Registration of a pension insurance certificate for a child. What documents are needed to get snls for an adult or a child
An individual personal account insurance number (SNILS) is issued for each insured citizen of Russia. It is unique and cannot be two identical numbers in different people. After such a number is assigned to you, data on the seniority, payment of insurance contributions of compulsory pension insurance during the life-long work will be entered into your personal account. All this will be taken into account when calculating or recalculating a pension.
As the Federal Law of April 1, 1996 No. 27-ФЗ “On Individual (Personified) Accounting in the Compulsory Pension Insurance System” states, each insured citizen must be registered in such a system, and therefore the Russian Pension Fund registers even children and adolescents.
During registration with the Pension Fund, the territorial authority opens an individual personal account for the person, this account will have a permanent insurance number, and you will also be issued an insurance certificate of compulsory pension insurance.
The insurance certificate is a green plastic card and is a document that confirms the registration of a citizen in the pension insurance system.
The insurance certificate indicates the following data:
- Day, month and year of birth;
- place of Birth;
- SNILS;
- date of registration in the OPS system (compulsory pension insurance).
Documents provided for the design of SNILS
If you previously worked, then SNILS will be indicated in your insurance certificate, which was issued to you earlier at the place of work; without it, the employer cannot apply for an employee to work. If you are applying for a job for the first time and you do not have an insurance certificate yet, then the employer will offer you to fill out the form of the insured person. The application must be submitted by the employer to the Pension Fund no later than two weeks from the date of signing the employment contract, where you will be registered in the OPS system. An individual personal account is opened by the territorial Pension Fund within three weeks from the date of receipt of the employee's questionnaire. An insurance certificate is also issued, which is issued to the employee by the policyholder within a week.
If you are not an employee and will pay insurance premiums yourself, you can receive an insurance certificate from the territorial authority of the Pension Fund in which you are registered as an insured.
Package of documents for making changes to SNILS
It should be remembered that the insurance number itself never changes, it is assigned to you for life, but if you change the name or other data entered in the insurance certificate, you will need to change it. To do this, you should contact the insurer, which is your employer, and if you yourself pay insurance premiums to the Pension Fund, contact your local authority.
When requesting changes, you represent:
- application for amendment;
- fill out the form of ADV-1, which is certified by your signature;
An application for changes and exchange of insurance certificate must be submitted to the Pension Fund within two weeks. All changes are made by the territorial Pension Fund into an individual personal account, after which a new insurance certificate with the same insurance number is issued.
The procedure for obtaining an insurance certificate by a child
Many citizens do not understand why it is necessary to issue SNILS for a child and, of course, are in no hurry to do this. Often people ask what documents a newborn needs for snails. Here the situation should be clarified.
SNILS was introduced for children in 2011, and the reason for this was preparation for the implementation of an all-Russian project designed to introduce universal electronic cards (UEC). Such cards must contain the necessary information about all citizens. Since SNILS is the unified identifier of citizen data, it is impossible to obtain UEC without being registered with the Pension Fund of Russia.
Registering a child in the OPS system is very simple. Parents or persons replacing them submit the following documents to the territorial authority of the Pension Fund:
- your passport;
- birth certificate of a child.
Children over 14 years old can register independently in their local authority of the Pension Fund at the place of residence.
The issue of issuing SNILS by a foreign person or a stateless person
If a foreign citizen or stateless person works under an employment contract and the total working time is at least 6 months throughout the calendar year, then according to the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” dated July 25, 2002 No. 115-ФЗ, he must get an insurance certificate at the place of residence or stay in the Territorial Authority of the Pension Fund of Russia. This can also be done through the policyholder who has such an employee. An exception to the law is provided for highly qualified specialists.
When applying for registration, foreign citizens and stateless persons represent:
- a completed application form ADV-1 with a signature;
- passport or document replacing it.
