renovation program. Demolition of housing under the renovation program: when will it start and how to find out about it from official sources? All about renovation
The demolition project of the so-called "Khrushchev" in Moscow was initiated at the beginning of the year by the president. It is planned to build new buildings, where everyone who got into the program will be settled.
The definition of houses that will be included in the renovation program has been completed. In total, more than 5,000 houses of the capital participate in it. The scale of the project is huge - the quarters falling under it occupy about 15 thousand hectares.
On July 15, the meetings of the owners of residential houses were completed. According to the rule, in order for the house to be settled, you need to collect 2/3 of the votes. According to the results of the last vote of apartment owners, residents of almost 500 houses decided not to participate in the resettlement. Recall that the right to withdraw from the resettlement program is possible at any stage of its implementation.
Want to know if your home is eligible for the resettlement program? Go to the website of the city hall of the capital, go to the project page and enter the full address of the house in the search bar.
It is known that the program is designed for 10-15 years, during which it is planned to provide all residents with apartments of equal or larger area. The cost of the project is an impressive amount - 3.5 trillion rubles.
What is the order of demolition of five-story buildings?
The sequence of demolition of five-story buildings for renovation is a matter of concern to all residents who will be resettled.
Residents want to know the order of demolition of five-story buildings in Moscow in 2017 in advance. However, a detailed queue for houses will be formed in the autumn, the Moscow City Duma will decide on the order of demolition of five-story buildings before October 1, 2017.
How to find out the order of demolition of five-story buildings in Moscow? The queue will be immediately displayed on the website of the Moscow City Hall.
MP Galina Khovanskaya assured that the duration of the resettlement of each house will be 90 days instead of 60, as previously planned. The issue of extending this period for another 30 days is being put forward for discussion.
The emerging list of priorities for the demolition of five-story buildings in Moscow does not apply to those on the waiting list. If a person is not satisfied with the area or other circumstances, he can move to new house, in an equivalent apartment. However, he continues to be registered.
The process of implementing the program for each house will be carried out in several stages:
- construction of a new building;
- relocation of residents to it;
- demolition of an old house;
- building a new house in its place.
The creators of the project emphasize that the resettlement should be as comfortable as possible for each resident. This explains the order of migration.
The sequence of demolition of five-story buildings by district
In the Central District, the program includes houses located in the following areas:
- Tagansky;
- Krasnoselsky;
- Basmann;
- Presnensky.
The renovation program in the Central Administrative District included not only Khrushchev houses, but also houses built at the beginning of the last century. In the Presnensky district, five-story houses located next to Moscow City will be demolished.
The remaining six districts were excluded due to protests from residents.
The sequence of demolition of five-story buildings in the Eastern Administrative District has not yet been determined. It is only known that houses will be settled in the following areas:
- Golyanovo;
- Petrovo;
- Preobrazhenskoe;
- Sokolniki;
- Falcon Mountain, etc.
The sequence of demolition of five-story buildings for renovation by districts will be determined soon, such districts of Moscow as:
- ZelAO;
- SWAD;
- SEAD;
- SZAO;
- SVAO;
- Novomoskovsky;
- Trinity.
The first district in the order of demolition of five-story buildings in Moscow, according to the authorities of the capital, will be Beskudnikovo. Three new houses have already been built in it, in which it is planned to relocate the residents of Khrushchev.
The sequence of demolition of five-story buildings in Moscow
Information is posted on the main information portal of Moscow that the first, that is, demolished and settled already in 2017, will be five-story Khrushchev houses located in:
- VAO. It is planned to demolish 5 houses located on the streets of K. Fedin, Kirpichnaya and Plyushchev;
- SAO. Demolition will include 4 houses along Festivalnaya Street;
- COMPANY. In the western district, 50 houses located on Pavlova, Davydkovskaya, Yartsevskaya streets and on Leninsky Prospekt will be demolished;
- SVAO. In this district, this year, 28 five-story buildings have been identified for demolition, which are located on the streets of Dezhnev, Molodtsova, Polyarnaya, Yablochkova;
- SWAD. The program has already included 18 houses on Profsoyuznaya and D. Ulyanov streets;
- SZAO. The project for demolition in 2017 included 10 houses, including houses on the streets of M. Zhukov, Tourist and People's Militia.
