1. General Provisions
1.1. The Department of Labor and Employment of the Voronezh Region (hereinafter referred to as the Department) is the executive body of state power of the Voronezh Region, ensuring the development and implementation of state policy in the areas of labor, social partnership, living standards and incomes, wages, demographics, and labor development resources, labor protection, state examination of working conditions, promoting employment, exercising the powers of the authorized body to determine the need to attract foreign workers arriving in the Russian Federation on the basis of a visa, in accordance with the rules established by the federal executive authority authorized by the Government of the Russian Federation, to facilitate the voluntary resettlement of compatriots living abroad in the Voronezh Region to establish the minimum number of special workers places for employment of disabled people and for participation in the organization of alternative civil service in the territory of Raven the region, including the coordination of the activities of the executive bodies of state power of the Voronezh region on the organization of alternative civil service in the territory of the Voronezh region, as well as the authority delegated by the Russian Federation to make social payments to citizens recognized in the established manner as unemployed.

1.3. The Department is functionally subordinate to the Deputy Governor of the Voronezh Region - First Deputy Chairman of the Government of the Voronezh Region.

1.4. The Department carries out its activities directly and through state institutions, in respect of which the Department performs the functions and powers of the founder (hereinafter - subordinate institutions).
1.5. In its activities, the Department is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, other regulatory legal acts of state authorities of the Russian Federation, the Charter of the Voronezh region, laws of the Voronezh region, decrees of the governor of the Voronezh region, and other regulatory legal acts public authorities of the Voronezh region, as well as these Regulations.
1.5.1. When exercising its powers, the Department ensures the priority of goals and objectives to promote the development of competition in product markets in the established field of activity.

1.6. The department has the rights of a legal entity, has its own forms, stamps, a seal with the coat of arms of the Voronezh region, has its own balance sheet and estimates, can acquire and exercise property and non-property rights on its own behalf, bear responsibilities, act as a plaintiff, defendant, third party and interested person in the courts.
1.7. The department is the successor of the renamed: Voronezh employment department for the promotion of employment, the organization and coordination of work to determine the need to attract foreign workers and prepare proposals on the volume of quotas for foreign citizens to work in the Russian Federation, to facilitate voluntary resettlement in the Voronezh region compatriots living abroad to establish the minimum number of special x jobs for the employment of persons with disabilities and for participation in the organization of alternative civil service in the territory of the Voronezh region, as well as for the implementation of social benefits to citizens recognized in the established manner as unemployed; Department of Labor and Social Development of the Voronezh Region on the development and implementation of state policy in the areas of labor, social partnership, living standards and incomes, wages, demographics, development of labor resources, labor protection, state examination of working conditions.
1.8. The regulation on the Department is approved, amended and supplemented by a decree of the government of the Voronezh region.
1.9. The activities of the Department are financed from the regional budget, provided for by the law of the Voronezh region on the regional budget for the relevant financial year, subventions and subsidies from the federal budget.
1.10. The staffing of the Department is approved by a decree of the government of the Voronezh region on the proposal of the head of the Department.
1.11. The Department issues regulatory acts within its competence.
1.12. Full name is the Department of Labor and Employment of the Population of Voronezh Region, the abbreviated name of the Department is DTZN VO.

2. The main tasks of the Department
The main tasks of the Department are:
2.1. Ensuring the implementation in the territory of the Voronezh region of state policy in the field of labor, social partnership, living standards and incomes of the population, remuneration, demography, development of labor resources, labor protection, state examination of working conditions, promotion of employment, powers to determine the need to attract foreign workers arriving in the Russian Federation on the basis of a visa, in accordance with the rules established by the authorized Government of the Russian Federation, an executive authority to assist in the voluntary resettlement of compatriots living abroad in the Voronezh region, to establish a minimum number of special jobs for disabled people and to participate in the organization of alternative civil service in the territory of the Voronezh region, as well as the authority delegated by the Russian Federation, to the implementation of social payments to citizens recognized in the prescribed manner unemployed.

