What pension are teachers entitled to?
The legislation of our country clearly defines the categories of citizens who have a preferential right to retire, taking into account the number of years, but often future pensioners are not interested in this issue until they reach the established age threshold. Please note that teachers are also among the "beneficiaries", so let's look at what kind of pension teachers are entitled to, the legislative acts regulating this issue, the conditions for exit, and also what exactly is considered to be a pedstazh.
We note right away that there is no separate legislative act that would regulate the right of pedagogical workers to carry out early registration of pension provision at the moment. Employees in the education sector are retiring early on a general basis. This state of affairs was the result of innovations in the legislation of our country two years ago (changes were made in 2015), according to which this social benefit for teachers now directly depends on the length of stay at work and the amount of wages.
As of 2017, the provision of pensions for teachers is regulated by legislative acts that apply to all benefit groups:
- Law No. 400 of December 28, 20113 "On Insurance Pensions";
- Decree of the Government of the Russian Federation No. 665, which entered into force on July 16, 2014;
- Decree No 781, which entered into force on October 29, 2002.
Please note that in order to assign these payments on preferential terms, the pedagogical experience of a citizen must be more than 25 years. In addition, there are a number of additional conditions, which you can read about below.
Groups of teachers who have the right to retire early
According to the above laws, the list of positions that are legally allowed to go on vacation earlier than the deadlines established by law are spelled out in resolution 781, and they include:
- the administration of the educational institution (director, deputies, heads of the educational, educational process);
- class leaders;
- teachers, including the last of such school subjects as labor, physical culture;
- defectologists and psychologists;
- music teachers;
- masters who conduct industrial training for children.
With regard to preschool institutions, a preferential pension for teachers of such institutions is provided for the educational staff, including the educators themselves, methodologists and senior educators. However, this rule is not extended to assistants and junior educators.
Particular attention in the legislation is also given to the list of institutions whose employees will take into account the teaching experience:
- schools, as well as gymnasiums, lyceums, including institutions with in-depth study of foreign languages and other subjects;
- specialized naval schools (Suvorov and Nakhimov);
- closed boarding schools for children under the age of majority and orphanages;
- school institutions of a sanatorium type;
- ballet and music schools;
- nurseries and preschool institutions (kindergartens).
The question arises, what about teachers who do not work at school, but are employees of out-of-school institutions, does a teacher of additional education have a legal right to a preferential allowance?
Employees of such educational organizations can count on the experience of pedagogical work, which allows to speed up the execution of support:
- DDT (Palace of Children's Creativity);
- centers specializing in additional education for children, as well as the development of creative abilities;
- DS (sports palace) and sports schools;
- houses of children's and technical creativity;
- all stations of young naturalists (young naturalists);
- art studios.
As you can see, it is very important to take into account that the preferential seniority pension for teachers is determined not only by the category of “beneficiary”, but also whether the future recipient of this social benefit worked in the corresponding educational institution.
As for such a creative profession - a teacher-organizer, then for the right to early retirement, the latter's work book should contain an entry - a teacher (teacher) - the organizer of out-of-school and out-of-class educational work or a teacher-organizer of the Fundamentals of Life Safety, pre-conscription training.
Under what circumstances is preferential pension provision possible?
The list of conditions under which it is possible to assign benefits to teachers before the generally accepted age is clearly indicated in the regulatory laws. Preferential pension provision for teachers is calculated under the following circumstances:
- the experience of pedagogical work should be more than 25 years;
- only the years when the teacher worked full-time are taken into account, while the employer paid the corresponding contributions to the FIU. Payment of insurance premiums must be carried out during the employee's stay on sick leave.
For the younger generation, the question is whether maternity leave is included in the teaching experience by length of service? It should be noted that, according to the current regulatory framework, parental leave is taken into account as the length of service in teaching, on the condition that it was no more than one and a half years. But, if the work experience of the teacher arose before 09/01/2000, this type of leave will be included in the calculations in full.
