Environmental monitoring. Seaport "Sabbeta"
You can get to Sabetta only by air (I have already shown you the new airport) or by the Northern Sea Route, this became possible thanks to the construction of a new Arctic port here with the same name. Its construction began in 2012, and everything will be completed in 2017. Here we will talk about him today.
On July 20, 2012, the ceremonial laying of the Sabetta port took place. By order Federal agency sea and river transport of the Russian Federation dated July 25, 2014 No.KS-286-r the seaport of Sabetta is included in the register of seaports Russian Federation.
2. Administrative and amenity buildings of the port.
The port is located 5 kilometers northeast of the village of the same name. The village of Sabetta itself is located on the eastern coast of the Yamal Peninsula near Ob lips Kara Sea. The port has been operating for 3 years already, it works year-round. In 2015, more than 3 million tons of construction materials have already passed through it, and in total, more than 6 million tons have passed through it.
The seaport of Sabetta is being built primarily to ensure the transshipment of hydrocarbons from the South Tambeyskoye gas condensate field and for further transportation of natural gas and gas condensate by sea to the countries of the Asia-Pacific region and the Atlantic. The cargo will be transported by Arc7 class tankers. And without it, the construction of the Yamal LNG liquefaction plant it just wouldn't be real.
The port is being built on the principles of public-private partnership. The federal property (the customer of the construction is FSUE "Rosmorport") will have ice protection structures, an operating water area, approach channels, systems of vessel traffic control and navigation support, buildings of maritime services. Yamal LNG facilities include technological berths for transshipment of liquefied natural gas and gas condensate, rolling cargo berths, construction cargo berths, port fleet berths, storage facilities, an administrative area, engineering networks and communications.
The port is being built in two stages - preparatory and main. The preparatory phase includes the construction of a cargo port to receive construction materials and technological modules of the LNG plant. The main construction stage includes technological berths for shipping LNG and gas condensate.
7. We do not need a Turkish coast, if we have the Kara Sea!
12. Tanks for storage of liquefied gas
The project itself is definitely unique. First of all, because it is being built from scratch, since there was practically no transport infrastructure.
The port infrastructure will be: an approach channel 6 km long, 495 m wide, 15.1 m deep, a sea channel 49 km long, 295 m wide, 15.1 m deep. The port water area will be 15.2 m deep. navigation equipment will be installed and coastal infrastructure facilities will be built: a control and correction station, a hydrometeorological observation post, administrative, technical and warehouse buildings.
In 2012-2013, a technological canal was created with a length of 3.9 km, a width of 240 m, a depth of 12.4 m and the water area of auxiliary berths, which made it possible to begin the delivery of equipment and materials to the construction site of the port. Now the construction of the bases of technological berths for shipping is underway. They will be delivered here in a modular design, in 6 months they will be assembled and brought to mind, and by the time the first line of the plant, scheduled for 2017, is launched, everything will already be operating in full-fledged mode.
The state has plans - to bring a railway to the port, to pull about 700 km. If this becomes a reality. Our port will turn into an important strategic hub of the entire Northern Sea Route, and the Arctic as a whole. And through it, not only liquefied gas will be exported, but also grain from Siberia, metals from the Urals or coal from Kuzbass.
Many thanks to the entire press service of the company OJSC "NOVATEK" for organizing my visit.
All our Yamal LNG history:
ZAVODFOTO - Walking across the country! - ENERGY OF RUSSIA:
"Perm Territory - We have something to be proud of!":
We are always glad to new friends, add and read us in:
the lot of romantics and extreme lovers, today it is becoming an ordinary sea road. In a year, a new heart of the Northern Sea Route, the port of Sabetta, will appear in the north of Siberia. A huge complex that will provide work for the nuclear fleet, researchers and merchants. New Mangazeya of Siberia
Construction of the new port of Sabetta began last summer. New port in the future should become the largest Arctic sea gates of Russia. According to the press service of NOVATEK, the new port in the northeast of the Yamal Peninsula will become a key element of the transport infrastructure of the Yamal LNG project, which envisages the creation of a liquefied natural gas (LNG) plant on the resource base of the company's Yuzhno-Tambeyskoye field. The project is included in the comprehensive plan for the development of LNG production in Yamal, approved by the Russian government. The construction of the port of Sabetta will create the foundation for the development of the Yamal and Ob Bay fields, as well as provide year-round navigation along the Northern Sea Route and will contribute to the development of the Russian icebreaker fleet, the report says.
