Before sending an electronic appeal to the Ministry of Construction of Russia, please read the following rules for the operation of this interactive service.
1. Accepted for electronic applications in the field of competence of the Ministry of Construction of Russia, completed in accordance with the attached form.
2. The electronic appeal may contain a statement, complaint, proposal or request.
3. Electronic appeals sent through the official Internet portal of the Ministry of Construction of Russia are submitted for consideration to the department for working with citizens' appeals. The Ministry provides an objective, comprehensive and timely consideration of appeals. Consideration of electronic appeals is free of charge.
4. In accordance with Federal Law dated 02.05.2006 N 59-ФЗ "On the Procedure for Considering Appeals of Citizens of the Russian Federation," electronic appeals are registered within three days and sent, depending on the content, to the structural units of the Ministry. The appeal is considered within 30 days from the date of registration. An electronic appeal containing questions whose solution is not within the competence of the Ministry of Construction of Russia shall be sent within seven days from the date of registration to the appropriate authority or to the appropriate official whose competence includes the solution of the issues raised in the appeal, with notification of the citizen who sent the appeal.
5. Electronic appeal is not considered when:
- the absence of the surname and name of the applicant;
- Indication of an incomplete or inaccurate postal address;
- the presence in the text of obscene or offensive language;
- the presence in the text of a threat to the life, health and property of the official, as well as members of his family;
- use when typing non-cylindrical keyboard layouts or only capital letters;
- the absence of punctuation marks in the text, the presence of incomprehensible abbreviations;
- the presence in the text of a question to which the applicant has already been given a written answer on the merits in connection with previously submitted applications.
6. The response to the applicant is sent to the postal address indicated when filling out the form.
7. When considering the application, it is not allowed to disclose the information contained in the application, as well as information relating to the private life of a citizen, without his consent. Information about the personal data of applicants is stored and processed in compliance with the requirements of the Russian legislation on personal data.
8. Appeals received through the site are summarized and submitted to the leadership of the Ministry for information. Answers to the most frequently asked questions are periodically published in the sections "for residents" and "for specialists"
The development of new territories for the needs of the national economy and the construction of roads, as well as buildings for various purposes, requires the study of soils and groundwater contained in them. Engineering geology deals with this. Specialists go to the site, study it, drill wells, take soil and water samples. In the laboratory they are tested, exposing them to various influences. The obtained characteristics are evaluated, the necessary calculations are made. For a preliminary estimate of costs, investors or developers turn to SBC for engineering surveys. They are periodically updated.
SBC for engineering surveys for construction 2004 is designed to generate the cost of work when drawing up contracts between the customer and the contractor, licensed. They are used when checking by the regulatory authorities for the targeted and legitimate use of costs.
What factors determine the cost of surveying, displayed in the 2004 reference base for engineering surveys for construction?
- Type of work. It can be a complex or one type of research. The need to perform any related services affect the price.
- The complexity of the geological conditions of the site. If the terrain is more or less even, there is a developed road network, geologists can easily approach the object and complete the task. Such sites belong to the first category of complexity.
Areas with uneven terrain - beams, ravines, barrows, overgrown with shrubs on the banks of reservoirs with a rare network of roads with poor coverage, complicating access, are classified in the second category. This also includes micro-areas with houses that are oversaturated with an approach that is difficult for drilling equipment. The third category includes mountainous, sparsely populated areas, and swamps.
In the collection of basic prices for engineering surveys, the complexity of the conditions is taken into account. The price of work is multiplied by a certain coefficient. The developer, given the features of his site, can evaluate them according to the directory. The directory has aggregated base prices for engineering surveys and unit base prices for one type of work.
- The amount established by the organization of salaries and other payments. If workers are not paid food and accommodation, a coefficient is applied that increases the pay. The reference book provides for field and night allowances.
- The price includes the cost of materials, fuels and lubricants.
- Depreciation expense.
SBC for engineering surveys for construction 2006
The document was replaced by SBC for engineering surveys for the construction of 1999. Like the 2004 document, it is designed to carry out work in the central part of Russia. It contains unit base prices for surveying services. They relate to payment for observations of deformation processes, installation of geodetic signs, centering and measuring works. The document is accompanied by tables with notes regarding the applied coefficients.
SBC for engineering and hydrometeorological surveys on rivers
The reference book was accepted in 2001. It concerns the prices of hydrometeorological works aimed at establishing observation posts on river channels, with a width of not more than a few kilometers: reconnaissance of the terrain, hydrology, and desk work. They establish water-measuring posts for observation. The price of work depends on the density of soils. They have a category of difficulty. The most difficult to develop are subject to multiplying the cost by a factor. These are hard soils with freezing depth of about half a meter. The table shows the list of works for installing hydrometeorological observation devices with the corresponding coefficients affecting the price of the work.