Documents required to obtain a duplicate insurance certificate
If you have lost your insurance certificate of compulsory pension insurance, then contact the policyholder with a request for the issuance of a duplicate, and if you are not an employee, then you must submit such an application to the territorial FIU.

Personal account number insurance number - what is it?
Since 2002, in our country has been operating (OPS), according to which employers must pay insurance premiums for their employees. These contributions are paid monthly throughout the entire labor activity of a citizen and in the future are the basis of it.
For an employee to have an insurance pension, he must be registered in the OPS system. Upon registration, the Pension Fund of the Russian Federation assigns to a citizen. This number is uniqueassigned to a person once and acts until the end of his life.
In confirmation of the fact that the citizen is now an “insured person", a document is issued in his hands - the pension insurance certificate, referred to by the people SNILS. This document is a small plastic card of light green color, which contains the following information about the insured person:
- insurance number (directly SNILS itself);
- date and place of birth;
- date of registration in the OPS system.
SNILS can be obtained not only by officially employed citizens, for whom the availability of this document is mandatory. Any person can register in the OPS system at will regardless of citizenship and age.
What is a pension certificate for?
Presence of a pension certificate confirms the fact of registration citizen in the pension system. The insurance number itself is needed for:
- payment by the employer of insurance contributions to the fund (also on the account there is information about the experience, salary, etc.);
- remote receipt of public services via the Internet (apply, make an appointment with a doctor, enroll a child in kindergarten, etc.);
- identification on the official website of the FIU (through “Personal account of the insured person” you can find out all the information about your personal account - the number of retirement points, periods of work, etc.);
- receiving state social services and benefits (receiving free medicines, vouchers, etc.).
In addition, the insurance number is an identifier of information about the insured person. Thus, those who have SNILS spend less time getting various certificates and documents (for example, upon receipt), since government agencies independently request information about a citizen from each other.
Who draws up SNILS: employee or employer?
Unfortunately, today it is impossible to register in the system of compulsory pension insurance through the Unified portal of public services. Despite the fact that this portal provides citizens with remote access to many documents, it is not possible to execute SNILS via the Internet, since there is simply no such service on the site.
Also there is no such service on other online services. In connection with these, you can apply for a document only directly to the relevant authorities in person or through a legal representative. However, the Pension authorities promise to consider this option and solve it, making possible receiving remotely.

What documents are needed to obtain SNILS
Where can I get SNILS
In fact, the process of obtaining a certificate of an established form is reduced to the fulfillment of two requirements:
- The first is the identification of the applicant.
- The second - filling in the data, which will subsequently be entered into a single register of insured persons.
Currently, it is possible to obtain SNILS through the MFC. The option is well suited for those who live far from the Pension Fund branch or do not want to wait a long time in line. There is practically no difference, except for an increase in the deadline for submitting a document from the center to the fund operators. You can get the certificate made both in the PFR department and in the MFC, where you applied for a policy.
The personified accounting program in the Russian Federation has long been launched and is successfully working today. Data centers have a high degree of protection and data backup function. If the pension certificate is lost, it can always be restored by re-applying.
How to get SNILS to a foreign citizen
How does the system of issuing certificates on (example of foreign citizens)
After a person who has a citizenship different from Russian citizenship is employed by the organization, the enterprise administration takes measures to alert the FIU. The company is obliged to do this, since it automatically arises the right to transfer the corresponding payments to budget revenue. for foreign citizens issued on the basis of relevant documents signed by the applicant, a transfer list in the form of ADV-6-1.
The terms for obtaining a certificate consist of three periods:
- 2 weeks after employment of a citizen of another state, - to submit documents;
- 3 weeks from the date of receipt of the questionnaire from the employer in the fund;
- 1 week for SNILS to be handed over to foreign citizens at the enterprise.
In total, the maximum time for receiving the official document of the insured person in the territory of the Russian Federation for foreign citizens cannot exceed 6 months. In practice, this time is significantly less, since the main policy issuing company is actually finished. At present, SNILS is received by those who again get a job; you do not need to submit documents to receive a document for newborns, it will be done by the registry office.
