1 Application area
This set of rules applies to the construction of new, reconstruction and demolition of existing buildings and structures (hereinafter referred to as construction), erected on the basis of a building permit obtained in accordance with the established procedure, as well as landscaping and engineering preparation of territories.
During the construction of linear structures, power lines, communications, pipelines and other objects of technical infrastructure, as well as in the right-of-way of railways, in the right-of-way for highways and other transport routes, the requirements of the current regulatory documents must be additionally taken into account.
With regard to objects of the military infrastructure of the Armed Forces of the Russian Federation, objects, information about which constitutes a state secret, objects of production, processing, storage of radioactive and explosive substances and materials, objects for the storage and destruction of chemical weapons and explosives, other objects for which requirements are established related to ensuring nuclear and radiation safety in the field of atomic energy use, the requirements established by state customers, federal executive bodies authorized in the field of ensuring the safety of these facilities, and government contracts (agreements) must be observed.
The document does not apply to buildings and structures, the construction of which in accordance withlegislationon urban planning activities can be carried out withoutpermissionsfor construction, as well as for objects of individual housing construction, erected by developers (individuals) on their own, including with the involvement of employees, on their land plots.
The document also does not apply to the production of materials, products and structures at the enterprises of the building and building materials industry.
This set of rules uses references to regulatory legal acts given inAppendix A.
3 Terms and definitions
In this set of rules, terms and definitions forTechnical regulationson the safety of buildings and structures.
4 General
4.1 The construction of buildings and structures is carried out with a building permit obtained in accordance with the legislation on urban planning.
Lists of buildings and structures for the construction of which a building permit is not required are established by the legislation on urban planning activities.
4.2 The actions of the participants in the construction, the work performed during the construction process, their results, including the completed construction of buildings and structures, must meet the requirements of the current legislation, design and working documentation, urban planning plans of land plots.
4.3 The developer must ensure the performance of all the functions specified in 4.4, 4.6 and not assigned by contracts to other participants in the construction.
4.4 The basic functions of the developer are:
- obtaining a building permit;
- obtaining the right to limited use of neighboring land plots (easements) during construction;
- engaging a contractor (general contractor) to carry out work on the construction of a building or structure as a person carrying out the construction, in the case of work under a contract;
- provision of construction with design documentation that has passed the examination and approved in the prescribed manner;
- ensuring the staking out of the building regulation lines and the creation of a geodetic baseline:
- engaging, in accordance with 7.4, field supervision of the person who prepared the design documentation for the construction of the facility;
- notification of the beginning of any work on the construction site of the state construction supervision body, which controls this object;
- ensuring construction control of the developer (customer);
- acceptance of the completed construction of the construction object in the case of work under the contract;
- organization of adjustment and testing of equipment, trial production of products and other activities to prepare the facility for operation;
- making decisions on the commencement, suspension, conservation, termination of construction, on the commissioning of the completed construction of the real estate object;
- presentation of the completed construction object of construction to the bodies of state construction supervision and environmental supervision (in cases stipulated by the legislation on urban planning);
- presentation of the completed construction object to the authorized body for commissioning;
- acquisition, storage and transfer to the relevant organizations of executive and operational documentation.
4.5 The developer in order to carry out his functions of providing construction with project documentation that has passed the examination and approved in the prescribed manner, upon obtaining a construction permit, his functions as a customer when conducting construction on the basis of a contract, to carry out construction control of the customer, as well as to interact with state supervision authorities and local government can attract a specialized organization or a specialist of appropriate qualifications in accordance with the current legislation.
The transfer by the developer of its functions to an involved organization or specialist is formalized by an agreement between them.
4.6 When carrying out construction on the basis of a contract, the basic organizational functions of a contractor (general contractor) as a person carrying out construction are:
- execution of works, structures, systems of engineering and technical support of the construction object in accordance with the design and working documentation;
- development and application of organizational and technological documentation:
- implementation of construction control of the person carrying out the construction, including control over the compliance of the used construction materials and products with the requirements of technical regulations, design and working documentation;
- maintenance of as-built documentation;
- ensuring labor safety at the construction site, safety of construction work for the environment and the population;
- management of the construction site, including ensuring the protection of the construction site and the safety of the object until its acceptance by the developer (customer);
- fulfillment of the requirements of the local administration, acting within its competence, to maintain order in the territory adjacent to the construction site.
- 4.7 The basic function of the person who prepared the design documentation (hereinafter referred to as the designer) in the construction process is to make changes in the design and estimate and working documentation in the prescribed manner in the event of a change after the start of construction of the urban planning plan of the land plot or current regulatory documents (performed as an additional work).
- Additional organizational functions of the designer in the construction process, carried out in accordance with agreements between the participants in the construction, are:
- modification of design and estimate documentation
due to the need to take into account the technological capabilities of the contractor;
- development of additional design solutions in connection with the need to ensure production;
Coordination of admitted deviations from the working documentation, including making decisions on the possibility of using inappropriate products.
4.8 Construction in accordance with the current legislation is carried out under the control of local authorities and state construction supervision. To ensure such an opportunity, the aforementioned bodies must be notified in advance by the developer (customer) about the timing of the start of work on the construction site, about the suspension, conservation and (or) termination of construction, about the readiness of the facility for commissioning.
4.9 Upon completion of the construction of a building or structure, an assessment is made of its compliance with the requirements of the current legislation, technical regulations, design and working documentation, its acceptance during construction on the basis of a contract, as well as the commissioning of a completed building or structure.
4.10 Construction control carried out by construction participants must be carried out in accordance with the Federal Law of June 26, 2008 No. 102-FZ "On ensuring the uniformity of measurements" using measuring instruments of an approved type that have been tested, according to certified, where necessary, procedures (methods) measurements. Proof tests and measurements must be performed by qualified personnel.
5 Preparation for construction
5.1 In order to carry out construction on the basis of a contract, the developer (customer) engages a contractor (general contractor) to perform work in accordance with the current legislation as the person carrying out the construction.
5.2 Participants in construction (legal entities), by their administrative documents (orders), appoint officials personally responsible for the construction:
developer (customer)- the responsible representative of the construction control of the developer (customer);
the person carrying out the construction (contractor, general contractor),- Responsible work contractor;
the person who prepared the project documentation (designer),- the responsible representative of the field supervision in cases when the field supervision is carried out.
These officials must have qualifications that meet the requirements of applicable law.
During the construction of a building or structure by a legal entity performing the functions of a developer (customer) and a person carrying out the construction (contractor), these officials are appointed by the head of this organization. At the same time, the combination of the functions of a responsible manufacturer of works and a responsible representative of construction control of a developer (customer) by one department or an official of this organization is unacceptable.
5.3 The person carrying out the construction, in accordance with the currentlegislationmust have issued by a self-regulatory organization certificates of admission to the types of work that affect the safety of the building or structure being erected.
5.4 When carrying out construction on the basis of a contract, the developer (customer) transfers to the person carrying out the construction the project documentation approved by him, as well as working documentation for the entire facility or for certain stages of work in duplicate in electronic and paper form. The design and working documentation must be approved for the production of work by the developer (customer) with the signature of the responsible person by placing a stamp on each sheet. The composition and content of the sections of the project documentation (including the construction organization project) transferred to the person carrying out the construction must comply with the requirements established by the Government of the Russian Federation (Appendix A). The transferred design documentation must contain the designer's assurance that this documentation was developed in accordance with the design assignment and the requirements of the Federal Law of December 30, 2009 L "" 384-FZ "Technical regulations on the safety of buildings and structures."
5.5 The person carrying out the construction carries out the incoming control of the working documentation handed over to him for the execution, transfers to the developer (customer) a list of the deficiencies identified in it, checks their elimination. The deadline for the incoming inspection of design documentation is set in the contract.
At the same time, the person carrying out the construction can check the possibility of implementing the project using well-known methods, determining, if necessary, the need for the development of new technological methods and equipment, as well as the possibility of acquiring materials, products and equipment, the use of which is provided for by the design documentation, and the conformity of the actual location specified in design documentation of places and conditions for connecting temporary engineering communications (networks) to external networks of engineering and technical support to provide the construction site with electricity, water, heat, steam.
5.6 Execution conditions during construction; the requirements of the legislation on labor protection, the environment and the population, as well as the ability to perform all types of control necessary to assess the compliance of the work performed with the requirements of the design, regulatory documentation and (or) the terms of the contract, are established by construction management projects and organizational and technological documentation.
5.7 Design preparation of construction organization and organizational and technological documentation
5.7.1 Solutions for the organization of construction for industrial and non-industrial facilities are developed in construction organization projects and projects for the organization of work on the demolition or dismantling of capital construction facilities. Construction management solutions for linear facilities are developed in construction management projects and projects for the organization of demolition (dismantling) of a linear facility. Projects for the organization of construction, projects for the organization of work on the demolition or dismantling of capital construction projects, projects for the organization of work for the demolition (dismantling) of a linear facility (hereinafter referred to as construction organization projects, POS) are an integral and integral part of the project documentation. Construction organization projects are a mandatory document for the developer (customer), contractors, as well as organizations providing financing and material and technical support.
The choice of solutions for the organization of construction should be carried out on the basis of a variant study with the widespread use of criteria-based assessment methods, modeling methods and modern computer systems.
5.7.2 Organizational and technological documentation includes a project for the production of work, as well as other documents that contain decisions on the organization of construction production and technology for construction and installation works, drawn up, agreed, approved and registered in accordance with the rules in force in organizations that develop, approve and coordinating these documents.
5.7.3 The project for the production of works (hereinafter - PPR), as well as other documents that contain decisions on the organization of construction production and the technology of construction and installation works, are approved by the person performing the construction.
5.7.4 The project for the production of work in full should be developed:
- for any construction in urban areas;
- for any construction on the territory of an operating enterprise;
- during construction in difficult natural and geological conditions, as well as technically especially complex objects - at the request of the authority issuing a building permit or for performing construction and installation and special works.
In other cases, the PPR is developed by the decision of the person who carries out the construction in an incomplete volume.
5.7.5 The project for the production of works in full includes:
- work schedule for the facility;
- building master plan:
- the schedule of admission to the object of building structures, products, materials and equipment;
- the schedule of movement of working personnel around the facility;
- the schedule of movement of the main construction machines on the object;
- flow charts for the performance of types of work;
- layouts of geodetic marks:
- an explanatory note containing solutions for the production of geodetic works, solutions for the laying of temporary networks of water, heat, power supply and lighting of the construction site and workplaces; justifications and measures for the use of mobile forms of work organization, work and rest modes: solutions for the production of work, including winter time: the need for energy resources; the need and binding of construction camps and mobile (inventory) buildings; measures to ensure the safety of materials, products, structures and equipment at the construction site: environmental protection measures; measures for labor protection and safety in construction; technical and economic indicators.
The project for the production of work in an incomplete volume includes:
- building master plan;
- flow charts for the performance of certain types of work (as agreed with the customer):
- layouts of geodetic marks;
- an explanatory note containing the main decisions, environmental protection measures; measures for labor protection and safety in construction.
5.7.6 The initial materials for the development of projects for the production of works are:
- a development assignment issued by a construction organization as a customer of a work production project, with a justification for the need to develop it for a building (structure) as a whole, its part or type of work, and with an indication of the development time;
- construction organization project;
- required working documentation;
- conditions for the supply of structures, finished products, materials and equipment, the use of construction machines and vehicles, the provision of workers with construction workers in the main professions, the use of a team contract for the performance of work, production and technological equipment and transportation of construction materials, and, if necessary, the conditions for organizing construction and performing work on a rotational basis; - materials and results of technical inspection of operating enterprises, buildings and structures during their reconstruction, as well as requirements for the implementation of construction, installation and special construction work in the conditions of existing production.
5.7.7 The solutions for the projects of the production of work must ensure the achievement of the safety of capital construction facilities.
In the project for the production of work, deviations from the decisions of the construction organization project are not allowed without agreement with the organizations that developed and approved it.
5.7.8 If the PPR for the construction of this facility is not developed, safety decisions are drawn up in the form of a separate document (documents).
5.7.9 The project for the production of work on the territory of the operating enterprise must be agreed with the operating organization.
5.7.10 The project for the production of works with the use of mining, blasting and other potentially hazardous works must also be agreed with the Rostechnadzor body.
5.8 The developer (customer) must ensure that the geodetic alignment base is carried out to the site by a person who has a certificate of admission issued by a self-regulatory organization to work on the creation of geodetic reference networks.
5.9 The person carrying out the construction should check for the presence of instructions on carrying out construction control in the organizational and technological documentation used by him.
5.10 The person carrying out the construction should, on the basis of the project documentation, prepare layouts for the axes of buildings and structures to be broken down in nature, signs for securing these axes and installation guidelines, as well as layouts of structures and their elements relative to these axes and landmarks. The schemes are developed on the basis that the axes and landmarks, broken in kind, must be technologically accessible for observation while controlling the accuracy of the position of structural elements at all stages of construction.
At the same time, if necessary, you should correct the existing or develop a methodology for performing and monitoring the accuracy of geodetic alignment works, the rules for applying and fixing installation guidelines.
5.11 The person carrying out the construction, if necessary, should carry out training of personnel, as well as conclude agreements with accredited laboratories for the performance of those types of tests that the contractor cannot perform on his own.
5.12 When preparing for construction and installation work on the territory of existing production facilities, the administration of the developer and the person carrying out the construction appoint a person responsible for the operational management of the work and determine the procedure for coordinated actions. At the same time, they determine and agree on:
- volumes, technological sequence, timing of construction and installation work, as well as the conditions for their combination with the work of production shops and sections of the reconstructed enterprise;
- the procedure for operational management, including the actions of builders and operators, in the event of emergencies;
- the sequence of disassembling structures, as well as disassembling or transferring engineering networks, places and conditions for connecting temporary networks of water supply, power supply, etc., places of execution of executive surveys;
- the procedure for the use by builders of the services of an enterprise and its technical means;
- conditions for the organization of complete and priority delivery of equipment and materials, transportation, storage of goods and movement of construction equipment across the territory of the enterprise, as well as the placement of temporary buildings and structures and (or) use for the needs of the construction of buildings, structures and premises of an operating production enterprise.
5.13 Measures to close streets, restrict traffic, change the movement of public transport, provided for by the construction plan and agreed upon during its development, before the start of work, are finally agreed by the developer (customer) with the State Traffic Safety Inspectorate of the internal affairs bodies and transport and communication institutions of the local government. Once the need for restrictions has disappeared, these authorities must be notified.
6 Construction work
6.1 Construction work must be carried out by the person carrying out the construction, in accordance with applicable law, design, working and organizational and technological documentation.
6.2 Construction site
6.2.1 The boundaries of the construction site must be indicated on the construction site plan and the situational plan, and for linear objects, indicated as the width of the right-of-way.
6.2.2 In addition to the land plot owned by the developer, if necessary, the territory of other (including neighboring) land plots may be included in the construction site. In such cases, the developer, prior to obtaining a building permit, must obtain the consent of the owners of additional territories for their use, or the necessary easements must be installed.
6.2.3 Protection of the construction site, compliance with labor protection requirements, environmental protection at the construction site, safety of construction work for the surrounding territory and the population, as well as the fulfillment of various administrative requirements established by these standards, other applicable regulatory documents or local government bodies, are provided by the developer ...
6.2.4 In the case of construction on the basis of a contract during the entire construction period, the stipulated years. 6.2.3 The contractor (general contractor) fulfills the obligations in accordance with the work contract.
6.2.5 In the case of construction on the basis of a contract, the developer (customer) transfers the construction site to the contractor (general contractor) as the person carrying out the construction, according to the act. The area and condition of the construction site must comply with the terms of the contract. The developer (customer) in accordance with the currentlegislationin the cases and in the manner stipulated by the contract, must transfer to the contractor (general contractor) for use the buildings and structures necessary for the work, ensure the transportation of goods to his address, temporary connection of power supply networks, water and steam pipelines.
6.2.6 The person carrying out the construction must [ensure the cleaning of the construction site and the five-meter adjacent area. Household and construction waste, as well as snow must be removed in a timely manner, within the time frame and in accordance with the procedure established by the local government.
6.2.7 If necessary, at the request of the local government, the person carrying out the construction must equip the construction site overlooking the city territory with points for cleaning or washing wheels of vehicles at the exits, as well as devices or bunkers for collecting waste, and at linear facilities - in the places specified local government body.
If it is necessary to temporarily use certain areas that are not included in the construction site for construction needs that do not pose a threat to the population and the environment, the mode of use, protection (if necessary) and cleaning of these areas is determined by agreement with the owners of these areas (for public areas - with local government).
6.2.8 The person carrying out the construction, before starting any work, must fence off the construction site and hazardous areas of work outside of it in accordance with the requirements of regulatory documents.
At the entrance to the site, information boards should be installed indicating. the name of the facility, the name of the developer (customer), the contractor (contractor, general contractor), the name, position and phone numbers of the responsible manufacturer of the facility and the representative of the state construction supervision body (in cases where supervision is carried out) or local government in charge of construction, start and end dates works, the scheme of the object.
The name and telephone number of the work performer are also applied on the boards of the inventory fences of the places of work outside the construction site, mobile buildings and structures, large-sized accessories, cable drums, etc.
6.2.9 If the operation of buildings and structures existing and left on the construction site ceases, the developer must take measures to exclude harm to the population and the environment (communications are disconnected, existing containers are emptied, hazardous or toxic substances are removed, etc.). The person carrying out the construction must take measures to prevent unauthorized access to the building of people and animals.
6.2.10 On-site preparatory work must be performed prior to the commencement of construction and installation work in accordance with the project for the production of works.
6.2.11 During the entire construction period, the person carrying out the construction must provide access to the construction site and the building (structure) under construction for representatives of the construction control of the developer (customer), designer supervision and state supervision authorities.
6.3 In cases where construction is carried out on an area exposed to adverse natural phenomena and geological processes (mudflows, avalanches, landslides, landslides, swamps, flooding, etc.), prior to the start of construction work on special projects, priority measures and work protection of the territory from these processes.
6.4 The associated development of natural resources can be carried out in the presence of the corresponding agreed and approved documentation in the prescribed manner.
6.5 In the event that objects of historical, cultural or other value are discovered in the course of work, the person carrying out the construction shall suspend the work in progress and notify the institutions and bodies provided for by law about the objects discovered.
6.6 Temporary buildings and structures
6.6.1 Temporary buildings and structures for the needs of construction are erected (installed) at the construction site or in the right-of-way of linear facilities by the person carrying out the construction, especially to ensure the construction and after its completion are subject to liquidation. Temporary buildings and structures should generally be inventory.
Buildings, structures or premises used for the needs of construction, which are part of the construction object, are not temporary.
6.6.2 If it is necessary to temporarily use certain territories that are not included in the construction site for the placement of temporary buildings and structures, the mode of use, protection (if necessary) and cleaning of these territories is determined by agreement with the owners of these territories (for public areas - with the local government).
6.6.3 Temporary buildings and structures, as well as individual premises in existing buildings and structures, adapted for use for construction needs, must comply with the requirements of technical regulations and existing building, fire, sanitary and epidemiological norms and rules for domestic, industrial, administrative and residential buildings , structures and premises.
6.6.4 Temporary buildings and structures located on the construction site or on the territory used by the developer by agreement with its owner are put into operation by the decision of the person carrying out the construction. Commissioning is formalized by an act or an entry in the work log.
6.6.5 The person carrying out the construction is responsible for the safety of temporary buildings and structures, as well as individual premises in existing buildings and structures adapted for use for construction needs, for their technical operation.
6.7 Temporary settlements created for the needs of the construction of an object are located on the territory of the developer or on the territory used by the developer by agreement with its owner. The project of a temporary settlement should include a master plan linked to the area, the composition of temporary buildings, structures and (or) premises, schemes of electricity, water, heat supply and sewerage, a scheme of access roads for all types of transport used, and communication solutions. The project of a temporary settlement should also include its demolition, land reclamation, and cost estimates for these works.
6.8 In cases where the developer provides for the subsequent transfer of temporary settlements, buildings and structures for permanent operation, projects of temporary settlements, buildings and structures are developed, agreed upon and approved in the manner prescribed for the design of settlements, buildings and structures intended for permanent use for their intended purpose. The commissioning of such settlements, buildings and structures into permanent operation is carried out in accordance with the procedure established by the legislation on urban planning.
6.9 Liquidation and demolition of buildings and structures
6.9.1 Work on the elimination and demolition of buildings and structures should be carried out in accordance with the project for the organization of work on demolition or dismantling, which includes a list of buildings and structures to be demolished, as well as the necessary technical solutions for demolition, ensuring the safety of builders, the public, the environment and engineering infrastructure, including existing underground communications.
6.9.2 From the moment of their decommissioning until the moment of their liquidation (demolition), the buildings and structures to be liquidated must be brought into a safe state that excludes accidental harm to the population and the environment (communications must be disconnected, existing containers must be emptied, hazardous or poisonous substances must be removed, or unstable structures collapsed, etc.). Measures should be taken to prevent unauthorized access to these buildings (structures) for people and animals.
6.9.3 Everyone on the construction site, as well as the organization operating the adjacent territory, must be notified of the moment of explosion, burning or collapse of a demolished building or structure. A cordon should be deployed if necessary.
6.9.4 The fact of liquidation or demolition of a building or structure must be notified to the relevant accounting and administrative authorities. In this case, the bodies - holders of territorial geofundas, in the order established by them, must be notified about the communications, premises, structures and structures remaining in the ground.
6.10 Warehousing and storage of used (purchased and manufactured by own forces) materials, products and structures in accordance with the requirements of standards and technical specifications for these materials, products and structures shall be provided by the person carrying out the construction.
If violations of the established rules for warehousing and storage are revealed, the person carrying out the construction must immediately eliminate them. The use of improperly stored and stored materials and products by the person carrying out the construction should be suspended pending a decision on the possibility of their use without prejudice to the quality of construction by the developer (customer) with the involvement, if necessary, of representatives of the designer and the state construction supervision body. This decision must be documented.
6.11 When carrying out work related to the construction of temporary excavations and other obstacles on the territory of an existing development, the person carrying out the construction ensures the passage of vehicles and passage to houses by means of the construction of bridges, pedestrian bridges with handrails, ladders in agreement with the owner of the territory. After the completion of the work, these devices must be removed from the territory, and the landscaping of the territory must be restored.
Work areas must be fenced to prevent unauthorized entry of people and animals.
Places of work, as well as temporary driveways and walkways must be illuminated.
Organizational and technological solutions should be focused on minimizing the inconvenience caused by construction work to the population. For this purpose, the laying of communications in the urban area along the streets and roads should be carried out according to a schedule that takes into account their simultaneous laying; restoration of the improvement should be carried out on sections of length, as a rule, no more than one block; restoration work should be carried out in two or three shifts; waste asphalt concrete, construction waste should be removed in a timely manner, within the time frame and in accordance with the procedure established by the local government.
6.12 Work at the locations of existing underground utilities
6.12.1 Work related to the opening of the surface at the locations of existing underground communications and structures must be carried out in compliance with special rules established by the ministries and departments operating these communications, as well as the following additional rules.
