Residential complex "Svetlana" is one of the oldest long-term construction projects in St. Petersburg. The start of work on the site was announced in 2003, even before the entry into force of 214-FZ. The customer of construction, co-investors, general contractors were close to Trade House "Sigma". In the development holding since 2016 open bankruptcy proceedings. It follows from the materials of the case that the last official customer for the construction of Svetlana was the Nevsky Luch company, the general contractor was the Rizalit company. In 2013, the parties entered into an agreement, according to which the investor had to finance the construction of the facility in the amount of 350 million rubles in advance payments - and in return, after putting the residential building into operation, receive part of the apartments. In 2014, under one of the agreements, Stroy-Modul itself became a contractor. In 2015, Nevsky Luch terminated the contract with him.
From the confusing and changing statuses of the companies working at the facility, it follows that Stroy-Modul invested in the construction of the complex only partially. Also partially performed work on the construction site as a contractor. In the claim, the company proceeded from the fact that it had executed work contracts in the amount of almost 100 million rubles. Accordingly, she has the right to demand recognition of ownership of the shares in the form of the apartments indicated in the claim, listed in the offset agreements.
It is important that Stroy-Modul is represented by a bankruptcy trustee. Since 2016, bankruptcy proceedings have been opened in this organization (as in Trade House Sigma). The bankruptcy trustee tried to recover the apartments as part of the fulfillment of the creditors' claim.
However, the arbitration did not support the claimant's side. The decision notes that "Stroy-Modul" did not give any grounds allowing it to demand the apartments indicated in the list. In addition, it turned out that the ownership of shares in the form of disputed apartments behind the Nevsky Luch was not registered. also in court documents it is noted that several apartments from the Stroy-Modul list have claims of third parties, namely equity holders.
Most likely, the situation with the division of apartments can be resolved after the building is put into operation. Or, conversely, worsen if the facts of double sales are revealed. At present, the readiness of the object is high, but there are still imperfections.
According to the Committee for the construction of St. Petersburg, the last field meeting on the completion of the construction of the residential complex "Svetlana" was held on February 6 this year. The Construction Projects Department, subordinate to the structure of Smolny, ordered the Nevsky Luch developer company to complete the installation of an electrical substation, the installation of gas supply networks, facade decoration and landscaping.

The Legislative Assembly of St. Petersburg wants to become one of the regulators of the construction of new buildings in the historical center of the city. Last week, Vyacheslav Makarov, chairman of the city parliament, told reporters that he had already instructed the Committee on Legislation and the Municipal Economy Commission of the Legislative Assembly to prepare a draft that would give people's deputies control and coordinating functions.
“New construction in the center of St. Petersburg should be carried out only by a decree of the Parliament. This will help stop compaction buildup. The first on the list was the residential complex "Svetlana" in the Vyborgsky district of St. Petersburg. This is a long-term construction record holder: they cannot finish it since 2003. Longer, since 2000, only New Scandinavia has been built. Albin, who oversees the completion of construction, in the hope that he will somehow influence the situation.
This year, arbitration put an end to the legal dispute between the Nevsky Luch and Stroy-Modul companies participating in this project. The bankruptcy trustee of the last of the named companies demanded part of the apartments in the house as payment under work contracts and to fulfill the requirements of creditors. However, he was refused. But something else is interesting: according to media reports, equity holders are applying for a number of apartments that Stroy-Modul wanted to get. This follows from the documents of the court. In a word, it is unclear: whether we are talking about double sales, or not. It remains to wait until the house is finally put into operation - then the situation should clear up.
There is no need to discuss the pros and cons of Svetlana. Everything has already been said by us in the previous opinions of the portal. The residential complex still remains in the second half. That is, experts assess its prospects very skeptically. Buying an apartment here from a developer, contractors, or through an assignment is still a risky business. The best way– wait for the residential complex to be handed over and all apartments to be registered in ownership in order to avoid both unnecessary waiting and possible legal complications associated with disputes between project participants.
There are currently no other new buildings in the immediate vicinity of Svetlana. The nearest alternatives in Vyborgsky and Primorsky districts, these are residential complexes (“B”), the deadlines have also been postponed), residential complexes that are building (rating “A”) and residential complexes from Megalit-OKHTA Group.

The layouts are not bad, and the price is quite attractive, so now, at the final stage of construction, the residential complex may be of interest to potential buyers. But, of course, one must understand that a house that has been built for many years, which has stood in an unfinished state for more than one winter, has its drawbacks. Still, it's probably not worth counting on the high quality of local housing.
There are few new buildings near Svetlana. Under construction from the "Union of Experts of the Region" ("B") and from "New Kolomyag". But the second object is already a long-term construction, and there are also questions about the first one. The location of the residential complex has both pluses and minuses. Also, the advantage of this residential complex is its location in the old part of the Vyborgsky district. These are long built-up and habitable places with a well-developed social and commercial infrastructure. The area is green, calm, living here is comfortable.
The downside is definitely the proximity. railway. Whatever it was, but the house is critically close to the railroad tracks. Noise and vibration from passing trains simply cannot but be felt by residents. Also, the minus is that the house was actually built within the framework of the seal building. The apartments are spacious and quite good in terms of layout, they fully satisfy the level of the "comfort" class. All apartments have large kitchen-dining rooms, a number of apartments have a non-standard configuration. A fairly large number of apartments are still on sale and the price for them is gradually increasing as the delivery of the house approaches.
In this part of the Vyborgsky district there are not many free plots for development, nevertheless, new residential complexes are being built.
