Unemployment benefit increased in Belarus. How payouts differ by region now
Unemployment benefit is a cash benefit regularly paid by the state for persons with unemployment status.
After submitting documents for registration of the status of an unemployed person, the labor, employment and social protection authority must approve the allocation of unemployment benefits.
The procedure for the payment of benefits is established by Article 24 of the Law of the Republic of Belarus dated June 15, 2006 “On employment of the population of the Republic of Belarus”. The amount of the allowance is set depending on the average earnings from the last job, as well as on the base amount. For the first 13 calendar weeks, it is 70 percent and for the next 13 calendar weeks - 50 percent of the average wages(income) at the last place of work, but not less than one base value and not more than two base values, provided that the unemployed person during the 12 months preceding registration as unemployed had a paid job (income) for at least 12 calendar weeks on a full a working day (week) or on a part-time basis (week) with recalculation of 12 calendar weeks with a full working day (week);
For the first 13 calendar weeks - in the amount of 100 percent and for the next 13 calendar weeks - 75 percent of the base rate for the unemployed who, during the 12 months preceding registration as unemployed, had a paid job (income) for less than 12 calendar weeks, as well as the unemployed after a long break in work (more than 12 months) if they have at least one year of work experience;
For the first 13 calendar weeks - at a rate of 85 percent and for the next 13 calendar weeks - 70 percent of the base figure for the unemployed who are looking for work for the first time, as well as those looking for work after a long break if they have less than one year of work experience.
Unemployment benefit increases:
10% - if the unemployed has children under the age of 14 or a disabled child under 18;
By 20% - if the unemployed has at least 3 children under 14 years old or at least 2 disabled children under 18 years old.
Unemployment benefits are paid:
No more than 26 calendar weeks in every 12 months starting from the date of registration as unemployed;
At least once a month, subject to the appearance of the unemployed in the prescribed manner in the bodies for labor, employment and social protection.
In addition to unemployment benefits, under certain circumstances, an unemployed person can receive financial assistance.
For unemployed persons whose work experience entitles them to an old-age pension, including on preferential terms, the period for payment of unemployment benefits is increased for each year of work exceeding the specified length of service by 2 calendar weeks. The amount of unemployment benefit during this additional period is the same as during the second 12 calendar weeks.
For unemployed people receiving pensions, benefits (except for child benefits), unemployment benefit is assigned in the amount of the difference between the amount of the received pension, benefit and the amount of unemployment benefit.
The appointment of unemployment benefits may be refused in the following cases:
Termination of an employment contract concluded for an indefinite period, by on their own, agreement of the parties, or termination of the employment contract on the grounds provided for in paragraphs 4, 5, 7-9 of Article 42, paragraph 5 of Article 44 and Article 47 of the Labor Code of the Republic of Belarus, as well as dismissal (deductions) for violation of military (educational) discipline, loss (lack of) a source of income as a result of illegal actions;
Failure to submit a declaration of income.
In the case when the unemployed person is denied the appointment of unemployment benefits during registration, this benefit, upon a written application from the unemployed, can be assigned provided that paid public works are completed and the specified jobs have been completed for at least 22 total working days. Its payment is carried out in next order: for the first 13 calendar weeks - in the amount of 100 percent and for the next 13 calendar weeks - 75 percent of the base amount.
Article 25 of the Law "On Employment" provides for the suspension of the payment of unemployment benefits for up to three months in the event that the unemployed, without good reason, do not fulfill the monthly rate of participation in paid public works in the manner prescribed by law.
Unemployment benefit is cash assistance to unemployed people who are officially registered with the local employment office. The period from filing an application to a decision is up to ten days. If the decision is in favor of the applicant, then within 26 weeks out of 12 months from the date of registration, he will receive benefits.
26 weeks, actually half a year, are divided into two equal periods. The payments vary during these periods. The rate of benefit depends on the length of service, the length of the break in the service, the salary in the last job and the base amount. Unemployment assistance is paid at least once a month, provided that the recipient is at the employment service with the same frequency.
Registration procedure and reasons for refusal
To qualify for benefits, you need to register at the local labor exchange - in the territorial department for labor, employment and social protection. Within ten calendar days from the date of registration on the exchange, employees of the employment service must make a decision: to appoint assistance or refuse. The law provides for the following reasons for refusal:
- Dismissal from the last job on their own initiative.
- Termination of the last employment contract by agreement with the employer.
- Dismissal from the last job for non-performance of duties or non-observance of labor discipline. If you were fired for showing up at work drunk, absenteeism, stealing at the workplace or ignoring safety rules, which caused the death or damage to the health of colleagues, the social security body has the right to refuse.
- A court sentence that prevented an employee from performing work duties any longer.
- No income tax return.
- Dismissal from the army or expulsion from an educational institution for violation of discipline.
- Loss of a source of income due to their illegal activities.
- Dismissal from the last place of employment under Article 47 of the Labor Code. For example, a gross violation by the head of his duties, immoral behavior in the field of education, or the refusal of a civil servant to sign an obligation to comply with restrictions to combat corruption.
The employment service for one of the listed reasons may refuse to pay - then the unemployed person can sign up for paid public works. After working there 22 working days, in fact a calendar month, you can again qualify for benefits.
Unemployment benefit amount
If the labor authority made a decision to assign unemployment benefits, then a person will receive it for six months every year from the date of the appointment of assistance. That is, six months every year. The payment procedure and the amount are determined by the length of service and breaks in it. Dates are measured in calendar weeks.
- For those who have worked full-time or in terms of full-time work days of 12 weeks or more in the year preceding the assignment of unemployed status, the amount of the benefit is determined by the person's average wage in the last place of employment. In this case, you will need to provide a certificate of income, and the state will pay 70% of the salary in the first 13 weeks, 50% in the second. In this case, the payment cannot be less than one base value and more than two. / Li>
- If an employee has worked less than 12 weeks on a full-time basis in the year preceding registration, the amount of assistance is determined only by the base amount. This also applies to those who have not worked for more than a year, but have at least a year. work experience... In such cases, the unemployed will receive one basic amount in the first half of the payment period and 75% in the next. / Li>
- For the unemployed with less than a year's experience and a long break, the payment in the initial part of the term will be 85% of the base value, in the final part - 70%. Those who are looking for a job for the first time pay the same amount. / Li>
- Applicants receiving benefits after working 22 days in public works will be paid one base at the beginning of the term and 75% at the end.