6.12.2 In accordance with the current rules for the protection of underground communications, the responsible work contractor must, no later than three working days, summon to the place of work representatives of organizations operating existing underground communications and structures, and in their absence - representatives of organizations that have agreed on the project documentation.
In the absence of the communications and structures operated by them in the indicated place of work, the relevant organizations are obliged to officially notify the person carrying out the construction about this.
6.12.3 The representatives of the operating organizations who arrived at the site are presented with the design and working documentation and the axes or dimensions of the planned excavation taken out in nature. Together with the operating organization, the actual position of the existing underground utilities and structures is determined on site (by drilling or otherwise), marked on the ground and applied to the working drawings. The representatives of the operating organizations hand over to the person carrying out the construction instructions on measures to ensure the safety of existing underground communications and structures and on the need to call them to inspect hidden works and at the time of backfilling of the excavations.
Organizations that did not appear and did not notify about the absence of the communications and facilities operated by them on the job site are called again one day in advance with the simultaneous notification of the local government bodies, which decide on further actions in case of repeated failure to appear by the representatives of these organizations. Until the appropriate decision is made, it is impossible to start work.
The responsible contractor must instruct the earthmoving machine operator on the excavation procedure and mark clearly visible from the cab the boundaries of the area within which mechanized pound mining is permitted. The remaining soil mass, directly adjacent to the underground structure, is mined by hand.
6.13 The person carrying out the construction, in accordance with the legislation on urban planning activities, must keep the executive documentation:
- certificates of survey of the geodetic grid base of the capital construction object;
- acts of breakdown of the axes of the capital construction object
on the ground;
- certificates of inspection of hidden works;
- certificates of inspection of critical structures;
- certificates of inspection of sections of engineering and technical support networks;
- a set of working drawings with inscriptions on the compliance of the work performed in kind with these drawings or on the changes made to them by agreement with the designer, made by the persons responsible for the construction and installation work;
- executive geodetic diagrams and drawings;
- executive schemes and profiles of sections of engineering and technical support networks;
- acts of testing and testing of technical devices:
- the results of examinations, examinations, laboratory and other tests of the work performed, carried out in the process of construction control;
- documents confirming the quality control of the building materials (products) used;
- other documents reflecting the actual implementation of design solutions.
Requirements for the preparation and procedure for maintaining executive documentation are established by the Federal Service for Environmental, Technological and Nuclear Supervision.
6.14 As soon as the work and structures are ready, the quality indicators of which affect the safety of the building (structure), and if, in accordance with the construction technology, these indicators cannot be monitored after the completion of subsequent work, the person carrying out the construction, within the time frame by agreement, but no later than within three working days notifies the developer (customer), representatives of state control (supervision) and architectural supervision about the timing of the corresponding conformity assessment procedure.
The shortcomings identified by such a procedure should be eliminated with the preparation of appropriate acts.
Until the identified deficiencies are eliminated and the relevant acts are drawn up, subsequent work is unacceptable.
6.15 Termination of construction and conservation of the facility
6.15.1 If necessary, the termination of work on the construction of the facility or their suspension for a period of more than 6 months. the preservation of the object must be carried out - bringing the object and the territory used for construction to a condition that ensures the strength, stability and safety of the main structures and the safety of the object for the population and the environment.
6.15.2 The decision on the termination or suspension of construction is made by the developer and notifies the person carrying out the construction (when construction is carried out on the basis of a contract), the local government body, as well as the relevant state supervision bodies about the decision. The developer is responsible for the safety of an object whose construction has been terminated or suspended.
6.15.3 The fact of the termination or suspension of construction within a three-day period must be notified, if necessary, to the traffic police of the internal affairs bodies in order to cancel the previously introduced restrictions on traffic and pedestrians, as well as the owners of the territories included in the territory of the construction site in accordance with the approved and agreed construction site plan.
When carrying out construction on the basis of a contract, the developer (customer) and the person carrying out construction when carrying out construction on the basis of the contract, no later than a month later, draw up an acceptance certificate for the completed part of the object with a description of the state of the object, indicating the volume and cost of work performed, a list of applied (mounted ) at the facility of equipment, materials and structures, a list of unused and subject to storage equipment, materials and structures, a list of works necessary for the safety of the facility and unused equipment, materials and structures.
6.15.4 If necessary, the designer, under an agreement with the developer (customer), develops working drawings and an estimate for the conservation of the facility, and the person carrying out the construction performs the work provided for by these working drawings and estimates.
6.15.5 The mothballed object and the construction site during construction on the basis of a contract are transferred under an act to the developer (customer). The act is accompanied by executive documentation, work logs, as well as documents on surveys, inspections, control tests, measurements carried out during construction, supplier documents confirming the compliance of materials, works, structures, process equipment and engineering systems of the facility with the project and the requirements of regulatory documents.
7 Construction quality control. Supervision of construction
7.1 Participants in the construction - the person carrying out the construction, the developer (customer), the designer - must carry out construction control provided for by the legislation of the Russian Federation on urban planning activities, in order to assess the compliance of construction and installation works, structures under construction and engineering and technical support systems of a building or structure with the requirements technical regulations, design and working documentation.
The person carrying out the construction, as part of the construction control, performs:
- incoming control of project documentation provided by the developer (customer);
- survey of the geodetic alignment base of the capital construction object;
- incoming control of used building materials, products, structures and equipment;
- operational control during the execution and after completion of construction and installation operations;
- survey of the work performed, the results of which become unavailable for control after the start of subsequent work;
- survey of critical building structures and sections of engineering and technical support systems;
Testing and testing of technical devices. Construction control of the developer (customer) in accordance with the current legislation is carried out in the form of control and supervision of the customer over the performance of work under a construction contract in accordance with 7.3.
In the cases provided for in 7.4, as part of the construction control, the field supervision of the person who prepared the design documentation (designer) is carried out.
7.1.1 During the incoming control of project documentation, all submitted documentation should be analyzed, including the PIC and working documentation, while checking:
- its completeness;
- compliance with the design axial dimensions and the geodetic base;
- availability of approvals and approvals;
- availability of references to regulatory documents for materials and products;
- compliance of the construction site boundaries on the construction plan with the established easements;
- the presence of requirements for the actual accuracy of the controlled parameters;
- availability of instructions on methods of control and measurement, including in the form of links to the relevant regulatory documents.
If deficiencies are found, the relevant documentation is returned for revision within the time period specified in the contract.
7.1.2 The person carrying out the construction carries out the acceptance of the geodetic alignment base provided by the developer (customer), checks its compliance with the established requirements for accuracy, the reliability of fixing signs on the ground; for this purpose, it is possible to attract independent experts who have a certificate of admission issued by a self-regulatory organization to work on the creation of geodetic reference networks.
Acceptance of the geodetic alignment base from the developer (customer) should be formalized by an appropriate act.
7.1.3 Incoming control checks the compliance of the quality indicators of the purchased (received) materials, products and equipment with the requirements of standards, technical specifications or technical certificates for them, specified in the project documentation and (or) the work contract.
In this case, the presence and content of the accompanying documents of the supplier (manufacturer), confirming the quality of the specified materials, products and equipment, are checked.
If necessary, control measurements and tests of the above indicators can be performed. The methods and means of these measurements and tests must comply with the requirements of national standards. The results of incoming control must be documented in the logs of incoming control and (or) laboratory tests.
7.1.4 In the case of performance of control and testing by the involved laboratories, it is necessary to check the compliance of the control and test methods used by them with the established national standards.
7.1.5 Materials, products, equipment, the non-compliance of which with the established requirements was revealed by the input control, should be separated from the suitable ones and marked. Work using these materials, products and equipment should be suspended. The developer (customer) must be notified of the suspension of work and its reasons.
In accordance with the legislation, one of three decisions can be made:
- the supplier replaces inappropriate materials, products, equipment with appropriate ones;
- inappropriate products are being finalized;
- inappropriate materials, products can be used after mandatory agreement with the developer (customer), designer and state control (supervision) body in its competence.
7.1.6 By operational control, the person carrying out the construction checks:
- compliance of the sequence and composition of the technological operations performed with the technological and regulatory documentation that applies to these technological operations;
- compliance with technological regimes established by technological maps and regulations;
- compliance of the quality indicators of the operations and their results with the requirements of the design and technological documentation, as well as the regulatory documentation applicable to these technological operations.
The places of performance of control operations, their frequency, performers, methods and means of measurement, forms of recording the results, the procedure for making decisions when nonconformities with the established requirements are detected must comply with the requirements of design, technological and regulatory documentation.
Operational control results should be documented in work logs.
7.2 During the construction process, an assessment of the work performed should be carried out, the results of which affect the safety of the facility, but in accordance with the adopted technology become unavailable for control after the start of subsequent work, as well as completed building structures and sections of engineering networks, the elimination of defects of which, identified by control, impossible without disassembling or damaging subsequent structures and sections of engineering networks. Representatives of the relevant bodies of state supervision, architectural supervision, as well as, if necessary, independent experts can participate in these control procedures. The person carrying out the construction, within the time frame by agreement, but no later than three working days, notifies the other participants about the timing of these procedures.
7.2.1 The results of the survey of the work hidden by subsequent work, in accordance with the requirements of the design and regulatory documentation, are drawn up by the acts of the survey of the hidden work. The developer (customer) may require a re-survey after the elimination of the identified defects.
7.2.2 To the procedure for assessing the conformity of individual structures, tiers of structures (floors), the person carrying out the construction must submit certificates of examination of all hidden works that are part of these structures, geodetic executive schemes, as well as test reports of structures in cases provided for by the design documentation and (or) a construction contract. The developer (customer) can check the reliability of the executive geodetic schemes presented by the contractor. For this purpose, the person carrying out the construction must keep the alignment axes and installation guidelines fixed in nature until the completion of the acceptance.
The results of the survey of individual structures should be documented by certificates of survey of critical structures.
7.2.3 Tests of sections of engineering networks and installed engineering equipment are carried out in accordance with the requirements of the relevant regulatory documents and are drawn up by the relevant acts.
7.2.4 If, as a result of construction control, defects in work, structures, sections of engineering networks are detected, the corresponding acts should be drawn up only after the identified defects have been eliminated.
In cases where subsequent work should begin after a break of more than six months from the date of completion of the stage-by-stage acceptance, these procedures should be repeated with the issuance of the relevant acts before resuming work.
7.3 The construction control of the customer is carried out:
- checking whether the person carrying out the construction has quality documents (certificates in established cases) for the materials, products and equipment used by him, documented results of incoming control and laboratory tests;
- control over the observance by the person carrying out the construction of the rules of warehousing and storage of the materials used, Products and equipment; upon detection of violations of these rules, a representative of the construction control of the developer (customer) may prohibit the use of improperly stored and stored materials;
- control of compliance of the operational control performed by the person carrying out the construction with the requirements of 7.1.6;
- control of the availability and correctness of the execution by the person carrying out the construction, including the assessment of the reliability of geodetic executive schemes of the completed structures with selective control of the accuracy of the position of the elements;
- control over the elimination of defects in design documentation identified during the construction process, documented return of defective documentation to the designer, control and documented acceptance of revised documentation, transfer to the person carrying out the construction;
- control over the execution by the person carrying out the construction of the instructions of the state supervision bodies and local self-government;
- notification of the state supervision authorities about all cases of emergency conditions at the construction site;
- assessment (together with the person carrying out the construction) of the compliance of the work performed, structures, sections of engineering networks, signing of bilateral acts confirming compliance; control over the fulfillment by the person carrying out the construction of the requirement on the inadmissibility of performing subsequent work before the signing of these acts;
- a final assessment (together with the person carrying out the construction) of the compliance of the completed construction of the object with the requirements of the legislation, design and regulatory documentation.
7.4 During the construction of hazardous production facilities, as well as especially dangerous technically complex and unique facilities, the designer's supervision is carried out. In other cases, it is carried out by the decision of the developer (customer). The procedure for implementation and functions of designer supervision are established by the relevant documents.
7.5 The remarks of the representatives of the construction control of the developer (customer) are documented in the general and special work logs, the remarks of the representatives of the architectural supervision - in the log of the architectural supervision. The facts of elimination of defects based on the comments of these representatives are documented with their participation.
7.6 The architectural supervision of the architect is carried out by the author-architect on an initiative basis, regardless of the decision of the developer (customer) and the presence of an agreement for architectural supervision of the object. The territorial authority for architecture and urban planning, at the request of the author, having verified his authorship, can issue the developer (customer) an order to ensure the author's admission to the construction site, the possibility of making entries in the designer's supervision log. The claims of the author-architect for the implementation of architectural design solutions can be considered by the urban planning and architecture body, the decision of which is mandatory for the developer (customer).
7.7 State construction supervision is carried out in cases stipulated by the legislation on urban planning activities in accordance with the legislation of the Russian Federation on urban planning activities and other regulatory legal acts (Appendix A).
Bodies of state construction supervision carry out an assessment of the conformity of the construction process of a specific object upon receipt of a notice from the developer (customer) about the start of construction work.
7.8 In order to limit the adverse impact of construction and installation work on the population and the territory in the zone of influence of ongoing construction, local authorities or organizations authorized by them (administrative inspections, etc.), in the manner prescribed by the current legislation, conduct administrative control over construction.
Administrative control consists in the preliminary establishment of the conditions for construction (dimensions of the construction site fencing, temporary work regime, garbage disposal, maintaining order in the adjacent territory, etc.) and monitoring compliance with these conditions during construction. The developer is responsible to the local government, unless otherwise provided by contracts.
The conditions for construction are established in the form of an order or other document issued by the local administration or organizations authorized by it in accordance with the regulatory legal acts of the constituent entities of the Russian Federation.

This set of rules applies to the construction of new, reconstruction and disposal of existing buildings and structures (hereinafter referred to as construction), to overhaul of operated capital construction facilities.
During the construction of linear structures, power lines, communications, pipelines and other objects of technical infrastructure, as well as in the right-of-way of railways, in the right-of-way for highways and other transport routes, the requirements of the current regulatory documents must be additionally taken into account.
With regard to objects of the military infrastructure of the Armed Forces of the Russian Federation, objects, information about which constitutes a state secret, objects of production, processing, storage of radioactive and explosive substances and materials, objects for the storage and destruction of chemical weapons and explosives, other objects for which requirements are established related to ensuring nuclear and radiation safety in the field of atomic energy use, the requirements established by state customers, federal executive bodies authorized in the field of ensuring the safety of these facilities, and government contracts (agreements) must be observed.
The document does not apply to buildings and structures, the construction of which, in accordance with the legislation on urban planning activities, can be carried out without a building permit, as well as to objects of individual housing construction.
The document also does not apply to the production of materials, products and structures at the enterprises of the building and building materials industry.

3. Terms and definitions
In this set of rules, terms and definitions are generally adopted in accordance with the Federal Law of December 30, 2009 No. 384-FZ "Technical Regulations on the Safety of Buildings and Structures" and the Federal Law of December 29, 2004 No. 190-FZ "Urban Planning Code of the Russian Federation ".
4. General provisions
4.1. The construction of buildings and structures is carried out with a building permit obtained in accordance with the legislation on urban planning.
Lists of buildings and structures for the construction of which a building permit is not required are established by the legislation on urban planning activities.
4.2. The actions of the participants in the construction, the work performed during the construction process, their results, including the completed construction of buildings and structures, must meet the requirements of the current legislation, design and working documentation, urban planning plans of land plots.
4.3. The developer must ensure the performance of all the functions specified in 4.4, 4.6 and not assigned by contracts to other participants in the construction.
4.4. The basic functions of the Developer are:
- Obtaining a building permit
- Obtaining the right of limited use of neighboring land plots (easements) during construction
- Involvement of a contractor (General Contractor) to perform work on the construction of a building or structure as a person carrying out the construction, in the case of performance of work under a contract
- Provision of construction with project documentation that has passed the examination and approved in the prescribed manner
- Ensuring the stakeout of building regulation lines and the creation of a geodetic alignment base
- Involvement in accordance with 7.4 of the field supervision of the person who carried out the preparation of the project documentation for the construction of the facility
- Notification of the beginning of any work on the construction site of the state construction supervision body, which controls this object
- Providing construction control of the developer (customer)
- Acceptance of a completed construction object of construction in the event of performance of work under a contract
- Organization of adjustment and testing of equipment, trial production of products and other activities to prepare the facility for operation

4.5. In order to carry out its functions, the developer may, in accordance with the current legislation, attract a technical customer - an individual acting on a professional basis, or a legal entity.
The technical customer authorized by the developer, on his behalf, concludes contracts for the performance of engineering surveys, preparation of project documentation, construction, reconstruction, overhaul of capital construction facilities, prepares technical specifications for the performance of these types of work, approves the project documentation, signs the documents required to obtain a permit for the commissioning of a capital construction facility, carries out other functions provided for by the current legislation.
4.6. When carrying out construction on the basis of a contract, the basic organizational functions of a contractor (general contractor) as a person carrying out construction are:
- Execution of works, arrangement of structures, systems of engineering and technical support of the construction object in accordance with the design and working documentation
- Development and application of organizational and technological documentation
- Implementation of construction control of the person carrying out the construction, including control over the compliance of the used building materials and products with the requirements of technical regulations, design and working documentation
- Maintenance of executive documentation
- Ensuring labor safety at the construction site, safety of construction work for the environment and the population
- Construction site management, including ensuring the security of the construction site and the safety of the object until its acceptance by the developer (customer)
- Compliance with the requirements of the local administration, acting within its competence, to maintain order in the area adjacent to the construction site
4.7. The basic function of the person who prepared the design documentation (hereinafter referred to as the designer) during the construction process is to make changes in the design and estimate and working documentation in the prescribed manner in the event of a change after the start of construction of the urban planning plan of the land plot or current regulatory documents (performed as additional work ).
Additional organizational functions of the designer in the construction process, carried out in accordance with agreements between the participants in the construction, are:
- Changes to the design and estimate documentation due to the need to take into account the technological capabilities of the contractor
- Development of additional design solutions due to the need to ensure production
- Conducting architectural supervision under an agreement with the developer (customer), including in cases stipulated by the current legislation
- Coordination of admitted deviations from the working documentation, including making decisions on the possibility of using nonconforming products
4.8. Construction in accordance with the current legislation is carried out under the control of federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local government and state supervision bodies. To ensure such an opportunity, the aforementioned bodies must be notified in advance by the developer (customer) about the timing of the start of work on the construction site, about the suspension, conservation and (or) termination of construction, about the readiness of the facility for commissioning.
4.9. Upon completion of the construction of a building or structure, an assessment is made of its compliance with the requirements of the current legislation, technical regulations, design and working documentation, its acceptance during construction on the basis of a contract, as well as the commissioning of a completed building or structure.
4.10. Construction control carried out by the participants in the construction must be carried out in accordance with the use of measuring instruments of an approved type, which have been tested according to certified measurement procedures (methods), if necessary. Proof tests and measurements must be performed by qualified personnel.
5. Preparation for construction
5.1. In order to carry out construction on the basis of a contract, the developer (technical customer) engages a contractor (general contractor) to perform work in accordance with the current legislation as the person carrying out the construction.
5.2. Construction participants (legal entities), with their administrative documents (orders), appoint officials personally responsible for the construction:
- Developer (technical customer) - the responsible representative of the construction control of the developer (technical customer)
- The person carrying out the construction (contractor, general contractor) is the responsible manufacturer of the work
- The person who prepared the design documentation (designer) is the responsible representative of the field supervision in cases where the field supervision is carried out
These officials must have qualifications that meet the requirements of applicable law.
During the construction of a building or structure by a legal entity performing the functions of a developer (technical customer) and a person carrying out construction (a contractor), these officials are appointed by the head of this organization. At the same time, the combination of the functions of a responsible manufacturer of works and a responsible representative of construction control of a developer (technical customer) by one department or an official of this organization is unacceptable.
5.3. The person carrying out the construction, in accordance with the current legislation, must have certificates of admission to the types of work issued by the self-regulatory organization that affect the safety of the building or structure being erected.
5.4. The design and working documentation is submitted in duplicate in electronic and paper form and must be accepted for work by the developer (technical customer) with the signature of the responsible person by placing a stamp on each sheet. The composition and content of the sections of the project documentation (including the construction organization project) transferred to the person carrying out the construction must comply with the requirements established by the Government of the Russian Federation. The transferred design documentation must contain the designer's assurance that this documentation was developed in accordance with the design assignment and the requirements of the Federal Law of December 30, 2009 No. 384-FZ "Technical Regulations on the Safety of Buildings and Structures".
5.5. The person carrying out the construction carries out the incoming control of the working documentation handed over to him for the execution, transfers to the developer (customer) a list of the deficiencies identified in it, checks their elimination. The deadline for the incoming inspection of design documentation is set in the contract.
At the same time, the person carrying out the construction can check the possibility of implementing the project using well-known methods, determining, if necessary, the need for the development of new technological methods and equipment, as well as the possibility of acquiring materials, products and equipment, the use of which is provided for by the design documentation, and the conformity of the actual location specified in design documentation of places and conditions for connecting temporary engineering communications (networks) to external networks of engineering and technical support to provide the construction site with electricity, water, heat, steam.
The availability of instructions for carrying out construction control is also checked, including requirements for the actual accuracy of the controlled parameters, tolerances for the dimensions of products and structures, their installation in the design position, instructions on methods and equipment for performing the necessary tests and changes with reference to regulatory documents.
5.6. Before starting work on the site, the construction contractor:
- Enters into a construction contract with the developer (technical customer) for construction
- Receives from the developer (technical customer) a notarized copy of the building permit
- Receives from the developer (technical customer) design and working documentation for the entire object or part of it, for certain types of work or a one-time amount of work
- Accepts construction site
- Coordinates the composition of subcontractors with the developer (technical customer), concludes contracts with them for the performance of various types of work and coordinates their activities
- Concludes contracts for the supply of material and technical resources
- Concludes contracts with accredited laboratories to perform types of tests that cannot be performed on their own
- Draws up a certificate of admission on the possible combination of work during the reconstruction of a capital construction object of an operating enterprise
- Develops organizational and technological documentation
5.7. Design preparation of construction organization and development of organizational and technological documentation.
5.7.1. Construction management solutions for industrial and non-production facilities are developed in construction management projects and projects for the organization of demolition or dismantling of capital construction projects. Construction management solutions for linear facilities are developed in construction management projects and projects for the organization of demolition (dismantling) of a linear facility. Projects for the organization of construction, projects for the organization of work on the demolition or dismantling of capital construction projects, projects for the organization of work for the demolition (dismantling) of a linear facility (hereinafter referred to as construction organization projects, POS) are an integral and integral part of the project documentation. Construction organization projects are a mandatory document for the developer (customer), contractors, as well as organizations providing financing and material and technical support.
The choice of solutions for the organization of construction should be carried out on the basis of a variant study with the widespread use of criteria-based assessment methods, modeling methods and modern computer systems.
