The appeal is considered within 30 days from the date of registration. An electronic appeal containing questions whose solution is not within the competence of the Ministry of Construction of Russia shall be sent within seven days from the date of registration to the appropriate authority or to the appropriate official whose competence includes the solution of the issues raised in the appeal, with notification of the citizen who sent the appeal.
5. Electronic appeal is not considered when:
- the absence of the surname and name of the applicant;
- Indication of an incomplete or inaccurate postal address;
- the presence in the text of obscene or offensive language;
- the presence in the text of a threat to the life, health and property of the official, as well as members of his family;
- use when typing non-cylindrical keyboard layouts or only capital letters;
- the absence of punctuation marks in the text, the presence of incomprehensible abbreviations;
- the presence in the text of a question to which the applicant has already been given a written answer on the merits in connection with previously submitted applications.
6. The response to the applicant is sent to the postal address indicated when filling out the form.
7. When considering the application, it is not allowed to disclose the information contained in the application, as well as information relating to the private life of a citizen, without his consent. Information about the personal data of applicants is stored and processed in compliance with the requirements of the Russian legislation on personal data.
8. Appeals received through the site are summarized and submitted to the leadership of the Ministry for information. Answers to the most frequently asked questions are periodically published in the sections "for residents" and "for specialists"
The winter time of the year today is not such a serious barrier to developers. It is quite possible to build a house in winter if all the rules and restrictions are followed by the builders. The main parameters of winter appreciation
With a normative increase in the cost of work in the winter season, the following main factors are taken into account:
1. The productivity of workers.
- Decreased productivity with the forced use of warm types of special clothing, special shoes and other PPE;
- Reducing the duration of daylight hours, and, as a result, reduced visibility;
- Increased trauma, forced vigilance and the need for additional cleaning of the workplace due to the presence of wind, ice and snow in the workplace;
- Breaks for heating at temperatures below 20 degrees below zero and the need to reduce work shifts at temperatures below 30 degrees below zero;
- Changes in the order of work and the technological process due to the need for additional protection of employees;
2. The increase in time to perform typical outdoor work due to the characteristics of the winter period.
- When excavating - difficulties with freezing the soil, increasing the waiting time and applying additional efforts to thaw it;
- In the preparation of concrete solutions - the need for special chemical additives to change the setting time or the use of more expensive compositions;
- In general work - the need to warm up or heat up the equipment and materials used;
- Fencing workplaces to prevent snow drifts.
3. Possible damage to materials at subzero temperatures.
- Cracking of building materials;
- Excessively quick solidification of solutions.
Normative documents and coefficients of winter appreciation
The coefficient of winter appreciation in construction and the method of calculating it are based on approved data from such regulatory documents as GOS (estimated standards established by the state) 81-05-02-2007 and GOSR (estimated standards established by the state for repair and construction types of work) 81 -05-02-2001, containing standard values \u200b\u200bof appreciation for all types of construction work.
GSN Guide 81-05-02-2007 takes into account the costs necessary to carry out work on newly organized construction, with partial or complete reconstruction and for technical re-equipment of enterprises. This regulatory document is divided into three main parts:
- Estimated standards for all types of construction;
- On the construction and work performed with them;
- Additional heating of objects, including buildings built in draft (there are basic building elements) is a small but important part of the directory.
The GSNR Handbook 81-05-02-2001 contains amendments that apply when performing major repairs or reconstruction of any kind of objects. The norms indicated in the reference manual are average for the year and take into account the territorial coefficient depending on the climatic zone of the place of work and the specific gravity of the cold period in the year. The reference book also provides information recommended for calculations on assigning any region of the Russian Federation to temperature zones.
Additionally, “winter” coefficients can be found in RSN (methodology for determining the cost of the entire construction) 8.01.105-2007. Direction RSN 8.01.105.2007 contains all the necessary costly amendments in relation to structures or work performed, indicating additional sources to clarify these coefficients.
How is winter appreciation taken into account in estimates?
If all types of work are carried out by the customer without the involvement of third-party organizations, then the coefficients are taken into account at his discretion. Otherwise, if contractors are contracted, then cost-based ratios are taken into account if the deadline affects even a small period of the cold season.