Important
Before you get SNILS to a foreign citizen, it is necessary to take into account certain subtleties of the current Russian legislation. The fact is that the presence of a policy, no doubt, indicates the payment of mandatory payments by the employer. On the other hand, it remains for the foreign citizen to fulfill the requirement to confirm the fact of being in Russia. In other words, such a citizen, when assigning a pension or other types of benefits, will be required to present a residence permit or other documents.

In our country, each person must have a PFR insurance certificate, which is issued for his whole life and contains all the necessary information on pension insurance. It is best to order it immediately after birth, so parents of babies need to know how to get SNILS for a child so that he fully enjoys his rights.
SNILS performs the function of the number of the insurance personal account of each person in the FIU, which is fixed on a green form issued by the relevant authority on the basis of a personal application.
In addition to the number, the name is reflected in it. person, date and place of his birth, time of registration with the pension insurance authorities.
SNILS is assigned individually to each subject for his whole life. When changing personal data, the number of the insurance certificate is not subject to change.
Its value lies in the fact that it reflects the number of the personal account where the employee or his employer deducts insurance contributions. According to SNILS, you can find out not only information about the accumulated amounts, but also the periods of labor activity, which are taken into account in the employee's experience for calculating the pension. It is paid upon reaching a certain age or the occurrence of an insured event (death, disability of the insured). All information is taken on the basis of personal account data.
SNILS is valid with a passport or other identification document.
Attention! Also, a number is needed when receiving many state benefits and social guarantees. Therefore, the number of a personal account in the FIU is often asked to provide when applying to medical institutions, when entering educational institutions or to work.
Many authorities interact with each other in relation to individuals precisely by SNILS numbers, using it as a unique identifier.
Now there is a development of the system of citizens applying to the services of state bodies “from home” based on the portal of public services. People get access there by numbers fixed in SNILS.
Also, a single universal card is currently being implemented, according to which it will be possible to get a number of services in the field of social insurance and medicine, it also uses the data of a pension certificate.
Why do children need a testimony?
It is advisable to start receiving a card for a child immediately after receiving a birth certificate.
This is due to the fact that:
- Medical services will be provided to the baby in full only upon presentation with the SNILS medical center.
- SNILS provides access to receive such social guarantees as free medicines, trips to sanatoriums, etc.
- Upon admission to kindergarten or school and further educational institutions, SNILS for a child allows you to apply for free meals, a camp and a number of other social privileges.
- SNILS is an identifier on the government services portal, where you can queue up for kindergarten without leaving your home.
Why get SNILS for a newborn?
It is better not to postpone the receipt of the document for the newborn for a long time.
SNILS will allow parents in a simplified form to draw up and receive:
- Services of medical institutions (polyclinics, hospitals) in the care of a newborn (according to the birth certificate for keeping a child after birth during the year)
- Receive medicines prescribed by law for free (usually for children under three years old);
- Get free full age-appropriate nutrition;
- To issue the necessary certificates and documents for the baby;
- Make out various benefits (for birth, child, maternal capital, etc.).
- Participate in the inheritance of pensions.
Where to get the document
To the question: where to make SNILS for a child, one can answer only directly in the FIU, or in the MFC.
The easiest way is the possibility of parents contacting the nearest MFC branch. They need to provide the necessary package of documents, an employee of the center will process them, draw up a statement and send it to the FIU. Next, he set the time when you need to come up to get your hands on a ready certificate of the FIU.
However, this method is longer in time than direct contact with the FIU. This is explained by the document flow between the MFC and the FIU at the request of the certificate and its receipt. But the deadline for issuing SNILS cannot be more than 3 weeks.
Parents of the child can also go to the nearest branch of the FIU and apply for a personal account number there. As a rule, the application itself is filled out by an employee of the pension fund, the applicant only needs to prove his identity.