The listed houses are planned to be demolished in the first place. The creators of the program say that the order will be determined based on which houses are in the worst condition. These are the five-story buildings of the series:
- 1-515.
These houses were included in a demolition program that started back in 1998. Some of the houses have already been demolished. It is planned that dilapidated and emergency houses of these series will be settled by 2018. Then the turn of the houses which are in the best technical condition will come.
Apartment owners are concerned not only with the order of demolition of five-story buildings under the renovation program, but also with whether they will continue to live in the same area as before. According to the rules of the project, the residents will be settled in new buildings in a similar administrative district of the city.
The sequence of demolition of five-story buildings of unbearable series
They were built in the 50s-60s of the last century. There are more of these buildings in Moscow than any other. They are called "intolerable" because during the entire period of their existence, the resettlement of them occurred least of all.
The mayor of the capital states that the resettlement of "unbearable" houses will definitely not be in 2017. More detailed information on the houses of this series will appear in October 2017.
What is the order of demolition?
According to official sources, the first wave of resettlement of residents will take place at the end of this year. People are planning to relocate to monolithic houses. In the future, it is possible to develop a project for new panel houses that meet modern construction standards.
Residents who have fallen under the program are concerned about the quality of new apartments and the features of the process. Here are the main provisions that are planned to be implemented within its framework:
- the area of the apartment will be equivalent or more. Small kitchens and bathrooms were built in the Khrushchev houses, they are no longer used in the projects of new houses;
- the cost of the new apartment will not be less than the old one. Housing in new buildings, in principle, is more expensive than the secondary. According to the head of the Moscow Construction Complex, the price of an apartment will increase by at least 20%;
- tenants of rooms in communal apartments will receive separate apartments. Such amendments to the law on renovation were introduced in the second reading;
- mortgage will remain unchanged. The terms of the loan agreement will remain the same, and the bank will not be able to demand early repayment obligations;
- new houses will be provided with infrastructure: kindergartens, schools, hospitals, shops, etc.;
- from August 1, 2017, the owners are exempted from paying contributions for major repairs, and after resettlement, the funds already paid will be compensated;
- if the owner does not want to move to a new house, he has the right to demand monetary compensation equal to market value apartments in a demolished building.
You are the owner non-residential premises in a demolished house? You will be provided with a room with similar characteristics. If it does not suit you, you can receive compensation in the amount of its market value.
According to the Moscow authorities, the new houses will serve for a hundred years. The creators of the program carefully select construction companies who will build them. It became known that the houses of the new generation will be equipped with everything necessary for a comfortable life:
- entrances to entrances equipped with ramps;
- elevators will be located so that they do not have to go up the stairs;
- surveillance cameras will be installed at the entrances;
- courtyards are equipped with playgrounds, walking paths, parks, etc.
Each apartment will be modernly renovated on a turnkey basis, with light-colored wallpaper on the walls, and laminate or linoleum on the floor. It is planned to install double-glazed windows, tiles on the floor of the balcony, interior doors, electrical wiring, plumbing equipment. Residents will only need to supply furniture and appliances.
To what extent the promised conditions will be realized, it will be possible to say later, when the first tenants move into new apartments. In total, about one million people are waiting for the move. It will be possible to find out when exactly your house will be settled no earlier than October 1, 2017.
Yesterday I was in Northern Izmailovo at a press show of the first house, which is about to start moving residents of neighboring "Khrushchev" who have fallen into the renovation program. Journalists burst into this house like locusts, cheerfully checked everything, trampled, used the toilet, and one of the TV people even gave a good kick to the wallpaper with a tripod. Alexander Lomakin, deputy head of the Moscow construction department, who gave us the tour, changed his face: "Now the people who will check the housing before receiving a warrant will demand that the wallpaper be replaced." So it's probably good that they let us in only on two floors - otherwise we would have arranged for them there! But then everything was filmed and we can show. Because the showroom at VDNKh is, of course, wonderful, but there is already a real house and real apartments. Under the cut - a lot of photos, videos and people.