5.7.1.1. The organization of construction should:
- Ensure the efficiency of allocation of capital investments and volumes of construction and installation works for buildings, structures and construction periods
- Eliminate irrational consumption of energy resources
- Provide modern industrial and sanitary services for those working directly at the facilities
5.7.2. The organizational and technological documentation includes projects for the production of work, schemes and instructions for the production of work, quality control schemes, flow schedules, basic provisions for the production of construction and installation work as part of the working documentation for standard projects of mass use, as well as other documents that contain solutions on the organization of construction production and the technology of construction and installation works, drawn up, agreed, approved and registered in accordance with the rules in force in the organizations that develop, approve and agree on these documents.
6. Production of construction works
6.1. Construction work must be carried out by the person carrying out the construction, in accordance with applicable law, design, working and organizational and technological documentation.
6.2. Organization of the construction site.
6.2.1. The boundaries of the construction site, the location of permanent and under construction buildings, structures and temporary construction infrastructure are indicated on the construction site plan and the situational plan, and for linear objects - in the situational plan and the plan of the right of way.
6.2.2. In addition to the land plot owned by the developer, if necessary, the territory of other (including neighboring) land plots may be included in the construction site. In such cases, the developer, prior to obtaining a building permit, must obtain the consent of the owners of additional territories for their use, or the necessary easements must be installed.
6.2.3. The protection of the construction site, compliance with the requirements for labor protection, environmental protection, the safety of construction work for the surrounding territory and the population, as well as the fulfillment of various administrative requirements established by this set of rules, other applicable regulatory documents or the local self-government body, are ensured at the construction site developer. If construction is carried out on the basis of a contract during the entire construction period, the above obligations in accordance with the work contract are performed by the contractor (general contractor). "
6.2.4. Item excluded.
6.2.5. In the case of construction on the basis of a contract, the developer (technical customer) transfers the construction site to the contractor (general contractor) as the person carrying out the construction, according to the act. The area and condition of the construction site must comply with the terms of the contract. The developer (technical customer), in accordance with the current legislation in the cases and in the manner provided for by the contract, must transfer to the contractor (general contractor) the buildings and structures necessary for the implementation of the work, ensure the transportation of goods to his address, temporary connection of power supply networks, water supply and a steam line.
6.2.5.1. Placement of temporary construction infrastructure on a construction site should provide for:
- Minimization of temporary construction volumes by maximizing the use of permanent buildings, roads and utility networks
- Maximum use of mobile (inventory) buildings and structures to create normal production and living conditions for workers
- The maximum possible laying of all types of temporary networks of engineering and technical support on permanent routes
- Optimization of delivery schemes for material and technical resources with a minimum amount of reloading work
6.2.6. The person carrying out the construction must ensure the cleaning of the construction site and the five-meter adjacent area. Household and construction waste, as well as snow must be removed in a timely manner, within the time frame and in accordance with the procedure established by the local government.
If it is necessary to temporarily use certain areas that are not included in the construction site for construction needs that do not pose a threat to the population and the environment, the mode of use, protection (if necessary) and cleaning of these areas is determined by agreement with the owners of these areas (for public areas - with local government).
6.2.7. If necessary, at the request of the local government, the person carrying out the construction must equip the construction site overlooking the urban area with points for cleaning or washing wheels of vehicles at exits, as well as devices or bunkers for collecting garbage, and at linear facilities - in places, specified by the local government.
The suitability of washing points for operation is determined by its compliance with GOST R, and by the sanitary and epidemiological conclusion of the Rospotrebnadzor authorities, as well as by the act of acceptance into operation at the stage of completion of preparatory work.
6.2.8. The contractor carrying out the construction, prior to the commencement of any work, must protect the allocated area of ​​the construction site, the allocated separate areas for the accommodation of builders' camps, areas with hazardous and harmful production factors, areas with material values ​​of the construction organization (if necessary).
On the territory of the construction site, hazardous areas for workers are identified with the installation of safety barriers and safety signs. "
6.2.8.1. At the entrance to the site, information boards should be installed indicating the name of the object, the name of the developer (technical customer) of the contractor (contractor, general contractor), the names, positions and phone numbers of the responsible manufacturer of work on the object and the representative of the state building supervision body (in cases where supervision is carried out) or local government in charge of construction, the timing of the beginning and completion of work, the scheme of the object.
The name and telephone number of the work performer are also applied on the boards of the inventory fences of the places of work outside the construction site, mobile buildings and structures, large-sized accessories, cable drums, etc.
At the entrance to the construction site, a fire protection stand is installed with an indication of construction, demolition and auxiliary buildings and structures, entrances, entrances, traffic patterns, location of water sources, fire extinguishing means. "
6.2.9. If the operation of buildings and structures existing and left on the construction site ceases, the developer must take measures to exclude harm to the population and the environment (communications are disconnected, existing containers are emptied, hazardous or toxic substances are removed, etc.). The person carrying out the construction must take measures to prevent unauthorized access to the building of people and animals.
6.2.10. On-site preparatory work should provide for the delivery and acceptance of a geodetic breakout base for construction, the release of the construction site for construction and installation work (clearing the territory, demolition of buildings, etc.), planning the territory, artificially lowering (if necessary) the level of groundwater, re-laying the existing and the laying of new networks of engineering and technical support, the device of permanent and temporary roads, inventory temporary fences of the construction site with the organization, if necessary, of access control, the placement of mobile (inventory) buildings and structures, the arrangement of storage sites, the organization of communications for operational dispatch control performance of works, provision of the construction site with fire-fighting water supply and equipment, lighting and signaling equipment.
During the preparatory period, permanent buildings and structures can be erected for the needs of construction, or existing ones adapted for these purposes.
On-site preparatory work must be completed prior to the commencement of construction and installation work.
6.2.11. During the entire construction period, the person carrying out the construction must provide access to the construction site and the building (structure) under construction for representatives of the construction control of the developer (customer), designer supervision and state supervision authorities.
6.2.12. The performance of work should be carried out by methods (methods) that do not lead to the emergence of new and (or) intensification of existing hazardous natural processes and phenomena and exclude the emergence of a threat of harm to the life or health of people, property of individuals or legal entities, state or municipal property, the environment, life and health of animals and plants.
6.2.13. The mechanization of construction, installation and special construction work during the construction of an object should be comprehensive and carried out by sets of construction machines, equipment, means of small mechanization, the necessary assembly equipment, inventory and fixtures.
The types, characteristics and the number of leading and component machines should be adopted in the project for the organization of construction and projects for the production of work based on the structural and space-planning solutions of the buildings and structures being erected, the volume of work, the pace and conditions of work (northern and southern regions, mountainous terrain, tightness of the site, etc.), taking into account the available fleet of machines and the accepted mode of their operation at the construction site.
Means of small mechanization, including construction and finishing machines, equipment, tools, technological equipment necessary for performing concrete, assembly, stone, plastering, sanitary-technical, waterproofing, painting, glass and other construction works, must be completed in standard kits in accordance with technology of the work performed.
Mechanization of construction and installation work during the reconstruction of existing enterprises in cramped conditions should be carried out by using construction machines with small dimensions and high maneuverability, and in closed rooms - an additional electric drive.
6.3. Types of construction and reconstruction work that affect the safety of a capital construction facility should be performed only by individual entrepreneurs or legal entities that have certificates of admission to such types of work issued by self-regulatory organizations.
6.4 The person carrying out construction, reconstruction, organizes and coordinates the work, ensures compliance with the requirements of design and working documentation, technical regulations and safety measures in the process of performing such work.
6.5 The developer (technical customer) is obliged to ensure the compliance of buildings and structures with the requirements of energy efficiency and the requirements for equipping them with metering devices for the used energy resources during construction, reconstruction.
6.6. Temporary buildings and structures
6.6.1. Temporary buildings and structures for the needs of construction are erected (installed) at the construction site or in the right-of-way of linear facilities by the person carrying out the construction, especially to ensure the construction and after its completion are subject to liquidation. Temporary buildings and structures should generally be mobile (inventory).
Buildings, structures or premises used for the needs of construction, which are part of the construction object, are not temporary.
6.6.2. If it is necessary to temporarily use certain territories that are not included in the construction site for the placement of temporary buildings and structures, the mode of use, protection (if necessary) and cleaning of these territories is determined by agreement with the owners of these territories (for public areas - with the local government).
6.6.3. Temporary buildings and structures, as well as separate premises in existing buildings; and structures adapted for use for the needs of construction must comply with the requirements of technical regulations and applicable building, fire, sanitary and epidemiological norms and rules applicable to domestic, industrial, administrative and residential buildings, structures and premises.
Household camps of builders, walkways and resting places for workers should be located outside the hazardous areas in compliance with the relevant sanitary norms and rules.
When operating residential townships, it is necessary to monitor the state of structures and elements of buildings and engineering networks, carry out their maintenance and repair, observe safety and fire safety rules, as well as sanitary hygiene requirements.
During the heating season, the person carrying out the construction is obliged to carry out actions aimed at regulating the consumption of heat energy in the residential camps of builders, in mobile (inventory) buildings and structures in order to save it. "
6.6.4. Temporary buildings and structures located on the construction site or on the territory used by the developer by agreement with its owner are put into operation by the decision of the person carrying out the construction. Commissioning is formalized by an act or an entry in the work log.
6.6.5. The person carrying out the construction is responsible for the safety of temporary buildings and structures, as well as individual premises in existing buildings and structures adapted for use for construction needs, for their technical operation.
6.7. Temporary settlements created for the needs of the construction of an object are located on the territory of the developer or on the territory used by the developer by agreement with its owner. The project of a temporary settlement should include a master plan linked to the area, the composition of temporary buildings, structures and (or) premises, schemes of electricity, water, heat supply and sewerage, a scheme of access roads for all types of transport used, and communication solutions. The project of a temporary settlement should also include its demolition, land reclamation, and cost estimates for these works.
6.8. In cases where the developer provides for the subsequent transfer of temporary settlements, buildings and structures for permanent operation, projects of temporary settlements, buildings and structures are developed, agreed upon and approved in the manner prescribed for the design of settlements, buildings and structures intended for permanent use for their intended purpose. The commissioning of such settlements, buildings and structures into permanent operation is carried out in accordance with the procedure established by the legislation on urban planning.
6.9. Utilization (demolition, dismantling) of buildings and structures.
6.9.1. Work on the disposal (demolition, dismantling) of buildings and structures must be carried out in accordance with the project for the organization of work on demolition or dismantling, which includes a list of buildings and structures to be demolished, as well as the necessary technical solutions for demolition, ensuring the safety of builders, the population, the surrounding natural environment and engineering infrastructure, including existing underground communications.
6.9.2 Recycled buildings and structures from the moment of their decommissioning until the moment of their disposal must be brought into a safe state that excludes accidental harm to the population and the environment (communications must be disconnected, existing containers must be emptied, hazardous or poisonous substances must be removed, or unstable structures collapsed, etc.). Measures should be taken to prevent unauthorized access to these buildings (structures) for people and animals.
6.9.3. Everyone on the construction site, as well as the organization operating the adjacent territory, must be notified of the moment of explosion, burning or collapse of a demolished building or structure. A cordon should be deployed if necessary.
Before the start of the demolition of the facility, technological and special equipment, instrumentation and automation, engineering systems, engineering equipment, sanitary networks, power supply, communications, radio and television systems, as well as finishing elements are dismantled
6.9.4. The fact of liquidation or demolition of a building or structure must be notified to the relevant accounting and administrative authorities. In this case, the bodies - holders of territorial geofundas, in the order established by them, must be notified about the communications, premises, structures and structures remaining in the ground.
6.9.5. The person admitted to the disposal of the object must:
- Obtain permission from the technical customer to dispose of the object
- Obtain documents from the technical customer confirming the disconnection of communications
- Issue an order for the organization, defining the procedure for the performance of work at the construction site in each shift
- Appoint persons responsible for the production of work, fire safety, electrical safety
A plate with the names of the responsible persons is posted on the construction site in a conspicuous place on the work site.
The corresponding orders must be issued by the subcontractors involved in the work.
6.9.6. Before the start of dismantling of buildings and structures, an examination of the technical condition of the object's structures is carried out to establish the danger of collapse of structures, the possibility of reusing structures, and safely performing dismantling works.
6.10. Warehousing and storage of used (purchased and manufactured by own forces) materials, products and structures in accordance with the requirements of standards and technical specifications for these materials, products and structures shall be provided by the person carrying out the construction.
If violations of the established rules for warehousing and storage are revealed, the person carrying out the construction must immediately eliminate them. The use of improperly stored and stored materials and products by the person carrying out the construction should be suspended pending a decision on the possibility of their use without prejudice to the quality of construction by the developer (customer) with the involvement, if necessary, of representatives of the designer and the state construction supervision body. This decision must be documented.
6.11. When carrying out work related to the construction of temporary excavations and other obstacles on the territory of an existing development, the person carrying out the construction ensures the passage of vehicles and passage to the facilities by means of the construction of bridges, pedestrian bridges with handrails, ladders in agreement with the owner of the territory. After the completion of the work, these devices must be removed from the territory, and the landscaping of the territory must be restored.
Work areas must be fenced to prevent unauthorized entry of people and animals.
Places of work, as well as temporary driveways and walkways must be illuminated.
Organizational and technological solutions should be focused on minimizing the inconvenience caused by construction work to the population. For this purpose, the laying of communications in the urban area along the streets and roads should be carried out according to a schedule that takes into account their simultaneous laying; restoration of the improvement should be carried out on sections of length, as a rule, no more than one block; restoration work should be carried out in two or three shifts; waste asphalt concrete, construction waste should be removed in a timely manner, within the time frame and in accordance with the procedure established by the local government.
6.12 Work at the locations of existing underground utilities
6.12.1. Work related to the opening of the surface at the locations of existing underground communications and structures must be carried out in compliance with special rules established by the ministries and departments operating these communications, as well as the following additional rules.
6.12.2. In accordance with the current rules for the protection of underground communications, the responsible work contractor must, no later than three working days, summon to the place of work representatives of organizations operating existing underground communications and structures, and in their absence - representatives of organizations that have agreed on the project documentation.
In the absence of the communications and structures operated by them in the indicated place of work, the relevant organizations are obliged to officially notify the person carrying out the construction about this.
6.12.3. The representatives of the operating organizations who arrived at the site are presented with the design and working documentation and the axes or dimensions of the planned excavation taken out in nature. Together with the operating organization, the actual position of the existing underground utilities and structures is determined on site (by drilling or otherwise), marked on the ground and applied to the working drawings. The representatives of the operating organizations hand over to the person carrying out the construction instructions on measures to ensure the safety of existing underground communications and structures and on the need to call them to inspect hidden works and at the time of backfilling of the excavations.
Organizations that did not appear and did not notify about the absence of the communications and facilities operated by them on the job site are called again one day in advance with the simultaneous notification of the local government bodies, which decide on further actions in case of repeated failure to appear by the representatives of these organizations. Until the appropriate decision is made, it is impossible to start work.
The responsible work contractor is obliged to instruct the earthmoving machine operator on the excavation procedure and to mark the boundaries of the zone within which mechanized excavation is allowed with clearly visible signs from the cab. The remaining soil mass, directly adjacent to the underground structure, is mined by hand.
6.13. The person carrying out the construction, in accordance with the legislation on urban planning activities, must keep the executive documentation:
- Certificates of survey of the geodetic alignment base of the capital construction object
- Acts of the breakdown of the axes of the capital construction object on the ground
- Hidden works survey certificates
- Inspection certificates for critical structures
- Certificates of survey of sections of engineering and technical support networks
- A set of working drawings with inscriptions on the compliance of the work performed in kind with these drawings or on the changes made to them by agreement with the designer, made by the persons responsible for the construction and installation work
- Executive geodetic diagrams and drawings
- Executive schemes and profiles of sections of engineering and technical support networks
- Acts of testing and testing of technical devices
- The results of examinations, examinations, laboratory and other tests of the work performed, carried out in the process of construction control
- Documents confirming the quality control of the building materials (products) used
- Other documents reflecting the actual implementation of design solutions
Requirements for the preparation and procedure for maintaining executive documentation are established by the Federal Service for Environmental, Technological and Nuclear Supervision.
The executive documentation is subject to permanent storage by the developer (technical customer). At the time of the final inspection, the executive documentation is transferred to the state construction supervision body.
6.14. As soon as the work and structures are ready, the quality indicators of which affect the safety of the building (structure), and if, in accordance with the construction technology, these indicators cannot be monitored after the completion of subsequent work, the person carrying out the construction, within the time frame by agreement, but no later than within three working days notifies the developer (customer), representatives of state control (supervision) and architectural supervision about the timing of the corresponding conformity assessment procedure.
The shortcomings identified by such a procedure should be eliminated with the preparation of appropriate acts.
Until the identified deficiencies are eliminated and the relevant acts are drawn up, subsequent work is unacceptable.
6.15. Termination of construction and conservation of the facility
6.15.1. If necessary, the termination of work on the construction of the facility or their suspension for a period of more than 6 months. the preservation of the facility should be carried out - bringing the facility and the territory used for construction to a condition that ensures the strength, stability and safety of the main structures and the safety of the facility for the population and the environment.
6.15.2. The decision on the termination or suspension of construction is made by the developer and notifies the person carrying out the construction (when construction is carried out on the basis of a contract), the local government body, as well as the relevant state supervision bodies about the decision. The developer is responsible for the safety of an object whose construction has been terminated or suspended.
6.15.3. The fact of the termination or suspension of construction within three days must be notified, if necessary, to the traffic police of the internal affairs bodies in order to cancel the previously introduced restrictions on traffic and pedestrians, as well as the owners of the territories included in the territory of the construction site.
When carrying out construction on the basis of a contract, the developer (customer) and the person carrying out construction when carrying out construction on the basis of the contract, no later than a month later, draw up an acceptance certificate for the completed part of the object with a description of the state of the object, indicating the volume and cost of work performed, a list of applied (mounted ) at the facility of equipment, materials and structures, a list of unused and subject to storage equipment, materials and structures, a list of works necessary for the safety of the facility and unused equipment, materials and structures.
6.15.4. If necessary, the designer, under an agreement with the developer (customer), develops working documentation and an estimate for the conservation of the object, and the person carrying out the construction performs the work provided for by these working documentation and estimates.
6.15.5. The mothballed object and construction site during construction on the basis of a contract are transferred under an act to the developer (technical customer). The act is accompanied by executive documentation, work logs, as well as documents on surveys, inspections, control tests, measurements carried out during construction, supplier documents confirming the compliance of materials, works, structures, process equipment and engineering systems of the facility with the project and the requirements of regulatory documents.
7. Construction control and construction supervision
7.1. Participants in the construction - the person carrying out the construction, the developer (customer), the designer - must carry out construction control provided for by the legislation of the Russian Federation on urban planning activities, in order to assess the conformity of construction and installation works, structures being built, systems and networks of engineering and technical support of a building or structure requirements of technical regulations, design and working documentation.
The person carrying out the construction, as part of the construction control, performs:
- Incoming control of design documentation provided by the developer (customer)
- Survey of the geodetic alignment base of the capital construction object
- Incoming control of used building materials, products, structures and equipment
- Operational control during the execution and after completion of construction and installation works
- Survey of work performed, the results of which become unavailable for control after the start of subsequent work
- Survey of critical building structures and sections of engineering and technical support systems
- Testing and testing of technical devices.
Construction control of the developer (customer) in accordance with the current legislation is carried out in the form of control and supervision of the customer over the performance of work under a construction contract in accordance with 7.3.
In the cases provided for in 7.4, as part of the construction control, the field supervision of the person who prepared the design documentation (designer) is carried out.
7.1.1. During the incoming control of project documentation, all submitted documentation should be analyzed, including the PIC and working documentation, while checking:
- Its completeness
- Availability of approvals and approvals
- Correspondence of design axial dimensions and geodetic base
- Links to regulatory documents for materials and products
- Compliance of the construction site boundaries on the construction plan with the established easements
- Requirements for the actual accuracy of the controlled parameters
- Availability of instructions on control and measurement methods, including in the form of links to the relevant regulatory documents
If deficiencies are found, the relevant documentation is returned for revision within the time period specified in the contract.
7.1.2. The person carrying out the construction carries out the acceptance of the geodetic alignment base provided to him by the developer (technical customer), checks its compliance with the established requirements for accuracy, the reliability of fixing signs on the ground; for this purpose, it is possible to attract independent experts who have a certificate of admission issued by a self-regulatory organization to work on the creation of geodetic reference networks.
Acceptance of the geodetic alignment base from the developer (technical customer) should be formalized by an appropriate act.
7.1.3. Incoming control checks the compliance of the quality indicators of the purchased (received) materials, products of structures and equipment with the requirements of standards, technical conditions or technical certificates for them, specified in the project documentation and (or) the work contract.
At the same time, the presence and content of the accompanying documents of the supplier (manufacturer), confirming the quality of the specified materials, structural products and equipment, are checked.
If necessary, control measurements and tests of the above indicators can be performed. The methods and means of these measurements and tests must comply with the requirements of national standards. The results of incoming control must be documented in the logs of incoming control and (or) laboratory tests.
7.1.4. In the case of performance of control and testing by the involved laboratories, it is necessary to check the compliance of the control and test methods used by them with the established national standards.
7.1.5. Materials, structural products, equipment, the non-compliance of which with the established requirements was revealed by the input control, should be separated from the suitable ones and marked. Work using these materials, structural products and equipment should be suspended. The developer (customer) must be notified of the suspension of work and its reasons.
In accordance with the legislation, one of three decisions can be made:
- The supplier replaces inappropriate materials, structural products, equipment with appropriate
- Non-conforming structural products are being finalized
- Inappropriate materials, structural products can be used after mandatory agreement with the developer (customer), designer and state control (supervision) body according to his competence
7.1.6. By operational control, the person carrying out the construction checks:
- Compliance of the production operations performed with the organizational, technological and regulatory documentation applicable to these production operations
- Compliance with technological regimes established by technological maps and regulations
- Compliance of quality indicators of operations and their results with the requirements of design and organizational and technological documentation, as well as the regulatory documentation applicable to these technological operations
The places of performance of control operations, their frequency, performers, methods and measuring instruments, forms of recording the results, the procedure for making decisions when nonconformities with the established requirements are detected must comply with the requirements of design, organizational, technological and regulatory documentation.
Operational control results should be documented in work logs.
7.1.7. To perform operational quality control, documents containing:
- List of operations or processes that are subject to quality control
- Drawings of structures indicating the permissible deviations in dimensions, the required measurement accuracy, as well as the materials used
- Places of inspection, their frequency, methods, performers, measuring instruments and forms of recording results "
7.2. During the construction process, an assessment of the work performed should be carried out, the results of which affect the safety of the facility, but in accordance with the adopted technology become unavailable for control after the start of subsequent work, as well as the completed building structures and sections of engineering and technical support networks, the elimination of defects of which identified control is impossible without disassembling or damaging subsequent structures and sections of engineering and technical support networks. Representatives of the relevant bodies of state supervision, architectural supervision, as well as, if necessary, independent experts can participate in these control procedures. The person carrying out the construction, within the time frame by agreement, but no later than three working days, notifies the other participants about the timing of these procedures.
