For some categories of citizens in Russia, a preferential labor pension is provided. Accordingly, it is possible to receive insurance payments from the state ahead of schedule (55 for the female population and 60 for men). This right also applies to teachers who have been working with children for over 25 years. The right is enshrined in the law "On Insurance Pensions". Let's figure out what is for teachers.
Teaching positions that give the right to assign a preferential pension
The law defines positions that fit the category of preferential insurance payments. The performance of official duties in the following positions gives a guarantee for receiving a pedagogical pension:
- director of an educational institution in the conduct of educational activities;
- deputy director, if the activity is related to children;
- duty officer, including the senior;
- teacher, including senior;
- educator, taking into account the elder and the methodologist;
- organizer of additional work with children;
- subject teachers;
- speech therapist;
- defectologist;
- musical director;
- physical instructor education;
- social educator;
- teacher-psychologist;
- labor instructor.
Amendment
The wording “working with children” excludes administrative work and does not qualify for early retirement. Thus, the position of “director” without hours of teaching does not fall under the category that is entitled to a preferential pension for teachers.
Likewise, the head of the kindergarten and his deputies do not fall under the category of "pedagogical work". Although the deputy head for educational and methodological work is directly related to the educational process.
Does the teacher's place of work affect the right to receive benefits?
In addition to the list of positions, the law determined the name of the institutions, work in which guarantees the accrual of preferential pensions for teachers. These include:
- all organizations implementing general education programs (schools, lyceums, military schools, educational centers), including boarding schools;
- institutions where orphans and children left without parental care receive education;
- sanatoriums with educational activities;
- special closed and open types;
- preschool educational organizations, including kindergarten schools;
- secondary and primary vocational education;
- a system of special organizations for children in need of a range of services.
Careful familiarization with the list will avoid frequent visits to the Pension Fund. The title of the position held is not enough for the accrual of preferential pensions for teachers.
So, working as a speech therapist teacher in a medical center does not allow using the service.
How does the study load affect the preferential pension?
The legal framework has determined the standard of hours per rate, and from 01.09.2000 this condition is indicative for a decision on the availability of preferential experience. The time standards are spelled out in the Order of the Ministry of Education dated December 24, 2010 No. 2075.
Until 2000, the teaching load did not affect the assignment of a preferential pension to teachers, and the entire length of service was taken into account, regardless of the number of hours worked. Starting from September 1, 2000, the obligation to work full-time arises, taking into account the time norm prescribed in the Order.
What to do when combining positions?
If a part-time employee works full-time, and the job responsibilities include interaction with persons under 18 years of age, then he has the right to declare that a preferential pension for teachers has been assigned. Subject to compliance with the norms of labor relations and the mandatory deduction of insurance premiums.
The employee fits into working hours, and his employment allows you to combine duties in two positions without prejudice to the main place of work. The law on preferential pensions for teachers does not have the right to refuse to grant an early pension.
What does a teacher need to register a preferential pension?
In order for the appointment of a pension to take place on time, it is worth contacting the Pension Fund in advance to collect documents. If there are no nuances in the entries of the work book, then the package will be limited to the following:
- application (the form can be found on the PF website);
- passport of a citizen of the Russian Federation;
- SNILS - individual compulsory pension insurance certificate;
- a page-by-page photocopy of a work record book or an employment contract certified by the head;
- a certificate from an accountant, where the basis for the appointment of a preferential pension is spelled out;
- 2-NDFL certificate from the place of work;
- birth certificates of children, if any;
- for men - a military ID.
For two and a half decades, the institutions have changed their legal name more than once. This makes adjustments to the list of requested documents. So, employees of the Pension Fund can request a document on the previous place of work to clarify the current legal name, the fact of the employee's work, his position and weekly workload.
How to submit documents?

What is excluded from preferential service?
On a quarterly basis, the personnel department of the institution makes a report for the Pension Fund for pedagogical workers. This workflow allows you to systematize information on the availability of preferential service and timely designate the time of retirement.
How often is the preferential pension for teachers recalculated? Changes happen regularly. They need to be monitored.
The grace period does not include periods of work that are not associated with persons under the age of 18. These include:
- and course preparation days;
- days of absence due to an employee without pay;
- days of performing job duties not all day (2/3 of the working time for a reason beyond the control of the employee and the employer);
- parental leave;
- time of military service;
- sick leave periods.
In some cases, a statement of claim to the court at the place of work can resolve controversial issues. For example, work in a closed boarding school, where adults are also trained. In this case, it is necessary to prove the presence of 50% of the contingent under 18 years of age.
Does the profession of "teacher-psychologist" have a preferential pension?
When is an early appointment of a pension due to a social educator and educational psychologist?
Everything will depend on the place of performance of official duties. According to the list, a social teacher and educational psychologist has the right to a preferential insurance pension in the event of the performance of official duties in those organizations that require the direct participation of a social teacher and a psychologist. In other words, they conduct educational activities and are entitled to a preferential pension for teachers.
These organizations include special closed institutions for disabled children, who, without the organization of conditions, will not be able to adapt to the environment. A social teacher in such an institution not only works with external partners, but also teaches the pupils in social and domestic services (SBE subjects).
That is, if a teacher is a social teacher at the same time, a preferential pension will be assigned to him.
In other cases, work in the position held does not allow you to take advantage of benefits. Since obtaining a highly specialized focus of education allows you to carry out professional activities only in special institutions.
Preferential pension for teachers of additional education
Compulsory employment can be found in the list of institutions from Federal Law No. 781. The requirement has been relevant since 1999, November 1:
- schools of the arts, including music and art schools;
- centers for the development of children's creativity and humanitarian education;
- centers of tourism and excursions.
If a specialist in this field meets the following requirements, in these cases, a preferential pension is given to teachers of additional education:
- worked with people under the age of 18;
- performed labor duties in the institutions of the list;
- observed working hours.
Preferential pension for teachers - changes in legislation and development prospects
With the introduction of the reform of the pension insurance system, the pension coefficient (PC) is used to assign benefits, or rather points, which increase over time. So, in 2015, the PC was 6.6 and in 2016 - 9.
Since 2016, continuing education courses for the position held have been included in the teaching experience. This right has been proven thanks to the release of the Federal Educational Standards and the Law "On Education", where the teacher is assigned the obligation to undergo coursework once every 3 years. The period of obtaining a profession in an educational institution will be included in the preferential length of service.
The size of the pension will be 40% of the average salary plus an increase of 11%. Salary is considered without allowances. Currently, the pension depends on the amount of insurance premiums and a little on wages.