GENERAL INSTRUCTIONS
1. Directory of basic prices for engineering surveys for construction.Engineering and geodetic surveys (hereinafter referred to as the "Directory") is designed to determine the basic cost of engineering and geodetic surveys when pricing in contracts (contracts).
2. This Handbook is intended for use by enterprises (organizations) regardless of departmental affiliation andlegal forms:
- performers of survey works for construction, licensed to carry them out;
- customers for survey work;
- bodies supervising the performance of survey work.
3. The directory contains:

- aggregated base prices (hereinafter “Prices”) for the implementation of integratedgeodetic surveys;
- unit base prices (hereinafter “Prices”) for the performance of certain typesgeodetic engineering;
- unit base prices (hereinafter referred to as the "Prices") for the performance of auxiliary works.
4. Prices are calculated atestimated base as of 01.01.2001 on the terms of remuneration of engineers and technical workers and workers, the cost of materials and services, as well as the size of depreciation deductions for fixed assets, in accordance with the “Methodological recommendations on the composition and accounting of costs included in the cost of design and survey products (works, services) for the construction and formation of financial results ”, approved by the State Construction Committee of Russia by letter of 06.04.1994 No. BE-19-10 / 9, subject to changes and additions provided for by the Resolution of the Governors Russian Federation dated 01.07.1995, No. 661.
5. Prices are calculated in accordance with the composition and modern technology for the production of field and offsite engineering and geodetic works, taking into account the requirements of GOSTs and current regulatory documents (approved or agreed by the Gosstroy of Russia as of 01.01.2001), and are optimal for determining the cost of these works. The prices include overhead costs, planned savings, social security contributions, costs of taxes and fees, including local taxes (except VAT).
Prices for field work are provided for their implementation in expeditionary conditions with payment of employees travel allowance or field allowance.
Prices for desk processing of survey materials are provided for their performance in a hospital without payment of travel allowance or field allowance to employees.
6. Prices are given in rubles and for certain types of work are given
at fraction type: above the line - the price of field work, below the line - the price of office work. In other cases, prices are provided separately for field and office work.

Prices are optimal for the same work. The primary processing of survey materials, carried out under field conditions, is included in the prices of field work.
The prices also include expenses for:
a) obtaining technical specifications for the production of surveys;
b) the study and generalization of the source data necessary for the production of surveys;
c) preparation of contractual documentation;
d) preparation, calibration of instruments, tools, equipment and metrological support for the unity and accuracy of measuring instruments;
e) current repair of equipment and tools;
f) loading and unloading equipment and tools when moving around the site;
g) internal control and acceptance of survey materials;
h) the release of reporting materials of surveys in 4 copies, including 2 copies for the customer and 1 copy for the authority that issued the permit for the survey or carried out their registration;
i) delivery of reporting materials to the customer, as well as in the prescribed manner to the bodies that issued the permit for the survey or carried out their registration;
j) the transfer of permanent geodetic signs to monitor their safety and the execution of the act.
7. The prices are not taken into account and are determined additionally according to the relevant tables (standards) of this Handbook costs for:
a) registration on behalf of the customer of permits (registration) for the production of surveys by the organization performing the survey;
b) internal and external transport;

c) organization and liquidation of work at the facility;
d) cutting clearings and viziers;
e) taxation of green spaces;
f) collecting information on the inventory of buildings and structures;
h) installation, dismantling and maintenance of special survey equipment;
i) overseeing (methodological guidance) of the works transferred for subcontracting organizations;
j) preparing and issuing to the customer intermediate materials for engineering and geodetic surveys;
k) support work.
8. Prices are calculated for the conditions for the production of surveys in the middle lane of the European part of the Russian Federation (in terms of wages), a favorable period of the year and the normal mode of conducting survey work.
When determining the estimated cost of surveys carried out in other regions of the Russian Federation, in the conditions of a special regime, as well as in an unfavorable period of the year, the following factors are applied to prices:
a) when performing surveys in mountainous and highland areas, the coefficients given in table 1 are applied to prices.

