Average salary in Belarus. Real wages in Belarus have exceeded Russian ones
Let's start with what the monthly average salary information is. Every month Belstat publishes data on accrued wages, which is derived by dividing the wage fund by the number of employees. In fact, this is the arithmetic average salary (average temperature in the hospital).
Since income inequality exists in any society, the arithmetic average wage will almost always be higher than wages calculated in other ways. In addition, they are sitting in the accrued salary income tax (13%) and the employee's contribution to the Social Security Fund (1%). For this reason alone, the pay "on hand" will be lower than the salary that goes through the statement.
The government agencies understand these nuances. Therefore, recently Belstat has started calculating the median and modal wages.
Official statistics understand the median as the salary, which is in the center of the distribution of workers by the amount of accrued wages and divides it into 2 equal parts - with the salary below and above the median. To put it simply, 50% of employees are paid below the median salary, and the other 50% are paid above it.
In addition to the median, there is also a modal salary. Modal salary is the salary that is most often found in the series of distribution of employees according to the amount of accrued salaries. In other words, the modal salary is the most frequently charged salary.
Both indicators (median and fashion) are calculated by Belstat twice a year - in May and November. The calculation of the median and modal wages is based on a sample of enterprises. For example, in November 2017, Belstat's sample included 11.6 thousand large and medium-sized enterprises.
So, in November 2017, the median salary in the country on average was 635.4 BYN, or 75.9% of the average for Belstat. In Minsk, the difference between the average and the median was greater: the median salary was at the level of 71.3% of the average (821.8 BYN). This means that income inequality is more severe in the capital than in the regions.
The modal salary for November 2017 amounted to 443.4 BYN, or 53% of the average. In Minsk, the most frequently charged salary was 699.5 BYN (60.7% of the average). In December, the average wage jumped to November by 18.9%. But in January, salaries in Belarus fell by 13.7%, and in February - by another 1%.
As a result, the February salary was slightly higher than the November one. It follows from this that the most frequently accrued salary for February 2018 on average in the country was somewhere under 500 BYN, and in Minsk it most likely fluctuated around 700 BYN.
If you subtract from 500 BYN and 700 BYN income tax and a contribution to the Federal Social Welfare Fund, you can get an idea of \u200b\u200bthe salary that an ordinary Belarusian and an ordinary Minsker received in their hands. In the case of the country it will be about 440 BYN, in the case of Minsk - about 610 BYN.
Average salary is an official statistical indicator characterizing the level of income of the population. It is calculated in each country, and the calculation methodology may vary.

What determines the average salary
The dynamics of the average salary varies depending on the general condition national economy, from labor productivity, as well as from external economic factors (changes in world prices for raw materials, energy, etc.). Currency equivalent of the average wages depends on the international situation foreign exchange market... The following factors affect the size of the indicator:
- Specific locality. Statistics show that in villages and small towns, compared to megalopolises, the level of wages can be twice or more less.
- Branch of the economy. The highest paid are workers employed in financial sphere and industry, as well as in the IT industry. The lowest salaries are traditionally agriculture and the social sphere.
The amount of wages is negatively affected by the sanctions imposed by the international community on the Russian Federation, since this country is the main and strategic partner of Belarus not only in politics, but also in the economy.
Where are the highest and lowest salaries in Belarus?
The average salary level varies significantly across the regions of the country. The highest is in the Soligorsk region, since the enterprises for the extraction of potash salt are backbone here. High average monthly wages were recorded in the Minsk region, because the region is the center of large industrial complexes. In addition, many IT companies are registered in Minsk, including those with foreign capital, which traditionally have a high level of salaries.
The lowest rates were recorded in the Vitebsk region. The economy of this region is formed mainly at the expense of agricultural enterprises, which are traditionally distinguished by low profitability (some of them are subsidized by the state).

Influence of the indicator on the standard of living
The indicator is actively used in official statistics, but it does not allow adequately assessing the real situation with the income of the population, which is due to the following reasons:
- Accrued and paid salaries differ by at least the amount of taxes withheld from the employee's income. Some enterprises practice paying part of their wages with their own products, the accounting estimate of which may differ from the real market value.
