Who is entitled to an early teaching pension?
According to the law, teachers have the right to take a well-deserved rest a little earlier than ordinary employees. Law No. 30-FZ comes into force this year. According to him, a preferential pension can be issued to a teacher after at least 25 years of experience.
It does not matter what age the applicant will reach at that moment. The periods of teaching work are still taken into account for pensions by Government Decree No. 781.
Which teacher is entitled to a preferential pension?
Preferential (early) teacher's pension is a monthly payment based on a certain amount of teaching, teaching or educational experience in both municipal and state institutions.
Retirement in certain cases is preferential, that is, before the pedagogical worker turns 55 and 60 years old for a man or a woman, respectively.
Teaching workers are considered a preferential category for salaried employees. Having worked for 25 years as a teacher, a teacher, a citizen can start drawing up a retirement pension. Theoretically, he can issue a payment from the age of 45, if the entire time of work after graduation from the university / school can be included in the teaching experience.
The following categories of pedagogues have the right to go on vacation early (preferential pension):
- director of an educational institution;
- teacher;
- trainer-teacher;
- educator;
- university teacher, children's school and so on;
- head teacher and others.
The main condition for obtaining benefits is to work in one of these positions (or with a transfer from one position to another) for 25 years or more and there should be no interruptions in activities.
The length of service can be taken into account when determining the size of the pension, if the teacher has worked out the time norm. This scheme for determining the length of service has been used since 2000. It shows the real employment of the pedagogue, and the minimum indicators are as follows - 6 hours in 7 days or 240 hours in one year. If during the calendar year the teacher's workload was lower, this period will not be counted in the length of service.
For medium-sized vocational institutions, there are even stricter standards - a minimum of 360 hours per year. Relaxation is made for teachers in grades 1-4 (primary) and rural schools (all grades). In their situation, the length of service takes into account all the time that is actually occupied by pedagogical activity.
The length of service acquired before 2000 is taken into account for the full pension. An exception when calculating a preferential pension is made for a music school teacher (music school), music director. For them, the norms of hours worked previously were in effect. Teachers of institutions of additional education are entitled to a preferential pension under different rules (since 2001):
- experience of at least 16 years and 2/3 years in this area;
- work in a teaching position;
- lack of standard hours.
Calculation of the pedagogue's pension
- academic degree of a pedagogue;
- work in a medical facility;
- work experience in an institution with a special mode of work;
- pedagogical activity in the regions of the Far North or conditions equated to them.
The teaching experience can include one or more periods from the list:
- benefits in connection with temporary disability (sick leave);
- parental leave for children up to one and a half years; up to 3 years, if such leave was provided to the employee before 06.10.1992;
- annual, including additional, paid vacations.
They are not considered periods of teaching work, and therefore cannot be included in the seniority for retirement:
- holidays under the decree of the institution caused by weather disasters, quarantines and other phenomena;
- conferences, seminars, continuing education courses;
- educational leave;
- holidays "at their own expense";
- parental leave over 1.5 years;
- work at polling stations and other activities in the framework of election campaigns;
- truancy;
- leave in connection with caring for disabled children or disabled children;
- work as a people's assessor.
In the next 15 years - from 2015 to 2030 inclusive - it was decided to gradually curtail the provision of retirement benefits to teachers. Also, allowances will be removed in the order of priority: the last to eliminate the "northern" preferences. After 2030, the pension for pedagogues will be the same as for all other employees. Its calculation will be made on a general basis.
Pension registration
For registration, you will need a list of documents:
- passport;
- employment history;
- to confirm the length of service, archival information about the time of pedagogical work in certain institutions, orders, and so on may be required;
- bank statement;
- certificate in the form 2-NDFL (about the amount of salary);
- for male teachers - military ID;
- statement.
A pedagogical worker (methodologist, head teacher, director, trainer-teacher and other categories) can apply for a seniority pension one month before the moment when the right to receive payment comes - work experience will be 25 years.
Teachers who are not on the established list or upon reaching 55/60 years they have not “collected” 25 years of teaching experience, draw up a pension in the general manner - upon reaching the specified age.