Additional costs should be taken into account when developing budget documents at the stage of preparing the contract. Winter appreciation can be calculated both in relation to the entire estimate, and taking into account individual works - by agreement between the parties to the contract. The best option for drawing up budget documentation is to use special programs with the ability to select the necessary coefficients, which are normative.
The size of the coefficients used to calculate the winter appreciation
Correction factors in the annexes to the State Estimated Norms are mandatory and not subject to change for organizations of the entire construction industry, except for the performance of work on their own. All coefficients included in the handbooks are percentage values \u200b\u200bthat should be added to the estimated cost of similar work performed at positive temperatures.
The greatest rise in price arises when it is necessary to carry out earthwork manually, associated with the development of frozen or freezing soil. In some regions, appreciation reaches 100% of the estimated work.
Less expensive are the works performed indoors, as well as those associated with materials that do not change their properties during freezing.
The standard work performed during the construction of public or residential facilities in winter becomes more expensive by an average of 10%.
Winter construction benefits
The term “Winter appreciation” itself means that the customer will be forced to pay more to perform the work. And yet, if an increase in the coefficient is applied to all types of construction work in the winter season, is it possible to find some profit and try to save without losing the quality of work?
As practice shows, the conclusion of work contracts in the cold season is more beneficial for customers. Increased competition among construction companies after the end of the main construction season leads to a decrease in the cost of their services. Many such organizations provide a discount system.
Savings are also possible in cases when it is planned to build a wooden object, you should know that winter wood is cheaper than summer wood, not inferior in quality.
The specialists of the customer organization at the stage of construction planning should adhere to the course most favorable for the enterprise and take into account all factors of lowering the contract price, if you can’t do without the use of the “winter” coefficient.
HANDLING WHILE WORKING IN WINTER
GESN and FER (TER) developed on their basis take into account the direct costs of construction and installation work under normal conditions (not complicated by external factors) at a positive temperatureambient air. Additional costs in the production of construction and installation works in winter when drawing up budget documentation must be taken into account additionally.

The norms of this collection are used in determining costs:
§ for new construction, reconstruction and technical re-equipment of existing enterprises;
§ with K \u003d 0.8 for the overhaul of industrial facilities (item 12 of the GSNr81-05-02-2001).
2. GSNR 81-05-02-2001"A collection of estimated norms of additional costs in the repair and construction work in the winter"
The norms of this collection are used in determining costs
§ for the overhaul of residential and public buildings;
§ for overhaul of industrial buildings serving the housing and communal services;
§ for the reconstruction of residential and public buildings.
Let us consider in more detail the collection of GOS 81-05-02-2007.
The territory of Russia is divided into 8 temperature zones, depending on the temperature conditions of the winter period (average of the average monthly negative
winter temperatures). The division of the territory of Russia by temperature zones with an indication of the winter periods is given in Appendix 1 to the collection of GOS 81-05-02-2007.
Sverdlovsk region belongs to the IV temperature zone.
The composition of the GOS 81-05-02-2007 includes three sections:
Section 1"Estimated standards by type of construction."
Section 2"Estimated standards for structures, types of work."
Section 3"Standards for temporary heating of buildings"
The norms of additional costs are set as a percentage of the estimated cost of construction and installation works performed at a positive ambient temperature.
Additional costs are included in the composition of the SSR in Chapter 9 "Other work and costs" (gr. 5, 6 and 8) according to the norms of section 1from the cost of construction and installation works as a result of chapters 1-8.
Section 1 Standards. "By type of construction" are intended:
a) to account for additional costs in the consolidated estimate calculation (as a whole for the construction site);
b) for year-round payment for work performed between the customer and the general contractor (regardless of the actual time of completion).
The norms of the 1st section take into account the specific gravity of the estimated winter period in a year. The specific gravity of the estimated winter period is set for each temperature zone. In particular, for the IV temperature zone it is adopted 0.45.
Suppose that the cost of construction and installation work for some construction completed during the summer period amounted to 100 monetary units. The cost of the same SMR when performing them at a negative temperature would be 110 3
monetary units. Then the increase in the cost of construction and installation work in connection with their implementation at negative temperature will be:
110-100 = 10%
With a specific weight of the winter period of 0.45, the cost of construction and installation works performed during the year will be more expensive by an average of 4.5% (10% x 0.45 \u003d 4.5%).