2.2. Development of proposals and implementation of measures to improve the efficiency of public administration in the field of labor and employment of the population of the Voronezh region.
2.3. Ensuring compliance of the legislation of the Voronezh region with the priorities and goals of the state policy in the field of labor and employment.
2.4. Ensuring the implementation of the constitutional rights of citizens, their interests, state guarantees in the field of labor and employment.
3. The main functions and services of the Department
3.1. The department performs state functions:
3.1.1. Supervision and control over the hiring of people with disabilities within the established quota with the right to conduct inspections, issue mandatory orders and draw up protocols.
3.1.2. Supervision and control over the registration of persons with disabilities as unemployed.
3.1.3. Supervision and control over the provision of state guarantees in the field of promoting employment, with the exception of state guarantees provided for by subparagraph 11 of paragraph 3 of Article 7 of the Law of the Russian Federation of 04.19.1991 N 1032-1 "On Employment in the Russian Federation".
3.1.4. Development and implementation of state programs of the Voronezh region and departmental target programs providing for measures in the field of social and labor relations, state programs of the Voronezh region and regional programs providing for measures to promote employment, including programs to promote the employment of citizens at risk of dismissal, as well as citizens especially in need of social protection and experiencing difficulties in finding work, including the organization of escort during ystvii employment of disabled persons.

3.1.5. Development and implementation of measures of an active population employment policy, additional measures in the field of promoting employment.
3.1.6. Registration of citizens in order to facilitate the search for suitable work, as well as registration of unemployed citizens.
3.1.7. Definition of the list of priority professions (specialties) for vocational training and additional professional education of unemployed citizens.
3.1.8. Determining the need to attract foreign workers in accordance with the legislation on the legal status of foreign citizens in the Russian Federation.

3.1.9. The establishment for each organization of the minimum number of special jobs for the employment of disabled people within the established quota for hiring disabled people.
3.1.10. Coordination of the conduct in the established manner on the territory of the Voronezh region of training on labor protection for workers, including heads of organizations, as well as employers - individual entrepreneurs, verification of their knowledge of labor protection requirements, as well as the provision of first aid training for victims of work.

3.1.11. Approval of net income standards in value terms from the sale of fruits and products received in a private subsidiary farm.
3.1.12. Implementation of state management of labor protection in the territory of the Voronezh region.

Organization of vocational training and additional vocational education for women during the period of parental leave until they reach the age of three years, unemployed citizens who, in accordance with the legislation of the Russian Federation, have been assigned old-age insurance pensions and who seek to resume work.

3.2. The department provides public services:

3.2.6. Organization of vocational training and further vocational education of unemployed citizens, including training in another locality.
3.2.7. Organization of paid public works.
3.2.8. The organization of temporary employment of minor citizens aged 14 to 18 in their free time, unemployed citizens having difficulties in finding work, unemployed citizens aged 18 to 20 years who have secondary vocational education and are looking for work for the first time.
3.2.9. Social adaptation of unemployed citizens in the labor market.
3.2.10. Promoting self-employment of unemployed citizens, including providing citizens recognized in the prescribed manner unemployed, and citizens recognized in the prescribed manner unemployed, who have completed vocational training or received additional professional education in the direction of employment service bodies, one-time financial assistance with their state registration as a legal entity, individual entrepreneur or peasant (farm) economy, as well as a one-time financial oschi preparing documents for the relevant state registration.