The FIU sets the time, and the completed certificate is passed on to the child's parents. The maximum term here is also three weeks, but often extradition is carried out within 7 days from the date of application.
Attention! Recently, parents have often been interested in how to get SNILS for a child through public services. Today there is no such opportunity. On the portal you can fill out a questionnaire and print, but you will need to submit it only in person. At the same time, the FIU claims that the personal data of an individual is confidential and cannot be transmitted remotely.
How to get an insurance certificate for a child?
Registration of an insurance certificate for a child is a simple procedure, which differs little from the usual.
Newborn
Any of the parents or legal representatives of the newly appeared baby is entitled to receive this document. However, it should be borne in mind that at this point it is necessary to issue a birth certificate in the registry office, since without this document the procedure for obtaining SNILS will be impossible.
A package of documents must include a copy of the identity card of one of the parents. Who will act for them - mother or father, does not matter. The presence of the baby during the design of SNILS is optional.
Since since 2013 the registry office has been obliged to transmit information about children born to the FIU, a certificate for a baby can be obtained in Moscow and some regions immediately upon contact.
Children under 14 years old
The procedure for obtaining SNILS for children under 14 years old is no different from the previous one. Here, the document is also made on the basis of a questionnaire and supporting papers by one of the parents or legal representatives. The presence of the child is optional.
A child over 14 years old
A child over the age of 14 already has a passport, so he can apply for SNILS independently. At the same time, the child’s passport, and not a birth certificate, should already be used as an identity document.
The rest of the procedure is no different from the usual.
In addition, a child from the age of 14 has the right to enter into labor relations, which is why he can apply for the registration of SNILS through his first employer, who is obliged to carry out this action.
Learning educational institutions
In accordance with the legislation, the design of SNILS for children can be taken up by a preschool institution, school, or other educational institution. The administration of such an institution trusts an adult domestic person to collect the necessary information and documents of the children and transfer it to the FIU. In this case, SNILS receives a group of children.
This possibility is provided due to the fact that at this age children are entitled to a fairly large number of social benefits (food, educational literature, sanatoriums, camps), during which SNILS should already have them. And in order to facilitate this process, an educational institution can assume a similar responsibility.
What documents are needed for children receiving SNILS?
When issuing SNILS, you must first find out what documents a child needs for SNILS.
The legislation approved the following list:
- Questionnaire of the insured person - it can be filled out independently, or a qualified specialist of the relevant body will take up its preparation.
- A copy of the birth certificate of the child - if he is not yet 14 years old.
- A copy of the passport of the child - if he has reached the age of 14 years.
- A copy of the passport of one of the parents, who will, on behalf of the minor, submit the application for registration of the child's SNILS
- A copy of the inventory in the form of ADV-6-2 - if SNILS is issued through the employer.
How soon can I get a certificate?
At the legislative level, it has been established that the maximum time during which the pension body must issue SNILS is 3 weeks.
In fact, PF field offices are trying to minimize waiting times. Now in some regions of Russia you can get SNILS in your hands 3-10 days after the personal submission of documents to the authority.
Attention!The procedure for issuing an access card also when applying to the MFC. However, in this case, the period may be somewhat longer than with a personal appeal to the fund (but it should also not exceed 3 weeks). This is due to the fact that the MFC must follow the prescribed procedures for transferring documents to the fund, and then receive them back.
The compulsory pension insurance certificate (green plastic card) was issued to absolutely all categories of citizens starting in 2011: working, non-working (housewives), military personnel and children. From April 2019, green cards - insurance certificate of compulsory pension insurance will no longer be issued.
Instead of a plastic card, registration information in the individual accounting system will be sent to electronic document or paper. The help form has not yet been approved. To receive electronic SNILS or a certificate on paper - a citizen will choose on his own.
What is SNILS?