One basic value in Belarus in 2020 is 27 rubles. This means that the standard unemployment benefit will be no more than 51 rubles per month. But there are circumstances in which the amount of aid is increased:
- 10% - if the unemployed child is under 14 years old.
- 10% - if you have a child under 18 years of age with a disability, HIV or AIDS.
- By 20% - if there are three or more children under the age of 14 or two or more minor disabled children.
For those who receive a pension or cash aid from the state, the subsidy will be equal to the difference between the pension or assistance and the benefit for which, according to the listed rules, apply for a job seeker.
If you have years of service, which gives you the right to an old-age pension, for each year worked in excess of the length of service, the period of payment of benefits is increased by two weeks. The amount in this case will be the same as in the second half of the period of payments, which an unemployed person can claim by law.
Other nuances
If a person is eligible to receive benefits for 52 weeks, there is no employment opportunity, and there is a year or less left before reaching retirement age, then the labor office may propose an early retirement pension.
The amount of the allowance is indexed in a legal manner. Payments are retained while performing community service or temporary work. In the latter case, you must notify the employment service.
The unemployment benefit in Belarus is small, so you cannot count on it as a permanent source of livelihood. But when there is no more income, even modest amounts can help you get through tough times.

In Belarus, in June, the average amount of benefits per unemployed rose. According to Belstat, payments increased to 28.07 rubles. This is 13.1% of the budget living wage on average per capita. For comparison: in May, the average benefit of the official unemployed was 27.76 rubles.

We will remind, earlier the Ministry of Labor and Social Protection advocated the development of the insurance system according to the market model, where a person receives a high unemployment benefit. “Within six months, those who find themselves out of work will be able to count on payments in the amount of 60% of their average salary at the last workplace, ”said Oleg Tokun, head of the employment policy department of the Ministry of Labor and Social Protection earlier.
Unemployment insurance was proposed to be made mandatory. But only those who have registered with the employment service will be able to receive benefits, as planned.
- We calculated that the monthly contribution should be 0.5% of the wages fund. At the same time, we propose to pay this amount equally - to both the employer and the employee. That is, instead of 1% in the Social Security Fund, an employee will have to pay 1.25%. It seems to me that this is an insignificant increase, given that a person receives real protection from unemployment. And the employers, I think, will also not mind, since this will remove a certain burden of social responsibility from them for the dismissed workers.
However, the business with the introduction of insurance did not go further than discussion.
Recall that the actual unemployment rate in the second quarter of this year amounted to 4.7% of the labor force (in the first quarter - 5.1%). This is evidenced by the data of Belstat, which were collected according to the methodology The International Organization labor through household surveys.
In June, the economically active population amounted to 4 million 328.1 thousand people. That is, the number of unemployed, classified in accordance with the criteria of the International Labor Organization, amounted to about 203 thousand people.
Thus, the number of unemployed, classified in accordance with the criteria of the International Labor Organization, in the first quarter of 2018 amounted to 260.6 thousand people.
For comparison: according to the Ministry of Labor, at the beginning of June there were 19.8 thousand officially unemployed in the republic, and at the beginning of May - 21.8 thousand.
At the same time, the number of vacancies in Belarus has noticeably increased - up to 75.2 thousand at the beginning of July. As a reminder, at the beginning of June there were 69.9 thousand offers from employers in the country. This is 4.2 thousand more than at the beginning of May. That is, since the beginning of June, the number of vacancies has increased by more than 6 thousand.
For comparison: at the beginning of this year in Belarus there were 53.6 thousand vacancies, in 2017 - 36 thousand, in 2015 - 28.7 thousand, in 2014 - 33.6 thousand, in 2013 - 50.5 thousand, 2012 - 51.7 thousand, 2011 - 48.8 thousand.
The registered unemployment rate at the beginning of June in the country amounted to 0.4% of the labor force (a month earlier - 0.5%).
