Biography
Was born on April 24, 1980 in Moscow. Graduated from the Faculty of Technical Service and Agro-Industrial Complex of the Moscow State Agrarian University named after Goryachkin (2002), the State Academy of Municipal Administration with a degree in State and Municipal Administration (2010), the Faculty of Sociology of the RANEPA under the President of the Russian Federation (2013).

In accordance with the Decree of the President of the Russian Federation of May 12, 2008 N 724 "Questions of the system and structure of federal executive bodies" the Government of the Russian Federation decides:
1. To approve the attached Regulation on the Federal Agency for Youth Affairs.
2. To establish that, prior to the introduction of appropriate amendments to the legislation of the Russian Federation, the Federal Agency for Youth Affairs carries out, in the established field of activity, the organization of events aimed at civic-patriotic education, professional orientation of children and youth, support of talented youth, organization of the activities of specialized (profile) camps and tourist centers, tourism and recreation for children and youth.
3. To allow the Federal Agency for Youth Affairs to have up to 2 deputy heads, as well as in the structure of the apparatus up to 3 departments for the main directions of the Agency's activities.
4. To establish the maximum number of employees of the Federal Agency for Youth Affairs in the amount of 50 units (excluding personnel for the protection and maintenance of buildings).
5. To recognize as invalid the Decree of the Government of the Russian Federation of October 27, 2007 N 706 "On the State Committee of the Russian Federation for Youth Affairs" (Collected Legislation of the Russian Federation, 2007, N 45, Art. 5490).

Regulations on the Federal Agency for Youth Affairs
I. General Provisions
1. The Federal Agency for Youth Affairs (Rosmolodezh) is a federal executive body that carries out the functions of providing state services and managing state property in the field of state youth policy, implementing, in cooperation with public organizations and movements representing the interests of youth, measures aimed at ensuring healthy lifestyle of young people, moral and patriotic education and the realization by young people of their professional capabilities.
2. The Federal Agency for Youth Affairs is under the jurisdiction of the Ministry of Sports, Tourism and Youth Policy of the Russian Federation.
3. The Federal Agency for Youth Affairs is guided in its activities by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, regulatory legal acts of the Ministry of Sports, Tourism and Youth Policy of the Russian Federation, and also by these Regulations.
4. The Federal Agency for Youth Affairs carries out its activities directly and through its subordinate organizations in cooperation with other federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local self-government bodies, public associations and other organizations.
II. Credentials
5. The Federal Agency for Youth Affairs exercises the following powers in the established area of activity:
5.1. organizes the implementation of measures of state youth policy;
5.2. at the request of youth and children's associations organizes training and retraining of personnel for these associations;
5.3. carries out measures of state support for youth and children's associations based on the results of a competition of projects (programs) of these associations;
5.4. forms the Federal Register of youth and children's associations enjoying state support;
5.5. places, in accordance with the procedure established by the legislation of the Russian Federation, orders for the supply of goods, performance of work, provision of services, research, development and technological work for state needs in the established field of activity, as well as to meet the needs of the Agency;
5.6. exercises in the manner and within the limits established by federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, the powers of the owner in relation to federal property necessary to ensure the performance of the functions of federal bodies of state power in the field of activity established by paragraph 1 of this Regulation, including property transferred federal state unitary enterprises and federal state institutions subordinate to the Agency;
5.7. performs the functions of a state customer of federal target programs, scientific, technical and innovative programs and projects;
5.8. interacts in accordance with the established procedure with public authorities of foreign states and international organizations in the established field of activity;
5.9. receives citizens, ensures timely and complete consideration of oral and written applications of citizens, making decisions on them and sending responses to applicants within the time period established by the legislation of the Russian Federation;
5.10. ensures, within the limits of its competence, the protection of information constituting a state secret;
5.11. provides mobilization training for the Agency, as well as control and coordination of activities of subordinate organizations for mobilization training;
5.12. organizes retraining, advanced training and training of the Agency's employees;
5.13. carries out, in accordance with the legislation of the Russian Federation, work on the acquisition, storage, accounting and use of archival documents formed in the course of the Agency's activities;
5.14. performs the functions of the main manager and recipient of federal budget funds provided for by the Agency for leadership and management in the established area of activity;
5.15. organizes congresses, conferences, seminars, exhibitions and other events in the established field of activity;
5.16. performs other functions in the established field of activity, if such functions are provided for by federal laws, decrees of the President of the Russian Federation and decrees of the Government of the Russian Federation.
6. The Federal Agency for Youth Affairs, in order to exercise its powers in the established area of activity, has the right:
6.1. to request and receive, in the prescribed manner, information necessary for making decisions on issues related to the established scope of the Agency's activities;
6.2. give explanations to legal entities and individuals on issues related to the established scope of the Agency's activities;
6.3. involve scientific and other organizations, as well as scientists and specialists for the study of issues related to the established scope of the Agency's activities;
6.4. create coordination, advisory and expert bodies (councils, commissions, groups, collegia), including interdepartmental ones;
6.5. submit proposals to the Ministry of Sports, Tourism and Youth Policy of the Russian Federation on the establishment of insignia in the established field of activity;
6.6. establish, in the prescribed manner, print media for the publication of official announcements and placement of other materials on issues related to the established scope of the Agency's activities.
7. The Federal Agency for Youth Affairs is not entitled to carry out legal regulation in the established area of activity and functions of control and supervision, except for the cases established by decrees of the President of the Russian Federation and decrees of the Government of the Russian Federation.
These restrictions on the Agency's powers do not apply to the powers of the head of the Agency for managing the Agency's property, assigned to him on the basis of the right of operational management, to resolve personnel issues and issues of organizing the Agency's activities, to control activities in the Agency headed by him (its structural divisions).
III. Organization of activities
8. The Federal Agency for Youth Affairs is headed by a head appointed and dismissed by the Government of the Russian Federation on the proposal of the Minister of Sports, Tourism and Youth Policy of the Russian Federation.
9. The head of the Federal Agency for Youth Affairs bears personal responsibility for the performance of the functions assigned to the Agency.
