Residential premises that will not be privatized before July 1 of this year will automatically fall into the category of commercial (rental) premises. What does this mean for ordinary Belarusians?
First and foremost: in addition to paying utilities You will also have to pay rent. The amount of rent payments is calculated according to general rule: the area of housing is multiplied by 0.2 of the base value (1 value is 210 thousand rubles), but if the housing only became rented, without being such initially, reduction coefficients are also taken into account - 0.2 for Minsk and 0.1 for other regions.
The following factors will also be taken into account: the level of improvement of the apartment, as well as its belonging to a specific economic and planning zone of the capital. There are 5 such zones in Minsk. Each has its own coefficient from 0.5 to 1.5. The level of the coefficient is directly related to the proximity of housing to the center, as well as its condition.
To make it easier to understand how this looks in practice, we give an example: a standard 2 room apartment for 48 m 2 , which, due to non-privatization, became rented (taking into account the decreasing coefficient), located in the 5th zone (with a coefficient of 0.5), today costs 201,600 rubles per month. But the same option with housing in the 1st zone (with a coefficient of 1.5) will be valued at a different amount of 604,800. At the same time, for the same apartments according to their data, which were rented from the very beginning (from the 5th and 1st zones, respectively), you will need to pay 1.008 rubles. and 3.024 rubles.
Is eviction possible?
If a tenant has not paid rent or utility bills for more than 2 months, this is a reason for eviction - this is the decision of the Council of Ministers. Or the lease is simply not renewed if it expires soon. The case will be considered for at least a month (from the moment of warning to going to court), which means that the tenant will have additional time to pay off the debt. But the actual eviction is still more than possible. For example, in 2015, lease agreements were not renewed with five tenants from different districts.
Until July, legislation in the housing sector in relation to non-payers does not take too strict measures. After several unpaid months of living, they, at best, turn off water and electricity. The lack of payments for six months threatens to file a lawsuit for relocation to an apartment with worse conditions. In other words, no one is left homeless. More precisely, almost no one: if the tenant at least three times a year was not brought to administrative responsibility for violating the rules for operating housing.
Who should pay and how much
You will have to pay up to several hundred million rubles for privatization, but you can arrange an installment plan for 40 years (with a down payment of 10%). But the state will nevertheless exempt several categories of citizens from payment, their houses will simply change their status to social ones.
Of course, not everyone has such an opportunity: this circle of people will include the least protected segments of the population, for example, pensioners or those who have lost their apartment due to special circumstances, citizens who do not have money to make payments for privatization or rent.
What will be cheaper: to rent an apartment or to pay money in installments for privatization?
It's not that hard to calculate. To do this, you can take a conditional value: a standard 2-room apartment from 1 economic planning zone is estimated at, say, 200 million rubles. During privatization, the first installment installment will be 20 million. The rest of the amount must be divided into 480 months (40 years). So, monthly you will have to pay 375 rubles. The rent will result in a different amount - 604,800 rubles. It is calculated just as easily: 48 m 2 is multiplied by 42 thousand rubles. (taking into account 0.2 base values) and another 1.5 (since this is the coefficient of the 1st economic planning zone), as well as 0.2 (reducing coefficient).

Who applies for a rental apartment?

The document prescribes the length of service, family composition, the term of the contract, the address of a particular dwelling and the basis for its provision. The maximum processing time for an application is one month. During this time, they work with each application individually: they study it at the housing commission, if approved, they consider it at a meeting in the district administration. If the application is satisfied, then within three days a package of documents is prepared in triplicate: for the applicant, the settlement and reference center where the contract of employment is drawn up, and the third one for the housing department, which will issue the keys to the coveted living space.
– Monthly payment for a rental apartment is calculated according to a certain formula. The total area of the premises is multiplied by 0.2 base values and the coefficient of the economic planning zone of the location of the house. So, Minsk is conditionally divided into five economic planning zones: the closer to the center, the higher the value. For those who received housing for the duration of work, a reduction factor is applied (this does not apply to residents residential area"Master" in Minsk). The calculation of the rent is made by the settlement and reference centers. Payment can be made at bank branches, at the post office or through the ERIP system. What housing should you expect?
- The list of vacant rental premises can be found on the official websites and stands of district administrations. V last years fewer applications. - The maximum lease term is five years, but you can lose your housing space earlier. According to Marina Areshchenko, the demand for such housing is considerable. For example, in the last rental building, in which the Vitebsk City Executive Committee distributed apartments in May 2016, 691 people on the waiting list applied for the allocated 87 apartments.
– In the regional center, 30,000 people are registered as needy, and only about 5,000 of them have the right to soft loan, the rest can be built only for own funds which not everyone can afford.