3.3. The Department performs other functions and services:
3.3.1. Support for the activities of the regional tripartite commission for the regulation of social and labor relations.
3.3.2. Development of a draft regional trilateral agreement between the government of the Voronezh region, associations of trade unions and employers.
3.3.3. Calculation of the cost of living per capita and for the main socio-demographic groups of the population as a whole for the Voronezh region.
3.3.4. Development of a forecast of the balance of labor resources in the region.
3.3.5. Harmonization of approximate provisions on remuneration of employees by type of economic activity and lists of positions and professions of employees of institutions related to core personnel by type of economic activity.
3.3.6. Organization and implementation of departmental control over compliance with labor laws and other regulatory legal acts containing labor law in relation to subordinate state institutions.
3.3.7. Organization of the collection and processing of information on the state of the conditions and labor protection of employers operating in the territory of the Voronezh region.
3.3.8. The provision of information and methodological assistance on labor protection to employers operating in the territory of the Voronezh Region, employers' associations, employees, trade unions, their associations and other representative bodies authorized by employees.
3.3.9. Implementation of propaganda to preserve the life and health of workers in the course of labor activity.
3.3.10. Participation in the verification of the establishment of premiums and discounts to insurance tariffs on compulsory social insurance against industrial accidents and occupational diseases.
3.3.11. Participation in the investigation of accidents (including group), as a result of which one or more victims received severe health damage, or fatal accidents (including group).
3.3.12. Analysis of the achievement of planned and forecast values \u200b\u200bof indicators to assess the effectiveness of the Department.
3.3.13. Monitoring indicators to assess the effectiveness of local government of urban districts and municipalities in the subordinate area.
3.3.14. Support for the activities of the interdepartmental commission on the attraction and use of foreign workers in the territory of the Voronezh region.
3.3.15. Organization and conduct of special events for profiling unemployed citizens (the distribution of unemployed citizens into groups depending on the profile of their previous professional activities, level of education, gender, age and other socio-demographic characteristics in order to provide them with the most effective assistance in assisting with employment, taking into account the emerging labor market situations).
3.3.16. Generalization of application practice, analysis of the causes of violations and preparation of proposals for improving legislation on employment in the Voronezh region.
3.3.17. Taking measures to eliminate the circumstances and causes of identified violations of the legislation on employment and the restoration of violated rights of citizens.
3.3.18. Formation and maintenance of registers of recipients of public services in the field of employment in the Voronezh region.
3.3.19. Participation in the organization of alternative civil service, including coordination of the activities of executive bodies of state power of the Voronezh region on the organization of alternative civil service in the territory of the Voronezh region.

3.4. The Department performs and provides other functions and services in accordance with applicable law.

4. Rights of the Department
The Department, within its competence, has the right:
4.1. Request and receive:
- information on activities from subjects of a subordinate sphere of activity;
- reference and informational materials from various government bodies, local governments and organizations.
4.2. Carry out work with information constituting a state secret.
4.3. Use the information resources of the Voronezh region.
4.4. Create advisory and expert bodies, as well as raise the question of creating interdepartmental commissions and councils for state regulation in the jurisdictional sphere of activity.
4.5. To convene meetings on the problems of state regulation in the jurisdictional sphere of activity involving leaders and specialists of the executive bodies of state power of the region, local authorities of the region, public associations and organizations located in the region.
4.6. Organize and conduct conferences, seminars, meetings, exhibitions, contests and other events aimed at achieving the goals and implementation of the assigned functions.
4.7. To take part in meetings, as well as in the work of collegial bodies created by decision of the executive bodies of state power of the region, on state regulation in the subordinate field of activity.
4.8. To make proposals on the creation (establishment), reorganization and liquidation of state institutions in order to achieve their goals and fulfill their assigned functions.
4.9. To attract, in the established manner, scientific, educational institutions, individual scientists, specialists of state authorities and local self-government of the region, and representatives of federal authorities to fulfill their assigned functions.
4.10. Provide information to establish a consumer basket for the main socio-demographic groups of the population of the Voronezh region.
4.11. Own, use the office premises and other property fixed by the right of operational management of the Department.
4.12. Coordinate the activities of subjects of the jurisdictional sphere of activity.
4.13. To organize the necessary research on the implementation of control, the provision of public services.
4.14. To participate, within the limits of their competence, in the implementation of international programs on issues of a subordinate sphere of activity.
4.15. To draw up protocols on administrative offenses provided for in Articles 5.42, 13.11.1, part 1 of Article 19.5 and Article 19.7 of the Code of Administrative Offenses of the Russian Federation.