- at night (from 22 hours to 6 hours), the coefficient 1.35 is applied to the cost of field work;
- at night, in territories with a special regime, located in areas with radioactivity greater than 1 mSv / year or 0.1 rem / year, the corresponding coefficients are multiplied.
Note - Areas with a special regime include areas and areas where interruptions or difficulties associated with the loss of working time during surveys are inevitable due to the situation or the established regime:

border areas, landfills, airfields, sites where blasting is carried out, areas with high dustiness of air, existing construction sites, pits, quarries; environmentally harmful territories and enterprises, territories of explosive, harmful and hot workshops, territories of enterprises of the defense, chemical, petrochemical, metallurgical, coal and mining industries, oil and gas pumping stations of main pipelines, sensitive enterprises, operating power plants and substations, open switchgears stations, stripes up to 200 m wide along existing power lines with voltage of 500 kV and higher, main streets (avenue g) cities, as well as streets and boulevards of large cities and megalopolises, territories of railway stations, ports, backwaters, etc.
d) when performing field survey work, as well as office work performed in a field camp in an unfavorable period of the year in the relevant areas (according to Appendix 2), the coefficients given in table 2 are applied to their cost.

Note - When introducing new district coefficients to the wages of workers engaged in survey work after 01.01.01, the coefficients for the total estimated cost of surveys are determined in accordance with table 3.
f) when performing surveys by organizations making payments related to the provision of benefits to people working in the Far North and equivalent areas (according to Appendix 5), as well as in other areas established by applicable law, the corresponding coefficients are applied to the total estimated cost of the surveys :
1.5 - when performing surveys in the Far North;
1.25 - the same in areas equated to areas of the Far North;
1.15 - the same in the southern regions of the Irkutsk Region, Krasnoyarsk Territory and the Far East (Amur Region, Primorsky and Khabarovsk Territories), in the Arkhangelsk and Chita Regions, the Republics of Buryatia, Karelia, Komi (with the exception of the Far North and areas equivalent to areas of the Far North).
Note: With the simultaneous application of the coefficients specified in subparagraphs “d” and “e” of paragraph 8, the total increasing coefficient to the total estimated cost of surveys is determined by summing the units with fractional parts of the corresponding coefficients of table 3 and subparagraph “e”.
9. Inland transport costs associated with the transportation of surveyors, equipment and materials from the location of the survey organization (expedition, party, detachment) to the survey site and vice versa, as well as directly to the work site, are determined by table 4 as a percentage of the estimated field cost survey work, as well as desk work carried out in a field camp (taking into account the factors given in subparagraphs 8 “a”, “b”, “c”, “d” of the General Instructions), including the costs of maintaining the survey bases, I am glad stations, as well as installation, dismantling and maintenance of survey equipment, determined by the prices of tables 82 and 83.

b) for rental and maintenance of special vehicles - airplanes, helicopters, all-terrain vehicles, boats, barges, longboats, reindeer and dog teams, camels, horse packs, etc.
2. In the case of determining the costs of inland transport in the prices of the current period, the table standards4 do not apply.
3. When performing surveys of routes of linear structures with a length of more than 100 km, the coefficient 1.1 is applied to the standards of § 8.
10. The costs of external transport associated with the passage of workers and transportation of survey equipment and cargo from the permanent location of the organization conducting the survey to the base of the survey expedition, party or detachment (or to the survey site) and vice versa are determined by the table5 as a percentage of the estimated cost of field survey work, as well as office work carried out under expeditionary conditions (taking into account the coefficients given in subparagraphs 8 “a”, “b”, “c”, “d” of the General Instructions), including internal expenses transport, determined by table 4 (excluding the costs provided for in note 1 of table 4), as well as the costs of maintaining the bases
and radio stations, installation, dismantling and maintenance of survey equipment, determined by the prices of tables82

