Residential premises that will not be privatized before July 1 of the current year will automatically fall into the category of commercial (rental). What does this mean for ordinary Belarusians?
First and foremost: in addition to paying for utilities, you will also have to pay money for rent. The amount of rent payments is calculated in accordance with the general rule: the area of \u200b\u200bhousing is multiplied by 0.2 of the base value (1 value is 210 thousand rubles), but if the house only became rented, not being initially, the reduction factors are taken into account - 0, 2 for Minsk and 0.1 for other regions.
Such factors will also be taken into account: the level of improvement of the apartment, as well as its belonging to a specific economic and planning zone of the capital. There are 5 such zones in Minsk. Each has its own coefficient from 0.5 to 1.5. The coefficient level is directly related to the proximity of housing to the center, as well as its condition.
To make it easier to understand how this looks in practice, we give an example: a standard 2-room apartment of 48 m2, which, due to non-privatization, became rented (taking into account the decreasing coefficient), located in the 5th zone (with a coefficient of 0.5 ), today it costs 201,600 rubles a month. But the same option with housing in the 1st zone (with a coefficient of 1.5) will be valued at a different amount of 604,800. At the same time, for the apartments according to their data that were rented from the very beginning (from the 5th and 1st zones, respectively), you will have to pay 1.008 rubles. and 3.024 rub.
Is eviction possible?
If a tenant does not pay rent or housing and communal services for more than 2 months, this is a reason for eviction - this is the decision of the Council of Ministers. Or the lease simply does not extend if it expires soon. The case will be considered for at least a month (from the moment of warning to the appeal to the court), which means that the tenant will have extra time to pay off the debt. But the actual eviction is still more than possible. For example, in 2015, lease agreements were not renewed with five tenants from different areas.
Until July, legislation in the housing sector does not take too stringent measures against defaulters. After several unpaid months of living, at best they are cut off water and electricity. Lack of payments for half a year threatens to file a lawsuit for relocation to an apartment with worse conditions. In other words, no one is left without a home. More precisely, almost no one: if the tenant at least three times a year was not brought to administrative responsibility for violating the rules of operation of the living space.
Who and how much should pay
You will have to pay up to several hundred million rubles for privatization, but you can arrange an installment plan for 40 years (with a down payment of 10%). But the state will nevertheless exempt several categories of citizens from payment, their houses will simply change their status to social.
Of course, not everyone has such an opportunity: this group of people will include the least protected segments of the population, for example, pensioners or those who lost their apartments due to special circumstances, citizens who do not have money to make payments for privatization or rent.
What will be cheaper: rent an apartment or deposit money by installments for privatization?
Counting is not so difficult. For this, we can take a conditional value: a standard 2-room apartment from 1 economic planning zone is estimated, say, at 200 million rubles. During privatization, the first installment payment will be 20 million. The rest of the amount must be divided into 480 months (40 years). So, monthly will have to pay 375 rubles. The lease will result in another amount - 604,800 rubles. It is calculated just as easily: 48 m 2 are multiplied by 42 thousand rubles. (taking into account 0.2 basic values) and another 1.5 (since this is the coefficient of the 1st economic planning zone), as well as 0.2 (lowering coefficient).
Rental housing is an excellent way out for those who still cannot solve the housing problem, but at the same time do not want to pay sky-high sums for rentable square meters. How to get rental housing, what documents must be provided and how much will it cost? Who is applying for a rental apartment?
- All citizens can get an apartment from the state housing fund, but some have advantages. The priority right to receive commercial premises for the commercial use of the state housing stock is granted to citizens due to the nature of the employment relationship, who do not have residential premises in the property at the place of work, from among judges, prosecutors, young professionals, military personnel, scientists, and teaching staff of universities, workers of cultural organizations. Separate lists on the provision of rental apartments are made up for senior district inspectors, employees of the Investigative Committee and the Office of the Department of Financial Investigations, prosecutors, and judges.
Where to apply and what documents to provide?
- Citizens who are registered in need of better housing conditions are applying for rental housing in the one-window service of the district administration in which they are registered. A sample document is issued on the spot, you only need to have a passport with you. Those who apply for housing from work, need to bring an individual application from the organization. The document prescribes the length of service, the composition of the family, the duration of the contract, the address of the specific dwelling and the grounds for its provision. The maximum period for consideration of an application is one month. During this time, they work individually with each application: they study at the housing commission, if approved, they are considered at a meeting in the district administration. If the application is satisfied, then within three days a package of documents is prepared in triplicate: for the applicant, the settlement and reference center, where the contract of employment is drawn up, and the third for the housing department, which will give the keys to the cherished living space.
- The monthly payment for a rental apartment is calculated according to a certain formula. The total area of \u200b\u200bthe room is multiplied by 0.2 basic values \u200b\u200band the coefficient of the economic planning zone of the location of the house. So, Minsk is conditionally divided into five economic planning zones: the closer to the center, the higher the value. For those who received housing for the duration of their work, a reduction factor is applied (this does not apply to residents of the “Master” residential quarter in Minsk). Calculation of rents is carried out by reference centers. Payment can be made at bank branches, by post or through the ERIP system. Do not forget that separately you need to pay off utilities.
What kind of living space to count on?
- A list of available rental premises can be found on the official websites and stands of district administrations. In recent years, fewer applications have been received. If a couple of years ago there were more than a hundred applications for a one-room apartment, now it’s about 50-60. Demanded "odnushki", the second most popular - "dvushka", followed by "treshki". Sometimes the wishes of the townspeople do not coincide with reality: for example, we cannot give a two-room apartment to a family without a child. At the moment, in the Pervomaisky district of Minsk there are about 2348 rental apartments, few are available.
Why can I lose the removable meters?
- The maximum rental period is five years, but you can lose your living space earlier. The grounds for termination of the lease may be non-payment of rent, arrears of utility bills for two months without a good reason, renting out to third parties and other violations of housing law.