4.16. To approve the list of officials of the Department who have the right to draw up reports on administrative offenses, the compilation of which is within the competence of the Department.
4.17. Carry out its activities directly and through subordinate institutions in cooperation with:
- state authorities of the Russian Federation;
- territorial bodies of federal executive bodies;
- public authorities of the Voronezh region;
- bodies of local self-government of the Voronezh region;
- public associations;
- business entities, other organizations located in the Voronezh region, on issues within its competence.
5. Responsibilities of the Department
The department is obliged:
5.1. Fulfill the requirements of the legislation of the Russian Federation and the Voronezh region.
5.2. To ensure, within the limits of its competence, the implementation (provision) of the state functions (services) assigned to the Department.
5.3. Comply with the requirements of the Rules of interaction of executive bodies of state power of the Voronezh region.
5.4. To defend the interests of the Voronezh region, the government of the Voronezh region, the Department in the judiciary and prosecutor's offices, internal affairs bodies, as well as in relations with individuals and legal entities, constituent entities of the Russian Federation and local governments.
5.5. To ensure the safety of official and state secrets, to prevent the disclosure of personal data of individuals and other information protected by law.
5.6. Explain to legal entities and individuals on issues within the competence of the Department.
5.7. To analyze the judicial practice, representations and protests of the prosecutor’s office, expert opinions of the competent authorities and prepare relevant documents reflecting the results of the analysis, and proposals for improving law enforcement in the jurisdictional sphere.
5.8. To take measures within its competence and make proposals to improve the work of the Department and public authorities of the Voronezh region, to strengthen their authority.
5.9. To perform the functions of the main manager and recipient of budget funds provided for the maintenance of the Department and the implementation of the assigned functions.
5.10. To control the activities of subordinate institutions.
6. Department management
6.1. The Department is headed by the Head of the Department, appointed and dismissed by the Governor of the Voronezh Region.
6.2. Head of department:
6.2.1. Organizes the work of the Department in accordance with the assigned tasks and functions of the Department.
6.2.2. Submits to the governor of the Voronezh region for approval in the prescribed manner the structure, staffing and staffing of the Department, as well as proposals for the allocation of financial resources to the Department for the Department to exercise its powers.
6.2.3. It determines the functions of the structural units of the Department and approves the job descriptions of persons who fill the positions of the state civil service in the Department.
6.2.4. Distributes responsibilities between deputy heads of the Department.
6.2.5. Signs documents on behalf of the Department, published within its competence.

Carries out the powers of a representative of the employer for the positions of the state civil service of the Department, with the exception of the highest posts of the state civil service of the category "leaders", on behalf of the Voronezh region in accordance with the legal act of the governor of the region.
6.2.7. Makes proposals to the governor of the Voronezh region on the appointment and dismissal, promotion and application of disciplinary action against deputy heads of the Department.

