Seniority for a preferential pension for teachers by length of service
Employees in the field of education, including teachers, by the nature of their activities, belong to a special category of professions, therefore, according to labor legislation, they have the opportunity to retire earlier than other citizens. To do this, they need to have an experience of 25 years or more, and this in no way depends on age. But in connection with recent changes through the Ministry of Education, the preferential pension for teachers based on the length of service includes the indicated conditions for receiving it.
The teaching staff has the opportunity to finish their career and go on vacation a little earlier, but with the appropriate experience in the field of education. At the present time, as such, there is no concept of "service pension" for teachers, it has been replaced by a preferential pension, or rather, an insurance one.
In 2001, there were changes regarding the procedure for calculating these payments, and now its size is directly affected by pension contributions made during the period of work. That is, the greater the amount of insurance contributions, as well as the length of service, the higher the pedagogical pension will be, respectively. But this is not all the conditions indicated by the legislation. They also include:
- A preferential pension can be assigned to teachers if they carried out direct activities before 2000, then the accrual occurs regardless of the mandatory standard hours.
- Since 2016, the seniority of the teaching staff includes the time spent on obtaining pedagogical education, but there is one condition. It consists in the fact that the teaching work is carried out immediately before the start of training and immediately after its completion.
- A preferential pension for teachers can also be assigned to those employees that are indicated in the list of privileged categories. They include the entire period of work.
- A preferential pension for teachers is assigned according to the number of academic hours indicated in the regulations.
- It is also a prerequisite that teaching activities take place in institutions where children under 18 are taught. For example, teachers of a driving school cannot qualify for preferential payments.

A very important point in this situation is that the accrual of a privileged pension for teachers and educators is possible only in accordance with the established conditions in the legislation. One of the controversial issues that may arise is that the names of positions and educational institutions will not match the names in the regulations.
What is included in the work experience
To go on an earned vacation, a teacher is required to have at least 25 years of experience. In accordance with applicable law, it includes such periods of time as:
- full working day, certified by insurance deductions;
- temporary unemployed period up to 1 month;
- this also includes the period of paid holidays;
- maternity leave associated with babysitting up to 1.5 years;
- sick leave;
- time of study in educational institutions, but on the condition that pedagogy was carried out before and after graduation;
- since 2016, working years also include courses that provide for advanced training in the position held, while teaching activities should not be interrupted after training.
In addition to experience, pedagogy should also take into account the coefficient (points) relative to the year of graduation, which will be directly taken into account when calculating:
- in 2015 it was 6.6 points;
- in 2016 - 9 points;
- in 2017, the coefficient is 11.4 points;
- in 2018, the pension score will be 13.8;
- the annual increase in the coefficient occurs by 2.4 points.
Also, preferential pensions for teachers by length of service include hourly employment:
- During the day, at least 6 hours, and a year - 240.
- For vocational school teachers, it is necessary to work at least 360 hours a year.
- For a teacher of secondary special educational institutions, standard hours should be 720 hours.
But there is a small caveat: this rule does not apply to elementary school teachers and the teaching staff of rural schools and does not affect the amount of future payments.
What is needed for registration
To be able to receive benefits for retired teachers, you need to write an appropriate application and provide all the necessary documents. You should contact the regional office of the Pension Fund of the Russian Federation at the address of registration or at the place of actual residence on this issue. If there is no time to visit the FIU, then you can make a power of attorney to a representative who will collect the necessary papers.
In addition, with a similar application, you can apply to the State Services portal, where after registration you need to submit all the necessary documents. If some papers are missing, the applicant can be called back by phone or contacted by e-mail. Designated documents include:
- the passport;
- SNILS (individual pension insurance certificate);
- a certificate confirming the average monthly income;
- certificate for 60 months that were worked out before 2002;
- marriage certificate, if there was a change of surname;
- birth certificate of the child;
- for men, it is mandatory to provide a military ID;
- work book, where there are relevant records of the work experience in the field of education.
This list is fundamental regardless of the regions of the Russian Federation, but there is still a possibility that the fund's employees may request additional information regarding work activities. A 10-day period is provided for consideration of the submitted documents. If the list of documents is incomplete or other factors are revealed, then the time for verification may be up to 3 months.
In order to avoid all sorts of unexpected situations in calculating the length of service, as well as calculating a preferential pension, it is best to send such an appeal to the FIU 6 months before the proposed decision to take a legal vacation based on length of service.
What prerequisites can affect the amount of accrual
Based on the bills on pension legislation, the payment to the teaching staff is charged in the amount of 40% of the salary, but it is also possible to receive various allowances that are related to the list of privileges. These are such as:
- having a degree;
- work in institutions where work with a special regime was provided;
- teachers who worked in the conditions of the Far North, as well as in areas that are equated to it;
- in medical institutions.
In addition, additional accrual to the pension is possible for teachers if they continue to work after reaching the preferential retirement age. In this case, for each additional year worked, a 1% bonus is added, but the maximum percentage should not exceed 75% of the full average monthly salary.

Regarding teachers who combine work, they can use a preferential pension in the event that there is a designated number of academic hours and pension contributions have been made.
What periods of time will not be taken into account when assigning an early pension to teachers
The regulatory documents clearly spell out the list of periods of time that will be included in the length of service for employees in the field of education, but there are also periods that will not be taken into account. For instance:
- unpaid leave is not included in the calculation of the pension;
- absence from work without a good reason;
- absence from the workplace of 2/3 of the working time due to circumstances beyond the control of the employee or manager;
- vacation period that was taken to look after a disabled person;
- Military service;
- temporary work or part-time work, an example of this may be short-term work in election campaigns.
The thing is that these periods of time are not associated with children under 18 years of age.