7.2.1. The results of the survey of the work hidden by subsequent work, in accordance with the requirements of the design and regulatory documentation, are drawn up by the acts of the survey of the hidden work,. The developer (technical customer) may require a re-examination after elimination of the identified defects.
7.2.2. To the procedure for assessing the conformity of individual structures, tiers of structures (floors), the person carrying out the construction must submit certificates of examination of all hidden works that are part of these structures, geodetic executive schemes, as well as test reports of structures in cases provided for by the design documentation and (or) a construction contract. The developer (technical customer) can check the reliability of the executive geodetic schemes presented by the contractor. For this purpose, the person carrying out the construction must keep the alignment axes and installation guidelines fixed in nature until the completion of the acceptance.
The results of the survey of individual structures should be documented by certificates of survey of critical structures.
7.2.3. Tests of sections of engineering and technical support networks and mounted engineering equipment are carried out in accordance with the requirements of the relevant regulatory documents and are drawn up by appropriate acts.
7.2.4. If, as a result of construction control, defects in work, structures, sections of engineering and technical support networks are detected, the corresponding acts should be drawn up only after the identified defects have been eliminated.
In cases where subsequent work should begin after a break of more than six months from the date of completion of the stage-by-stage acceptance, these procedures should be repeated with the issuance of the relevant acts before resuming work.
7.3. The customer's construction control is performed by:
- Checking whether the person carrying out the construction has quality documents (certificates in established cases) for the materials, structural products and equipment used by him, documented results of incoming control and laboratory tests
- Control over the observance by the person carrying out the construction of the rules for storing and storing the materials used, structural products and equipment; upon detection of violations of these rules, a representative of the construction control of the developer (customer) may prohibit the use of incorrectly stored and stored materials
- Control of compliance of the operational control performed by the person carrying out the construction with the requirements of 7.1.6
- Control of the availability and correctness of the execution by the person carrying out the construction, of the as-built documentation, including the assessment of the reliability of geodetic as-built schemes of the completed structures with selective control of the accuracy of the position of the elements
- Control over the elimination of defects in design documentation identified during the construction process, documented return of defective documentation to the designer, control and documented acceptance of revised documentation, transfer of it to the person in charge of construction
- Control over the implementation by the person carrying out the construction of the instructions of the state supervision bodies and local self-government

7.3.1. Mandatory conformity assessment of buildings and structures, as well as design processes (including surveys), construction, installation, adjustment and disposal (demolition, dismantling) related to buildings and structures is carried out in the form of:
- Declaration of Conformity of Design Documentation with Requirements
- State expertise of engineering survey results and design documentation
- Construction control
- State construction supervision
- Declarations of Conformity of a Built, Reconstructed or Renovated Building or Structures with Design Documentation
- Declarations of Conformity of a Built, Reconstructed or Renovated Building or Structure to the Requirements
- Commissioning the facility
7.4. During the construction of hazardous production facilities, as well as especially dangerous technically complex and unique facilities, the designer's supervision is carried out. In other cases, it is carried out by the decision of the developer (customer). The procedure for implementation and functions of designer's supervision are established by SP 246.1325800.
7.5. The remarks of the representatives of the construction control of the developer (customer) are documented in the general and special work logs, the remarks of the representatives of the architectural supervision - in the log of the architectural supervision. The facts of elimination of defects based on the comments of these representatives are documented with their participation.
7.6. Author's supervision of an architect is carried out by the author-architect on a proactive basis, regardless of the decision of the developer (technical customer) and the presence of a contract for supervision of construction. The territorial authority for architecture and urban planning, at the request of the author, having verified his authorship, can issue the developer (technical customer) an order to ensure the author's admission to the construction site, the possibility of making entries in the designer's supervision log. The claims of the author-architect for the implementation of architectural design solutions can be considered by the urban planning and architecture body, the solution of which is mandatory for the developer (technical customer).
7.7. State construction supervision is carried out in cases stipulated by the legislation on urban planning activities in accordance with the legislation of the Russian Federation on urban planning activities and other regulatory legal acts.
Bodies of state construction supervision carry out an assessment of the conformity of the construction process of a specific object upon receipt of a notice from the developer (customer) about the start of construction work.
7.8. In order to limit the adverse impact of construction and installation work on the population and the territory in the zone of influence of ongoing construction, local authorities or organizations authorized by them (administrative inspections, etc.), in the manner prescribed by the current legislation, conduct administrative control over construction.
Administrative control consists in the preliminary establishment of the conditions for construction (dimensions of the construction site fencing, temporary work regime, garbage disposal, maintaining order in the adjacent territory, etc.) and monitoring compliance with these conditions during construction. The developer is responsible to the local government, unless otherwise provided by contracts.
The conditions for construction are established in the form of an order or other document issued by the local administration or organizations authorized by it in accordance with the regulatory legal acts of the constituent entities of the Russian Federation.

1 area of ​​use
This set of rules applies to the construction of new, reconstruction and demolition of existing buildings and structures (hereinafter referred to as construction), erected on the basis of a building permit obtained in accordance with the established procedure, as well as landscaping and engineering preparation of territories.
During the construction of linear structures, power lines, communications, pipelines and other objects of technical infrastructure, as well as in the right-of-way of railways, in the right-of-way for highways and other transport routes, the requirements of the current regulatory documents must be additionally taken into account.
With regard to objects of the military infrastructure of the Armed Forces of the Russian Federation, objects, information about which constitutes a state secret, objects of production, processing, storage of radioactive and explosive substances and materials, objects for the storage and destruction of chemical weapons and explosives, other objects for which requirements are established related to ensuring nuclear and radiation safety in the field of atomic energy use, the requirements established by state customers, federal executive bodies authorized in the field of ensuring the safety of these facilities, and government contracts (agreements) must be observed.
The document does not apply to buildings and structures, the construction of which, in accordance with the legislation on urban planning activities, can be carried out without a building permit, as well as to individual housing construction objects erected by developers (individuals) on their own, including with the involvement of employees, for their land plots.
The document also does not apply to the production of materials, products and structures at the enterprises of the building and building materials industry.

3 Terms and definitions
In this set of rules, the terms and definitions of the Technical Regulations on the safety of buildings and structures are generally accepted.
4 General
4.1 The construction of buildings and structures is carried out with a building permit obtained in accordance with the legislation on urban planning.
Lists of buildings and structures for the construction of which a building permit is not required are established by the legislation on urban planning activities.
4.2 The actions of the participants in the construction, the work performed during the construction process, their results, including the completed construction of buildings and structures, must meet the requirements of the current legislation, design and working documentation, urban planning plans of land plots.
4.3 The developer must ensure the performance of all the functions specified in 4.4, 4.6 and not assigned by contracts to other participants in the construction.
4.4 The basic functions of the developer are:
obtaining a building permit;
obtaining the right to limited use of neighboring land plots (easements) during construction;
engaging a contractor (general contractor) to carry out work on the construction of a building or structure as a person carrying out the construction, in the case of work under a contract;
provision of construction with design documentation that has passed the examination and approved in the prescribed manner;
ensuring the staking out of construction regulation lines and the creation of a geodetic grid base;
notification of the beginning of any work on the construction site of the state construction supervision body, which controls this object;
ensuring construction control of the developer (customer);
acceptance of the completed construction of the construction object in the case of work under the contract;
organization of adjustment and testing of equipment, trial production of products and other activities to prepare the facility for operation;
making decisions on the commencement, suspension, conservation, termination of construction, on the commissioning of the completed construction of the real estate object;
presentation of the completed construction object of construction to the bodies of state construction supervision and environmental supervision (in cases stipulated by the legislation on urban planning);
presentation of the completed construction object to the authorized body for commissioning;
acquisition, storage and transfer to the relevant organizations of executive and operational documentation.
4.5 The developer, in order to carry out his functions of providing construction with project documentation that has passed the examination and approved in the prescribed manner, upon obtaining a building permit, his functions as a customer when conducting construction on the basis of a contract, to carry out construction control of the customer, as well as to interact with state supervision authorities and local government can attract a specialized organization or a specialist of appropriate qualifications in accordance with the current legislation.
The transfer by the developer of its functions to an involved organization or specialist is formalized by an agreement between them.
4.6 When carrying out construction on the basis of a contract, the basic organizational functions of a contractor (general contractor) as a person carrying out construction are:
execution of works, structures, systems of engineering and technical support of the construction object in accordance with the design and working documentation;
development and application of organizational and technological documentation;
implementation of construction control of the person carrying out the construction, including control over the compliance of the used construction materials and products with the requirements of technical regulations, design and working documentation;
maintenance of as-built documentation;
ensuring labor safety at the construction site, safety of construction work for the environment and the population;
management of the construction site, including ensuring the protection of the construction site and the safety of the object until its acceptance by the developer (customer);
fulfillment of the requirements of the local administration, acting within its competence, to maintain order in the territory adjacent to the construction site.
4.7 The basic function of the person who prepared the design documentation (hereinafter referred to as the designer) in the construction process is to make changes in the design and estimate and working documentation in the prescribed manner in the event of a change after the start of construction of the urban planning plan of the land plot or current regulatory documents (performed as an additional work).
Additional organizational functions of the designer in the construction process, carried out in accordance with agreements between the participants in the construction, are:
amendments to the design and estimate documentation due to the need to take into account the technological capabilities of the contractor;
development of additional design solutions in connection with the need to ensure production;
coordination of admitted deviations from the working documentation, including making decisions on the possibility of using inappropriate products.
4.8 Construction in accordance with the current legislation is carried out under the control of local authorities and state construction supervision. To ensure such an opportunity, the aforementioned bodies must be notified in advance by the developer (customer) about the timing of the start of work on the construction site, about the suspension, conservation and (or) termination of construction, about the readiness of the facility for commissioning.
4.9 Upon completion of the construction of a building or structure, an assessment is made of its compliance with the requirements of current legislation, technical regulations, design and working documentation, its acceptance during construction on the basis of a contract, as well as the commissioning of a completed building or structure.
4.10 Construction control carried out by construction participants must be carried out in accordance with the Federal Law of June 26, 2008 N 102-FZ "On ensuring the uniformity of measurements" with the use of approved type measuring instruments that have been tested, according to certified, where necessary, procedures (methods) measurements. Proof tests and measurements must be performed by qualified personnel.
5 Preparation for construction
5.1 In order to carry out construction on the basis of a contract, the developer (customer) engages a contractor (general contractor) to perform work in accordance with the current legislation as the person carrying out the construction.
5.2 Participants in construction (legal entities), by their administrative documents (orders), appoint officials personally responsible for the construction:
developer (customer) - a responsible representative of the construction control of the developer (customer);
the person carrying out the construction (contractor, general contractor) - the responsible manufacturer of the work;
the person who prepared the design documentation (designer) - the responsible representative of the field supervision in cases when the field supervision is carried out.
These officials must have qualifications that meet the requirements of applicable law.
During the construction of a building or structure by a legal entity performing the functions of a developer (customer) and a person carrying out the construction (contractor), these officials are appointed by the head of this organization. At the same time, the combination of the functions of a responsible manufacturer of works and a responsible representative of construction control of a developer (customer) by one department or an official of this organization is unacceptable.
5.3 The person carrying out the construction, in accordance with the current legislation, must have certificates of admission to the types of work issued by the self-regulatory organization that affect the safety of the building or structure being erected.
5.4 When carrying out construction on the basis of a contract, the developer (customer) transfers to the person carrying out the construction the project documentation approved by him, as well as working documentation for the entire facility or for certain stages of work in duplicate in electronic and paper form. The design and working documentation must be approved for the production of work by the developer (customer) with the signature of the responsible person by placing a stamp on each sheet. The composition and content of the sections of the project documentation (including the construction organization project) transferred to the person carrying out the construction must comply with the requirements established by the Government of the Russian Federation (Appendix A). The transferred design documentation must contain the designer's assurance that this documentation was developed in accordance with the design assignment and the requirements of the Federal Law of December 30, 2009 N 384-FZ "Technical Regulations on the Safety of Buildings and Structures".
5.5 The person carrying out the construction carries out the input control of the working documentation transferred to him for execution, transfers to the developer (customer) a list of the deficiencies identified in it, checks their elimination. The deadline for the incoming inspection of design documentation is set in the contract.
At the same time, the person carrying out the construction can check the possibility of implementing the project using well-known methods, determining, if necessary, the need for the development of new technological methods and equipment, as well as the possibility of acquiring materials, products and equipment, the use of which is provided for by the design documentation, and the conformity of the actual location specified in design documentation of places and conditions for connecting temporary engineering communications (networks) to external networks of engineering and technical support to provide the construction site with electricity, water, heat, steam.
5.6 The conditions for fulfilling the requirements of the legislation on labor protection, the environment and the population during the construction process, as well as the possibility of performing all types of control necessary to assess the compliance of the work performed with the requirements of design, regulatory documents and (or) the terms of the contract, are established by the construction organization projects and organizational and technological documentation.
5.7 Design preparation of construction organization and organizational and technological documentation
5.7.1 Solutions for the organization of construction for industrial and non-industrial facilities are developed in construction organization projects and projects for the organization of work on the demolition or dismantling of capital construction facilities. Construction management solutions for linear facilities are developed in construction management projects and projects for the organization of demolition (dismantling) of a linear facility. Projects for the organization of construction, projects for the organization of work on the demolition or dismantling of capital construction projects, projects for the organization of work for the demolition (dismantling) of a linear facility (hereinafter referred to as construction organization projects, POS) are an integral and integral part of the project documentation. Construction organization projects are a mandatory document for the developer (customer), contractors, as well as organizations providing financing and material and technical support.
The choice of solutions for the organization of construction should be carried out on the basis of a variant study with the widespread use of criteria-based assessment methods, modeling methods and modern computer systems.
5.7.2 The organizational and technological documentation includes a project for the production of works, as well as other documents that contain decisions on the organization of construction production and the technology of construction and installation works, drawn up, agreed, approved and registered in accordance with the rules in force in organizations that develop approving and coordinating these documents.
5.7.4 The project for the production of works in full should be developed:
for any construction in urban areas;
for any construction on the territory of an operating enterprise;
during construction in difficult natural and geological conditions, as well as technically especially complex objects - at the request of the authority issuing a building permit or for performing construction and installation and special works.
In other cases, the PPR is developed by the decision of the person who carries out the construction in an incomplete volume.
5.7.5 The project for the production of works in full includes:
work schedule for the facility;
the schedule of admission to the object of building structures, products, materials and equipment;
the schedule of movement of working personnel around the facility;
the schedule of movement of the main construction machines on the object;
flow charts for the performance of types of work;
an explanatory note containing solutions for the production of geodetic works, solutions for the laying of temporary networks of water, heat, power supply and lighting of the construction site and workplaces; justifications and measures for the use of mobile forms of work organization, work and rest modes; solutions for the production of work, including winter time; the need for energy resources; the need and binding of construction camps and mobile (inventory) buildings; measures to ensure the safety of materials, products, structures and equipment at the construction site; environmental protection measures; measures for labor protection and safety in construction; technical and economic indicators.
The project for the production of work in an incomplete volume includes:
building master plan;
flow charts for the performance of certain types of work (as agreed with the customer);
layouts of geodetic marks;
an explanatory note containing the main decisions, environmental protection measures; measures for labor protection and safety in construction.
5.7.6 Initial materials for the development of work production projects are:
a development assignment issued by a construction organization as a customer of a work production project, with a justification for the need to develop it for a building (structure) as a whole, its part or type of work, and with an indication of the development time;
construction organization project;
required working documentation;
conditions for the supply of structures, finished products, materials and equipment, the use of construction machines and vehicles, the provision of workers with construction workers in the main professions, the use of a team contract for the performance of work, production and technological equipment and transportation of construction materials, and, if necessary, the conditions for organizing construction and performing work on a rotational basis;
materials and results of technical inspection of operating enterprises, buildings and structures during their reconstruction, as well as requirements for the implementation of construction, installation and special construction work in the conditions of existing production.
5.7.7 The solutions of the projects for the production of work must ensure the achievement of the safety of capital construction facilities.
In the project for the production of work, deviations from the decisions of the construction organization project are not allowed without agreement with the organizations that developed and approved it.
5.7.8 If the PPR for the construction of this facility is not developed, decisions on safety measures are drawn up in the form of a separate document (documents).
5.7.9 The project for the production of work on the territory of the operating enterprise must be agreed with the operating organization.
5.7.10 The project for the production of works with the use of mining, blasting and other potentially hazardous works must also be agreed with the Rostechnadzor body.
5.8 The developer (customer) must ensure that the geodetic grid base is carried out to the site by a person who has a certificate of admission issued by a self-regulatory organization to work on the creation of geodetic reference networks.
5.9 The person carrying out the construction should check for the presence of instructions on the construction control in the organizational and technological documentation used by him.
5.10 The person carrying out the construction should, on the basis of the design documentation, prepare layouts for the axes of buildings and structures to be broken down in nature, signs for securing these axes and installation guidelines, as well as layouts of structures and their elements relative to these axes and landmarks. The schemes are developed on the basis that the axes and landmarks, broken in kind, must be technologically accessible for observation while controlling the accuracy of the position of structural elements at all stages of construction. At the same time, if necessary, you should correct the existing or develop a methodology for performing and monitoring the accuracy of geodetic alignment works, the rules for applying and fixing installation guidelines.
5.11 The person carrying out the construction, if necessary, should carry out training of personnel, as well as conclude agreements with accredited laboratories for the performance of those types of tests that the contractor cannot perform on his own.
5.12 When preparing for construction and installation work on the territory of operating production facilities, the administration of the developer and the person carrying out the construction appoint a person responsible for the operational management of the work and determine the procedure for coordinated actions. At the same time, they determine and agree on:
volumes, technological sequence, timing of construction and installation work, as well as the conditions for their combination with the work of production shops and sections of the reconstructed enterprise;
the procedure for operational management, including the actions of builders and operators, in the event of emergencies;
the sequence of disassembling structures, as well as disassembling or transferring engineering networks, places and conditions for connecting temporary networks of water supply, power supply, etc., places of execution of executive surveys;
the procedure for the use by builders of the services of the enterprise and its technical means;
conditions for the organization of complete and priority delivery of equipment and materials, transportation, storage of goods and movement of construction equipment across the territory of the enterprise, as well as the placement of temporary buildings and structures and (or) use for the needs of the construction of buildings, structures and premises of an operating production enterprise.
5.13 Measures to close streets, restrict traffic, change public transport, provided for by the construction plan and agreed upon during its development, before the start of work, are finally agreed by the developer (customer) with the State Traffic Safety Inspectorate of the internal affairs bodies and transport and communication institutions of the local government. Once the need for restrictions has disappeared, these authorities must be notified.
6 Construction work
6.1 Construction work must be carried out by the person carrying out the construction, in accordance with applicable law, design, working and organizational and technological documentation.
6.2 Construction site
6.2.1 The boundaries of the construction site should be indicated on the construction site plan and the situational plan, and for linear objects - indicated as the width of the right-of-way.
6.2.2 In addition to the land plot owned by the developer, if necessary, the territory of other (including neighboring) land plots may be included in the construction site. In such cases, the developer, prior to obtaining a building permit, must obtain the consent of the owners of additional territories for their use, or the necessary easements must be installed.
6.2.3 Protection of the construction site, compliance with labor protection requirements at the construction site, environmental protection, safety of construction work for the surrounding area and the population, as well as compliance with various administrative requirements established by these standards, other applicable regulatory documents or the local government , is provided by the developer.
6.2.4 If construction is carried out on the basis of a contract during the entire construction period, the obligations provided for in 6.2.3 in accordance with the work contract are performed by the contractor (general contractor).
6.2.5 In the case of construction on the basis of a contract, the developer (customer) transfers the construction site to the contractor (general contractor) as the person carrying out the construction, according to the act. The area and condition of the construction site must comply with the terms of the contract. The developer (customer), in accordance with the current legislation in the cases and in the manner provided for by the contract, must transfer to the contractor (general contractor) for use the buildings and structures necessary for the work, ensure the transportation of goods to his address, temporary connection of power supply networks, water and steam line.
6.2.6 The person carrying out the construction must ensure the cleaning of the construction site and the five-meter adjacent area. Household and construction waste, as well as snow must be removed in a timely manner, within the time frame and in accordance with the procedure established by the local government.
6.2.7 If necessary, at the request of the local government, the person carrying out the construction must equip the construction site overlooking the city territory with points for cleaning or washing wheels of vehicles at the exits, as well as devices or bins for collecting waste, and at linear facilities - in places indicated by the local government.
If it is necessary to temporarily use certain areas that are not included in the construction site for construction needs that do not pose a threat to the population and the environment, the mode of use, protection (if necessary) and cleaning of these areas is determined by agreement with the owners of these areas (for public areas - with local government).
6.2.8 The person carrying out the construction, prior to the commencement of any work, must fence off the construction site and hazardous areas of work outside it in accordance with the requirements of regulatory documents.
At the entrance to the site, information boards should be installed indicating the name of the object, the name of the developer (customer), the contractor (contractor, general contractor), the name, position and phone numbers of the responsible manufacturer of work on the object and the representative of the state construction supervision body (in cases where supervision is carried out) or local government in charge of construction, start and finish dates, facility diagrams.
The name and telephone number of the work performer are also applied on the boards of the inventory fences of the places of work outside the construction site, mobile buildings and structures, large-sized accessories, cable drums, etc.
6.2.9 If the operation of buildings and structures existing and abandoned at the construction site ceases, the developer must take measures to exclude harm to the population and the environment (communications are disconnected, existing containers emptied, hazardous or toxic substances removed, etc.). The person carrying out the construction must take measures to prevent unauthorized access to the building of people and animals.
6.2.10 On-site preparatory work must be performed prior to the commencement of construction and installation work in accordance with the project for the production of works.
6.2.11 During the entire construction period, the person carrying out the construction must provide access to the construction site and the building (structure) under construction for representatives of the construction control of the developer (customer), designer supervision and state supervision authorities.
6.3 In cases where construction is carried out on an area exposed to adverse natural phenomena and geological processes (mudflows, avalanches, landslides, landslides, swamps, flooding, etc.), prior to the start of construction work on special projects, priority measures and work protection of the territory from these processes.
6.4 The associated development of natural resources can be carried out in the presence of the corresponding agreed and approved documentation in the prescribed manner.
6.5 In the event that objects of historical, cultural or other value are discovered in the course of work, the person carrying out the construction shall suspend the work in progress and notify the institutions and authorities provided for by law about the objects discovered.
6.6 Temporary buildings and structures
6.6.1 Temporary buildings and structures for the needs of construction are erected (installed) at the construction site or in the right-of-way of linear facilities by the person carrying out the construction, specifically to ensure the construction and after its completion are subject to liquidation. Temporary buildings and structures should generally be inventory.
Buildings, structures or premises used for the needs of construction, which are part of the construction object, are not temporary.
6.6.2 If it is necessary to temporarily use certain territories not included in the construction site for the placement of temporary buildings and structures, the mode of use, protection (if necessary) and cleaning of these territories is determined by agreement with the owners of these territories (for public areas - with the local government) ...