3. When performing certain types of surveys in adverse conditions for employees to travel and to transport goods to hard-to-reach areas of surveys and vice versa, the costs of external transport can be determined at actual costs in the prices of the current period.
4. In the case of determining costs in the prices of the current period, the table standards5 do not apply.
11. When performing surveys in particularly difficult natural conditions or in hard-to-reach areas (on the polar islands,
at a zone of glaciers, in alpine, desert, taiga, tundra regions, etc.) for special events (attractionclimbers, instructors, guides, the organization of rescue services, etc.) additional costs may be provided, which are determined by the actual costs in the prices of the current period.
12. They are determined by a separate estimate calculated by
at prices of the current period based on the labor costs of the organization performing the survey, and the actual costs of organizations providing services (according to price lists, tariffs, bills, etc.), and the following costs are additionally paid by the customer:
- on the collection (receipt, acquisition) of aerospace, cartographic and other research materials of past years;
- related to the necessary approvals in the production of certain types of field work;
- to compensate the costs of operating organizations in coordination with them the plan of underground communications;

- for the rental of bases and radio stations during surveys in the Far North and equivalent areas, in sparsely populated (uninhabited) areas (alpine, desert, taiga, tundra);
- for rental of special survey equipment and special vehicles;
- to purchase a logging ticket;
- compensation for material damage associated with deforestation during surveys;
- associated with compensation to land users for material damage caused in connection with damages during surveys on their land plots;
- to pay for the services of third parties necessary for the production of engineering surveys.
13. The costs of organizing and eliminating work at the facility are determined at 6% of the estimated cost of field work, as well as desk work performed under expeditionary conditions, (taking into account the factors given in subparagraphs 8 “a”, “b”, “c ”,“ D ”of the General Instructions), including the costs of inland transport, determined by table 4 (excluding the costs provided for in note 1 of table 4), as well as the costs of maintaining bases and radio stations, installation, dismantling and maintenance of survey equipment, determined at table prices Its 82 and 83.
Notes: 1. The following ratios apply to the amount of expenses for the organization and liquidation of works determined by clause 13: 2.5 - for surveys with estimated cost of up to 30 thousand rubles. or during surveys (regardless of their cost) carried out in areas of the Far North and equivalent localities, as well as in sparsely populated (uninhabited) areas (alpine, desert, taiga and tundra):
2.0 - for surveys with an estimated cost of over 30 to 75 thousand rubles;

2. When performing field surveys at the facility continuously for more than one year, the coefficients given in table 6 should be applied to the amount of expenses for the organization and liquidation of work.

14. When conducting field work without payment of field allowance or travel allowance to the prices for these works, a coefficient of 0.85 is applied.
When performing desk processing of survey materials in expeditionary conditions with payment of field allowance or travel allowance to the prices for these works, a coefficient of 1.15 is applied.
15. Increasing factors are applied to the cost of survey work, if necessary:
a) the issuance of intermediate materials of surveys to the customer (if this is provided for by the terms of reference or work program), the coefficient 1.1 shall be applied to the cost of these surveys (with the exception of expenses specified in clauses 9–13);
b) performance of desk work using materials of limited use to the prices of these works a coefficient of 1.1;

c) the performance of field work with artificial lighting reading devices to their cost, a coefficient is applied
d) drawing up a plan of underground and aboveground structures in color (paints), a coefficient of 1.1 is applied to the cost of the corresponding office work;
e) the performance of office and cartographic work using computer technology, a coefficient of 1.2 is applied to the cost of the relevant work;
f) the performance of cartographic work with the preparation of plans (longitudinal profiles) in two forms: on magnetic and paper media, a coefficient of 1.75 is applied to their cost.
Note - The simultaneous application of the coefficients provided for in subparagraphs "d" and "e" is not allowed.
16. The costs of supervising (methodological guidance) engineering surveys (or certain types of surveying work) when subcontracting organizations carry out their efforts are determined by the organization that submits the work, additionally up to 5% of the cost of these works (excluding the costs specified in clauses 8 “ at"
and "G"; 9 - 13 of the General Instructions, as well as without taking into account the cost of performing auxiliary works, given in the chapter10, tables 81 - 84, production of aerial photography and services of third parties).
17. When applying to prices (cost) several coefficients established by the Directory, the latter are multiplied (with the exception of the coefficients of subparagraphs “e”
and “E” of paragraph 8 of the General Guidelines).
18. The estimate attached to the contract provides for additional costs for work and services listed in clause 12 of the General Guidelines, as well as unforeseen expenses in the amount of at least 10% of the estimated cost of survey work.
19. If urgent survey work is necessary, an estimated coefficient is applied to the estimated cost of the survey, the value of which is set in the agreement by agreement of the parties.

