Also, one of the first Russian fast food chains where it became possible to pay with national cards was Teremok. 4. Is it possible to pay with a Mir card abroad?

5. Is the Mir card safe?
Some time ago, the media discussed the story that the security of Mir cards would be questionable at first due to the systems complementing the card. According to a statement by a Central Bank expert, “potential attacks will not be on the card itself, but on some systems that complement this card, for example, remote banking systems, reading information about a payment card, etc.”
Representatives of NSPK and leading Russian banks brush aside all misunderstandings: from a security point of view, the Mir card is absolutely identical to cards of international payment systems. It contains a chip with EMV technology, which is used, among other things, in Visa and MasterCard cards.
Another important point is CNP transactions (Card not present - transactions without the physical presence of cards), that is, when paying on the Internet. Here, a temporary NSPK solution is currently used based on the 3D-Secure standard Verified by Visa - in which the cardholder confirms each operation on his card with a special one-time password, which he receives as an SMS on his smartphone.
In the near future (by the end of 2016) it is expected to switch to independent from international payment systems 3D-Secure 2.0 standard developed by EMVCo. Its main difference is that the buyer will not be redirected to the access control server page. Instead, the client must have a special authentication application installed. 6. Map “World”: who is it for?
Now cards are issued mainly for salary and social projects. When developing the tariff policy, public sector workers were primarily taken into account: over time, all salary projects of budgetary institutions are planned to be transferred to the “World” card. Recently there was also a message that the Ministry of Finance plans to transfer social benefit payments to the NSPK. Favorable rates will most likely become one of the main advantages of the card. It is likely that the basic products of the Mir PS will be more accessible in the future than their Visa and MasterCard counterparts.

The creation, issuance and organization of acceptance of national payment cards of the Mir system is the most important stage in ensuring the financial sovereignty of Russia, therefore the development and implementation work was carried out at an accelerated pace in order to exclude various interferences in the operation of the Russian banking system from the outside.
For example, during the period when the United States imposed sanctions against Russia, certain international payment systems (Visa and MasterCard) operating in the Russian financial market joined these sanctions, blocking the operation of Rossiya Bank and SMP Bank cards from March 2014, which showed vulnerability of our banking system. Sobinbank (controlled by Rossiya Bank) and Investkapitalbank (controlled by SMP Bank) were indirectly affected by this sanction. All payments from clients of banks subject to sanctions were blocked (even payments within Russia), which instantly created huge problems for the population and banks.
Therefore, the Bank of Russia is carrying out systematic work that will allow Mir cards to take, if necessary, a leading position in the domestic Russian payment services market. The card is planned to be accepted throughout Russia; it will be possible to make usual payment transactions using it (withdraw cash, pay for purchases in retail chains and the Internet, make contactless and mobile payments...). I would like to understand what prevents Sberbank from offering its clients, for example, youth, instant or, say, MIR cards with an individual design!? If the largest bank in Russia continues this strategy, then what can we expect from other banks! After all, not the entire population of Russia visits “abroad” or makes card payments abroad, so why not increase the variety of types of cards in the Mir system. After all, this is connected with the financial sovereignty of Russia.
The situation with the implementation of the Mir payment system is quite possibly influenced by the international payment systems Visa and MasterCard, which are resisting the loss of influence on the Russian market and its further reduction. Recently, these systems have become very active in introducing various benefits and conducting various promotions to stimulate customer acquisition.
Deadlines for transferring state employees and pensioners to Mir payment cards
In order to improve the strategic security of the country's financial and credit system and its protection from external influences, the Bank of Russia made additions to the Federal Law "On the National Payment System". The President of Russia signed the Federal Law of May 1, 2017 No. 88-FZ “On Amendments to Article 16-1 of the Law of the Russian Federation “On the Protection of Consumer Rights” and the Federal Law “On the National Payment System”.The law provides for a phased transfer of state employees and pensioners to Mir payment cards, namely:
- Until July 1, 2017, banks are required to ensure the acceptance of national payment cards "Mir" in all of their devices intended for making payments using payment cards, including ATMs.
- From July 1, 2017, when public sector employees, including pensioners, apply to open a new account that involves the use of payment cards to receive cash payments, banks will be required to issue a “Mir” card.
- Until July 1, 2018, public sector employees who are served by the Ministry of Railways must be transferred to the Mir card.
- After the expiration of the MPS cards previously issued to pensioners, but no later than July 1, 2020, pensioners should be issued Mir cards (instead of cards that are not national payment instruments, which they use at the time of the introduction of Law No. 88-FZ.)