But the different territories of the country, assigned to the same temperature zone, have different durations of the estimated winter period in accordance with Appendix No. 1 to the GOS 81-05-02-2007. For example, the IV temperature zone includes:
Sverdlovsk region. (winter period from 20.X to 15.IV);
Chelyabinsk region (respectively from 25.X to 10.IV);
Samara region (from 10.XI to 10.IV).
To take into account the difference in the length of the winter period within a specific temperature zone to the norms of section 1correctional coefficients are applied.
In particular, for the Sverdlovsk region. territorial coefficient K \u003d 1.1;
for the Chelyabinsk region K \u003d 1.0;
for the Samara region K \u003d 0.9.
The norms for the types of construction take into account, as a whole, for the construction site, all the cost factors when performing construction and installation work in winter, including the costs of temporary heating of buildings completed in draft, withinestimated winter period.
A number of cost norms not taken into account, they are taken into account additionally with appropriate justification. These include:
§ temporary heating of buildings out of boundsestimated winter period;
§ snow removal of access railways from the highway to the construction site (9 chap., gr. 4 and 8 according to TER1-02-087 with accrual of NR and SP);
§ initial clearance of snow from the site (if, in accordance with the PIC, construction begins in winter);
§ snow fighting costs - allowed for the Far North, as well as in rural areas within the IV, V, VI temperature zones. The limit for these purposes is up to 0.3% of construction and installation works 1-8, the costs must be confirmed by certificates of the hydrometeorological service;
§ wind speed\u003e 10m / s (with the number of windy days in the winter\u003e 10% to 30% - K \u003d 1.05;\u003e 30% - K \u003d 1.08 to the norms of winter pleasures); when paying, the costs must be confirmed by certificates of the hydrometeorological service;
§ special greenhouses (shelters for creating a microclimate necessary for the production of works, are erected in accordance with the design decisions on their device).
Standards for residential buildings (clauses 11.1 ÷ 11.3 of table 4) are set for buildings that do not have external networks, landscaping and landscaping. Therefore, in the presence of the mentioned costs in the draft, an amendment to the standards must be applied in accordance with paragraph 13 (K \u003d 2 for efficiency; K \u003d 1.7 for brick houses).
So for example, for brick residential buildingthe standard of winter amenities for inclusion in the SSR will be:
1.7% x 1.7 x 1.1 \u003d 3.18%,
where 1.7% is the norm of winter appreciation of clause 11.2;
1.7 - coefficient for taking into account the presence of external networks and the benefit of the device; 5
1.1 - territorial correction factor for the Sverdlovsk region according to the appendix No. 1 (item 66).
For types of construction not provided for in Section 1, application of norms for similar types of construction is allowed. In the absence of analogues, the norms of additional costs are determined by calculation using the cost standards for structures and types of work (section 2) and norms for temporary heating of buildings (section 3). Similarly, the norms of additional costs for residential and public buildings, as well as public utilities from monolithic reinforced concrete, are determined (clause 13 incl.). An example of such a calculation is given in Appendix 2 to the GOS 81-05-02-2007.
Section 2"Standards for construction and types of work" are developed in the context of parts of FER (TER). Unlike the norms of section 1, these norms are not average annual, but average winter, i.e. they are calculated without taking into account the specific gravity of the winter period. Therefore, the territorial adjustment factor in Appendix 1 does not apply to them.
These standards are intended for settlements between the general contractor and the sub-contractor for work performed in winter. They can also be used to calculate the average annual norm by type of construction, which is not in the norms of section 1.
Standards for the types of work take into account only factors related to the performance of a specific type of construction and installation work:
a) decrease in labor productivity due to the constraint of movements in warm clothes, deterioration of visibility, icing of materials, structures, shoes, the need for breaks in work for heating, etc.
b) a change in the methods of work: loosening frozen soils, thawing soils, protecting them from freezing, electric heating of concrete, the use of chemical additives, etc .;
c) loss of materials when performing work in the winter. 6
Norms on types of workdo not take into account the heating costs of the building, which was completed in advance (neither within the estimated winter period, nor beyond).