- The incomes of the highest and lowest paid workers differ dramatically. In the IT industry, many specialists receive 2-5 thousand rubles, while in the social sphere, education (including preschool), agriculture, there are massive salaries of 300-500 rudders (10 times less).
- For an objective assessment of the well-being of the population, along with the average monthly wages, you need to take into account other indicators: food costs, utility bills, inflation dynamics, the cost of gasoline and services public transport, etc.
In recent years, the country's economic authorities prefer to announce the size of the average salary not in US dollars, as has been practiced for a long time, but in the national currency. This is being done within the framework of measures to de-dollarize the economy and reduce the level of its dependence on the dynamics of exchange rates.

Another thing is that sales of Belarusian goods are hindered by the stupid prejudices of those who judge by themselves and come to the conclusion that Belarusians cannot do their job efficiently. Situation in Russia
In 2015, the real accrued wages in Russia decreased by 9% compared to the previous year, HSE experts remind, citing Rosstat. In subsequent years, it grew at a slow pace: the growth was plus 0.8% in 2016 and plus 2.9% in 2017. The growth of nominal indicators in these years amounted to 5.1, 7.9 and 6.7%, respectively. At the same time, the devaluation of the ruble in 2014-2015 led to a reduction in wages in Russia in dollar terms, economists say.
The Ministry of Economic Development expects a slowdown in the growth rate of real wages from the planned 6.3% in 2018 to 0.8% in 2019. As follows from the forecast of the ministry (* .pdf), this is primarily due to the high base of 2018, since the salaries of employees social sphere (they got under may decrees 2012) were brought to the target level, and the minimum wage to living wage... Other reasons may be the acceleration of inflation and the change in the timing of the indexation of public sector wages (from October 1, 2019 instead of January 1, as this year). The countries closest to Russia in terms of average monthly wages are Kazakhstan and Azerbaijan: in 2017, wages there amounted to 76% of the Russian indicator ($ 1,252 at PPP). In general, in all CIS countries, except Belarus, comparable salaries are lower than in Russia. In Ukraine, which had previously decided from the CIS, the average salary in terms of PPP is also consistently below Russian indicators. In 2017, it amounted to $ 1,074 (65% of the Russian).
Eastern Europe and BRICS
Among the states of Eastern Europe, Russia is inferior in terms of wages according to PPP to such countries as Poland ($ 2343), Czech Republic ($ 2026), Croatia ($ 1950) and Hungary ($ 2107), follows from the monitoring. Bulgaria and Romania lag behind Russia in terms of wages, but in recent years the difference in wages in Russia and these countries has been rapidly decreasing, experts say.
As for the two BRICS partners considered in the monitoring, Russia is ahead of them in terms of salaries. In China, at a nominal exchange rate of currencies, salaries exceed Russian ones, but with the transition to PPP calculations, Russia retains a higher indicator, experts say. So, in 2016 (there is no comparable data for 2017 for China yet) the average salary in China was $ 1461, and in Russia - $ 1561. But the gap is also narrowing: in 2011 it was more than $ 450, and in 2016 it was $ 100. In Brazil, the average salary last year reached only $ 1407 - its level of wages in Russia has been consistently higher.

Average salaries in Belarus, Russia, Ukraine by region
IN Belarus- the lowest growth in average wages among the three countries. At the same time, administrative efforts are being made in the country to increase this indicator.
The average accrued wages in June 2017 amounted to $ 424. A year earlier - $ 370. Growth for the year - by $ 54, or 14.6%.
The increase in salaries was noted in all regions of the country. The minimum increase in absolute terms is in the Vitebsk region. Over 12 months, salaries there increased from $ 316 to $ 359, or $ 43. As of June 2017, the Vitebsk region is the lowest paid region in Belarus.
Minsk holds the lead in terms of salaries: the capital has come close to the $ 600 mark.
Russia. The average accrued wages in June 2017 amounted to $ 713. A year earlier - $ 598. Growth for the year - by $ 115, or 19%.
Russia is the only one of the three countries in which the level of wages in December 2016 as of June 2017 has not been overcome.