The number of banks joining the Rules of the Mir payment system will constantly increase. Thus, as of March 20, 2018, 370 banks out of 551 (data as of March 1, 2018) operating in Russia became participants in the Mir Payment System, which is 67.15%.As of March 20, 2018, 366 banks began opening the acquiring network, which is 99.8% of the participating banks and 66.42% of the total number of operating banks.
But the number of banks that, as of March 20, 2018, are already issuing Mir cards (have become issuers) is much more modest and so far amounts to only 147 banks, and this is only 39.7% of the participants and 26.4% of the total number of banks in Russia as of 03/01/18. So, it is still very, very far from 100% operation of the payment system and the significant issuance of Mir cards by all Russian banks. No matter how many banks in Russia become participants in the Mir PS and begin to open the acquiring network, until the banks participating in the system begin issuing cards, i.e. will not become card issuers - there will be no significant progress in the work of the national Mir system.
It is already extremely difficult to win the Russian market from international payment systems, and then there is also the “slowness” of banks. True, during 2016 - 2017, the three largest banks in Russia, which have the most extensive and largest branch network, began issuing Mir cards - Sberbank of Russia, VTB24 and Rosselkhozbank.
The Central Bank noted that the mass issue of Mir cards will begin only when the largest banks in the top 10, constituting 85% of the infrastructure, begin issuing Mir cards. The largest banks in Russia planned to begin issuing Mir cards starting in the 3rd quarter of 2016. By the end of 2017, large banks began issuing Mir payment cards.
The first virtual card of the Mir PS has already appeared in Russia, which Bank RUSSIA began issuing on November 21, 2016. The history of the creation of the national map of Russia

How did “Mir” appear?
The Russian payment system "Mir" was conceived as a domestic alternative to the international services of Visa and MasterCard in 2014, when Western payment systems served a number of Russian banks that were subject to sanctions by the US Treasury.
Then a package of amendments to the bill “On the National Payment System” began to be prepared, which would close the process of making money transfers within Russia in an infrastructural and informational way.
On July 23, 2014, the joint-stock company “National Payment Card System” (JSC NSPK), owned by the Central Bank of the Russian Federation (100% of shares), was created. One of the main tasks for the NSPK is the issue of the national payment card “Mir”. In 2016, they planned to produce 30 million units.
According to data as of January 19, 2017, 177 banks issue Mir, and by January 19, 2017, a little more than two million of them have been created.

On December 22, 2016, a bill was submitted to the State Duma, the final goal of which was the transfer of Russian public sector employees to the national payment system. In addition to issuing Mir salary cards to state employees as mandatory by January 1, 2018, pensions, social benefits and other budget payments will have to be transferred to national cards.
The proposal to transfer public sector employees to Mir cards was criticized by both independent experts and government departments. The National Payment Association of Russia (a non-profit that promotes the development of the market for electronic payments and money transfers) responded to the amendments, in which it indicated that in the event of the forced introduction of the Mir card, banks will open separate accounts for them.
If the client wants to manage the money at his own discretion and links other means of payment to the account, banks will have to prohibit the crediting of personal funds to it. The NPA expressed concern that in this case, citizens would prefer to withdraw cash rather than pay directly by card. Pensioners will completely return to the method of delivering pensions through the postman.
On January 18, FAS also opposed the proposal of legislators. According to the regulator, transferring budget payments to Mir cards could lead to limited competition in the payment systems market and infringement of citizens' rights. The same opinion was expressed by experts interviewed by the Kommersant newspaper.
Chairman of the Financial Market Committee Anatoly Aksakov, one of the co-authors of the bill, said that the claims of banks and payment market participants arose due to the fact that they had their own understanding of the law on the national payment system.
Already when developing the bill, we understood that questions would arise related to the fact that transactions on the accounts of public sector employees would only be possible using Mir cards.
However, the requirement that all public sector funds should go to Mir was already in the law adopted in 2014. Now the bill only specifies the requirement. Before the text of the amendments appeared, banks and international systems understood the law in their own way, expecting to issue national cards only “to supplement” the cards of international systems that state employees already use.