6.6.3 Temporary buildings and structures, as well as individual premises in existing buildings and structures, adapted for use for construction needs, must comply with the requirements of technical regulations and existing building, fire, sanitary and epidemiological norms and rules for household, industrial, administrative and residential buildings, structures and premises.
6.6.4 Temporary buildings and structures located on the construction site or on the territory used by the developer by agreement with its owner are put into operation by the decision of the person carrying out the construction. Commissioning is formalized by an act or an entry in the work log.
6.6.5 Responsibility for the safety of temporary buildings and structures, as well as individual premises in existing buildings and structures adapted for use for construction needs, for their technical operation, is borne by the person carrying out the construction.
6.7 Temporary settlements created for the needs of the construction of an object are located on the territory of the developer or in the territory used by the developer by agreement with its owner. The project of a temporary settlement should include a master plan linked to the area, the composition of temporary buildings, structures and (or) premises, schemes of electricity, water, heat supply and sewerage, a scheme of access roads for all types of transport used, and communication solutions. The project of a temporary settlement should also include its demolition, land reclamation, and cost estimates for these works.
6.8 In cases where the developer provides for the subsequent transfer of temporary settlements, buildings and structures for permanent operation, projects of temporary settlements, buildings and structures are developed, agreed upon and approved in the manner established for the design of settlements, buildings and structures intended for permanent use for their intended purpose. The commissioning of such settlements, buildings and structures into permanent operation is carried out in accordance with the procedure established by the legislation on urban planning.
6.9 Liquidation and demolition of buildings and structures
6.9.1 Work on the elimination and demolition of buildings and structures should be carried out in accordance with the project for the organization of work on demolition or dismantling, which includes a list of buildings and structures to be demolished, as well as the necessary technical solutions for demolition, ensuring the safety of builders, the public, the surrounding natural environment and engineering infrastructure, including existing underground communications.
6.9.2 The buildings and structures to be liquidated from the moment of their decommissioning until the moment of their liquidation (demolition) must be brought into a safe state that excludes accidental harm to the population and the environment (communications must be disconnected, existing containers must be emptied, hazardous or poisonous substances, unstable structures are fixed or collapsed, etc.). Measures should be taken to prevent unauthorized access to these buildings (structures) for people and animals.
6.9.3 The moment of explosion, burning or collapse of the demolished building or structure must be notified to all those on the construction site, as well as the organization operating the adjacent territory. A cordon should be deployed if necessary.
6.9.4 The fact of liquidation or demolition of a building or structure must be notified to the relevant accounting and administrative authorities. In this case, the bodies - holders of territorial geofundas, in the order established by them, must be notified about the communications, premises, structures and structures remaining in the ground.
6.10 Warehousing and storage of used (purchased and manufactured by own forces) materials, products and structures in accordance with the requirements of standards and specifications for these materials, products and structures shall be provided by the person carrying out the construction.
If violations of the established rules for warehousing and storage are revealed, the person carrying out the construction must immediately eliminate them. The use of improperly stored and stored materials and products by the person carrying out the construction should be suspended pending a decision on the possibility of their use without prejudice to the quality of construction by the developer (customer) with the involvement, if necessary, of representatives of the designer and the state construction supervision body. This decision must be documented.
6.11 When carrying out work related to the installation of temporary excavations and other obstacles on the territory of an existing building, the person carrying out the construction ensures the passage of vehicles and passage to houses by arranging bridges, pedestrian bridges with handrails, ladders in agreement with the owner of the territory. After the completion of the work, these devices must be removed from the territory, and the landscaping of the territory must be restored.
Work areas must be fenced to prevent unauthorized entry of people and animals.
Places of work, as well as temporary driveways and walkways must be illuminated.
Organizational and technological solutions should be focused on minimizing the inconvenience caused by construction work to the population. For this purpose, the laying of communications in the urban area along the streets and roads should be carried out according to a schedule that takes into account their simultaneous laying; restoration of the improvement should be carried out on sections of length, as a rule, no more than one block; restoration work should be carried out in two or three shifts; waste asphalt concrete, construction waste should be removed in a timely manner, within the time frame and in accordance with the procedure established by the local government.
6.12 Work at the locations of existing underground utilities
6.12.1 Work related to the opening of the surface at the locations of existing underground communications and structures must be carried out in compliance with special rules established by the ministries and departments operating these communications, as well as the following additional rules.
6.12.2 In accordance with the current rules for the protection of underground communications, the responsible contractor must, no later than three working days, call representatives of organizations operating underground communications and structures to the place of work, and in their absence - representatives of organizations that have agreed on the project documentation.
In the absence of the communications and structures operated by them in the indicated place of work, the relevant organizations are obliged to officially notify the person carrying out the construction about this.
6.12.3 The representatives of the operating organizations who arrived at the site are presented with the design and working documentation and the fixed axes or dimensions of the intended excavation. Together with the operating organization, the actual position of the existing underground utilities and structures is determined on site (by drilling or otherwise), marked on the ground and applied to the working drawings. The representatives of the operating organizations hand over to the person carrying out the construction instructions on measures to ensure the safety of existing underground communications and structures and on the need to call them to inspect hidden works and at the time of backfilling of the excavations.
Organizations that did not appear and did not notify about the absence of the communications and facilities operated by them on the job site are called again one day in advance with the simultaneous notification of the local government bodies, which decide on further actions in case of repeated failure to appear by the representatives of these organizations. Until the appropriate decision is made, it is impossible to start work.
The responsible work contractor is obliged to instruct the earthmoving machine operator on the excavation procedure and to mark the boundaries of the zone within which mechanized excavation is allowed with clearly visible signs from the cab. The remaining soil mass, directly adjacent to the underground structure, is mined manually.
6.13 The person carrying out the construction, in accordance with the legislation on urban planning activities, must keep the executive documentation:
certificates of survey of the geodetic grid base of the capital construction object;
acts of the breakdown of the axes of the capital construction object on the ground;
certificates of inspection of hidden works;
certificates of inspection of critical structures;
certificates of inspection of sections of engineering and technical support networks;
a set of working drawings with inscriptions on the compliance of the work performed in kind with these drawings or on the changes made to them by agreement with the designer, made by the persons responsible for the construction and installation work;
executive geodetic diagrams and drawings;
executive schemes and profiles of sections of engineering and technical support networks;
acts of testing and testing of technical devices;
the results of examinations, examinations, laboratory and other tests of the work performed, carried out in the process of construction control;
documents confirming the quality control of the building materials (products) used;
other documents reflecting the actual implementation of design solutions.
Requirements for the preparation and procedure for maintaining executive documentation are established by the Federal Service for Environmental, Technological and Nuclear Supervision.
6.14 As soon as the work and structures are ready, the quality indicators of which affect the safety of the building (structure), and if, in accordance with the construction technology, these indicators cannot be monitored after the completion of subsequent work, the person carrying out the construction, within the time frame by agreement, but not later than three working days notifies the developer (customer), representatives of state control (supervision) and architectural supervision about the timing of the corresponding conformity assessment procedure.
The shortcomings identified by such a procedure should be eliminated with the preparation of appropriate acts.
Until the identified deficiencies are eliminated and the relevant acts are drawn up, subsequent work is unacceptable.
6.15 Termination of construction and mothballing of the facility
6.15.1 If it is necessary to terminate the construction of an object or to suspend it for a period of more than 6 months, the object must be mothballed - bringing the object and the territory used for construction to a condition that ensures the strength, stability and safety of the main structures and the safety of the object for the population and the environment. Wednesday.
6.15.2 The decision to terminate or suspend construction is made by the developer and notifies the person carrying out the construction (when construction is carried out on the basis of an agreement), the local government body, as well as the relevant state supervision bodies about the decision. The developer is responsible for the safety of an object whose construction has been terminated or suspended.
6.15.3 The fact of termination or suspension of construction within three days must be notified, if necessary, to the traffic police of the internal affairs bodies in order to cancel the previously introduced restrictions on traffic and pedestrians, as well as the owners of territories included in the territory of the construction site in accordance with the approved and agreed construction site plan.
When carrying out construction on the basis of a contract, the developer (customer) and the person carrying out construction when carrying out construction on the basis of the contract, no later than a month later, draw up an acceptance certificate for the completed part of the object with a description of the state of the object, indicating the volume and cost of work performed, a list of applied (mounted ) at the facility of equipment, materials and structures, a list of unused and subject to storage equipment, materials and structures, a list of works necessary for the safety of the facility and unused equipment, materials and structures.
6.15.4 If necessary, the designer, under an agreement with the developer (customer), develops working drawings and an estimate for the conservation of the facility, and the person carrying out the construction performs the work provided for by these working drawings and estimates.
6.15.5 The mothballed object and the construction site during construction on the basis of a contract are transferred under an act to the developer (customer). The act is accompanied by executive documentation, work logs, as well as documents on surveys, inspections, control tests, measurements carried out during construction, supplier documents confirming the compliance of materials, works, structures, process equipment and engineering systems of the facility with the project and the requirements of regulatory documents.
7 Construction quality control. Supervision of construction
7.1 Participants in the construction - the person carrying out the construction, the developer (customer), the designer - must carry out construction control provided for by the legislation of the Russian Federation on urban planning activities, in order to assess the compliance of construction and installation works, structures under construction and engineering and technical support systems of a building or structure with the requirements technical regulations, design and working documentation.
The person carrying out the construction, as part of the construction control, performs:
incoming control of project documentation provided by the developer (customer);
survey of the geodetic alignment base of the capital construction object;
incoming control of used building materials, products, structures and equipment;
operational control during the execution and after completion of construction and installation operations;
survey of the work performed, the results of which become unavailable for control after the start of subsequent work;
survey of critical building structures and sections of engineering and technical support systems;
testing and testing of technical devices.
Construction control of the developer (customer) in accordance with the current legislation is carried out in the form of control and supervision of the customer over the performance of work under a construction contract in accordance with 7.3.
In the cases provided for in 7.4, as part of the construction control, the field supervision of the person who prepared the design documentation (designer) is carried out.
7.1.1 During the incoming control of project documentation, all submitted documentation should be analyzed, including the PIC and working documentation, while checking:
its completeness;
compliance with the design axial dimensions and the geodetic base;
availability of approvals and approvals;
availability of references to regulatory documents for materials and products;
compliance of the construction site boundaries on the construction plan with the established easements;
the presence of requirements for the actual accuracy of the controlled parameters;
availability of instructions on methods of control and measurement, including in the form of links to the relevant regulatory documents.
If deficiencies are found, the relevant documentation is returned for revision within the time period specified in the contract.
7.1.2 The person carrying out the construction carries out the acceptance of the geodetic alignment base provided to him by the developer (customer), checks its compliance with the established requirements for accuracy, the reliability of fixing signs on the ground; for this purpose, it is possible to attract independent experts who have a certificate of admission issued by a self-regulatory organization to work on the creation of geodetic reference networks.
Acceptance of the geodetic alignment base from the developer (customer) should be formalized by an appropriate act.
7.1.3 Incoming control checks the compliance of the quality indicators of purchased (received) materials, products and equipment with the requirements of standards, technical specifications or technical certificates for them, specified in the project documentation and (or) the work contract.
In this case, the presence and content of the accompanying documents of the supplier (manufacturer), confirming the quality of the specified materials, products and equipment, are checked.
If necessary, control measurements and tests of the above indicators can be performed. The methods and means of these measurements and tests must comply with the requirements of national standards. The results of incoming control must be documented in the logs of incoming control and (or) laboratory tests.
7.1.4 In the case of performance of control and testing by the involved laboratories, it is necessary to check the compliance of the control and test methods used by them with the established national standards.
7.1.5 Materials, products, equipment, the non-compliance of which with the established requirements was revealed by the input control, should be separated from the suitable ones and marked. Work using these materials, products and equipment should be suspended. The developer (customer) must be notified of the suspension of work and its reasons.
In accordance with the legislation, one of three decisions can be made:
the supplier replaces inappropriate materials, products, equipment with appropriate ones;
inappropriate products are being finalized;
inappropriate materials, products can be used after mandatory agreement with the developer (customer), designer and state control (supervision) body in its competence.
7.1.6 By operational control, the person carrying out the construction checks:
compliance of the sequence and composition of the technological operations performed with the technological and regulatory documentation that applies to these technological operations;
compliance with technological regimes established by technological maps and regulations;
compliance of the quality indicators of the operations and their results with the requirements of the design and technological documentation, as well as the regulatory documentation applicable to these technological operations.
The places of performance of control operations, their frequency, performers, methods and means of measurement, forms of recording the results, the procedure for making decisions when nonconformities with the established requirements are detected must comply with the requirements of design, technological and regulatory documentation.
Operational control results should be documented in work logs.
7.2 During the construction process, an assessment of the work performed should be carried out, the results of which affect the safety of the facility, but in accordance with the adopted technology become unavailable for control after the start of subsequent work, as well as completed building structures and sections of engineering networks, the elimination of defects of which, identified by control, impossible without disassembling or damaging subsequent structures and sections of engineering networks. Representatives of the relevant bodies of state supervision, architectural supervision, as well as, if necessary, independent experts can participate in these control procedures. The person carrying out the construction, within the time frame by agreement, but no later than three working days, notifies the other participants about the timing of these procedures.
7.2.1 The results of the survey of the work hidden by subsequent work, in accordance with the requirements of the design and regulatory documentation, are drawn up by the acts of the survey of the hidden work. The developer (customer) may require a re-survey after the elimination of the identified defects.
7.2.2 To the procedure for assessing the conformity of individual structures, tiers of structures (floors), the person carrying out the construction must submit certificates of examination of all hidden works that are part of these structures, geodetic executive schemes, as well as test reports of structures in cases stipulated by the design documentation and (or) a construction contract. The developer (customer) can check the reliability of the executive geodetic schemes presented by the contractor. For this purpose, the person carrying out the construction must keep the alignment axes and installation guidelines fixed in nature until the completion of the acceptance.
The results of the survey of individual structures should be documented by certificates of survey of critical structures.
7.2.3 Tests of sections of engineering networks and installed engineering equipment are carried out in accordance with the requirements of the relevant regulatory documents and are drawn up by the relevant acts.
7.2.4 If, as a result of construction control, defects in work, structures, sections of engineering networks are detected, the corresponding acts should be drawn up only after the identified defects have been eliminated.
In cases where subsequent work should begin after a break of more than six months from the date of completion of the stage-by-stage acceptance, these procedures should be repeated with the issuance of the relevant acts before resuming work.
7.3 The construction control of the customer is carried out:
checking whether the person carrying out the construction has quality documents (certificates in established cases) for the materials, products and equipment used by him, documented results of incoming control and laboratory tests;
control of compliance by the person carrying out the construction with the rules of warehousing and storage of the materials, products and equipment used; upon detection of violations of these rules, a representative of the construction control of the developer (customer) may prohibit the use of improperly stored and stored materials;
control of compliance of the operational control performed by the person carrying out the construction with the requirements of 7.1.6;
control of the availability and correctness of the execution by the person carrying out the construction, including the assessment of the reliability of geodetic executive schemes of the completed structures with selective control of the accuracy of the position of the elements;
control over the elimination of defects in design documentation identified during the construction process, documented return of defective documentation to the designer, control and documented acceptance of revised documentation, transfer to the person carrying out the construction;
control over the execution by the person carrying out the construction of the instructions of the state supervision bodies and local self-government;
notification of the state supervision authorities about all cases of emergency conditions at the construction site;
assessment (together with the person carrying out the construction) of the compliance of the work performed, structures, sections of engineering networks, signing of bilateral acts confirming compliance; control over the fulfillment by the person carrying out the construction of the requirement on the inadmissibility of performing subsequent work before the signing of these acts;
a final assessment (together with the person carrying out the construction) of the compliance of the completed construction of the object with the requirements of the legislation, design and regulatory documentation.
7.4 During the construction of hazardous production facilities, as well as especially hazardous technically complex and unique facilities, the designer's supervision is carried out. In other cases, it is carried out by the decision of the developer (customer). The procedure for implementation and functions of designer supervision are established by the relevant documents.
7.5 The remarks of the representatives of the construction control of the developer (customer) are documented in the general and special work logs, the remarks of the representatives of the architectural supervision - in the log of the architectural supervision. The facts of elimination of defects based on the comments of these representatives are documented with their participation.
7.6 Architectural supervision of an architect is carried out by the author-architect on a proactive basis, regardless of the decision of the developer (customer) and the existence of an agreement for architectural supervision of the object. The territorial authority for architecture and urban planning, at the request of the author, having verified his authorship, can issue the developer (customer) an order to ensure the author's admission to the construction site, the possibility of making entries in the designer's supervision log. The claims of the author-architect for the implementation of architectural design solutions can be considered by the urban planning and architecture body, the decision of which is mandatory for the developer (customer).
7.7 State construction supervision is carried out in cases stipulated by the legislation on urban planning activities in accordance with the legislation of the Russian Federation on urban planning activities and other regulatory legal acts (Appendix A).
Bodies of state construction supervision carry out an assessment of the conformity of the construction process of a specific object upon receipt of a notice from the developer (customer) about the start of construction work.
7.8 In order to limit the adverse impact of construction and installation work on the population and the territory in the zone of influence of ongoing construction, local authorities or their authorized organizations (administrative inspectorates, etc.), in the manner prescribed by the current legislation, conduct administrative control over construction.
Administrative control consists in the preliminary establishment of the conditions for construction (dimensions of the construction site fencing, temporary work regime, garbage disposal, maintaining order in the adjacent territory, etc.) and monitoring compliance with these conditions during construction. The developer is responsible to the local government, unless otherwise provided by contracts.

4 General
4.1 The construction of buildings and structures is carried out with a building permit obtained in accordance with the legislation on urban planning.
Lists of buildings and structures for the construction of which a building permit is not required are established by the legislation on urban planning activities.
4.2 The actions of the participants in the construction, the work performed during the construction process, their results, including the completed construction of buildings and structures, must meet the requirements of the current legislation, design and working documentation, urban planning plans of land plots.
4.4 The basic functions of the developer are:
obtaining a building permit;
obtaining the right to limited use of neighboring land plots (easements) during construction;
engaging a contractor (general contractor) to carry out work on the construction of a building or structure as a person carrying out the construction, if work is performed under the contract;
provision of construction with design documentation that has passed the examination and approved in the prescribed manner;
ensuring the staking out of construction regulation lines and the creation of a geodetic grid base;
engaging, in accordance with 7.4, field supervision of the person who prepared the design documentation for the construction of the facility;
notification of the beginning of any work on the construction site of the state construction supervision body, which controls this object;
ensuring construction control of the developer (customer);
acceptance of the completed construction of the construction object in the case of performance of work under the contract;
organization of adjustment and testing of equipment, trial production of products and other activities to prepare the facility for operation;
making decisions on the commencement, suspension, conservation, termination of construction, on the commissioning of the completed construction of the real estate object;
presentation of the completed construction object of construction to the bodies of state construction supervision and environmental supervision (in cases stipulated by the legislation on urban planning);
presentation of the completed construction object to the authorized body for commissioning;
acquisition, storage and transfer to the relevant organizations of executive and operational documentation.
4.5 The developer may, in accordance with the current legislation, engage a technical customer - an individual acting on a professional basis, or a legal entity in order to carry out his functions.
The technical customer authorized by the developer, on his behalf, concludes contracts for the performance of engineering surveys, preparation of project documentation, construction, reconstruction, overhaul of capital construction facilities, prepares technical specifications for the performance of these types of work, approves the project documentation, signs the documents required to obtain a permit for the commissioning of a capital construction facility, carries out other functions provided for by the current legislation.
4.6 When carrying out construction on the basis of a contract, the basic organizational functions of a contractor (general contractor) as a person carrying out construction are:
execution of works, arrangement of structures, systems of engineering and technical support of the construction object in accordance with the design and working documentation;
development and application of organizational and technological documentation;
implementation of construction control of the person carrying out the construction, including control over the compliance of the used construction materials and products with the requirements of technical regulations, design and working documentation;
maintenance of as-built documentation;
ensuring labor safety at the construction site, safety of construction work for the environment and the population;
management of the construction site, including ensuring the protection of the construction site and the safety of the object until its acceptance by the developer (customer);
fulfillment of the requirements of the local administration, acting within its competence, to maintain order in the territory adjacent to the construction site.
4.7 The basic function of the person who prepared the design documentation (hereinafter referred to as the designer) in the construction process is to make changes in the design and estimate and working documentation in the prescribed manner in the event of a change after the start of construction of the urban planning plan of the land plot or current regulatory documents (performed as an additional work).
Additional organizational functions of the designer in the construction process, carried out in accordance with agreements between the participants in the construction, are:
amendments to the design and estimate documentation due to the need to take into account the technological capabilities of the contractor;
development of additional design solutions in connection with the need to ensure production;
coordination of admitted deviations from the working documentation, including making decisions on the possibility of using inappropriate products.
4.8 Construction in accordance with the current legislation is carried out under the control of federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local self-government bodies and state supervision. To ensure such an opportunity, the aforementioned bodies must be notified in advance by the developer (customer) about the timing of the start of work on the construction site, about the suspension, conservation and (or) termination of construction, about the readiness of the facility for commissioning.
4.9 Upon completion of the construction of a building or structure, an assessment is made of its compliance with the requirements of current legislation, technical regulations, design and working documentation, its acceptance during construction on the basis of a contract, as well as the commissioning of a completed building or structure.
4.10 Construction control carried out by the participants in the construction must be carried out in accordance with the use of measuring instruments of an approved type, which have been tested according to certified measurement procedures (methods), if necessary. Proof tests and measurements must be performed by qualified personnel.
5 Preparation for construction
5.1 In order to carry out construction on the basis of a contract, the developer (technical customer) engages a contractor (general contractor) to perform work in accordance with the current legislation as the person carrying out the construction.
5.2 Participants in construction (legal entities), by their administrative documents (orders), appoint officials personally responsible for the construction:
developer (technical customer) - a responsible representative of the construction control of the developer (technical customer);
the person carrying out the construction (contractor, general contractor) - the responsible manufacturer of the work;
the person who prepared the design documentation (designer) - the responsible representative of the field supervision in cases when the field supervision is carried out.
These officials must have qualifications that meet the requirements of applicable law.
During the construction of a building or structure by a legal entity performing the functions of a developer (technical customer) and a person carrying out construction (a contractor), these officials are appointed by the head of this organization. At the same time, the combination of the functions of a responsible manufacturer of works and a responsible representative of construction control of a developer (technical customer) by one department or an official of this organization is unacceptable.
5.3 The person carrying out the construction, in accordance with the current legislation, must have certificates of admission to the types of work issued by the self-regulatory organization that affect the safety of the building or structure being erected.
5.4 Design and working documentation is submitted in duplicate in electronic and paper form and must be accepted for work by the developer (technical customer) with the signature of the responsible person by placing a stamp on each sheet. The composition and content of the sections of the project documentation (including the construction organization project) transferred to the person carrying out the construction must comply with the requirements established by the Government of the Russian Federation. The transferred design documentation must contain the designer's assurance that this documentation was developed in accordance with the design assignment and the requirements of the Federal Law of December 30, 2009 N 384-FZ "Technical Regulations on the Safety of Buildings and Structures".
