Direct Payments Project
On July 1, 2017, in the Altai Territory, the implementation of the pilot project of the Social Insurance Fund of the Russian Federation “Direct Payments” will begin, which affects all working citizens. From now on, not employers, but the regional branch of the Social Insurance Fund of the Russian Federation will assign and pay benefits directly to working citizens of their choice to a personal bank account or by postal order.
The payment scheme for the following benefits will be completely changed:
- temporary disability;
- maternity;
- when registering in the early stages of pregnancy;
- at the birth of a child;
- for child care;
- for additional leave to the injured in the workplace.
The employee draws up an application to the branch of the Altai regional branch of the Social Insurance Fund of the Russian Federation in the prescribed form, applies the documents necessary for assigning benefits to him and transfers them to his employer. The application shall indicate the details to which the benefits are transferred (bank account or mailing address).
If the employer ceases activities, including the impossibility of establishing his actual location, the employee can independently submit the application and documents necessary for the appointment and payment of benefits to the regional office of the Fund.
Obligations of subjects of compulsory social insurance.
Employee Responsibilities
- the employee provides the employer with documents confirming the right to payment of the appropriate benefit (disability certificate, birth certificate, etc.), draws up an application for the payment of benefits in the prescribed form, indicating the details to which the benefits will be transferred (bank account or mailing address );
- in case of termination of the activity by the employer and the impossibility of establishing his whereabouts, the employee can personally send an application for the payment of benefits and the documents necessary for assigning benefits to a branch of the Altai regional branch.
Employer Responsibilities
- monthly, by the 15th day, transfer the entire amount of accrued insurance premiums for compulsory social insurance;
- accept the necessary documents from the insured person;
- assign and pay benefits for the first 3 days of temporary disability at their own expense (in case of disability due to illness or injury);
- prepare the documents necessary for assigning and paying benefits and send them within 5 calendar days to a branch of the Fund’s regional branch. Policyholders with an average number of over 25 people provide information for assigning benefits in electronic form to the branches of the Altai regional branch;
- an insurer with a population of less than 25 people fills out part of the disability form (average wage, length of service, etc.), accepts an application from the employee and transmits a package of documents with an inventory to the branch at the place of registration in person or by mail ( it is possible to transfer registers similarly to large policyholders) within the time period established by law.
Responsibilities of the Altai regional branch:
- the branch, within 10 calendar days from the date of receipt of the full set of documents or information register, makes a decision on the assignment and payment of benefits. The payment of benefits to the employee is made by transferring benefits to the bank account of the insured person specified in the application either in the register of information, or through the organization of a federal postal service, or other organization upon the application of the insured person.
Social Insurance Fund News
In accordance with the provisions of Article 4.5 of the Federal Law dated 29.12.2006 No. 255-ФЗ “On Compulsory Social Insurance for Temporary Disability and in Connection with Maternity” (hereinafter - Law No. 255-FZ), persons who voluntarily entered into legal relations for compulsory social insurance in case of temporary disability and in connection with motherhood, they pay insurance premiums to the Fund based on the cost of the insurance year, defined as the product of the minimum wage (hereinafter - the minimum wage) established by federal law thereof at the beginning of the fiscal year for which insurance premiums are paid, and the premium rate established by subparagraph 2 of paragraph 2 of Article 425 of the Tax Code of the Russian Federation regarding insurance contributions to the Fund, increased by 12 times.
Based on Article 1 of the Federal Law of June 19, 2000 No. 82-ФЗ “On the Minimum Wage”, the minimum wage was set at 9,489 rubles as of January 1, 2018.
Hence, cost of the insurance year in2018 year makes up 3 302.17 rubles(9,489 rubles x 2.9% x 12).
Thus, in order to acquire the right to receive insurance coverage for compulsory social insurance in case of temporary disability and in connection with motherhood in 2019, insurers need to until December 31, 2018 pay insurance premiums in the amount of 3 302 rub. 17 kopecks
Based on part 7 of article 4.5 of Law No. 255-FZ, if a person who has voluntarily entered into legal social insurance for temporary incapacity for work and in connection with motherhood has not paid insurance premiums for the corresponding calendar year by December 31 of the current year, legal relations between him and the insurer for compulsory social insurance in case of temporary disability and in connection with motherhood are considered to be terminated.

One of the positive examples of employers of the Slavgorod zone who apply to the Fund for financing labor protection measures is the agricultural enterprise Slavgorodskoye LLC. Its main activity is breeding cattle and growing crops. The total number of employees is 246 people. 67 workers are employed at workplaces with harmful and / or hazardous production factors. Despite this, no accidents have been recorded at the enterprise over the past three years. Over the past two years, the agricultural enterprise has been attracting financing from the Social Insurance Fund to provide preventive measures to reduce occupational injuries and occupational diseases of workers. The amount of financial support for preventive measures in 2014 amounted to 100, 831 thousand rubles, this year the company has the opportunity to incur expenses for the organization of measures for labor protection in the amount of 146, 903 thousand rubles. |
