educational institution, proving that the child entered their education;
- bank details where financial assistance should be transferred.
In cases where one of the family members is registered in another city, you may need a paper from the department of the Ministry of Social Development located in this region, stating that the benefit was not paid there.
You don't have to submit documents exactly by September 1, the main thing is to submit them between August 1 and December 31. Even if the parents themselves bought the child's school uniform and all other things, the money will be returned as compensation.
In order to issue monthly assistance in the form of cash payments to the office, you need to provide:
- parent's passport;
- child's birth document;
- a certificate containing information about the material condition of the family;
- a document certifying the fact of the child's enrollment in school.
When a legal representative brings documents to the authorities, he must provide his passport and a power of attorney confirming his authority. If the child is under guardianship, then the guardians must bring a statement of this.
When making monthly payments, you must apply no later than December 31, the year in which the first grader went to school.
Algorithm for issuing child support by the beginning of the school year
To receive a lump sum payment for a child who went to school for the first time, you need to submit an application with a list of papers to the public protection authorities located at the place of residence. They can be submitted:
- by appearing in person at a social service institution;
- by sending by registered mail, while notarized copies are sent.
Employees of the Department of Social Protection of the Population have the right to require the applicant to provide additional documents, as well as to request the information necessary for processing from other authorities. For each citizen, his own personal file is set up, in which all the papers submitted by the person are kept.
A positive or negative decision on the transfer of this allowance is made by the head of the body no later than 10 days. When a decision is made to refuse material assistance, all documents are returned to the applicant and the reason for the negative decision is explained. If a satisfactory decision is made, the money is transferred to the citizen's bank account within 5 days from the date of receipt of funds from the budget.
The benefit will not be accrued in the following cases:
- moving to another region (parents will have to register it at their new place of residence);
- in case of loss of rights to provide social support (deprivation of parental rights, etc.);
- death of the person who was entitled to benefits.
Any citizen can find out the specific amount of this assistance by contacting the social protection body of the population of his city or leave an application on the website on the Internet. In it you need to state your family material condition, how many children, etc. Leave your questions, for example:
- what kind of help from the state is provided for your family;
- the procedure for processing cash payments and benefits;
- the amount of material assistance in a particular region;
- legal norms governing their payments.
This will allow you to submit the necessary documents the first time, learn the registration procedure, and also familiarize yourself with the regulations on benefits that are in force in your city.
Thousands of families across Russia need to pay for basic needs for first graders. In 2018, as in 2016, payments to large families for a first grader in different regions differ significantly, sometimes even in several thousand rubles.

How to get benefits for the parents of a first grader: video
lgoty-vsem.ru
The legislation of the Russian Federation provides for cash payments for preparing children for school to large families - households with 3 or more children. The purpose of the manual for preparing children for school is to assist the regional authorities in purchasing a school uniform or a set of clothing that replaces it, as well as other goods necessary for attending classes.
Who can get benefits?
When a household is classified as having a large family, the following are not taken into account:
All families with many children are eligible for benefits, regardless of the total income of the household.
children who have acquired legal capacity (at the age of 18 or obtaining legal capacity upon marriage, etc.);
minors in respect of whom parents are deprived of their rights;
children who are fully supported by the state or placed under guardianship (guardianship).
The lump sum payment for preparing for school is a regional aid to families with many children, so its amount and the procedure for receiving it may differ between the constituent entities of the Russian Federation. On average, the amount of the benefit varies in the country from 1,500 to 14,700 rubles per child. The amount of material assistance, first of all, depends on the socio-economic development of the region of residence and the possibilities of the local budget.
Despite the fact that material assistance is targeted, it is not necessary to report on the items of expenditure to the authorized bodies.
The authorized body for granting benefits is the USZN. In most regions, applications for receiving payments are accepted until September 1 of the academic year (in some regions, these deadlines have been extended until September 30).
The recipients of the allowance are citizens of the Russian Federation, if their family is recognized as having many children. The payment is provided for children studying only in educational institutions of the region.
Standard package of documents for receiving payment
an application of a strictly established form (the form can be taken from the USZN);
applicant's identity card;
marriage certificate (on divorce, on establishing paternity);
certificate of a mother with many children or a large family;
form 9 help;
birth certificates for all children under 18 years of age;
beneficiary's account details (savings book or debit card);
a certificate from the place of study stating that the child is listed as a student of a general education institution and transferred to the next academic year (required for each minor).
If one of the parents has a temporary registration in the region, then he must provide a certificate from the USZN at the place of permanent residence that he did not apply for benefits.
The guardian (curator) must additionally provide an extract from the decision of the authorities on the establishment of custody of the child.
All documents are provided in originals and copies. Their list may differ between regions, for example, in the Yamalo-Nenets Autonomous Okrug, a certificate of a large mother (family) is not required to apply for an allowance. If there are no documents confirming the cohabitation of the child and the applicant, then you will need to draw up an act confirming this fact.
The payment is terminated in the following cases:
when the family-recipient of targeted funds leaves the region (they need to apply for an allowance in the USZN at their new place of residence);
in case of loss of the right to provide social assistance (provision of false information, deprivation of parental rights, etc.);
upon the death of the beneficiary.
The purpose of the manual is to help in the acquisition of clothing and other necessary items for the education of children in educational institutions.
Algorithm for issuing a regional allowance for children by September 1
Within the time frame established by regional legislation, it is necessary to send documents for receiving social assistance to the Social Security Service at the place of residence.
It is not necessary to contact the authorized body in person, you can send a package of documents by mail. However, in this case, notarization of each copy will be required.
USZN has the right to check the accuracy of the information provided and request additional information from the relevant authorities.
In relation to each recipient of targeted funds, a personal file is formed. It contains all the documents necessary for making a decision on the appointment of benefits.
The decision to issue or refuse a one-time financial assistance is made by the head of the USZN within 10 days. In case of refusal, the reason is explained to the applicant and the documents are returned. If the decision is positive, the one-time assistance is credited to the recipient's account within 5 days from the date of receipt of funds for the payment of benefits.
The school preparation allowance will not solve the problem of material costs of education, especially for families below the poverty line. Many constituent entities of the Russian Federation are planning to increase the amount of this payment in the future.