5.5 The person carrying out the construction carries out the input control of the working documentation transferred to him for execution, transfers to the developer (customer) a list of the deficiencies identified in it, checks their elimination. The deadline for the incoming inspection of design documentation is set in the contract.
At the same time, the person carrying out the construction can check the possibility of implementing the project using well-known methods, determining, if necessary, the need for the development of new technological methods and equipment, as well as the possibility of acquiring materials, products and equipment, the use of which is provided for by the design documentation, and the conformity of the actual location specified in design documentation of places and conditions for connecting temporary engineering communications (networks) to external networks of engineering and technical support to provide the construction site with electricity, water, heat, steam.
The availability of instructions for carrying out construction control is also checked, including requirements for the actual accuracy of the controlled parameters, tolerances for the dimensions of products and structures, their installation in the design position, instructions on methods and equipment for performing the necessary tests and changes with reference to regulatory documents.
5.6 Before starting work on the site, the construction contractor:
concludes a construction contract with the developer (technical customer) for construction;
receives from the developer (technical customer) a notarized copy of the building permit;
receives from the developer (technical customer) design and working documentation for the entire object or part of it, for certain types of work or a one-time amount of work;
accepts a construction site;

draws up an admission act on the possible combination of work during the reconstruction of a capital construction object of an operating enterprise;
develops organizational and technological documentation.
5.7 Design preparation of construction organization and development of organizational and technological documentation
5.7.1 Solutions for the organization of construction for industrial and non-industrial facilities are developed in construction organization projects and projects for the organization of work on the demolition or dismantling of capital construction facilities. Construction management solutions for linear facilities are developed in construction management projects and projects for the organization of demolition (dismantling) of a linear facility. Projects for the organization of construction, projects for the organization of work on the demolition or dismantling of capital construction projects, projects for the organization of work for the demolition (dismantling) of a linear facility (hereinafter referred to as construction organization projects, POS) are an integral and integral part of the project documentation. Construction organization projects are a mandatory document for the developer (customer), contractors, as well as organizations providing financing and material and technical support.
The choice of solutions for the organization of construction should be carried out on the basis of a variant study with the widespread use of criteria-based assessment methods, modeling methods and modern computer systems.
5.7.1.1 The organization of construction should: ensure the efficiency of allocation of capital investments and volumes of construction and installation work for buildings, structures and construction periods; eliminate the irrational consumption of energy resources; provide for modern industrial and sanitary services for those working directly at the facilities.
5.7.2 The organizational and technological documentation includes projects for the production of work, schemes and instructions for the production of work, quality control schemes, flow schedules, basic provisions for the production of construction and installation work as part of the working documentation for standard projects of mass use, as well as other documents in which contains decisions on the organization of construction production and the technology of construction and installation works, drawn up, agreed, approved and registered in accordance with the rules in force in the organizations that develop, approve and coordinate these documents.
5.7.2.1 A work production project (PPP) is developed for the construction of a building or structure as a whole, for the construction of their individual parts (underground and aboveground parts, section, span, floor, tier, etc.), for the implementation of individual construction, installation and special construction work.
5.7.3 The project for the production of work for the construction of a building or structure as a whole, the erection of their individual parts, is approved by the head of the organization - the executor of the work.
The project for the production of work in the form of subcontracting work is approved by the head of this organization in agreement with the general contractor organization.
5.7.4 The project for the production of works in full should be developed:
for any construction in urban areas;
for any construction on the territory of an operating enterprise;
during construction in difficult natural and geological conditions, as well as technically especially complex objects - at the request of the authority issuing a building permit or for performing construction and installation and special works.
In other cases, the PPR is developed by the decision of the person who carries out the construction in an incomplete volume.
5.7.5 The project for the production of works in full includes:
work schedule for the facility;
work schedule for the facility;
the schedule of admission to the object of building structures, products, materials and equipment;
the schedule of movement of working personnel around the facility;
the schedule of movement of the main construction machines on the object;
flow charts for the performance of types of work;
an explanatory note containing solutions for the production of geodetic works, solutions for the laying of temporary networks of water, heat, power supply and lighting of the construction site and workplaces; justifications and measures for the use of mobile forms of work organization, work and rest modes; solutions for the production of work, including winter time; the need for energy resources; the need and binding of construction camps and mobile (inventory) buildings; measures to ensure the safety of materials, products, structures and equipment at the construction site; environmental protection measures; measures for labor protection and safety in construction; technical and economic indicators.
The project for the production of work in an incomplete volume includes:
building master plan;
flow charts for the performance of certain types of work (as agreed with the customer);
layouts of geodetic marks;
an explanatory note containing the main decisions, environmental protection measures; measures for labor protection and safety in construction.
5.7.6 Initial materials for the development of work production projects are:
a development assignment issued by a construction organization as a customer of a work production project, with a justification for the need to develop it for a building (structure) as a whole, its part or type of work, and with an indication of the development time;
construction organization project;
required working documentation;
conditions for the supply of structures, finished products, materials and equipment, the use of construction machines and vehicles, the provision of workers with construction workers in the main professions, the use of a team contract for the performance of work, production and technological equipment and transportation of construction materials, and, if necessary, the conditions for organizing construction and performing work on a rotational basis;
materials and results of technical inspection of operating enterprises, buildings and structures during their reconstruction, as well as requirements for the implementation of construction, installation and special construction work in the conditions of existing production.
5.7.7 The solutions of the projects for the production of work must ensure the achievement of the safety of capital construction facilities.
In the project for the production of work, deviations from the decisions of the construction organization project are not allowed without agreement with the organizations that developed and approved it.
5.7.8 If the PPR for the construction of this facility is not developed, decisions on labor safety are drawn up in the form of a separate document (documents).
5.7.9 The project for the production of work, developed for the performance of work on the territory of an operating enterprise, must be agreed with the operating organization.
5.7.10 The project for the production of works with the use of mining, blasting and other potentially hazardous works must also be agreed with the Rostechnadzor body.
5.7.11 Organizational and technological documentation is subject to archival storage in accordance with the established procedure.
5.8 The developer (technical customer) must ensure that the geodetic grid base is taken to the site by a person who has a certificate of admission issued by a self-regulatory organization to work on the creation of geodetic reference networks.
5.8.1 The accepted signs of the geodetic alignment base during the construction process are monitored for safety and are checked instrumentally at least twice a year (in the spring and autumn-winter periods) by the person carrying out the construction.
5.10 The person carrying out the construction should, on the basis of the design documentation, prepare layouts for the axes of buildings and structures to be broken down in nature, signs for securing these axes and installation guidelines, as well as layouts of structures and their elements relative to these axes and landmarks. The schemes are developed on the basis that the axes and landmarks, broken in kind, must be technologically accessible for observation while controlling the accuracy of the position of structural elements at all stages of construction. At the same time, if necessary, you should correct the existing or develop a methodology for performing and monitoring the accuracy of geodetic alignment works, the rules for applying and fixing installation guidelines.
5.12 When preparing for construction and installation work on the territory of operating production facilities, the administration of the developer and the person carrying out the construction appoint a person responsible for the operational management of the work and determine the procedure for coordinated actions. At the same time, they determine and agree on:
volumes, technological sequence, timing of construction and installation work, as well as the conditions for their combination with the work of production shops and sections of the reconstructed enterprise;
the procedure for operational management, including the actions of builders and operators, in the event of emergencies;
the sequence of disassembling structures, as well as disassembling or transferring engineering networks, places and conditions for connecting temporary networks of water supply, power supply, etc., places of execution of executive surveys;
the procedure for the restoration of the road surface after the completion of work related to the need to open it;
the procedure for the use by builders of the services of the enterprise and its technical means;
conditions for the organization of complete and priority delivery of equipment and materials, transportation, storage of goods and movement of construction equipment across the territory of the enterprise, as well as the placement of temporary buildings and structures and (or) use for the needs of the construction of buildings, structures and premises of an operating production enterprise.
5.13 Measures to close streets, restrict traffic, change public transport, provided for by the construction plan and agreed upon during its development, before the start of work, are finally agreed by the developer (customer) with the State Traffic Safety Inspectorate of the internal affairs bodies and transport and communication institutions of the local government. Once the need for restrictions has disappeared, these authorities must be notified.
6 Construction works
6.1 Construction work must be carried out by the person carrying out the construction, in accordance with applicable law, design, working and organizational and technological documentation.
6.2 Organization of the construction site
6.2.1 The boundaries of the construction site, the location of permanent and under construction buildings, structures and temporary construction infrastructure are indicated on the construction site plan and the situational plan, and for linear objects - in the situational plan and the plan of the right of way.
6.2.2 In addition to the land plot owned by the developer, if necessary, the territory of other (including neighboring) land plots may be included in the construction site. In such cases, the developer, prior to obtaining a building permit, must obtain the consent of the owners of additional territories for their use, or the necessary easements must be installed.
6.2.3 Protection of the construction site, compliance at the construction site with labor protection requirements, environmental protection, safety of construction work for the surrounding area and the population, as well as compliance with various administrative requirements established by this set of rules, other applicable regulatory documents or the local authority self-government, provided by the developer. In the case of construction on the basis of a contract during the entire construction period, the above obligations in accordance with the work contract are performed by the contractor (general contractor).
6.2.5 In the case of construction on the basis of a contract, the developer (technical customer) transfers the construction site to the contractor (general contractor) as the person carrying out the construction, according to the act. The area and condition of the construction site must comply with the terms of the contract. The developer (technical customer), in accordance with the current legislation in the cases and in the manner provided for by the contract, must transfer to the contractor (general contractor) the buildings and structures necessary for the implementation of the work, ensure the transportation of goods to his address, temporary connection of power supply networks, water supply and a steam line.
6.2.5.1 Placement of temporary construction infrastructure on a construction site should provide for:
minimizing the volume of temporary construction by maximizing the use of permanent buildings, roads and engineering networks;
maximum use of mobile (inventory) buildings and structures to create normal production and living conditions for workers;
the maximum possible laying of all types of temporary networks of engineering and technical support on permanent routes;
optimization of schemes for the delivery of material and technical resources with a minimum amount of reloading work.
6.2.6 The person carrying out the construction must ensure the cleaning of the construction site and the five-meter adjacent area. Household and construction waste, as well as snow must be removed in a timely manner, within the time frame and in accordance with the procedure established by the local government.
If it is necessary to temporarily use certain areas that are not included in the construction site for construction needs that do not pose a threat to the population and the environment, the mode of use, protection (if necessary) and cleaning of these areas is determined by agreement with the owners of these areas (for public areas - with local government).
6.2.7 If necessary, at the request of the local government, the person carrying out the construction must equip the construction site overlooking the city territory with points for cleaning or washing wheels of vehicles at the exits, as well as devices or bins for collecting waste, and at linear facilities - in places indicated by the local government.
The suitability of washing points for operation is determined by its compliance with GOST R, and by the sanitary and epidemiological conclusion of the Rospotrebnadzor authorities, as well as by the act of acceptance into operation at the stage of completion of preparatory work.
6.2.8 The contractor carrying out the construction, prior to the commencement of any work, must fence off the dedicated area of ​​the construction site, separate areas for the accommodation of construction camps, areas with hazardous and harmful production factors, areas with material values ​​of the construction organization (if necessary).
On the territory of the construction site, hazardous areas for workers are allocated with the installation of safety barriers and safety signs.
6.2.8.1 At the entrance to the site, information boards should be installed indicating the name of the object, the name of the developer (technical customer) of the contractor (contractor, general contractor), the names, positions and phone numbers of the responsible manufacturer of work on the object and the representative of the state construction supervision body (in cases where supervision is carried out) or local government in charge of construction, the timing of the beginning and end of work, the scheme of the object.
The name and telephone number of the work performer are also applied on the boards of the inventory fences of the places of work outside the construction site, mobile buildings and structures, large-sized accessories, cable drums, etc.
At the entrance to the construction site, a fire protection stand is installed with an indication of construction, demolition and auxiliary buildings and structures, entrances, entrances, traffic patterns, location of water sources, fire extinguishing means.
6.2.9 If the operation of buildings and structures existing and abandoned at the construction site ceases, the developer must take measures to exclude harm to the population and the environment (communications are disconnected, existing containers emptied, hazardous or toxic substances removed, etc.). The person carrying out the construction must take measures to prevent unauthorized access to the building of people and animals.
6.2.10 On-site preparatory work should provide for the delivery and acceptance of the geodetic base for construction, the release of the construction site for construction and installation work (clearing the territory, demolition of buildings, etc.), planning the territory, artificial lowering (if necessary) the level of groundwater , relocation of existing and laying of new networks of engineering and technical support, arrangement of permanent and temporary roads, inventory temporary fences of a construction site with the organization, if necessary, of access control, placement of mobile (inventory) buildings and structures, arrangement of storage areas, organization of communication for prompt - dispatching control of the work, providing the construction site with fire-fighting water supply and equipment, lighting and signaling equipment.
During the preparatory period, permanent buildings and structures can be erected for the needs of construction, or existing ones adapted for these purposes.
On-site preparatory work must be completed prior to the commencement of construction and installation work.
6.2.11 During the entire construction period, the person carrying out the construction must provide access to the construction site and the building (structure) under construction for representatives of the construction control of the developer (customer), designer supervision and state supervision authorities.
6.2.12 The performance of work should be carried out by methods (methods) that do not lead to the emergence of new and (or) intensification of existing hazardous natural processes and phenomena and exclude the emergence of a threat of harm to the life or health of people, property of individuals or legal entities, state or municipal property, environment, life and health of animals and plants.
6.2.13 Mechanization of construction, installation and special construction work during the construction of an object should be comprehensive and carried out by sets of construction machines, equipment, means of small mechanization, the necessary assembly equipment, inventory and fixtures.
The types, characteristics and the number of leading and component machines should be adopted in the project for the organization of construction and projects for the production of work based on the structural and space-planning solutions of the buildings and structures being erected, the volume of work, the pace and conditions of work (northern and southern regions, mountainous terrain, tightness of the site, etc.), taking into account the available fleet of machines and the accepted mode of their operation at the construction site.
Means of small mechanization, including construction and finishing machines, equipment, tools, technological equipment necessary for performing concrete, assembly, stone, plastering, sanitary-technical, waterproofing, painting, glass and other construction works, must be completed in standard kits in accordance with technology of the work performed.
Mechanization of construction and installation work during the reconstruction of existing enterprises in cramped conditions should be carried out by using construction machines with small dimensions and high maneuverability, and in closed rooms - an additional electric drive.
6.3 Types of construction and reconstruction work that affect the safety of a capital construction facility should be performed only by individual entrepreneurs or legal entities that have certificates of admission to such types of work issued by self-regulatory organizations.
6.4 The person carrying out construction, reconstruction, organizes and coordinates the work, ensures compliance with the requirements of design and working documentation, technical regulations and safety measures in the process of performing such work.
6.5 The developer (technical customer) is obliged to ensure the compliance of buildings and structures with the requirements of energy efficiency and the requirements for equipping them with metering devices for the used energy resources during construction, reconstruction.
6.6 Temporary buildings and structures
6.6.1 Temporary buildings and structures for the needs of construction are erected (installed) at the construction site or in the right-of-way of linear facilities by the person carrying out the construction, specifically to ensure the construction and after its completion are subject to liquidation. Temporary buildings and structures should generally be mobile (inventory).
Buildings, structures or premises used for the needs of construction, which are part of the construction object, are not temporary.
6.6.2 If it is necessary to temporarily use certain territories not included in the construction site for the placement of temporary buildings and structures, the mode of use, protection (if necessary) and cleaning of these territories is determined by agreement with the owners of these territories (for public areas - with the local government) ...
6.6.3 Temporary buildings and structures, as well as individual premises in existing buildings and structures, adapted for use for construction needs, must comply with the requirements of technical regulations and existing building, fire, sanitary and epidemiological norms and rules for household, industrial, administrative and residential buildings, structures and premises.
Household camps of builders, walkways and resting places for workers should be located outside the hazardous areas in compliance with the relevant sanitary norms and rules.
When operating residential townships, it is necessary to monitor the state of structures and elements of buildings and engineering networks, carry out their maintenance and repair, observe safety and fire safety rules, as well as sanitary hygiene requirements.
During the heating season, the person carrying out the construction is obliged to carry out actions aimed at regulating the consumption of heat energy in the residential camps of builders, in mobile (inventory) buildings and structures in order to save it.
6.6.4 Temporary buildings and structures located on the construction site or on the territory used by the developer by agreement with its owner are put into operation by the decision of the person carrying out the construction. Commissioning is formalized by an act or an entry in the work log.
6.6.5 Responsibility for the safety of temporary buildings and structures, as well as individual premises in existing buildings and structures adapted for use for construction needs, for their technical operation, is borne by the person carrying out the construction.
6.7 Temporary settlements created for the needs of the construction of an object are located on the territory of the developer or in the territory used by the developer by agreement with its owner. The project of a temporary settlement should include a master plan linked to the area, the composition of temporary buildings, structures and (or) premises, schemes of electricity, water, heat supply and sewerage, a scheme of access roads for all types of transport used, and communication solutions. The project of a temporary settlement should also include its demolition, land reclamation, and cost estimates for these works.
6.8 In cases where the developer provides for the subsequent transfer of temporary settlements, buildings and structures for permanent operation, projects of temporary settlements, buildings and structures are developed, agreed upon and approved in the manner established for the design of settlements, buildings and structures intended for permanent use for their intended purpose. The commissioning of such settlements, buildings and structures into permanent operation is carried out in accordance with the procedure established by the legislation on urban planning.
6.9 Disposal (demolition, dismantling) of buildings and structures
6.9.1 Work on the disposal (demolition, dismantling) of buildings and structures should be carried out in accordance with the project for organizing work on demolition or dismantling, which includes a list of buildings and structures to be demolished, as well as the necessary technical solutions for demolition, ensuring the safety of builders, population, natural environment and engineering infrastructure, including existing underground communications.
6.9.2 Recycled buildings and structures from the moment of their decommissioning until the moment of their disposal must be brought into a safe state that excludes accidental harm to the population and the environment (communications must be disconnected, existing containers must be emptied, hazardous or poisonous substances must be removed, or unstable structures collapsed, etc.). Measures should be taken to prevent unauthorized access to these buildings (structures) for people and animals.
6.9.3 The moment of explosion, burning or collapse of the demolished building or structure must be notified to all those on the construction site, as well as the organization operating the adjacent territory. A cordon should be deployed if necessary.
Before the start of the demolition of the facility, technological and special equipment, instrumentation and automation, engineering systems, engineering equipment, sanitary networks, power supply systems, communications, radio and television systems, as well as finishing elements are dismantled.
6.9.4 The fact of liquidation or demolition of a building or structure must be notified to the relevant accounting and administrative authorities. In this case, the bodies - holders of territorial geofundas, in the order established by them, must be notified about the communications, premises, structures and structures remaining in the ground.
6.9.5 A person admitted to the disposal of an object must:
obtain permission from the technical customer to dispose of the facility;
obtain from the technical customer documents certifying the disconnection of communications;
issue an order on the organization, defining the procedure for the performance of work at the construction site in each shift;
appoint those responsible for the performance of work, fire safety, electrical safety.
A plate with the names of the responsible persons is posted on the construction site in a conspicuous place on the work site.
The corresponding orders must be issued by the subcontractors involved in the work.
6.9.6 Prior to the start of dismantling of buildings and structures, an examination of the technical condition of the object's structures is carried out to establish the danger of collapse of structures, the possibility of reusing structures, and safely performing dismantling works.
6.10 Warehousing and storage of used (purchased and manufactured by own forces) materials, products and structures in accordance with the requirements of standards and specifications for these materials, products and structures shall be provided by the person carrying out the construction.
If violations of the established rules for warehousing and storage are revealed, the person carrying out the construction must immediately eliminate them. The use of improperly stored and stored materials and products by the person carrying out the construction should be suspended pending a decision on the possibility of their use without prejudice to the quality of construction by the developer (customer) with the involvement, if necessary, of representatives of the designer and the state construction supervision body. This decision must be documented.
6.11 When carrying out work related to the construction of temporary excavations and other obstacles on the territory of an existing development, the person carrying out the construction ensures the passage of vehicles and passage to the facilities by means of the construction of bridges, pedestrian bridges with handrails, ladders in agreement with the owner of the territory. After the completion of the work, these devices must be removed from the territory, and the landscaping of the territory must be restored.
Work areas must be fenced to prevent unauthorized entry of people and animals.
Places of work, as well as temporary driveways and walkways must be illuminated.
Organizational and technological solutions should be focused on minimizing the inconvenience caused by construction work to the population. For this purpose, the laying of communications in the urban area along the streets and roads should be carried out according to a schedule that takes into account their simultaneous laying; restoration of the improvement should be carried out on sections of length, as a rule, no more than one block; restoration work should be carried out in two or three shifts; waste asphalt concrete, construction waste should be removed in a timely manner, within the time frame and in accordance with the procedure established by the local government.
6.12 Work at the locations of existing underground utilities
6.12.1 Work related to the opening of the surface at the locations of existing underground communications and structures must be carried out in compliance with special rules established by the ministries and departments operating these communications, as well as the following additional rules.
6.12.2 In accordance with the current rules for the protection of underground communications, the responsible contractor must, no later than three working days, call representatives of organizations operating underground communications and structures to the place of work, and in their absence - representatives of organizations that have agreed on the project documentation.
In the absence of the communications and structures operated by them in the indicated place of work, the relevant organizations are obliged to officially notify the person carrying out the construction about this.
6.12.3 The representatives of the operating organizations who arrived at the site are presented with the design and working documentation and the fixed axes or dimensions of the intended excavation. Together with the operating organization, the actual position of the existing underground utilities and structures is determined on site (by drilling or otherwise), marked on the ground and applied to the working drawings. The representatives of the operating organizations hand over to the person carrying out the construction instructions on measures to ensure the safety of existing underground communications and structures and on the need to call them to inspect hidden works and at the time of backfilling of the excavations.
Organizations that did not appear and did not notify about the absence of the communications and facilities operated by them on the job site are called again one day in advance with the simultaneous notification of the local government bodies, which decide on further actions in case of repeated failure to appear by the representatives of these organizations. Until the appropriate decision is made, it is impossible to start work.
The responsible work contractor is obliged to instruct the earthmoving machine operator on the excavation procedure and to mark the boundaries of the zone within which mechanized excavation is allowed with clearly visible signs from the cab. The remaining soil mass, directly adjacent to the underground structure, is mined by hand.
6.13 The person carrying out the construction, in accordance with the legislation on urban planning activities, must keep the executive documentation:
certificates of survey of the geodetic grid base of the capital construction object;
acts of the breakdown of the axes of the capital construction object on the ground;
certificates of inspection of hidden works;
certificates of inspection of critical structures;
certificates of inspection of sections of engineering and technical support networks;
a set of working drawings with inscriptions on the compliance of the work performed in kind with these drawings or on the changes made to them by agreement with the designer, made by the persons responsible for the construction and installation work;
executive geodetic diagrams and drawings;
executive schemes and profiles of sections of engineering and technical support networks;
acts of testing and testing of technical devices;
the results of examinations, examinations, laboratory and other tests of the work performed, carried out in the process of construction control;
documents confirming the quality control of the building materials (products) used;
other documents reflecting the actual implementation of design solutions.
