From firefighters to athletes
Alyaksandr Shamko has a very unusual career path: when Lukashenka said “must”, Shamko answered “yes”!
Alexander Shamko is 50 years old, he is from Minsk. He graduated from the Polytechnic College, served in the army. Since 1989 Shamko has been in the Ministry of Emergency Situations. He served as a firefighter on Serov Street in Minsk. Was a squad leader, chief of the guard. I went through a variety of stages in the fire department.
In 2007, he was appointed head of the state fire rescue institution "Republican Special Forces" of the Ministry of Emergencies. And a year later, Shamko became Deputy Minister of Emergencies.
However, in 2012, Shamko received a very unexpected appointment - the Minister of Sports. He then appeared in one bundle with Maxim Ryzhenkov, who worked as an assistant to the president on sports issues, and is now the first deputy head of the presidential administration.
The minister was sued for an apartment
In the spring of 2014, Alexander Shamko bought himself a four-room apartment on Yankovskogo Street in Minsk. Still, not the last official in the country can afford. But the minister got the apartment at a price lower than the market price. It turned out that the developer "Monolitgrad" often inflated prices during construction. Many equity holders refused to pay extra. Then "Monolitgrad" terminated the contract unilaterally. An official invested money in one of these 4-room apartments.
A square meter cost the minister the equivalent of $ 1134, and it was a good deal. The average price in Minsk was then $ 1650 per square meter. However, the family, which originally had the rights to the apartment, filed a lawsuit against the developer. Shamko resigned himself to the loss of his apartment and did not dispute anything in court.
Numerous doping scandals
What do you remember about Shamko's management of Belarusian sports? The most successful Winter Olympics in Sochi, where thanks to the brilliant performance of Daria Domracheva (three gold!), Belarusians won six medals! And at the Summer Olympics, our athletes are performing worse and worse.
Before Shamko's appointment as minister at the Beijing Olympics, Belarusians were 16th overall. In London - 26, and in Rio de Janeiro - 40. In Brazil, Belarusians won only nine medals - this is the worst result in the years of independence.
The Belarusians, of course, do not have their own doping program. But our athletes are often involved in such scandals. In recent years, hammer thrower Pavel Krivitsky, weightlifter Stanislav Chadovich, shot putter Natalia Mikhnevich, weightlifter Anastasia Novikova and others have been disqualified.
Didn't repair the Dynamo stadium
According to Shamko, he is watching the reconstruction of the Dynamo stadium in Minsk right from the windows of his office.
Dynamo Stadium was closed for reconstruction in 2012. It was planned that by the summer of next year it would already be put into operation. However, 2018 has come, and the work is still not completed. Thus, the city of two million is left without a full-fledged stadium, where, say, the national football team could play.
Now, they plan to commission the facility for the II European Games, which will be held in Minsk in 2019. This is an expensive sporting event: Holland refused it, but Belarus took over.

Who can replace?

Problem house "MonolitGrad"
The state developer Stroytech (later reorganized into MonolitGrad) was building one of the most problematic facilities in the city. The company quickly recruited equity holders, but was in no hurry with construction. The process was stopped, and criminal cases were initiated against the leadership of "Monolitgrad".
Among the equity holders was the family of the financier Alexei R. His wife signed a contract for the construction of a four-room apartment with an area of \u200b\u200b92 sq.m. The family paid the agreed amount, thereby fully fulfilling their obligations, it remained to wait for the issuance of the keys.
However, it took a long time to wait. According to the agreement, the developer undertook to commission the house in June 2011. If MonolitGrad had adhered to the schedule, the devaluation would not have greatly affected the construction process. But the situation was different. Therefore, the equity holders were asked to pay extra. The price per square meter jumped significantly, for the largest apartments the surcharge was up to $ 10 thousand. People, naturally, were indignant. But, the majority nevertheless paid an additional fee, hoping to speed up the construction.
Hopes were in vain, "MonolitGrad" continued to delay construction, the house was commissioned with grief in half only in 2013, and even then not completely.
Two owners of one apartment
There were also those who did not pay extra, considering the developer's requirements illegal. Among them is the family of the aforementioned Alexei R. "MonolitGrad" unilaterally broke the agreement with such equity holders, promising to return the funds. The amounts were supposed to be indexed, but for the equity holders it still turned out to be unprofitable. They have already paid for their apartments at the "old" rate, but would receive compensation at the "new" rate.