Even the state-owned Sberbank did not support the mandatory transfer of public sector employees to the national payment system. As its leader German Gref said at the Davos Economic Forum, competition must exist to provide quality services. However, the head of Sberbank noted that the creation of the Russian payment system was an important step towards minimizing risks such as those that arose in 2014 due to sanctions.
How the World has changed
The card was tested in early 2016 by RBC, calling it a “souvenir for patriots.” Journalists from the business publication noted that despite the cosmopolitan name, “Mir” can only be linked to ruble accounts, and accordingly, the cards can only be used in Russia.
The exception is co-badged cards that work with two payment systems simultaneously. In 2016, only Gazprombank had plans to issue such Mir-Maestro cards, and banks have not yet been identified on the official website of the national card.
At the same time, an RBC correspondent noted that spending money using a national card turned out to be difficult. The bank that issued it recommended that you inquire about the possibility of receiving “Mir” at each retail outlet individually.
In the summer of 2016, a correspondent for the publication “Business Petersburg” used the “World” map for a week. He noted that you can pay with a card, but purchases turn into an “exciting quest” during which you can only remain confident if you have cash with you.
An employee of the publication noted that the national card has begun to be accepted in catering establishments and supermarkets, although not in all. But in bookstores and clothing stores in the summer of 2016, the card, according to the journalist, was not serviced.
In June 2016, the Chairman of the Board of the National Payment Card System, Vladimir Komlev, in an interview with Rossiyskaya Gazeta, said that by the end of 2016, “almost the entire infrastructure where you can use cards of other payment systems will be opened for Mir cards.”
Speaking about the advantage over other payment systems, Komlev said that Mir cards will have “all kinds of transport, fuel applications, identification applications for access to government services.”

More than one comment thread on the page of the Banki.Ru news agency is dedicated to stories about the pros and cons of using a national card. On the portal forum, a separate section is devoted to the disadvantages of “Mir”.
In recent comments, users have several main complaints about it: the forced imposition of the system on public sector employees, a limited number of retail outlets where the card is accepted for payment, the lack of special services inherent in international payment systems (PayPass, MoneySend), the lack of insurance and concierge services.
Another disadvantage of Mir is that the cost of its annual service is comparable to cards of international payment systems, but not comparable to the number of services provided.
Another advantage is that the cards are tied to the national payment system and are independent of sanctions. The same argument is given as the main one on the official map. It also states that “the most modern technologies are used to guarantee the security of the cards,” but this is where the list of card advantages ends.
If we talk not about payment, but about cash withdrawal, then by the end of 2016, 89 banks are preparing their ATMs to issue funds using the Mir card. At the same time, the plans stated that already in the first quarter of 2017, 100% of POS terminals for payments at retail outlets would be ready to accept national cards.
On the official website of the project, neither ATMs, nor offices, nor cash deposit terminals in Moscow and the Moscow region were displayed. The map showed zero available devices.
Using the links in the infographics on the official website, it was also not possible to find the location of ATMs or stores that accept the national payment card. The links only told about what an ATM or payment terminal is like in a store.

In defense of the Mir card on banking forums, users expressed the fact that the national payment system is already competing with Visa and MasterCard, which have existed for decades, although so far exclusively in the domestic market.
The government is not going to abandon the idea of transferring state employees to Mir. As stated in the Parliamentary Gazette on January 18, the deadline for transferring budget payments to the national system will not be delayed.
Chairman of the Financial Market Committee Anatoly Aksakov again spoke in defense of Mir. He said that banks simply do not want to burden themselves with unnecessary obligations, and therefore may hinder the introduction of a national payment system. Aksakov also suggested that international payment services could hinder the spread of Mir.