SNILS is the insurance number of an individual personal account. On the insurance certificate of compulsory pension insurance, in addition to the data of the insured person (full name, date and place of birth, gender and date of registration), an 11-digit number is indicated. This digital code is SNILS, which, like fingerprints, is unique, belongs to only one person and is issued for life.
This certificate is a document confirming the registration of a citizen in the system of compulsory pension insurance (OPS).
This number does not change even when changing in personal (change of surname, date of birth, etc.) and person’s passport data.
How and where can I get SNILS for a child?
You can register your child in the mandatory pension insurance system by submitting relevant statement:
- by the parent, having personally addressed the territorial authority of the PFR at the place of residence (if the child is under 14 years old) or at the MFC (multifunctional center). Moreover, the presence of the child himself when submitting documents is not required;
- a teenager who has reached the age of 14 by personally contacting the territorial bodies of the FIU;
- when issuing a universal electronic card, SNILS is assigned automatically.
In addition, the Pension Fund received the right independently open a personal account based on information received from state bodies providing state and municipal services, if such a person is not e personal account was opened.
In some constituent entities of the Russian Federation (where an agreement exists between FIU branches and registry offices on electronic interactions between bodies), the procedure for obtaining SNILS for newborns has been simplified since 2014 without appeal to the FIU with a statement.
In these entities (such as St. Petersburg, Ivanovo, Irkutsk, Tyumen regions), based on the information of the civil registry offices, the Pension Fund promptly registers newborns in the OPS system, and the parents of the babies can only wait for the notification that their child is registered and receive SNILS, coming to the FIU at the place of residence. For the adult population, SNILS can be obtained through the employer or independently by contacting the FIU (for non-working people) or the MFC.
You can apply to the Pension Fund only in person. Filing an application by mail or through the website of public services (Internet portal "Public Services") is not currently provided by law.
Digitalization of SNILS
With the introduction of amendments to Law 27-FZ, all account information will be stored only in electronic form.
State institutions connected to the system of interdepartmental electronic interaction can independently find the number of an individual personal account of a person according to his data (passport or birth certificate). However, if you need to present SNILS to receive public services, but there is no certificate in your hands, then you can contact the nearest PFR customer service to obtain a certificate with the necessary information from SNILS.
All previously issued green card certificates are still valid. along with an electronic identifier.
An individual personal account is stored in the information resources of the Pension Fund in lifelong registered person and after his death - during the period provided for by the procedure for storage of pension cases.
Documents for receiving SNILS for a child
When applying for registration of a child in the OPS system, one of the parents (legal representative) presents to the FIU at the place of residence:
- passport parent or other identity document;
- birth certificate (for children under 14 years old);
- statement (application form) of the insured person in the form of ADV-1, certified by one of the parents (in some departments of the FIU, when submitting a passport and birth certificate, the FIU employee fills out the application form in electronic form).
Adolescents aged 14 years and older can apply to the FIU on their own, taking with them a passport.
After what time can I get SNILS?
The territorial administration of the FIU draws up an insurance certificate within two to three weeks from the date of submission of the application (questionnaire) with the necessary documents. After this period, you can drive up to the FIU and pick up the pension insurance certificate.
Why is SNILS necessary for a child?
SNILS is a kind of “connecting link” and is used in information interaction between FIUs, compulsory health insurance funds, social insurance funds and other government bodies. The use of SNILS reduces the time for the exchange of information between structures that provide citizens with state, social, and medical services.
SNILS will need:
- to receive medical services for children, including when applying for benefits for medicines and specialized medical nutrition products for children with disabilities. Providing vouchers for spa treatment and free travel to the treatment site and back;
- to form pension savings and receive the funded part of the pension in case of inheritance by the child (if the minor child became the heir to the funded part of the pension);
- for the appointment and receipt of pensions, benefits, monthly cash payments;
- students and pupils working part-time during the summer holidays in children's recreation camps, environmental groups, etc.