"MonolitGrad" did not come up with anything better than to immediately resell the four-room apartments of intractable real estate investors.
It was then, in the spring of 2014, that the buyer of the apartment, the contract for which was concluded by the family of the financier R., was the Minister of Sports and Tourism Alexander Shamko. He bought housing in a finished building - no risks of an unfinished house. A square meter cost the minister the equivalent of $ 1134, and it was a good deal.
Recall that at that time there was not a single new building in Minsk, where a square meter cost less than $ 1250, and this is in houses where you can move in another year or two! And in the secondary market, the average price per square meter was $ 1650 meters.
Shamko then refused to comment on the circumstances of the transaction to Nasha Niva, advising him to contact his lawyer.
The buyer of the second "vacated" apartment was Margarita Krivitskaya from Minsk. In an interview with Onliner.by, she explained that she had a two-room apartment in the same Sukharevo district. Upon learning that a very cheap four-room apartment was for sale, she urgently sold the existing apartment and bought a new one in a house on Yankovskogo Street. Taking into account the prices on the market, she had to pay a little extra.
Court decisions
Primary equity holders did not sleep in a hat either. True, the first trial in October 2014, Vitaly Gurinovich - this "his" apartment went to Krivitskaya - lost. What was the contradiction between him on the one hand and "Monolith City" with Krivitskaya on the other?
The developer sent registered letters to the shareholder demanding either to sign an additional agreement (which means to pay about $ 10 thousand in addition), or to refuse to sign (and in fact agree to terminate the contract and return the funds with corresponding losses). And Gurinovich found a loophole in the legislation. He simply did not receive these letters from the developer, which means that he did not receive an additional agreement, and is not obliged to pay any extra money.
However, the judge of the Partizansky district interpreted the law in her own way. She stated that Gurinovich "did not provide evidence that the correspondence had not been received by him." And she decided to leave the apartment of Krivitskaya. The shareholder appealed the decision - and the Minsk City Court sent the case back for review.
A year later, in September 2015, everything turned out to be the opposite. The same Partizansky district court made a decision opposite to the previous one: since Gurinovich did not receive offers for additional payment, it was impossible to terminate his contract. So, the apartment should be given to him, and Krivitskaya should be paid compensation. In this case, she already remains in a clear minus, and therefore is currently preparing an appeal. The apartment is under a ban on alienation.
Minister resigned
In a similar way, the situation unfolded with the Shamko apartment, the primary shareholder of which was the R.
The original court decision indicated that it was the minister who remained the owner of the apartment. However, after an appeal, the city court returned the housing to R.
Moreover, while Gurinovich and Krivitskaya still have litigation, Shamko resigned himself to the loss of his apartment. The decision to transfer housing to R.'s family came into force; in August 2015, his wife became the full owner of the apartment.
True, the family of the financier R. still had to pay MonolitGrad the money around which the conflict began a few years ago - about $ 10,000.
How much will Shamko return?
Margarita Krivitskaya "MonolitGrad" is obliged to return 1.2 billion rubles (about $ 64.5 thousand in equivalent). Recall that at one time she paid about 1 billion rubles for an apartment (then it was about $ 100 thousand). That is, the actual losses are about $ 35 thousand.
Shamko's situation is similar. True, his apartment is 4 sq. m more (and at the same time it is located exactly above the Krivitskaya apartment - here it is also appropriate to raise the question of the quality of construction). Therefore, the amount that Shamko should return is a little more. And the minister will lose approximately $ 38 thousand.
As the dollar appreciates, the losses suffered will only increase. Whether the money will be returned and in what time frame is a mystery.
"MonolitGrad" actually went bankrupt, it has $ 2 million in debt. Former clients will have to wait for the company's assets to be sold. Compensation will be paid from these funds.

After Lukashenka dismissed Alexander Shamko from the post of Minister of Sports, many thought that the head of state was not satisfied with the results of Belarusian athletes. Information about the resignation appeared almost immediately after the completion of the women's individual biathlon race at the Olympic Games, where the Belarusians were left without medals. They say that Shamko fell under the hot hand of the outraged Lukashenka. However, the circumstances of the resignation soon began to be clarified.