Section 3 "Standards for temporary heating" are used to calculate the costs of temporary heating of buildings during construction and installation works, which according to TU must be performed at a positive temperature, or when determining the costs of temporary heating outside the estimated winter period (in the case of justification of the PIC), as well as to calculate the average daily norm by type of construction that is not in Section 1.
The unit price of the TER-06 part "Concrete and reinforced concrete structures monolithic" No. 06-01-017-1 "Technological electric heating of concrete" is used only in accordance with the PIC to accelerate the turnover of industrial formwork. Concrete warming up in winter is taken into account by the norms of winter appreciation.

The norms are used to account for additional costs in the estimate, as well as for year-round calculation for the performed repair and construction works, regardless of the actual time of their execution.
If, in accordance with the contract, the contractor carries out repair and construction work in the heated room, and the customer pays for heating, then the costs of the cost of work may not be included in the contract price, or the customer may present heating costs to the contractor, as in the norm of winter appreciation in the collection of GSNR 81-05-02-2001 they are taken into account

INTRODUCTION
This collection of estimated norms is intended to determine the additional costs in the construction and installation works in the winter.
The provisions and estimated standards given in this digest are recommended for use by the enterprises of the construction complex when determining the estimated cost of constructing new, reconstruction, expansion and technical re-equipment of existing enterprises, buildings and structures, performing repair and construction work at industrial construction projects carried out on the territory of the Russian Federation, as well as in the calculations for work performed.

GENERAL PROVISIONS
1. The norms of this Collection are intended to determine additional costs in the production of construction and installation works in the winter (winter period) 1.
1 The concept of “winter time (winter period)” includes a part of the year with an average daily outdoor temperature below 0 ° C according to the Russian Climate Guide.
The standards take into account additional costs when performing construction and installation works in the winter, due to a number of factors associated with exposure to negative air temperature, as well as wind speeds of up to 10 m / s inclusive.
These factors include:
a) factors affecting the decline in labor productivity:
Cramped movement of workers with warm clothing and the inconvenience of working in mittens;
Deterioration of wintertime visibility at the workplace; the presence of ice and snow at the workplace; icing of shoes, materials, structures and tools; the need for a work process to periodically clean snow from the workplace, materials, etc .;
Loss of working time associated with a break in work for heating workers at an outdoor temperature of -20 ° C to -35 ° C and due to the reduction of the working day at temperatures below -30 ° C;
Decrease in the winter period of productivity of construction machines and mechanisms;
b) complications in technological processes caused by low temperature (preparation of temporary structures for heating workers, insulation of temporary water supply networks and tanks, use of means of insulation of concrete and mortar during transportation);
c) the need to use special methods of construction and installation work at a negative outside temperature:
Loosening of frozen soils;
Protection of soil from freezing;
Thawing soil;
The use of quick-hardening concrete and mortar;
Introduction to concrete and mortar chemical additives;
The use of electric heating of concrete;
Warming up products, pipe ends and cable;

2. The collection consists of three sections:
Section I. Estimated standards by type of construction.
The rules of Section I are intended to determine the estimated limit of funds for additional costs associated with the performance of work in the winter in general for construction, as well as for year-round settlements between customers and general contractors.
Section II. Estimated standards for designs and types of work.
The provisions of Section II apply when making settlements for completed construction and installation works between general contractors and subcontractors or between customers and direct contractors.
Cost standards for structures and types of work are the basis for the development of standards for types of construction.
Section III. Estimated standards for temporary heating of buildings.
The provisions of Section III are applied in determining the costs of temporary heating of buildings completed on stage 1, and calculations for work performed on temporary heating of these buildings.
1 Under construction, finished buildings are meant buildings with erected walls, a top covering and filling all openings.
3. The norms of Section III are used in the development of estimated standards for types of construction.
The norms of additional costs for types of construction and for designs and types of work are developed as a percentage of the estimated cost of construction and installation works performed at a positive outside temperature.
4. The rates of additional costs are differentiated by temperature zones depending on the temperature conditions of the winter period, which are given in tab. 1.

5. The temperature zone and the duration of the estimated winter period for each specific construction site should be taken in accordance with its location in accordance with the territorial division of Russia given in annex 1, regardless of the actual outdoor temperature during the work.
