Living wage for a pensioner in 2019
So let's move on to the numbers. The living wage in the country for 2019 is expected to be 9,364 rubles. Now let's look at the projected pension figure in 2019 - the minimum pension will be 9,159 rubles. As we can see, pensioners were “offended” by as much as 205 rubles.
Pensions in 2019 will be less than the subsistence level. As soon as representatives of the Pension Fund of the Russian Federation fired this "arrow", a real panic swept through the ranks of pensioners. No joke, all live to work for wear, and in old age to receive such a gift from the state! However, do not despair, because the upcoming changes will affect, to a greater extent, only social pensions.
Laws of the Russian Federation 2019
Now about the forecasts... Let's take as a basis the indicator of the subsistence minimum for the working-age population, which in the 1st quarter of 2019 was 17,642 rubles, and compare it with the minimum wage, which for the same period was within 17,300 rubles.
It is known that starting from July 1, 2019, the minimum wage in Moscow will be 17,992 rubles, i.e. there will be a significant increase in comparison with the previous period. And given the direct link between the minimum wage and the value of the subsistence minimum, it can be assumed that in the second quarter of 2019 there will be an increase in the subsistence minimum.
The question "what will be the cost of living in Moscow in 2019 from January 1" is quite relevant. And this is no coincidence. Year after year, Russians expect the indicator to reach such a level that any category of the population can live without problems. In the meantime, everything is exactly the opposite: the cost of living allows only to survive, and not to live normally.
Living wage 2019
In comparison, the amounts for a particular socio-demographic group (working-age population, pensioners and children) are different. Least of all food consumption is calculated for pensioners, then for children and workers. As a rule, the highest cost of living is set for the able-bodied population, slightly lower for children, and even less for pensioners. But the specific values \u200b\u200bare different in each region. The indicators are calculated as a percentage of the cost of a basket of products - from 45 to 60% and take into account the climatic characteristics of the regions (see table below).
The methodology for calculating the subsistence minimum is regulated by Federal Law No. 134-FZ of 24.10.1997. The living wage is asserted both in Russia as a whole and separately in the constituent entities of the Russian Federation. The size of the minimum is set separately for each of the three categories of the population (workers, pensioners, children) and revised every quarter.

The President recalled that today the minimum wage is "only 9489 rubles." “And, as far as I can remember, we have been talking all the time and continue to talk about the need to at least equalize the minimum wage with the so-called subsistence minimum,” the president said, noting that at the moment the subsistence minimum is more than 11 thousand rubles.

Subsistence minimum from May 1, 2019 in Russia
Directly the subsistence minimum in 2019 in Russia has been fixed since January 1 and is 10,326 rubles per capita in the whole of the Russian Federation. It should be remembered that the relevant principles for calculating this indicator are established based on the results of the previous quarter and until May 1, 2019 are governed by the provisions of the Decree of the Government of the Russian Federation No. 1490 dated 08.12.2019.
Since most of the other significant indicators, such as minimum wages and pensions, are tied to the indicators of the subsistence minimum from May 1, 2019 in Russia, its size is of great importance for many Russians and foreigners working in the Russian Federation. It should be remembered that the subsistence minimum for a child or pensioner differs from the specified size of the consumer basket of an adult able-bodied person. It is also necessary to remember that in different constituent entities of the Russian Federation, these indicators can also seriously differ in accordance with the table of the subsistence minimum from May 1, 2019 by region.

According to the new law, the consumer basket will include “a minimum set of foodstuffs necessary to preserve human health and ensure their vital activity,” as well as non-food products and services that will be installed not in physical terms, as before, but in relative terms, that is, in percentage of the cost of food. So, according to the new law, non-food products included in the basket, as well as services, will each make up 50% of the cost of food.
The size of the subsistence minimum in Russia is set by the government of the Russian Federation on a quarterly basis on the basis of the consumer basket and Rosstat data on the level of consumer prices for food, non-food products and services, and the costs of mandatory payments and fees.

About the allowance
For the first time, the news about payments for the first child sounded in a speech by Vladimir Putin at a meeting of the coordinating council for the implementation of the National Strategy for Action in the Interests of Children for 2012-2017.

The Ministry of Finance said that the budget does not provide money for these purposes, but the Ministry will find it, and the Pension Fund of the Russian Federation, which will become the operator of the allocated benefits, has already calculated how many families will receive “maternity capital for the first child” and how much money will be required for this. The law was submitted to the State Duma, considered and signed quite quickly.
The amount of the payment will be calculated based on the size of the child's regional subsistence minimum. According to the Ministry of Labor, the child's subsistence level in the second quarter of this year was 10 160 rubles. According to the calculations made by the president, the average payment will be:
- in 2018 - 10 523 rubles,
- in 2019 - 10 836 rubles,
- in 2020 - 11,143 rubles.
According to the forecast estimates of Rostrud, payments will be received by 336 thousand families. The funds have already been sent to the regions.
Who can qualify for payments
Rostrud explains which families will receive the new allowance. Not everyone will get money for the first-born.
To assign a monthly payment, the following requirements must be met:
- the child was born (adopted) after January 1, 2018;
- is a citizen of the Russian Federation;
- the size of the per capita family income does not exceed 1.5 times the subsistence minimum of the working-age population established in the Komi Republic for the second quarter of the year preceding the year of applying for the purpose of the specified payment.
When assigning payments, it does not matter where the parents are employed - in the budgetary sphere, the public service or the private sector. Only their total income is taken into account.
It is not yet clear how the child benefit will be calculated for those families in which the parents are divorced.
How much will be paid for the first child in 2018
It all depends on the region in which the family lives. The subsistence level is the monetary value of the consumer basket, which includes not only products, but also the necessary payments and services.
IN THE REPUBLIC OF KOMI APPROVED LIVING MINIMUM FOR THE FIRST QUARTER OF 2016
On average, for the third quarter of 2017 for the working-age population, it amounted to 11,160 rubles.

Usova said, according to the decision of the Constitutional Court of Russia, concerning the issues of the minimum wage and the calculation of northern allowances, the government of the Komi Republic is currently holding consultations with the government of Russia. To comply with the requirements of labor legislation, applications were sent for clarifications to the Ministry of Labor and Social Protection of Russia, the Ministry of Economic Development of Russia, and the Ministry of Finance of Russia.
"Further decisions will be made taking into account the explanations provided," said the Deputy Minister of Economy of the Komi Republic.
Recall that the Constitutional Court of the Russian Federation came to the conclusion that the wage system must comply with the norm guaranteeing a conscientious employee a salary not lower than the minimum wage, and other labor legislation, in particular, the rule on increased wages in the northern regions. The only benefit left for young people living in the northern regions was the procedure for calculating the allowance approved by the Decree of the Council of Ministers of the RSFSR dated 10.22.1990 No. 458 "On streamlining compensation to citizens living in the North." It establishes that young people who have lived in the Far North for more than 1 year receive a bonus for the first six months at a rate of 20%, and then 20% is charged every 6 months until 60% is reached, then 20% for each year of work. For areas equated to areas of the Far North - 10% for every 6 months until reaching the maximum established by law. Thus, an accelerated option is provided for increasing interest payments for young people in the Far North.