6.2.9. Makes suggestions on advanced training of civil servants in the region and on the formation of a personnel reserve.
6.2.10. Solves the issues of secondment of employees of the Department.
6.2.11. Approves:
- charters of subordinate institutions in coordination with the department of property and land relations of the Voronezh region;
- job descriptions of the heads of subordinate institutions;
- an estimate of the costs of maintaining the Department within the approved limits of budgetary obligations;
- a list of paid works and services performed by subordinate institutions.
6.2.12. Appoints and dismisses:
- employees of the Department who fill positions that are not public civil service posts;
- heads of subordinate institutions.
6.2.13. Applies incentive measures to employees of the Department, heads of subordinate institutions and imposes disciplinary sanctions on them.
6.2.14. Participates in meetings of collegiums, commissions and other collegial bodies of state power, local authorities and organizations.
6.2.15. Organizes interaction with the Voronezh Regional Duma, the Voronezh Regional Court, the Arbitration Court of the Voronezh Region, the Statutory Court of the Voronezh Region, the prosecutor's office of the Voronezh Region, as well as with federal executive bodies, executive bodies of state power of the Voronezh Region, local authorities and organizations within their competence.
6.2.16. It solves other issues referred to the powers of the Department.
6.3. The head of the Department has deputy heads of the Department.
6.4. In the event of a temporary absence of the head of the Department (illness, business trip, vacation), his duties are performed by the deputy head of the Department in accordance with the distribution of duties between the deputy heads of the Department.
7. Responsibility of the Department
7.1. The head of the Department is responsible for:
7.1.1. Failure or improper performance of the functions of the Department in accordance with the requirements of applicable law.
7.1.2. Failure to comply with the Department’s key performance indicators established by the regulatory legal act of the Voronezh region.
8. Reorganization and liquidation of the Department
8.1. The termination of the Department is carried out by reorganization or liquidation in the manner prescribed by law on the basis of the relevant legal act of the Voronezh region.
8.2. Upon reorganization or liquidation of the Department, dismissed employees are guaranteed compliance with their rights and interests in accordance with the legislation of the Russian Federation and the Voronezh region.

1.3. The Department is functionally subordinate to the Deputy Governor of the Voronezh Region - First Deputy Chairman of the Government of the Voronezh Region.

1.4. The Department carries out its activities directly and through state institutions, in respect of which the Department performs the functions and powers of the founder (hereinafter - subordinate institutions).
1.5. In its activities, the Department is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, other regulatory legal acts of state authorities of the Russian Federation, the Charter of the Voronezh region, laws of the Voronezh region, decrees of the governor of the Voronezh region, and other regulatory legal acts public authorities of the Voronezh region, as well as these Regulations.
1.5.1. When exercising its powers, the Department ensures the priority of goals and objectives to promote the development of competition in product markets in the established field of activity.

The department has the rights of a legal entity, has its own forms, stamps, a seal with the coat of arms of the Voronezh region, has its own balance sheet and estimates, can acquire and exercise property and non-property rights on its own behalf, bear responsibilities, act as a plaintiff, defendant, third party and interested person in the courts.
1.7. The department is the successor of the renamed: Voronezh employment department for the promotion of employment, the organization and coordination of work to determine the need to attract foreign workers and prepare proposals on the volume of quotas for foreign citizens to work in the Russian Federation, to facilitate voluntary resettlement in the Voronezh region compatriots living abroad to establish the minimum number of special x jobs for the employment of persons with disabilities and for participation in the organization of alternative civil service in the territory of the Voronezh region, as well as for the implementation of social benefits to citizens recognized in the established manner as unemployed; Department of Labor and Social Development of the Voronezh Region on the development and implementation of state policy in the areas of labor, social partnership, living standards and incomes, wages, demographics, development of labor resources, labor protection, state examination of working conditions.
1.8. The regulation on the Department is approved, amended and supplemented by a decree of the government of the Voronezh region.
1.9. The activities of the Department are financed from the regional budget, provided for by the law of the Voronezh region on the regional budget for the relevant financial year, subventions and subsidies from the federal budget.
1.10. The staffing of the Department is approved by a decree of the government of the Voronezh region on the proposal of the head of the Department.
1.11. The Department issues regulatory acts within its competence.

2. The main tasks of the department
The main tasks of the Department are:
2.1. Ensuring the implementation in the territory of the Voronezh region of state policy in the field of labor, social partnership, living standards and incomes of the population, remuneration, demography, development of labor resources, labor protection, state examination of working conditions, promotion of employment, powers to determine the need to attract foreign workers arriving in the Russian Federation on the basis of a visa, in accordance with the rules established by the authorized Government of the Russian Federation, an executive authority to assist in the voluntary resettlement of compatriots living abroad in the Voronezh region, to establish a minimum number of special jobs for disabled people and to participate in the organization of alternative civil service in the territory of the Voronezh region, as well as the authority delegated by the Russian Federation, to the implementation of social payments to citizens recognized in the prescribed manner unemployed.