So. Residents of neighboring "Khrushchev" houses, which are located just 300 meters away, nearby, along Konstantin Fedin Street, will move to this house on 5th Parkovaya. On the playgrounds next to the new building, mothers with children are already hanging out with might and main. I got into a conversation with one of the local residents, whose house was also included in the program. Here's what she thinks. (Sorry for the vertical).
We enter. The concierge will sit in this room. In general, the resettlement will take place gradually, within three to four months.
The house is 18-storey, the first floor is non-residential. Quiet music plays in the passenger elevator. The truck drives silently.
Oh, I'm late. Don't break through here.
Colleagues surrounded Lomakin, tormented by questions.
But I got lucky. I was given a personal tour, after all. They told that the house has a modern decoration of common premises, and the decoration of apartments is of “comfort class”. There are 340 apartments in the building.
Let's listen:
And let's see:
The loggias have panoramic windows. There are larger and smaller balconies, depending on the apartment.
On the floor - laminate, with an additional soundproof substrate. The inter-apartment walls are double, in the middle, a "shumka" is also laid between the layers of blocks so that the neighbors cannot be heard. But so far, unfurnished, the rooms themselves are quite resonant.
In the "treshka" the bathroom is very large, look at the video. This is a "double". But in each apartment there is a place and communications for a washing machine.
The corridors are big. See the door on the left, right at the entrance? This is a dressing room. There are dressing rooms in many apartments.
And in general, these new apartments, which the first owners will soon move into, are larger than their old "Khrushchevs". (More like total area, and residential). Extra meters will go to people without any additional payments. I do not think that the reason is such a special generosity of Moscow. It's just that the standards of modern housing are higher than the Soviet ones. So it turns out such a difference - to the "three rubles" plus 21.5 free squares. Minimum!
Floors in the hallway, bathrooms and kitchen - granite. Apartments are rented with all plumbing, with faucets, heated towel rails, bathtubs, sinks, water and heat meters. The apartments have electrical panels with groups of machines for the socket network and lighting.
Non-woven wallpaper, for painting. (You can paint in any color or, if you want, just stick with others). The kitchens are already equipped with sinks and electric stoves.
Kitchen. View from the loggia.
Common inter-apartment corridor. I don't like the color of the front doors. If they were dark brown, like a plinth, it would look more elegant. And so, as the shields are the same. Either the apartment, or the entrance to the back room ...
Garbage chute. In our house, they are generally brewed, we all take out the garbage downstairs. And here I would advise you to do the same. But that's for the residents to decide.
Photographers on their wave - they found some kind of shield near the elevator hall, opened it and take pictures. What do they see there?
Television workers for the beauty of the picture opened wide the windows. I think the organizers are no longer very happy that they invited journalists)) Windows - double-glazed windows, in each room they open for ventilation (mosquito nets are everywhere), plus each window has micro-ventilation valves.
Have you noticed that chandeliers have already been hung in all the rooms? They can be changed, of course. But in principle, everything is ready here - bring your furniture and live. Ceiling height - 2.75.
All metal-plastic pipes are laid in the floor, in a screed, as in new "business houses". There are no heating risers, all these pipes that run along the walls in old houses - therefore, in the event of an accident, if suddenly someone’s radiator floods someone there, you don’t even need to break into the apartment, look for the owners. Management Company just shuts off the water - outside the apartment. The heat level can be adjusted on the radiators. And heat meters will help save! (I personally turned off the heating in my apartment - I warm myself all winter at the expense of my neighbors for free).
What I liked - a lot of outlets. (I have two groups of two outlets above the countertop at home, and here there are three). Electrical wiring is hidden in the plinth.
Bathroom in the "treshka".
The kitchens are equipped with sinks and electric stoves. Tiled apron runs along the entire working area.
Doors with closers and also soundproof.
View from the window. By the way, near a kindergarten and school, shops. I remind you that the residents stay in their district, in their kindergartens and schools, no one goes anywhere to the settlements. Just move 300 meters to the left. The city helps with the move.
Bathroom and kitchen in one room. I once lived in a one-room Khrushchev - there, excuse me, it was impossible to turn around in the kitchen, it was too small for me in the hips. And here is a completely different matter.