Requirements for the preparation and procedure for maintaining executive documentation are established by the Federal Service for Environmental, Technological and Nuclear Supervision.
The executive documentation is subject to permanent storage by the developer (technical customer). At the time of the final inspection, the executive documentation is transferred to the state construction supervision body.
6.14 As soon as the work and structures are ready, the quality indicators of which affect the safety of the building (structure), and if, in accordance with the construction technology, these indicators cannot be monitored after the completion of subsequent work, the person carrying out the construction, within the time frame by agreement, but not later than three working days notifies the developer (customer), representatives of state control (supervision) and architectural supervision about the timing of the corresponding conformity assessment procedure.
The shortcomings identified by such a procedure should be eliminated with the preparation of appropriate acts.
Until the identified deficiencies are eliminated and the relevant acts are drawn up, subsequent work is unacceptable.
6.15 Termination of construction and mothballing of the facility
6.15.1 If necessary, the termination of work on the construction of the facility or their suspension for a period of more than 6 months. the preservation of the facility should be carried out - bringing the facility and the territory used for construction to a condition that ensures the strength, stability and safety of the main structures and the safety of the facility for the population and the environment.
6.15.2 The decision to terminate or suspend construction is made by the developer and notifies the person carrying out the construction (when construction is carried out on the basis of an agreement), the local government body, as well as the relevant state supervision bodies about the decision. The developer is responsible for the safety of an object whose construction has been terminated or suspended.
6.15.3 The fact of termination or suspension of construction within three days must be notified, if necessary, to the traffic police of the internal affairs bodies in order to cancel the previously imposed restrictions on traffic and pedestrians, as well as the owners of the territories included in the territory of the construction site.
When carrying out construction on the basis of a contract, the developer (customer) and the person carrying out construction when carrying out construction on the basis of the contract, no later than a month later, draw up an acceptance certificate for the completed part of the object with a description of the state of the object, indicating the volume and cost of work performed, a list of applied (mounted ) at the facility of equipment, materials and structures, a list of unused and subject to storage equipment, materials and structures, a list of works necessary for the safety of the facility and unused equipment, materials and structures.
6.15.4 If necessary, the designer, under an agreement with the developer (customer), develops working documentation and an estimate for the conservation of the object, and the person carrying out the construction performs the work provided for by these working documentation and estimates.
6.15.5 The mothballed object and the construction site during construction on the basis of a contract are transferred under an act to the developer (technical customer). The act is accompanied by executive documentation, work logs, as well as documents on surveys, inspections, control tests, measurements carried out during construction, supplier documents confirming the compliance of materials, works, structures, process equipment and engineering systems of the facility with the project and the requirements of regulatory documents.
7 Construction control and construction supervision
7.1 Participants in the construction - the person carrying out the construction, the developer (customer), the designer - must carry out construction control provided for by the legislation of the Russian Federation on urban planning activities, in order to assess the conformity of construction and installation works, structures being erected, systems and networks of engineering and technical support of the building or structures to the requirements of technical regulations, design and working documentation.
The person carrying out the construction, as part of the construction control, performs:
incoming control of project documentation provided by the developer (customer);
survey of the geodetic alignment base of the capital construction object;
incoming control of used building materials, products, structures and equipment;
operational control during the execution and after completion of construction and installation operations;
survey of the work performed, the results of which become unavailable for control after the start of subsequent work;
survey of critical building structures and sections of engineering and technical support systems;
testing and testing of technical devices.
Construction control of the developer (customer) in accordance with the current legislation is carried out in the form of control and supervision of the customer over the performance of work under a construction contract in accordance with 7.3.
7.1.7 To perform operational quality control, documents containing:
a list of operations or processes that are subject to quality control;
drawings of structures with an indication of the permissible deviations in dimensions, the required measurement accuracy, as well as the materials used;
places of control, their frequency, methods, performers, measuring instruments and forms of recording results.
7.2 During the construction process, an assessment of the work performed should be carried out, the results of which affect the safety of the facility, but in accordance with the adopted technology become unavailable for control after the start of subsequent work, as well as completed building structures and sections of engineering and technical support networks, the elimination of defects of which, identified by control, it is impossible without disassembly or damage to subsequent structures and sections of engineering networks. Representatives of the relevant bodies of state supervision, architectural supervision, as well as, if necessary, independent experts can participate in these control procedures. The person carrying out the construction, within the time frame by agreement, but no later than three working days, notifies the other participants about the timing of these procedures.
7.2.1 The results of the survey of the work hidden by subsequent work, in accordance with the requirements of the design and regulatory documentation, are drawn up by the acts of the survey of the hidden work,. The developer (technical customer) may require a re-examination after elimination of the identified defects.
7.2.2 To the procedure for assessing the conformity of individual structures, tiers of structures (floors), the person carrying out the construction must submit certificates of examination of all hidden works that are part of these structures, geodetic executive schemes, as well as test reports of structures in cases stipulated by the design documentation and (or) a construction contract. The developer (technical customer) can check the reliability of the executive geodetic schemes presented by the contractor. For this purpose, the person carrying out the construction must keep the alignment axes and installation guidelines fixed in nature until the completion of the acceptance.
The results of the survey of individual structures should be documented by certificates of survey of critical structures.
7.2.3 Tests of sections of engineering and technical support networks and mounted engineering equipment are carried out in accordance with the requirements of the relevant regulatory documents and are drawn up by appropriate acts.
7.2.4 If, as a result of construction control, defects in work, structures, sections of engineering and technical support networks are detected, the corresponding acts should be drawn up only after the identified defects have been eliminated.
In cases where subsequent work should begin after a break of more than six months from the date of completion of the stage-by-stage acceptance, these procedures should be repeated with the issuance of the relevant acts before resuming work.
7.3 The construction control of the customer is carried out:
checking whether the person carrying out the construction has quality documents (certificates in established cases) for the materials, structural products and equipment used by him, documented results of incoming control and laboratory tests;
control of compliance by the person carrying out the construction with the rules of storage and storage of the materials used, structural products and equipment; upon detection of violations of these rules, a representative of the construction control of the developer (customer) may prohibit the use of improperly stored and stored materials;
control of compliance of the operational control performed by the person carrying out the construction with the requirements of 7.1.6;
control of the availability and correctness of the execution by the person carrying out the construction, including the assessment of the reliability of geodetic executive schemes of the completed structures with selective control of the accuracy of the position of the elements;
control over the elimination of defects in design documentation identified during the construction process, documented return of defective documentation to the designer, control and documented acceptance of revised documentation, transfer to the person carrying out the construction;
control over the execution by the person carrying out the construction of the instructions of the state supervision bodies and local self-government;
notification of the state supervision authorities about all cases of emergency conditions at the construction site;
assessment (jointly with the person carrying out the construction) of the compliance of the work performed, structures, sections of engineering and technical support networks, signing of bilateral acts confirming compliance; control over the fulfillment by the person carrying out the construction of the requirement on the inadmissibility of performing subsequent work before the signing of these acts;
a final assessment (together with the person carrying out the construction) of the compliance of the completed construction of the object with the requirements of the legislation, design and regulatory documentation.
7.3.1 Mandatory conformity assessment of buildings and structures, as well as design processes (including surveys), construction, installation, adjustment and disposal (demolition, dismantling) associated with buildings and structures is carried out in the form of:
statements on the conformity of the design documentation to the requirements;
state expertise of engineering survey results and design documentation;
construction control;
state construction supervision;
statements on the conformity of a constructed, reconstructed or repaired building or structures with design documentation;
statements on the compliance of a constructed, reconstructed or repaired building or structure with the requirements;
putting the facility into operation.
7.4 During the construction of hazardous production facilities, as well as especially hazardous technically complex and unique facilities, the designer's supervision is carried out. In other cases, it is carried out by the decision of the developer (customer). The procedure for implementation and functions of designer's supervision are established by SP 246.1325800.
7.5 The remarks of the representatives of the construction control of the developer (customer) are documented in the general and special work logs, the remarks of the representatives of the architectural supervision - in the log of the architectural supervision. The facts of elimination of defects based on the comments of these representatives are documented with their participation.
7.6 Architectural supervision of an architect is carried out by the author-architect on an initiative basis, regardless of the decision of the developer (technical customer) and the existence of a construction supervision contract. The territorial authority for architecture and urban planning, at the request of the author, having verified his authorship, can issue the developer (technical customer) an order to ensure the author's admission to the construction site, the possibility of making entries in the designer's supervision log. The claims of the author-architect for the implementation of architectural design solutions can be considered by the urban planning and architecture body, the solution of which is mandatory for the developer (technical customer).
7.7 State construction supervision is carried out in the cases provided for by the legislation on urban planning activities in accordance with the legislation of the Russian Federation on urban planning activities and other regulatory legal acts.
Bodies of state construction supervision carry out an assessment of the conformity of the construction process of a specific object upon receipt of a notice from the developer (customer) about the start of construction work.
7.8 In order to limit the adverse impact of construction and installation work on the population and the territory in the zone of influence of ongoing construction, local authorities or their authorized organizations (administrative inspectorates, etc.), in the manner prescribed by the current legislation, conduct administrative control over construction.
Administrative control consists in the preliminary establishment of the conditions for construction (dimensions of the construction site fencing, temporary work regime, garbage disposal, maintaining order in the adjacent territory, etc.) and monitoring compliance with these conditions during construction. The developer is responsible to the local government, unless otherwise provided by contracts.
The conditions for construction are established in the form of an order or other document issued by the local administration or organizations authorized by it in accordance with the regulatory legal acts of the constituent entities of the Russian Federation.

CODE OF RULES Foreword
The goals and principles of standardization in the Russian Federation are established by the Federal Law of December 27, 2002 N 184-FZ "On technical regulation", and the development rules - by the Decree of the Government of the Russian Federation of November 19, 2008 N 858 "On the procedure for the development and approval of sets of rules ".

1 area of ​​useThis set of rules applies to the construction of new, reconstruction and demolition of existing buildings and structures (hereinafter referred to as construction), erected on the basis of a building permit obtained in accordance with the established procedure, as well as landscaping and engineering preparation of territories.
During the construction of linear structures, power lines, communications, pipelines and other objects of technical infrastructure, as well as in the right-of-way of railways, in the right-of-way for highways and other transport routes, the requirements of the current regulatory documents must be additionally taken into account.
With regard to objects of the military infrastructure of the Armed Forces of the Russian Federation, objects, information about which constitutes a state secret, objects of production, processing, storage of radioactive and explosive substances and materials, objects for the storage and destruction of chemical weapons and explosives, other objects for which requirements are established related to ensuring nuclear and radiation safety in the field of atomic energy use, the requirements established by state customers, federal executive bodies authorized in the field of ensuring the safety of these facilities, and government contracts (agreements) must be observed.
The document does not apply to buildings and structures, the construction of which, in accordance with the legislation on urban planning activities, can be carried out without a building permit, as well as to individual housing construction objects erected by developers (individuals) on their own, including with the involvement of employees, for their land plots.
The document also does not apply to the production of materials, products and structures at the enterprises of the building and building materials industry.
2. Normative references 3. Terms and definitionsIn this set of rules, the terms and definitions of the Technical Regulations on the safety of buildings and structures are generally accepted.
4. General provisions4.1. The construction of buildings and structures is carried out with a building permit obtained in accordance with the legislation on urban planning.
Lists of buildings and structures for the construction of which a building permit is not required are established by the legislation on urban planning activities.
4.2. The actions of the participants in the construction, the work performed during the construction process, their results, including the completed construction of buildings and structures, must meet the requirements of the current legislation, design and working documentation, urban planning plans of land plots.
4.3. The developer must ensure the performance of all the functions specified in 4.4, 4.6 and not assigned by contracts to other participants in the construction.
4.4. The basic functions of the developer are:
obtaining a building permit;
obtaining the right to limited use of neighboring land plots (easements) during construction;
Involvement of a contractor (general contractor) to carry out work on the construction of a building or structure as a person carrying out the construction, in the case of work under a contract;
provision of construction with design documentation that has passed the examination and approved in the prescribed manner;
Ensuring the staking out of construction regulation lines and the creation of a geodetic baseline;
notification of the beginning of any work on the construction site of the state construction supervision body, which controls this object;
ensuring construction control of the developer (customer);
Acceptance of the completed construction of the construction object in the case of work under the contract;
Organization of adjustment and testing of equipment, trial production of products and other activities to prepare the facility for operation;
making decisions on the commencement, suspension, conservation, termination of construction, on the commissioning of the completed construction of the real estate object;
presentation of the completed construction object of construction to the bodies of state construction supervision and environmental supervision (in cases stipulated by the legislation on urban planning);
Presentation of the completed construction object of construction to the authorized body for commissioning;
Acquisition, storage and transfer of executive and operational documentation to the relevant organizations.
4.5. The developer, in order to carry out his functions of providing construction with design documentation that has passed the examination and approved in the prescribed manner, upon receipt of a building permit, his functions as a customer in conducting construction on the basis of a contract, to carry out construction control of the customer, as well as to interact with state supervision authorities and local government can attract a specialized organization or a specialist of appropriate qualifications in accordance with the current legislation.
The transfer by the developer of its functions to an involved organization or specialist is formalized by an agreement between them.
4.6. When carrying out construction on the basis of a contract, the basic organizational functions of a contractor (general contractor) as a person carrying out construction are:
Execution of works, structures, systems of engineering and technical support of the construction object in accordance with the design and working documentation;
Development and application of organizational and technological documentation;
implementation of construction control of the person carrying out the construction, including control over the compliance of the used construction materials and products with the requirements of technical regulations, design and working documentation;
maintenance of as-built documentation;
ensuring labor safety at the construction site, safety of construction work for the environment and the population;
Construction site management, including ensuring the security of the construction site and the safety of the object until its acceptance by the developer (customer);
fulfillment of the requirements of the local administration, acting within its competence, to maintain order in the territory adjacent to the construction site.
4.7. The basic function of the person who prepared the design documentation (hereinafter referred to as the designer) during the construction process is to make changes in the design and estimate and working documentation in accordance with the established procedure in the event of a change after the start of construction of the urban planning plan of the land plot or current regulatory documents (performed as additional work ).
Additional organizational functions of the designer in the construction process, carried out in accordance with agreements between the participants in the construction, are:
amendments to the design and estimate documentation due to the need to take into account the technological capabilities of the contractor;
development of additional design solutions in connection with the need to ensure production;
coordination of admitted deviations from the working documentation, including making decisions on the possibility of using inappropriate products.
4.8. Construction in accordance with the current legislation is carried out under the control of local authorities and state construction supervision. To ensure such an opportunity, the aforementioned bodies must be notified in advance by the developer (customer) about the timing of the start of work on the construction site, about the suspension, conservation and (or) termination of construction, about the readiness of the facility for commissioning.
4.9. Upon completion of the construction of a building or structure, an assessment is made of its compliance with the requirements of the current legislation, technical regulations, design and working documentation, its acceptance during construction on the basis of a contract, as well as the commissioning of a completed building or structure.
4.10. Construction control carried out by the participants in the construction must be carried out in accordance with the Federal Law of June 26, 2008 N 102-FZ "On ensuring the uniformity of measurements" using measuring instruments of an approved type that have been tested, according to certified measurement procedures (methods), if necessary ... Proof tests and measurements must be performed by qualified personnel.
5. Preparation for construction5.1. In order to carry out construction on the basis of a contract, the developer (customer) engages a contractor (general contractor) to perform work in accordance with the current legislation as the person carrying out the construction.
5.2. Construction participants (legal entities), with their administrative documents (orders), appoint officials personally responsible for the construction:
developer (customer) - a responsible representative of the construction control of the developer (customer);
the person carrying out the construction (contractor, general contractor) - the responsible manufacturer of the work;
The person who prepared the design documentation (designer) is the responsible representative of the field supervision in cases when the field supervision is carried out.
These officials must have qualifications that meet the requirements of applicable law.
During the construction of a building or structure by a legal entity performing the functions of a developer (customer) and a person carrying out the construction (contractor), these officials are appointed by the head of this organization. At the same time, the combination of the functions of a responsible manufacturer of works and a responsible representative of construction control of a developer (customer) by one department or an official of this organization is unacceptable.
5.3. The person carrying out the construction, in accordance with the current legislation, must have certificates of admission to the types of work issued by the self-regulatory organization that affect the safety of the building or structure being erected.
5.4. When carrying out construction on the basis of a contract, the developer (customer) transfers to the person carrying out the construction the project documentation approved by him, as well as working documentation for the entire facility or for certain stages of work in duplicate in electronic and paper form. The design and working documentation must be approved for the production of work by the developer (customer) with the signature of the responsible person by placing a stamp on each sheet. The composition and content of the sections of the project documentation (including the construction organization project) transferred to the person carrying out the construction must comply with the requirements established by the Government of the Russian Federation (Appendix A). The transferred design documentation must contain the designer's assurance that this documentation was developed in accordance with the design assignment and the requirements of the Federal Law of December 30, 2009 N 384-FZ "Technical Regulations on the Safety of Buildings and Structures".
5.5. The person carrying out the construction carries out the incoming control of the working documentation handed over to him for the execution, transfers to the developer (customer) a list of the deficiencies identified in it, checks their elimination. The deadline for the incoming inspection of design documentation is set in the contract.
At the same time, the person carrying out the construction can check the possibility of implementing the project using well-known methods, determining, if necessary, the need for the development of new technological methods and equipment, as well as the possibility of acquiring materials, products and equipment, the use of which is provided for by the design documentation, and the conformity of the actual location specified in design documentation of places and conditions for connecting temporary engineering communications (networks) to external networks of engineering and technical support to provide the construction site with electricity, water, heat, steam.
5.6. The conditions for fulfilling the requirements of the legislation on labor protection, the environment and the population during the construction process, as well as the possibility of performing all types of control necessary to assess the compliance of the work performed with the requirements of the design, regulatory documentation and (or) the terms of the contract, are established by the projects for the organization of construction and organizational and technological documentation.
5.7. Design preparation of construction organization and organizational and technological documentation
5.7.1. Construction management solutions for industrial and non-production facilities are developed in construction management projects and projects for the organization of demolition or dismantling of capital construction projects. Construction management solutions for linear facilities are developed in construction management projects and projects for the organization of demolition (dismantling) of a linear facility. Projects for the organization of construction, projects for the organization of work on the demolition or dismantling of capital construction projects, projects for the organization of work for the demolition (dismantling) of a linear facility (hereinafter referred to as construction organization projects, POS) are an integral and integral part of the project documentation. Construction organization projects are a mandatory document for the developer (customer), contractors, as well as organizations providing financing and material and technical support.
The choice of solutions for the organization of construction should be carried out on the basis of a variant study with the widespread use of criteria-based assessment methods, modeling methods and modern computer systems.
5.7.2. Organizational and technological documentation includes a project for the production of work, as well as other documents that contain decisions on the organization of construction production and technology for construction and installation works, drawn up, agreed, approved and registered in accordance with the rules in force in organizations that develop, approve and coordinating these documents.
5.7.4. The project for the production of work in full should be developed:
for any construction in urban areas;
for any construction on the territory of an operating enterprise;
When building in difficult natural and geological conditions, as well as technically especially complex objects - at the request of the authority issuing a building permit or for performing construction and installation and special works.
In other cases, the PPR is developed by the decision of the person who carries out the construction in an incomplete volume.
5.7.5. The project for the production of works in full includes:
work schedule for the facility;
the schedule of admission to the object of building structures, products, materials and equipment;
the schedule of movement of working personnel around the facility;
the schedule of movement of the main construction machines on the object;
flow charts for the performance of types of work;
An explanatory note containing solutions for the production of geodetic works, solutions for the laying of temporary networks of water, heat, power supply and lighting of the construction site and workplaces; justifications and measures for the use of mobile forms of work organization, work and rest modes; solutions for the production of work, including winter time; the need for energy resources; the need and binding of construction camps and mobile (inventory) buildings; measures to ensure the safety of materials, products, structures and equipment at the construction site; environmental protection measures; measures for labor protection and safety in construction; technical and economic indicators.
The project for the production of work in an incomplete volume includes:
building master plan;
flow charts for the performance of certain types of work (as agreed with the customer);
layouts of geodetic marks;
Explanatory note containing the main decisions, environmental protection measures; measures for labor protection and safety in construction.
5.7.6. The initial materials for the development of projects for the production of works are:
A development assignment issued by a construction organization as a customer of a project for the production of work, with a justification for the need to develop it for a building (structure) as a whole, its part or type of work, and with an indication of the development time;
construction organization project;
required working documentation;
conditions for the supply of structures, finished products, materials and equipment, the use of construction machines and vehicles, the provision of workers with construction workers in the main professions, the use of a team contract for the performance of work, production and technological equipment and transportation of construction materials, and, if necessary, the conditions for organizing construction and performing work on a rotational basis;
materials and results of technical inspection of operating enterprises, buildings and structures during their reconstruction, as well as requirements for the implementation of construction, installation and special construction work in the conditions of existing production.
5.7.7. The solutions for the projects of the production of work must ensure the achievement of the safety of capital construction facilities.
In the project for the production of work, deviations from the decisions of the construction organization project are not allowed without agreement with the organizations that developed and approved it.
5.7.8. If the PPR for the construction of this facility is not developed, safety decisions are drawn up in the form of a separate document (documents).
5.7.9. The project for the production of work on the territory of the operating enterprise must be agreed with the operating organization.
5.7.10. The project for the production of work with the use of mining, blasting and other potentially hazardous work must also be agreed with the Rostekhnadzor body.
5.8. The developer (customer) must ensure that the geodetic alignment base is carried out to the site by a person who has a certificate of admission issued by a self-regulatory organization to work on the creation of geodetic reference networks.
5.9. The person carrying out the construction should check for the presence of instructions on carrying out construction control in the organizational and technological documentation used by him.
5.10. The person carrying out the construction should, on the basis of the project documentation, prepare layouts for the axes of buildings and structures to be broken down in nature, signs for securing these axes and installation guidelines, as well as layouts of structures and their elements relative to these axes and landmarks. The schemes are developed on the basis that the axes and landmarks, broken in kind, must be technologically accessible for observation while controlling the accuracy of the position of structural elements at all stages of construction. At the same time, if necessary, you should correct the existing or develop a methodology for performing and monitoring the accuracy of geodetic alignment works, the rules for applying and fixing installation guidelines.
5.11. The person carrying out the construction, if necessary, should carry out training of personnel, as well as conclude contracts with accredited laboratories for the performance of those types of tests that the contractor cannot perform on his own.