The department is obliged:

5.2. To ensure, within the limits of its competence, the implementation (provision) of the state functions (services) assigned to the Department.
5.3. Comply with the requirements of the Rules of interaction of executive bodies of state power of the Voronezh region.
5.4. To defend the interests of the Voronezh region, the government of the Voronezh region, the Department in the judiciary and prosecutor's offices, internal affairs bodies, as well as in relations with individuals and legal entities, constituent entities of the Russian Federation and local governments.
5.5. To ensure the safety of official and state secrets, to prevent the disclosure of personal data of individuals and other information protected by law.
5.6. Explain to legal entities and individuals on issues within the competence of the Department.
5.7. To analyze the judicial practice, representations and protests of the prosecutor’s office, expert opinions of the competent authorities and prepare relevant documents reflecting the results of the analysis, and proposals for improving law enforcement in the jurisdictional sphere.
5.8. To take measures within its competence and make proposals to improve the work of the Department and public authorities of the Voronezh region, to strengthen their authority.
5.9. To perform the functions of the main manager and recipient of budget funds provided for the maintenance of the Department and the implementation of the assigned functions.
5.10. To control the activities of subordinate institutions.
6. Department management
6.1. The Department is headed by the Head of the Department, appointed and dismissed by the Governor of the Voronezh Region.
6.2. Head of department:
6.2.1. Organizes the work of the Department in accordance with the tasks and functions assigned to it.
6.2.2. Submits to the public service and personnel department of the government of the Voronezh region proposals on the structure of the Department, the staffing level and the wage fund of employees of the Department for approval in the prescribed manner.

6.2.11. Makes proposals to the representative of the employer on the development of job regulations for vacant posts and the definition of the duties of state civil servants of the Department.
6.2.12. Provides certification of state civil servants of the Department.
6.2.13. Appoints and dismisses in the prescribed manner the heads of subordinate state institutions, makes a decision on their promotion and the application of disciplinary sanctions against them.
6.2.14. It provides financial and material and technical support for the employees of the Department, including ensuring safety and working conditions in accordance with state regulatory requirements for labor protection.
6.2.15. Submits in the prescribed manner proposals for awarding employees of the Department and subordinate state institutions, as well as other persons operating in the established field, with state awards of the Russian Federation, departmental awards of federal executive bodies of state power, awards of the Voronezh region, and their presentation for encouragement by the governor of the Voronezh region and the government of the Voronezh region.
6.2.16. Approves:
Charters of subordinate state institutions in coordination with the Department of Property and Land Relations of the Voronezh Region;
Job descriptions of the heads of state subordinate institutions;
Estimated cost of maintaining the Department within the approved limits of budgetary obligations;
The list of paid works and services performed by subordinate state institutions.
6.2.17. Participates in meetings of collegiums, commissions and other collegial bodies formed under the governor of the Voronezh region and the government of the Voronezh region.
6.2.18. Gives instructions on the activities of the Department, mandatory for the employees of the Department, as well as the heads of subordinate state institutions.
6.2.19. Carries out the reception of citizens and representatives of legal entities.
6.2.20. It solves other issues referred to the powers of the Department.

7. Responsibility of the department
7.1. The head of the Department is responsible for:
7.1.1. Failure or improper performance of the functions of the Department in accordance with the requirements of applicable law.
7.1.2. Failure to comply with the Department’s key performance indicators established by the regulatory legal act of the Voronezh region.
8. Reorganization and liquidation of the department
8.1. The termination of the Department is carried out by reorganization or liquidation in the manner prescribed by law on the basis of the relevant legal act of the Voronezh region.
8.2. Upon reorganization or liquidation of the Department, dismissed employees are guaranteed compliance with their rights and interests in accordance with the legislation of the Russian Federation and the Voronezh region.