Kitchen in one room. More precisely, part of the kitchen.
Corridor in the "odnushka".
An information center for migrants is organized in the house. It will work from February 10, seven days a week, from 8:00 to 21:00. All residents will be able to walk here, watch and sign acts, if everything suits them.
If there are imperfections, the tenants will also write down everything, and they will be eliminated. (When I accepted my apartment like this, I discovered that the window did not close well. They fixed it).
In blocks new development they will also completely renovate the engineering and communal infrastructure. How are we? In the territories of old buildings, the so-called ring scheme has been used since Soviet times. Therefore, if an accident happens somewhere, everyone suffers for a long time. In the new quarters, the networks will be designed and built in such a way that in case of an emergency, a backup line will be used - electricity, heat, and water are transferred to it within no more than an hour. In addition, modern technologies make it possible to ensure the service life of new networks up to 100 years.
Everyone is so enthusiastic about the panoramic glazing of the loggias, but I don’t like it. Now it certainly looks beautiful. But not far from our microdistrict there are houses with the same transparent loggias - the residents quickly forced them with skis, sledges and old refrigerators, and such a colorful exhibition of junk turned out, which added some kind of slovenliness to the house. Let's see what will happen here.
The House Is Safe - Smoke Ventilation With Smoke Extraction And Air Pressurization Is Carried Out, There Are Fire Detectors. The façade is ventilated with a non-combustible finish of porcelain stoneware slabs.
Modern standards necessarily provide for the provision of an accessible environment - something that was also not in Soviet standards. This means that all entrances to the entrances with ramps, a single level of the floor level of the floor: no level differences between the lobby and entrance group and the entrances to the elevators. This is all done for the disabled, for the elderly, for parents with prams.
This area is the leader in the number of old panel Khrushchevs. That's why they started with it. In general, the renovation program includes about 5,000 houses in the capital. (View of the area from the 16th floor)
According to him, Muscovites will be able to move into 12 houses already built.
“They will be put in order by the end of this - the beginning of next year,” said S. Levkin.
He clarified that these houses meet the renovation standards in terms of apartment layout and area of residential premises.
Recall that the Moscow authorities approved 210 renovation launch pads located in 75 districts of the capital. Construction starting houses and the resettlement of residents will take place in two "waves". The first included 59 sites in nine districts, the second, which should begin in 2020, - 151 launch sites.
They plan to build about 3.4 million square meters. m of housing, which will move 119.5 thousand residents of 568 houses included in the program.
In total, the housing renovation program in Moscow included houses where about 1 million people live. Until 2032, at the expense of the city budget, it is planned to demolish approximately 16 million "squares" of housing, mainly in five-story buildings, and relocate residents to new multi-story buildings.

In 2017, the implementation of the renovation program for old housing in Moscow began. During the demolition program, they plan to destroy about 4.5 thousand houses built during the Khrushchev period.
It is worth noting that this is not the first attempt to update housing stock in the capital. In the 1990s, the first stage of demolition of five-story buildings began to be implemented. Despite the fact that the scale of the old project was much more modest, the work has not been completed to this day. In this regard, many people have a question about how many years the renovation program of five-story buildings in 2017 is designed for.
Results of the first demolition wave
Houses built in the Khrushchev period began to become obsolete already in the 80s. It was at this time that the Moscow authorities first thought about the need to renovate the housing stock. The deputies actively developed the bill, but the implementation of the plans was prevented by the perestroika that began in the country.
They returned to the consideration of the renovation program only at the end of the 90s. At this time, the first wave of the five-story building demolition program began to be implemented. The Decree of the Government of the capital consolidated the information that by the end of 2010, new apartments should be provided to residents of 1722 Khrushchev.
The program for the demolition of dilapidated houses in Moscow and the construction of new facilities was carried out at the expense of investors. However, after changing Land Code the authorities of the capital had to change plans. It was decided to complete the first stage of demolition at the expense of the Moscow budget. Therefore, the terms of the renovation program have changed significantly.
The first stage of the destruction of old houses has not been completed to this day. However, the demolition program that began in the 1990s has been implemented by 96%. The remaining 63 houses are promised to be demolished by the end of 2018.