5.12. When preparing for construction and installation work on the territory of existing production facilities, the administration of the developer and the person carrying out the construction appoint a person responsible for the operational management of the work and determine the procedure for coordinated actions. At the same time, they determine and agree on:
Scopes, technological sequence, timing of construction and installation work, as well as the conditions for their combination with the work of production shops and sections of the reconstructed enterprise;
the procedure for operational management, including the actions of builders and operators, in the event of emergencies;
the sequence of disassembling structures, as well as disassembling or transferring engineering networks, places and conditions for connecting temporary networks of water supply, power supply, etc., places of execution of executive surveys;
the procedure for the use by builders of the services of the enterprise and its technical means;
Conditions for organizing a complete and priority delivery of equipment and materials, transportation, storage of goods and movement of construction equipment across the territory of the enterprise, as well as the placement of temporary buildings and structures and (or) use for the needs of the construction of buildings, structures and premises of an operating production enterprise.
5.13. Measures to close streets, restrict traffic, change the movement of public transport, provided for by the construction plan and agreed upon during its development, before the start of work, are finally agreed by the developer (customer) with the State Traffic Safety Inspectorate of the internal affairs bodies and transport and communication institutions of the local government. Once the need for restrictions has disappeared, these authorities must be notified.
6. Construction work6.1. Construction work must be carried out by the person carrying out the construction, in accordance with applicable law, design, working and organizational and technological documentation.
6.2. Construction site
6.2.1. The boundaries of the construction site must be indicated on the construction site plan and the situational plan, and for linear objects, indicated as the width of the right-of-way.
6.2.2. In addition to the land plot owned by the developer, if necessary, the territory of other (including neighboring) land plots may be included in the construction site. In such cases, the developer, prior to obtaining a building permit, must obtain the consent of the owners of additional territories for their use, or the necessary easements must be installed.
6.2.3. Protection of the construction site, compliance with labor protection requirements, environmental protection at the construction site, safety of construction work for the surrounding territory and the population, as well as the fulfillment of various administrative requirements established by these standards, other applicable regulatory documents or local government bodies, are provided by the developer ...
6.2.4. If construction is carried out on the basis of a contract during the entire construction period, the obligations provided for in 6.2.3 in accordance with the work contract are performed by the contractor (general contractor).
6.2.5. In the case of construction on the basis of a contract, the developer (customer) transfers the construction site to the contractor (general contractor) as the person carrying out the construction, according to the act. The area and condition of the construction site must comply with the terms of the contract. The developer (customer), in accordance with the current legislation in the cases and in the manner provided for by the contract, must transfer to the contractor (general contractor) for use the buildings and structures necessary for the work, ensure the transportation of goods to his address, temporary connection of power supply networks, water and steam line.
6.2.6. The person carrying out the construction must ensure the cleaning of the construction site and the five-meter adjacent area. Household and construction waste, as well as snow must be removed in a timely manner, within the time frame and in accordance with the procedure established by the local government.
6.2.7. If necessary, at the request of the local government, the person carrying out the construction must equip the construction site overlooking the urban area with points for cleaning or washing wheels of vehicles at exits, as well as devices or bunkers for collecting garbage, and at linear facilities - in places, specified by the local government.
If it is necessary to temporarily use certain areas that are not included in the construction site for construction needs that do not pose a threat to the population and the environment, the mode of use, protection (if necessary) and cleaning of these areas is determined by agreement with the owners of these areas (for public areas - with local government).
6.2.8. The person carrying out the construction, before starting any work, must fence off the construction site and hazardous areas of work outside of it in accordance with the requirements of regulatory documents.
At the entrance to the site, information boards should be installed indicating the name of the object, the name of the developer (customer), the contractor (contractor, general contractor), the name, position and phone numbers of the responsible manufacturer of work on the object and the representative of the state construction supervision body (in cases where supervision is carried out) or local government in charge of construction, start and finish dates, facility diagrams.
The name and telephone number of the work performer are also applied on the boards of the inventory fences of the places of work outside the construction site, mobile buildings and structures, large-sized accessories, cable drums, etc.
6.2.9. If the operation of buildings and structures existing and left on the construction site ceases, the developer must take measures to exclude harm to the population and the environment (communications are disconnected, existing containers are emptied, hazardous or toxic substances are removed, etc.). The person carrying out the construction must take measures to prevent unauthorized access to the building of people and animals.
6.2.10. On-site preparatory work must be performed prior to the commencement of construction and installation work in accordance with the project for the production of works.
6.2.11. During the entire construction period, the person carrying out the construction must provide access to the construction site and the building (structure) under construction for representatives of the construction control of the developer (customer), designer supervision and state supervision authorities.
6.3. In cases where construction is carried out on an area exposed to adverse natural phenomena and geological processes (mudflows, avalanches, landslides, landslides, waterlogging, flooding, etc.), prior to the start of construction work on special projects, priority measures and work to protect territories from these processes.
6.4. The associated development of natural resources can be carried out in the presence of the corresponding agreed and approved documentation in the prescribed manner.
6.5. In the event that objects of historical, cultural or other value are discovered in the course of work, the person carrying out the construction shall suspend the work in progress and notify the institutions and bodies provided for by law about the objects discovered.
6.6. Temporary buildings and structures
6.6.1. Temporary buildings and structures for the needs of construction are erected (installed) at the construction site or in the right-of-way of linear facilities by the person carrying out the construction, especially to ensure the construction and after its completion are subject to liquidation. Temporary buildings and structures should generally be inventory.
Buildings, structures or premises used for the needs of construction, which are part of the construction object, are not temporary.
6.6.2. If it is necessary to temporarily use certain territories that are not included in the construction site for the placement of temporary buildings and structures, the mode of use, protection (if necessary) and cleaning of these territories is determined by agreement with the owners of these territories (for public areas - with the local government).
6.6.3. Temporary buildings and structures, as well as individual premises in existing buildings and structures, adapted for use for construction needs, must comply with the requirements of technical regulations and existing building, fire, sanitary and epidemiological norms and rules for domestic, industrial, administrative and residential buildings , structures and premises.
6.6.4. Temporary buildings and structures located on the construction site or on the territory used by the developer by agreement with its owner are put into operation by the decision of the person carrying out the construction. Commissioning is formalized by an act or an entry in the work log.
6.6.5. The person carrying out the construction is responsible for the safety of temporary buildings and structures, as well as individual premises in existing buildings and structures adapted for use for construction needs, for their technical operation.
6.7. Temporary settlements created for the needs of the construction of an object are located on the territory of the developer or on the territory used by the developer by agreement with its owner. The project of a temporary settlement should include a master plan linked to the area, the composition of temporary buildings, structures and (or) premises, schemes of electricity, water, heat supply and sewerage, a scheme of access roads for all types of transport used, and communication solutions. The project of a temporary settlement should also include its demolition, land reclamation, and cost estimates for these works.
6.8. In cases where the developer provides for the subsequent transfer of temporary settlements, buildings and structures for permanent operation, projects of temporary settlements, buildings and structures are developed, agreed upon and approved in the manner prescribed for the design of settlements, buildings and structures intended for permanent use for their intended purpose. The commissioning of such settlements, buildings and structures into permanent operation is carried out in accordance with the procedure established by the legislation on urban planning.
6.9. Liquidation and demolition of buildings and structures
6.9.1. Work on the elimination and demolition of buildings and structures should be carried out in accordance with the project for the organization of work on demolition or dismantling, which includes a list of buildings and structures to be demolished, as well as the necessary technical solutions for demolition, ensuring the safety of builders, the public, the environment and engineering infrastructure, including existing underground communications.
6.9.2. From the moment of their decommissioning until the moment of their liquidation (demolition), the buildings and structures to be liquidated must be brought into a safe state that excludes accidental harm to the population and the environment (communications must be disconnected, existing containers must be emptied, hazardous or poisonous substances must be removed, or unstable structures collapsed, etc.). Measures should be taken to prevent unauthorized access to these buildings (structures) for people and animals.
6.9.3. Everyone on the construction site, as well as the organization operating the adjacent territory, must be notified of the moment of explosion, burning or collapse of a demolished building or structure. A cordon should be deployed if necessary.
6.9.4. The fact of liquidation or demolition of a building or structure must be notified to the relevant accounting and administrative authorities. In this case, the bodies - holders of territorial geofundas, in the order established by them, must be notified about the communications, premises, structures and structures remaining in the ground.
6.10. Warehousing and storage of used (purchased and manufactured by own forces) materials, products and structures in accordance with the requirements of standards and technical specifications for these materials, products and structures shall be provided by the person carrying out the construction.
If violations of the established rules for warehousing and storage are revealed, the person carrying out the construction must immediately eliminate them. The use of improperly stored and stored materials and products by the person carrying out the construction should be suspended pending a decision on the possibility of their use without prejudice to the quality of construction by the developer (customer) with the involvement, if necessary, of representatives of the designer and the state construction supervision body. This decision must be documented.
6.11. When carrying out work related to the construction of temporary excavations and other obstacles on the territory of an existing development, the person carrying out the construction ensures the passage of vehicles and passage to houses by means of the construction of bridges, pedestrian bridges with handrails, ladders in agreement with the owner of the territory. After the completion of the work, these devices must be removed from the territory, and the landscaping of the territory must be restored.
Work areas must be fenced to prevent unauthorized entry of people and animals.
Places of work, as well as temporary driveways and walkways must be illuminated.
Organizational and technological solutions should be focused on minimizing the inconvenience caused by construction work to the population. For this purpose, the laying of communications in the urban area along the streets and roads should be carried out according to a schedule that takes into account their simultaneous laying; restoration of the improvement should be carried out on sections of length, as a rule, no more than one block; restoration work should be carried out in two or three shifts; waste asphalt concrete, construction waste should be removed in a timely manner, within the time frame and in accordance with the procedure established by the local government.
6.12. Works in the locations of existing underground utilities
6.12.1. Work related to the opening of the surface at the locations of existing underground communications and structures must be carried out in compliance with special rules established by the ministries and departments operating these communications, as well as the following additional rules.
6.12.2. In accordance with the current rules for the protection of underground communications, the responsible work contractor must, no later than three working days, summon to the place of work representatives of organizations operating existing underground communications and structures, and in their absence - representatives of organizations that have agreed on the project documentation.
In the absence of the communications and structures operated by them in the indicated place of work, the relevant organizations are obliged to officially notify the person carrying out the construction about this.
6.12.3. The representatives of the operating organizations who arrived at the site are presented with the design and working documentation and the axes or dimensions of the planned excavation taken out in nature. Together with the operating organization, the actual position of the existing underground utilities and structures is determined on site (by drilling or otherwise), marked on the ground and applied to the working drawings. The representatives of the operating organizations hand over to the person carrying out the construction instructions on measures to ensure the safety of existing underground communications and structures and on the need to call them to inspect hidden works and at the time of backfilling of the excavations.
Organizations that did not appear and did not notify about the absence of the communications and facilities operated by them on the job site are called again one day in advance with the simultaneous notification of the local government bodies, which decide on further actions in case of repeated failure to appear by the representatives of these organizations. Until the appropriate decision is made, it is impossible to start work.
The responsible work contractor is obliged to instruct the earthmoving machine operator on the excavation procedure and to mark the boundaries of the zone within which mechanized excavation is allowed with clearly visible signs from the cab. The remaining soil mass, directly adjacent to the underground structure, is mined by hand.
6.13. The person carrying out the construction, in accordance with the legislation on urban planning activities, must keep the executive documentation:
certificates of survey of the geodetic grid base of the capital construction object;
acts of the breakdown of the axes of the capital construction object on the ground;
certificates of inspection of hidden works;
certificates of inspection of critical structures;
certificates of inspection of sections of engineering and technical support networks;
A set of working drawings with inscriptions on the compliance of the work performed in kind with these drawings or on the changes made to them by agreement with the designer, made by the persons responsible for the construction and installation work;
executive geodetic diagrams and drawings;
executive schemes and profiles of sections of engineering and technical support networks;
acts of testing and testing of technical devices;
the results of examinations, examinations, laboratory and other tests of the work performed, carried out in the process of construction control;
documents confirming the quality control of the building materials (products) used;
Other documents reflecting the actual implementation of design solutions.
Requirements for the preparation and procedure for maintaining executive documentation are established by the Federal Service for Environmental, Technological and Nuclear Supervision.
6.14. As soon as the work and structures are ready, the quality indicators of which affect the safety of the building (structure), and if, in accordance with the construction technology, these indicators cannot be monitored after the completion of subsequent work, the person carrying out the construction, within the time frame by agreement, but no later than within three working days notifies the developer (customer), representatives of state control (supervision) and architectural supervision about the timing of the corresponding conformity assessment procedure.
The shortcomings identified by such a procedure should be eliminated with the preparation of appropriate acts.
Until the identified deficiencies are eliminated and the relevant acts are drawn up, subsequent work is unacceptable.
6.15. Termination of construction and conservation of the facility
6.15.1. If necessary, the termination of work on the construction of the facility or their suspension for a period of more than 6 months. the preservation of the facility should be carried out - bringing the facility and the territory used for construction to a condition that ensures the strength, stability and safety of the main structures and the safety of the facility for the population and the environment.
6.15.2. The decision on the termination or suspension of construction is made by the developer and notifies the person carrying out the construction (when construction is carried out on the basis of a contract), the local government body, as well as the relevant state supervision bodies about the decision. The developer is responsible for the safety of an object whose construction has been terminated or suspended.
6.15.3. The fact of the termination or suspension of construction within a three-day period must be notified, if necessary, to the traffic police of the internal affairs bodies in order to cancel the previously introduced restrictions on traffic and pedestrians, as well as the owners of the territories included in the territory of the construction site in accordance with the approved and agreed construction site plan.
When carrying out construction on the basis of a contract, the developer (customer) and the person carrying out construction when carrying out construction on the basis of the contract, no later than a month later, draw up an acceptance certificate for the completed part of the object with a description of the state of the object, indicating the volume and cost of work performed, a list of applied (mounted ) at the facility of equipment, materials and structures, a list of unused and subject to storage equipment, materials and structures, a list of works necessary for the safety of the facility and unused equipment, materials and structures.
6.15.4. If necessary, the designer, under an agreement with the developer (customer), develops working drawings and an estimate for the conservation of the facility, and the person carrying out the construction performs the work provided for by these working drawings and estimates.
6.15.5. The mothballed object and the construction site during construction on the basis of a contract are transferred under an act to the developer (customer). The act is accompanied by executive documentation, work logs, as well as documents on surveys, inspections, control tests, measurements carried out during construction, supplier documents confirming the compliance of materials, works, structures, process equipment and engineering systems of the facility with the project and the requirements of regulatory documents.
7. Quality control of construction. Supervision of construction7.1. Participants in the construction - the person carrying out the construction, the developer (customer), the designer - must carry out construction control provided for by the legislation of the Russian Federation on urban planning activities, in order to assess the compliance of construction and installation works, structures under construction and engineering and technical support systems of a building or structure with technical requirements. regulations, design and working documentation.
The person carrying out the construction, as part of the construction control, performs:
incoming control of project documentation provided by the developer (customer);
survey of the geodetic alignment base of the capital construction object;
incoming control of used building materials, products, structures and equipment;
Operational control during the execution and after completion of construction and installation operations;
Survey of the work performed, the results of which become unavailable for control after the start of subsequent work;
survey of critical building structures and sections of engineering and technical support systems;
testing and testing of technical devices.
Construction control of the developer (customer) in accordance with the current legislation is carried out in the form of control and supervision of the customer over the performance of work under a construction contract in accordance with 7.3.
In the cases provided for in 7.4, as part of the construction control, the field supervision of the person who prepared the design documentation (designer) is carried out.
7.1.1. During the incoming control of project documentation, all submitted documentation should be analyzed, including the PIC and working documentation, while checking:
its completeness;
compliance with the design axial dimensions and the geodetic base;
availability of approvals and approvals;
availability of references to regulatory documents for materials and products;
Compliance of the construction site boundaries on the construction plan with the established easements;
the presence of requirements for the actual accuracy of the controlled parameters;
Availability of instructions on methods of control and measurement, including in the form of links to the relevant regulatory documents.
If deficiencies are found, the relevant documentation is returned for revision within the time period specified in the contract.
7.1.2. The person carrying out the construction carries out the acceptance of the geodetic alignment base provided by the developer (customer), checks its compliance with the established requirements for accuracy, the reliability of fixing signs on the ground; for this purpose, it is possible to attract independent experts who have a certificate of admission issued by a self-regulatory organization to work on the creation of geodetic reference networks.
Acceptance of the geodetic alignment base from the developer (customer) should be formalized by an appropriate act.
7.1.3. Incoming control checks the compliance of the quality indicators of the purchased (received) materials, products and equipment with the requirements of standards, technical specifications or technical certificates for them, specified in the project documentation and (or) the work contract.
In this case, the presence and content of the accompanying documents of the supplier (manufacturer), confirming the quality of the specified materials, products and equipment, are checked.
If necessary, control measurements and tests of the above indicators can be performed. The methods and means of these measurements and tests must comply with the requirements of national standards. The results of incoming control must be documented in the logs of incoming control and (or) laboratory tests.
7.1.4. In the case of performance of control and testing by the involved laboratories, it is necessary to check the compliance of the control and test methods used by them with the established national standards.
7.1.5. Materials, products, equipment, the non-compliance of which with the established requirements was revealed by the input control, should be separated from the suitable ones and marked. Work using these materials, products and equipment should be suspended. The developer (customer) must be notified of the suspension of work and its reasons.
In accordance with the legislation, one of three decisions can be made:
The supplier replaces inappropriate materials, products, equipment with appropriate ones;
Non-conforming products are being finalized;
inappropriate materials, products can be used after mandatory agreement with the developer (customer), designer and state control (supervision) body in its competence.
7.1.6. By operational control, the person carrying out the construction checks:
compliance of the sequence and composition of the technological operations performed with the technological and regulatory documentation that applies to these technological operations;
Compliance with technological regimes established by technological maps and regulations;
compliance of the quality indicators of the operations and their results with the requirements of the design and technological documentation, as well as the regulatory documentation applicable to these technological operations.
The places of performance of control operations, their frequency, performers, methods and means of measurement, forms of recording the results, the procedure for making decisions when nonconformities with the established requirements are detected must comply with the requirements of design, technological and regulatory documentation.
Operational control results should be documented in work logs.
7.2. During the construction process, an assessment of the work performed should be carried out, the results of which affect the safety of the facility, but in accordance with the adopted technology become unavailable for control after the start of subsequent work, as well as the completed building structures and sections of utility networks, the elimination of defects of which, identified by control, is impossible without disassembling or damaging subsequent structures and sections of engineering networks. Representatives of the relevant bodies of state supervision, architectural supervision, as well as, if necessary, independent experts can participate in these control procedures. The person carrying out the construction, within the time frame by agreement, but no later than three working days, notifies the other participants about the timing of these procedures.
7.2.1. The results of the survey of the work hidden by subsequent work, in accordance with the requirements of the design and regulatory documentation, are drawn up by the acts of the survey of the hidden work. The developer (customer) may require a re-survey after the elimination of the identified defects.
7.2.2. To the procedure for assessing the conformity of individual structures, tiers of structures (floors), the person carrying out the construction must submit certificates of examination of all hidden works that are part of these structures, geodetic executive schemes, as well as test reports of structures in cases provided for by the design documentation and (or) a construction contract. The developer (customer) can check the reliability of the executive geodetic schemes presented by the contractor. For this purpose, the person carrying out the construction must keep the alignment axes and installation guidelines fixed in nature until the completion of the acceptance.
The results of the survey of individual structures should be documented by certificates of survey of critical structures.
7.2.3. Tests of sections of engineering networks and installed engineering equipment are carried out in accordance with the requirements of the relevant regulatory documents and are drawn up by the relevant acts.
7.2.4. If, as a result of construction control, defects in work, structures, sections of engineering networks are detected, the corresponding acts should be drawn up only after the identified defects have been eliminated.
In cases where subsequent work should begin after a break of more than six months from the date of completion of the stage-by-stage acceptance, these procedures should be repeated with the issuance of the relevant acts before resuming work.
7.3. The customer's construction control is performed by:
Verification of the availability of the person carrying out the construction, quality documents (certificates in established cases) for the materials, products and equipment used by him, documented results of incoming control and laboratory tests;
control of compliance by the person carrying out the construction with the rules of warehousing and storage of the materials, products and equipment used; upon detection of violations of these rules, a representative of the construction control of the developer (customer) may prohibit the use of improperly stored and stored materials;
control of compliance of the operational control performed by the person carrying out the construction with the requirements of 7.1.6;
Control of the availability and correctness of the execution by the person carrying out the construction, including the assessment of the reliability of geodetic executive schemes of the completed structures with selective control of the accuracy of the position of the elements;
control over the elimination of defects in design documentation identified during the construction process, documented return of defective documentation to the designer, control and documented acceptance of the revised documentation, transfer of it to the person carrying out the construction;
control over the execution by the person carrying out the construction of the instructions of the state supervision bodies and local self-government;
Notification of the state supervision authorities about all cases of emergency conditions at the construction site;
assessment (together with the person carrying out the construction) of the compliance of the work performed, structures, sections of engineering networks, signing of bilateral acts confirming compliance; control over the fulfillment by the person carrying out the construction of the requirement on the inadmissibility of performing subsequent work before the signing of these acts;
The final assessment (together with the person carrying out the construction) of the compliance of the completed construction of the object with the requirements of the legislation, design and regulatory documentation.
7.4. During the construction of hazardous production facilities, as well as especially dangerous technically complex and unique facilities, the designer's supervision is carried out. In other cases, it is carried out by the decision of the developer (customer). The procedure for implementation and functions of designer supervision are established by the relevant documents.
7.5. The remarks of the representatives of the construction control of the developer (customer) are documented in the general and special work logs, the remarks of the representatives of the architectural supervision - in the log of the architectural supervision. The facts of elimination of defects based on the comments of these representatives are documented with their participation.
7.6. The architectural supervision of the architect is carried out by the author-architect on an initiative basis, regardless of the decision of the developer (customer) and the presence of an agreement for architectural supervision of the object. The territorial authority for architecture and urban planning, at the request of the author, having verified his authorship, can issue the developer (customer) an order to ensure the author's admission to the construction site, the possibility of making entries in the designer's supervision log. The claims of the author-architect for the implementation of architectural design solutions can be considered by the urban planning and architecture body, the decision of which is mandatory for the developer (customer).
7.7. State construction supervision is carried out in cases stipulated by the legislation on urban planning activities in accordance with the legislation of the Russian Federation on urban planning activities and other regulatory legal acts (Appendix A).
Bodies of state construction supervision carry out an assessment of the conformity of the construction process of a specific object upon receipt of a notice from the developer (customer) about the start of construction work.
7.8. In order to limit the adverse impact of construction and installation work on the population and the territory in the zone of influence of ongoing construction, local authorities or organizations authorized by them (administrative inspections, etc.), in the manner prescribed by the current legislation, conduct administrative control over construction.
Administrative control consists in the preliminary establishment of the conditions for construction (dimensions of the construction site fencing, temporary work regime, garbage disposal, maintaining order in the adjacent territory, etc.) and monitoring compliance with these conditions during construction. The developer is responsible to the local government, unless otherwise provided by contracts.
The conditions for construction are established in the form of an order or other document issued by the local administration or organizations authorized by it in accordance with the regulatory legal acts of the constituent entities of the Russian Federation.