As for employees of out-of-school educational institutions, they are provided with a pedagogical pension if their teaching experience in the institutions and positions prescribed by law, as of January 01, 2001, was at least 16 years, 8 months. It is also necessary that work in the pedagogical field from November 01, 1999 to December 31, 2000 be confirmed by the relevant documents. At the same time, it should be borne in mind that the special (pension) coefficient at the time of entering the “deserved rest” should be at around 11.4.
In addition to the above conditions, teachers' pensions are also calculated based on the hours worked during the academic year. If early retirement for teachers is possible with 240 hours worked per year, then for the teaching staff of secondary vocational schools the number of hours has been increased to 360.
Are benefits prescribed for rural teachers to pensioners? Yes, the number of hours for them is similar to the time for a simple high school teacher.
What is included in teaching experience
Let's look at the procedure for determining the length of service of pedagogical work, what periods of work are included there, what is omitted, whether maternity leave, service in the ranks of the military will be included in the pedstay for accrual.
According to the current legislation, the teaching experience includes the following periods of work of the teacher:
- the time period of professional activity in this area, subject to a full working day and full corresponding payments;
- period of unemployment (temporary);
- annual official holidays provided for by regulatory enactments;
- study at a pedagogical college, higher educational institutions, provided that before and after study, the teacher worked in institutions approved by laws, and his official position fell into the list of positions prescribed by law.
Let's also consider whether extracurricular activities are included in the teaching experience, because the teacher's employment is not limited to conducting lessons or classes. According to the Order of the Ministry of Education and Science No. 1601, preferential service also includes:
- practical training of students;
- individual work with children;
- methodical, scientific, research activity, if the latter is provided for by the teacher's individual plans or official duties;
- carrying out sports, physical culture and recreational activities.
And now let's figure it out, but what is not included in the grace period? Please note that experience does not include:
- study leave, the so-called "winter" and "summer" holidays;
- being on unpaid leave;
- failure to appear at an educational institution during working hours and without a good reason;
- temporary departure from an educational institution to another job, as well as all kinds of side jobs;
- a period that includes caring for a disabled person, a newborn child.
Basic principles for calculating pensions
So, teachers have the right to what kind of pension, how to calculate it correctly on their own?
Please note that the pension for teachers applying for preferential conditions for exit, according to the reform in the pension sector, is calculated based on two important indicators: the official salary from which insurance premiums were paid, and the funded coefficient, its indicator should be at the level of 11.4 points .
Based on this, we can conclude that the calculation of the amount of pension provision for each Russian is carried out on an individual basis, taking into account all the above factors. Please note that the final amount of pension payments must exceed 40 percent of the average earnings of the future pensioner.
There is a formula for calculating pension payments for teachers, it includes the amount of points, the cost of one point, a mandatory fixed payment.
As of today, the fixed amount is 4,558.93 rubles, the cost of a point is 74.27 rubles. The number of points is calculated individually for each teacher who applied to the regional department, and it depends on the average salary of the employee, the insurance experience of the future pensioner, and the age limits for entering the “deserved rest” are also taken into account.

Please note that there is no such thing as a minimum pension provision for teachers, the amount of compensation directly depends on the pensioner himself, but it cannot be less than the approved minimum subsistence level, which is fixed in the region where the future pensioner lives.
We collect the necessary documents
To apply for a superannuation pension, teachers need to contact the Pension Fund office, located either at the place of your registration or in the region where you currently live.
An application can be made in the following ways:
- contact in person;
- delegate their powers to a relative or friend, provided that they are legally correct;
- submit an application online using the services of the PFR portal.
In addition to the application for a preferential pension, a list of the following documents must be attached:
- an application for accrual of preferential pension provision for teachers based on seniority;
- passport of a citizen of the Russian Federation, confirming your identity;
- a work book that clearly indicates your teaching experience. Please note that entries must comply with the rules and regulations for the introduction of such documents;
- a ticket for service in military units, if a man applied for a pension;
- original or copy of the child's birth certificate;
- the insurance number of the citizen's personal account in the base of compulsory pension insurance (SNILS);
- certificate of income (average);
- clarifying certificate confirming the nature, place, working conditions of the applicant.
This list is standard, however, PF employees may request additional supporting certificates or official documents, for example, a certificate of marriage or divorce.