As part of the first stage of the renovation of the housing stock, about 160,000 families have already been relocated to new apartments. All residents of the demolished five-story buildings received new apartments in the areas where they previously lived. This became possible due to the use of the so-called wave method during the resettlement. It consists in the fact that immediately after the demolition of the house, a new building is erected in its place, in which families move.
The authorities plan to use the same method for the implementation of the 2017 program. However, the second wave will be carried out at the expense of the city budget. Only after the start of the renewal, the authorities plan to attract cash investors.
According to the results of sociological surveys, most of the migrants are satisfied with the results of the first stage of the renovation program and with the living conditions in the new apartments.
New wave of housing renovation project
At the beginning of 2017, the Mayor of Moscow, at a meeting with the President, expressed the initiative to continue updating housing in the city. The head of state supported this idea and recommended that the remaining dilapidated houses of the Khrushchev period be demolished and new apartments provided to the residents.
The mayor of the capital announced the preparation of a bill on the renovation of the housing stock. Initially, it was proposed to demolish about 8,000 five-story buildings. Such an unprecedented scale excited many Muscovites. Residents of five-story buildings immediately had a lot of questions about the renovation program.
The main questions of Muscovites
First of all, Muscovites are interested in which houses they plan to destroy. Only old buildings that are in poor technical condition are offered to be liquidated. As a rule, the constructions of the first industrial period of construction are meant.
Experts believe that updating these houses with the help of overhaul will not work. Expensive work will not lead to the desired result. Therefore, their destruction and the construction of new multi-storey buildings is the only way out of the situation.
The second question of interested citizens concerns the provision of new housing. The Moscow authorities promise to provide new apartments near the former place of residence, that is, in the same area. Residents of five-story buildings will be offered equivalent housing, with the same area and number of rooms. Modern technologies will be used in the construction of new buildings. Therefore, the buildings should be much more comfortable, warmer and stronger than the demolished Khrushchev.
The bill on renovation of housing in Moscow has already been amended to protect the rights of migrants. In addition, on legislative level the condition is fixed that the opinion of the inhabitants of Khrushchev will be taken into account in the first place.
After the signing of the bill, the process of forming lists of houses that will be destroyed began. Therefore, now residents of five-story buildings are offered to actively vote "for" or "against" the resettlement. In addition, before the start of the renovation of the housing stock, the Moscow authorities must prepare launch sites for the construction of the first high-rise buildings.
Important! Only after the approval of the final lists of demolition objects will the first work begin on the construction, destruction of five-story buildings and the relocation of residents to new apartments.
How long is the renovation program?
Due to the incredibly large scale of housing renovation, many people are interested in the question of the timing of the implementation of the bill.
The mayor and other representatives of the Moscow Government are voicing completely different dates. S. Sobyanin said that the work could be completed within 10-15 years. The announced deadlines raise doubts even among optimistic specialists. After all, the first wave of liquidation of old houses has been going on for about 20 years, and has not yet been completed, although the project affected 4 times fewer objects.
Other competent experts speak of a longer period of work, which will drag on for 20-25 years.
However, all the data presented are only hypothetical. Even the approximate duration of the housing renovation project can only be calculated after the announcement of the final lists of objects included in the project.
A huge number of factors can affect how many years the liquidation of dilapidated houses and resettlement will last:
- economics of a country;
- the mood of the population;
- availability of construction sites and many other factors.
Where can I get detailed information about the provisions of the law?
Even during the development of the bill on the renovation of the housing stock, the Moscow authorities began to actively inform citizens about the essence of the project.
Informing is an obligatory part of the implementation of the bill. Due to the lack of objective information, some Muscovites began to organize rallies against the destruction of houses and resettlement. Opponents of the current government actively used this situation and often misinformed the population.
Full details of the bill can be found at:
- In the appropriate section on the website of the City Government.
- In special information centers, which are organized in each district of the city.
- By calling the helpline number of the city.
- MFC "My Documents".
Often, the initiative to destroy the Khrushchevs was considered as an election campaign of the current mayor of Moscow. Although, first of all, the law is aimed at improving living conditions large part of the city's population.