“I think there is nothing new from Lukashenka for you: from the first presidential elections I told the people specifically that there can be no corruption in Belarus,” Lukashenka said.
After that, information appeared about the detention of the director of the Minsk Palace of Sports Sergei Pranovich, which happened on February 5 and, probably, was one of the reasons for Shamko's resignation. Pranovich took bribes for giving the palace premises for all kinds of events.
“The director of the sports palace has been receiving bribes for so many years, and you want to say that the Minister of Sports did not know about it? He knew everything. This diagram is created vertically. Anyway, some part of the money goes higher and higher, ”the human rights activist is sure Oleg Volchek.
Perhaps, the fact that recently Belarusian football has gone through a number of corruption scandals that ended in high-profile criminal cases also played a role.
“As far as I know from my clients, fixed matches, overpricing of salaries for football players, hockey players - no difference. There are kickbacks on the outfit - you order from a specific company and, of course, you get ... While 90% of the state property - bribes cannot be stopped, ”says Oleg Volchek.
At the same time, not only the corruption component influenced the end of Alexander Shamko's career as Minister of Sports.
“You see that our sport is actually on the decline. We have not had much success. Now the only thing at the Olympics is freestyle. But freestyle rests on one person - Nicolae Kazeko, who knows how to bring the national team perfectly. As for everything else ... Well, what can you remember? Well, handball players. Again, at the expense of one SKA school, ”says Sergey Yuzhik from Pressball.
Maybe the problem is professionalism? After all, the last minister who himself went in for sports at a professional level was Yevgeny Vorsin, who left his post in 2003. Thereafter, the Ministry of Sports and Tourism was run by civil servants from a variety of backgrounds. In addition, traditionally, the leadership of sports federations in Belarus often comes from power structures.
“We need a person in sports who will always be in sports, and not from time to time. We need a person who not only understands sports himself, but also wants to do it. To be trusted by athletes and heads of sports federations. Then there will be some sense, ”says Sergei Yuzhik.
According to experts, the next Minister of Sports may be Maxim Ryzhenkov, who already has experience in sports, but has never been involved in sports professionally. In any case, the new minister will face very serious tasks, at least in terms of organization - next year Belarus will host the European Games, and in 2021 - the World Ice Hockey Championship.

Alexander Shamko rides a bicycle in Minsk, "regularly, in the morning, even before work, as long as possible."
Like many officials, Alexander Shamko also goes to the Minsk Ski Track. Moreover, he clearly does not do it out of hand, because, besides the fact that he plays tennis twice a week, he swims every other day.
- Swimming in the morning before work gives a charge of positive energy. I prefer a bicycle, mountain skiing, I took part in a half marathon at a distance of five kilometers, - the minister impressed the journalists.
Supported the reduction of government support for game types and called for "squeezing" football
In February 2017, Alexander Shamko at a meeting of the board of the Ministry of Sports of team sports. He cited football as an example, which has "substantial preferences." According to him, the Belarusian Football Federation was unable to competently dispose of "the most powerful administrative and financial resources." The youth team did not qualify for the final tournament of the Olympic Games in Rio de Janeiro, and the performance of the national team in qualifying for the 2018 World Cup was "downright disastrous."
In December 2017, Alexander Shamko again urged to cut the top league of the national championship by a quarter, and already from the upcoming season.
- Today the question is ripe that the format of the championship should change. 16 teams for our country is probably not quite an allowable financial burden, on the one hand. On the other hand, in order to increase the competitiveness and interest in the tournament, the number of teams must decrease. I think up to 10-12 teams, - said Alexander Shamko.
As a reminder, back in September a petition from the state budget appeared on the Internet. Later she was sent to the Ministry of Sports and Tourism.
In the ABFF, then, the issue of changing the number of major league clubs can be considered no earlier than 2018.
Lost about 38 thousand dollars due to an unreliable developer
And the Minister of Sports, like some other equity holders, suffered as a result of the scandalous long-term construction from the bankrupt company "MonolitGrad". We only note that in that situation Shamko was left not only without an apartment, but, as reported, lost approximately 38 thousand dollars. But this story is no longer about sports.
