LCD "Svetlana" - one of the oldest long-term construction projects in St. Petersburg. The start of work on the site was announced in 2003, before the entry into force of 214-FZ. The construction customer, co-investors, gene-contractors were close to Sigma Trading House. In the development holding since 2016, bankruptcy proceedings have been opened. Sigma left several long-term construction projects in St. Petersburg and the Leningrad region.
From the materials of the case it follows that the last official customer for the construction of Svetlana was Nevsky Luch, and the general contractor was Rizalit. The investor was the company "Stroy-Module". In 2013, the parties entered into an agreement, according to which the investor had to finance the construction of the facility in the amount of 350 million rubles in advance payments, and in return, after the house was commissioned, to receive part of the apartments. In 2014, according to one of the agreements, Stroy-Module itself became a contractor. In 2015, the Nevsky Ray terminated the contract with him.
From the confused and changing statuses of the companies working at the facility, it follows that Stroy-Modul invested in the construction of the complex only partially. He also partially performed work on the construction site as a contractor. In the claim, the company proceeded from the fact that it had executed contracts for the amount of almost 100 million rubles. Accordingly, she has the right to demand recognition of ownership of shares in the form of apartments indicated in the lawsuit listed in the set-off agreements.
It is important that the Stroy-Modul side is the bankruptcy trustee. Since 2016, the bankruptcy procedure was opened in this organization (as in Sigma Trading House). The bankruptcy trustee tried to collect the apartments as part of the execution of the creditors' requirements.
However, the arbitration did not support the plaintiff. The decision notes that Stroy-Modul did not provide any grounds allowing it to require the apartments listed in the list. In addition, it turned out that the ownership of shares in the form of disputed apartments was not registered with Nevsky Luch. also in court documents it is noted that for several apartments from the list of “Stroy-Modul” there are claims of third parties, namely interest holders.
Most likely, the situation with the division of apartments can be resolved after putting the house into operation. Or, conversely, exacerbated if the facts of double sales are revealed. Currently, the readiness of the facility is high, but there are still imperfections.
According to the Committee for the Construction of St. Petersburg, the last retreat on the completion of the Svetlana residential complex was held on February 6 this year. There is no need to discuss the pros and cons of Svetlana. Everything we have already said in previous opinions of the portal. The residential complex remains in the second half. That is, experts evaluate his prospects very skeptically. Buying an apartment here from the developer, contractors or assignment still seems risky. The best way - wait for the delivery of the LCD and the registration of all apartments in the property in order to avoid both unnecessary waiting and possible legal complications associated with disputes between project participants.
There are currently no other new buildings in the immediate vicinity of Svetlana. Immediate alternatives in Vyborg and Primorsky districts it is a residential complex (“B”), the deadlines are also postponed), a residential complex that is building (rating “A”) and a residential complex from Megalit-OKHTA Group.

It seems that this time we can really talk about the imminent completion of the project. True, company "Nevsky ray" the public does not particularly notify about their plans, does not publish the project declaration, and on the official website of the Svetlana residential complex it gives out information very dosed. However, there is still some information. Since the construction of this house has long been under control in the administration of St. Petersburg, officials of the city government took over the function of information support for the project. As the deputy chairman of the St. Petersburg Government Construction Committee, E. Baranovsky, said in late December 2016, the facility is in a high stage of readiness and will be commissioned in spring 2017. As of January of this year, the building has been completed. Communications are connected in it, elevators are mounted, front works are completed, balconies are glazed. The construction of parking in the yard continues. Now the contractor is responsible for the completion of the house LLC "Stroy-Module", construction work is underway, the house is already in a high stage of readiness and there are all prerequisites for it to be finally delivered in the coming months. The term of the state commission has already been announced - the first quarter of 2015.
The location of the residential complex has both pros and cons. The advantages include the proximity of Specific Park, as well as the walking distance of two metro stations and a railway platform. Another advantage of this LCD is its location in the old part of Vyborgsky district. These are long-built and inhabited places with well-developed social and commercial infrastructure. The area is green, calm, living here is comfortable.
The minuses, of course, include proximity railroad. Be that as it may, the house stands critically close to the railroad tracks. Noise and vibration from passing trains simply cannot but be felt by residents. Also a minus is that the house was actually built as part of the sealing development. In recent years, several residential complexes were erected on a small site in recent years, which caused outrage among the old-timers who openly opposed the gasket. But what has been done is done. Now no one has a full yard territory here. Accordingly, there is an acute problem of parking vehicles. This question does not pass Svetlana.
The condition of the house itself also raises questions. For years, the building was unfinished. It is unlikely that this could have a positive effect on the state of building structures.
The house is monolithic, the walls are filled with aerated concrete, the apartments will be rented without decoration, respectively, all problems in the interior decoration of the premises will fall on the interests of real estate investors.
The apartments are spacious and quite good in terms of layouts; they fully satisfy the level of the comfort class. All apartments have large kitchens, dining rooms, a number of apartments have a non-standard configuration. There is still a fairly large number of apartments on sale and the price of them is gradually increasing as the house is approaching.
In this part of the Vyborgsky district there are not so many empty plots for development, nevertheless, new residential complexes are under construction.