General provisions of the directory of basic prices for engineering surveys for construction. Engineering and geodetic surveys in the construction and operation of buildings and structures of JSC "PNIIIS"
1.1 Reference book of basic prices for engineering surveys for construction. Engineering and geodetic surveys during the construction and operation of buildings and structures is designed to determine the base cost of engineering and geodetic surveys when pricing in contracts.
1.2 This Handbook is intended for use by enterprises (organizations) regardless of departmental affiliation and legal forms:
- performers of survey work for construction, which in the prescribed manner granted the right to conduct them;
- customers for survey work;
- bodies supervising the performance of survey work.
1.3 The directory contains:
- unit base prices for the implementation of certain types of engineering and geodetic works;
- unit base prices for auxiliary work.
1.4 Prices are calculated at the level of the estimated regulatory base as of 01.01.2001 according to the conditions of remuneration of labor of engineering and technical workers and workers, the cost of materials and services, as well as the sizes of depreciation deductions for fixed assets in accordance with the “Methodological recommendations for the composition and accounting of costs included in the cost of design and survey products (works, services) for construction and the formation of financial results ”, approved by the State Construction Committee of Russia by letter of 06.04.1994 No. BE-19-10 / 9, subject to changes and additions, provided GOVERNMENTAL Resolution of the Russian Government dated 01.07.1995, № 661.
1.5 Prices are calculated in accordance with the composition and modern technology for the production of field and offsite engineering and geodetic works, taking into account the requirements of GOSTs and existing regulatory documents (approved or agreed by the Gosstroy of Russia as of 01.01.2001), and are optimal for determining the cost of these works. The prices include overhead costs, planned savings, deductions for social needs, costs of taxes and fees (except VAT). Prices for field work are provided for their implementation in expeditionary conditions with payment of employees travel allowance or field allowance. Prices for desk processing of survey materials are provided for their performance in a hospital without payment of travel allowance or field allowance to employees.
1.6 Prices are given in rubles and for certain types of work are given in fractions: above the line is the price of field work, below the line is the price of desk work. In other cases, prices are provided separately for field and office work. Prices are optimal for the same work. The primary processing of survey materials, carried out under field conditions, is included in the prices of field work. The prices also include expenses for:
- obtaining technical specifications for the production of surveys;
- study and generalization of the initial data necessary for the production of surveys;
- preparation of contractual documentation;
- preparation, calibration of instruments, tools, equipment and metrological support for the unity and accuracy of measuring instruments;
- current repair of equipment and tools;
- loading and unloading of equipment and tools when moving on the site;
- internal control and acceptance of survey materials;
- release of survey reports in 4 copies, including 1 copy for the organization that performed the engineering survey;
- delivery of reporting materials;
- transfer of permanent geodetic signs for monitoring their safety and execution of the act.
1.7 The prices are not taken into account and are determined additionally according to the relevant tables (standards) of this Handbook costs for:
- registration if necessary permits (registration) for the production of surveys by the organization performing the survey;
- internal and external transport;
- organization and liquidation of work at the facility;
- cutting of glades and viziers;
- taxation of green spaces;
- collecting information on the inventory of buildings and structures;
- the maintenance of survey bases and radio stations during surveys in the Far North and equivalent areas, in sparsely populated (uninhabited) areas (mountainous, desert, taiga, tundra);
- installation, dismantling and maintenance of special survey equipment;
- supervision (methodological guidance) of the work transferred for subcontracting organizations;
- preparation and delivery to the customer of intermediate materials for engineering and geodetic surveys;
- auxiliary work.