Only in Russia for the year wages in two regions decreased in national currency: in the Kabardino-Balkarian Republic and in the Tuva Republic. However, thanks to the strengthening russian ruble against the US dollar, in dollar terms the growth of wages was noted in all regions.
In terms of wages, the Chukotka Autonomous District became the regional leader, where wages reached $ 1600 and increased by 19% over the year. The previous leader, the Yamalo-Nenets Autonomous Okrug, with a salary of $ 1580 ranks second in terms of salaries. Moscow returned to the top three: in the capital of Russia, the average salary in June 2017 was $ 1,464.
Moscow became the leader in the absolute growth of salaries: over the year they increased from $ 1140 to $ 1464, or by $ 324.
The lowest level of wages was recorded in the Kabardino-Balkarian Republic. This is the only region in Russia where salaries were below $ 400 in June. In the Chechen Republic and the Altai Territory, they paid about $ 400. In low-paid regions, wages have grown more slowly over the past 12 months than in the country as a whole.
Ukraine... The average accrued wages in June 2017 in Ukraine amounted to $ 282. A year earlier - 215. Growth over the year - by $ 67, or 31%.
Ukraine has the highest relative wage growth among the countries under consideration.
One of the reasons for such high rates of growth in earnings may be the gradual withdrawal of “gray” wages from the shadows due to changes in the tax policy on wages in this country.
The growth of salaries was noted in all regions of the country. The minimum level of regional salaries over the years has increased from $ 160 to $ 227. The lowest salaries are in the Luhansk and Kirovograd regions. Traditionally, the leader in Ukraine is Kiev: in June 2017, the salary in the capital was $ 425. Kiev is also in the lead in the maximum increase in salaries: a year earlier, they were $ 81 lower.
Highest paying activities
IN Belarus the only type of activity in which wages have decreased both in national currency and in US dollars is the IT sector. Over the year, salaries in this area fell by $ 57 - to $ 1,820. This decrease is due to the active expansion of the number of employees: new employees are actively entering the sector, at the initial stage they cannot receive average salary by industry. Despite a slight decline, this type of activity retains absolute leadership in terms of earnings, overtaking the air transportation industry by 1.5 times.
In June 2017 the most highly paid kind activities in Of Russia, as can be seen from the table, was the production of petroleum products. It should be noted that the sharp rise in salaries is associated with bonuses paid to top management. They happen in different months depending on the year. Last year, similar payments were made in August, in 2015 - in May. After payments, the salary in the industry will return to the level of $ 1700-1800 per month. And leadership can move to the field of air and space transport, where the salary is about $ 2500.
IN Ukraine air transport is the only activity that pays more than $ 1000 per month. Ukraine does not publish separate data on the IT sector (it is part of such an activity as “information and communication”). However, together with representatives of communication enterprises, IT specialists are among the most highly paid specialists.
Lowest paid activities
Despite the increase in salaries over the past 12 months by 10% or more, the lowest paid activities in Belarus are the budgetary areas.
In the lowest paid activities in Of Russia there are no salaries below $ 350.
Among the three countries, the lowest salaries (less than $ 200) in the lowest paid activities in Ukraine.
Trends:
1. Growth of economies in the three countries will contribute to further growth of wages. At the same time, if in Russia and Belarus the strengthening of the national currency has stopped, then in Ukraine it continues - this will contribute to a further increase in the dollar equivalent of salaries.
2. In Russia, unfavorable demographic situation (staff shortage) will support the growth of wages. A transition to an active policy of attracting foreign workers from abroad or mitigating requirements for migrants due to the lack of specialists is not excluded.
In Ukraine, the situation with the emergence of a visa-free regime with the EU may contribute to a certain outflow of labor.
In Belarus, the pressure of the authorities to raise wages will continue, but this growth will not match the possibilities of the economy, which will have an adverse effect on the finances of enterprises and the budget in the future.
3. The situation with wages will be largely related to further changes in the area of \u200b\u200btax policy regarding wages. Local benefits, a decrease in the tax burden on payroll funds can lead to an increase in wages or to the legalization of gray wages.