6. In areas located south of the first temperature zone, additional costs caused by the specific conditions of work in the winter season can be reimbursed by the organizations performing the work, according to the standards established for the first temperature zone, for working days with an average daily outdoor temperature below 0 ° C. At the same time, the amount of additional costs calculated for the entire volume of work performed is reduced in proportion to the ratio of the number of working days with an average daily outdoor temperature below 0 ° C to the total number of calendar working days for the entire period of work. The number of working days with a negative temperature is taken on the basis of the data of the meteorological service, and if it is absent in a given area, it is based on the data of the customer and contractor.
7. Additional costs during the reconstruction, expansion and technical re-equipment of existing production facilities (excluding those serving housing and communal services) in the winter are determined according to the relevant norms of this Collection of the estimated cost of construction and installation works calculated in accordance with the project.
Additional costs for the reconstruction of residential and public buildings are determined by the rules of Section I tab. 2 Collection of estimated norms of the GSNR 81-05-02-2001.
8. Additional costs in the repair and construction work in the winter are determined:
At industrial construction sites (with the exception of production facilities serving the housing and communal services) - according to the norms of Section I ( tab. 4) and Section II ( tab. 5) using a coefficient of 0.8;
During the overhaul of residential and public buildings, as well as industrial buildings and structures serving the housing and communal services, - according to the Collection of estimated norms of the GSNR 81-05-02-2001.
9. In areas exposed to winds with a speed of more than 10 m / s, to the amount of additional costs calculated according to the estimated standards of this Collection, the customer may make surcharges in the form of coefficients with the number of windy days in winter:
st. 10% to 30% - 1.05;
st. 30% - 1.08.
The basis for paying the additional costs associated with the impact of winds with a speed of more than 10 m / s in winter is the data of the current Climate Guide or information from the local hydrometeorological service.
10. The norms of this Digest are averaged. The use of any additives or factors to them that are not specified in the General Provisions and the technical parts of the Collection is not allowed.
Section I. Estimated Norms by Type of Construction
Technical part
1. Additional costs in the construction and installation works in the winter for certain types of construction are determined by the standards tab. 4 as a percentage of the estimated cost of construction and installation works (columns 4 and 5) according to the results of chapters 1-8 of the consolidated estimated cost of construction.
An exception is the construction of subways and tunnels, the norms for which in paragraph 5 tab. 4 set as a percentage of the estimated cost of major works (without maintenance processes) based on the results of chapters 2-7 of the consolidated estimated cost of construction. To account for the additional costs during the production in winter time of the work taken into account in chapters 1 and 8 of the consolidated estimate, it is necessary to use the norms for other types of construction:
According to paragraph 3 "Construction of roads. 3.1. “Development of the route and preparation of the construction site” - for work on the preparation of the construction site (Chapter 1 of the consolidated estimated cost of construction);
According to paragraph 7 "Construction of industrial and office buildings of operation. 7.1. Railway transport ";
For temporary buildings and structures (Chapter 8 of the consolidated estimated calculation of the cost of construction).
2. The standards take into account all types of additional costs caused by work in the winter, as well as temporary heating of buildings completed in draft, with the exception of the following types of costs:
a) for temporary heating of buildings outside the heating period established by local executive authorities to eliminate the increased humidity of structures or machined surfaces during finishing and other special work in accordance with the requirements of technical conditions. The indicated costs should be determined in the manner prescribed by Section III of this Collection, taking into account the required period of temporary heating based on the calculation made by the design organization;
b) on clearing snow from access roads under construction from highways to construction sites, as well as on the initial clearing of snow from the construction area of \u200b\u200bconstruction objects (taking into account the organization of the working area), which begin in the winter. The indicated costs are determined by calculation in accordance with the project;
c) by snowfight 1 in areas of the Far North and areas equated to them, as well as in rural areas located within the IV, V and VI temperature zones. The limit of the costs of snow fighting in the consolidated estimates of the cost of construction can be determined on the basis of data on other construction projects in these areas. In the absence of these data, the cost limit is calculated as a percentage of the estimated cost of construction and installation works according to the results of chapters 1-8 of the consolidated estimated cost of construction for tab. 2.

The customer’s settlements with the contractor for snow fighting activities (if confirmed by certificates of the hydrometeorological service) should be made on the basis of the relevant rates and rates of Digest No. 1 “Earthwork”.
3. The norms of this Section are annual average and when calculating for completed construction and installation works are applied year-round regardless of the actual time of the year during which the construction is carried out.
The exception is objects whose construction the customer provides for only in the summer. In this case, the norms of this Section are not applied when drawing up budget documentation and calculations for completed construction and installation works.
4. The norms adopted the values \u200b\u200bof the specific gravity of the duration of winter time in a year, given in tab. 3.

5. The duration of the winter period in certain parts of the territory assigned to a certain temperature zone may differ from the average seasonal, in this regard, to the average annual rate of additional costs tab. 4, the coefficients given in annex 1.
6. For residential and public buildings, additional costs for the construction and installation works in winter should be taken according to the norms tab. 4clause 11, regardless of the type of construction as a whole.
7. The rates of additional costs given in tab. 4 Items: 1.28 (Warehouses and storage), 1.29 (Precast concrete elevators), 1.30 (Elevators made of reinforced concrete), 2 (Energy construction), 3 (Road construction), 8 (Construction of buildings and communication structures), 13 (Construction external pipelines) and 14.4 (Planting and replanting of trees and shrubs), are used in cases where these works are provided for by independent design and estimate documentation.
In other cases, for the indicated work, it is necessary to apply the norms tab. 4 for the relevant types of industrial, housing, civil, agricultural, water management and other types of construction.
8. When applying the rules of this Section to determine additional costs in areas south of the first temperature zone, the amount of additional costs calculated in the manner provided for in clause 6 of the General Provisions is multiplied by a factor of 4.3, which determines the ratio of the length of the year in days to the duration winter period in the I temperature zone.
9. For types of construction not provided for in tab. 4, the application of the norms of additional costs for similar types of construction is allowed. In the absence of analogues, the norms of additional costs are determined by calculation on the basis of the following initial data for a specific construction site:
Indicators of the estimated cost of each type of structures and works that make up the total estimated cost of construction and installation works for the construction, including temporary (title) buildings and structures;
Norms of additional costs for structures and types of work for tab. 5 Section II.
To the calculated amount of additional costs for all structures and types of work, it is necessary to add the costs of temporary heating of buildings completed in draft, within the heating period, determined in the manner prescribed by Section III of the Collection. The resulting total of additional construction costs is recalculated into the average annual indicator using calculated coefficients taking into account the specific gravity of the duration of the winter period in a year ( tab. 3).
An example of calculating the rate of additional costs for a type of construction not provided tab. 4is given in annex 2.
In a similar manner, estimated standards for additional costs by type of construction can be calculated, for which tab. 4 normative indices for individual temperature zones are not given.
10. The application of estimated norms calculated in accordance with the procedure set forth in clause 9 for facilities financed by the federal budget is recommended after their approval by the appropriate authorized federal executive body in the field of construction.
11. In the consolidated estimates of the cost of building industrial units, the additional costs associated with the production of construction and installation works in the winter are determined by the relevant standards tab. 4, based on the cost of construction and installation works for each enterprise under construction in the industrial unit.
Additional costs associated with the production of construction works in the winter, during the construction of auxiliary production facilities and farms, access roads and railways, power supply networks, water supply, sewage and other objects that are common to a group of enterprises of an industrial unit, are determined for each such facility according to relevant standards tab. 4.
12. The estimated norms of additional costs for the construction of the mine surface of mines of ferrous and non-ferrous metallurgy should be determined according to the norm established for coal industry enterprises (paragraph 1.3. tab. 4).
13. The norms of additional costs in the construction and installation works in winter associated with the construction of residential and public buildings, utilities from monolithic reinforced concrete are determined in accordance with the instructions of paragraph 9 of this Technical Part.
14. The estimated norms of additional costs in winter for the construction of residential buildings are given in tab. 4, p. 11.1-11.3 (Residential buildings are large-panel, space-block, brick, of blocks, wooden), are installed for residential buildings, the projects of which do not take into account external engineering networks, intra-quarter planning and driveways, landscaping, landscaping, etc.