The construction will be carried out in two stages. On the first of them, berths should be built to receive large-size technological modules of the LNG plant and building materials... In July 2014, the port should receive the first modules. At the second stage, it is planned to build berths for shipping LNG and gas condensate.
In fact, this is the largest offshore construction site modern Russia worth about 600 billion rubles.
December 2011 by decree Russian government for the construction of the port of Sabetta, it was ordered to allocate in 2012-2016. federal funds in the amount of 47.2 billion rubles, as well as 25.9 billion rubles. extrabudgetary funds. Previously CFO NOVATEK Mark Jetway reported that Yamal LNG plans to attract $ 7-8 billion, with a total investment in the project of $ 18-20 billion.
Of course, we are most interested in how this will affect the future of Siberia and its inhabitants. Observers assure that this will be a new Mangazeya (a city that at one time became the center of fur trades, about which the blog "Discover Siberia!" Will tell you more).
For example, here is what Vladimir Ruksha writes from Murmansk:
"The start of the Sabetta port will give us, the seamen of the nuclear icebreaker fleet, permanent long-term work. For the first time, these will be long-term contracts for 15-25 years. The Yamal LNG project at the first stage will generate 5-6 million tons of cargo in a year-round navigation mode. At the third stage, the deep-water port of Sabetta will generate up to 16 million tons per year.Taking into account the fact that this cargo traffic in a large enough volume is planned for sale to the Pacific Ocean markets, this means that in winter the nuclear icebreakers of Rosatomflot will ensure the safe pilotage of ships with cargo hydrocarbons through the Kara Sea, most likely in the European direction, and in the summer - autumn period, the same cargo will go in transit along the routes of the Northern Sea Route, also accompanied by the nuclear-powered ships of Rosatomflot.
The port of Sabetta is the second mangazeya for the Yamal land. I am sure that the beginning of the construction of a deep-water Arctic port and the beginning of financing the construction of a new nuclear-powered icebreaker of Rosatomflot are links in one chain, stages of one huge project to develop the most important transcontinental transport route - the Northern Sea Route. "
And here is another certificate from the construction site. Most recently, the 2nd year master of the Department of Ecology and Nature Management of the Institute of Economic Management and Management of the Siberian Federal University, Alexander Mitev, went there. As usual for young romantics, he compares this construction site with the second BAM, and is ready to return there even now to create a mega-project:
“Maybe for someone else there is a question - why build a huge port in the Arctic? - but the answer lies on the surface. where they are really needed How to deliver them to the consumer?
So in this respect I was lucky - there has not been such a large project in Russia, probably since the construction of the Baikal-Amur Mainline. And so, as part of a group of environmental specialists, I ended up on the Yamal Peninsula, where it was necessary to conduct radiation and environmental studies.
I had not been to the tundra before, but it turned out to be approximately the same as I imagined it: cold, wind, snow, polar night and northern lights. In general, working in the Far North without habit turned out to be quite difficult, especially when you spend 6-8 hours in the open air. Nevertheless, the harsh, lifeless beauty of this land does not leave indifferent any of those who have been here. "
The development of economic relations with the countries of the world, as well as the political situation led to the emergence of a project for the construction of such an important facility as the port of Sabetta. It was named after the village of the same name. The construction of the port of Sabetta is due primarily to the fact that about 20% of all oil and gas fields in Russia are concentrated in this region.
Construction project and goals
As mentioned above, the construction of a new port in the Arctic region of the country is already a necessity. This is not a stand-alone facility, but a whole complex called Yamal-LNG. In the future, the port of Sabetta is intended to provide navigation throughout the year along the Ryadom, a plant will be built for transporting it in special tankers for export to Western Europe, South and North America and the states of the Pacific region.
In order for the Arctic port of Sabetta to function fully, a working village has been built near it. It is also planned to build a branch railroad and the airfield.
Work to be performed during the project implementation
In general, the seaport of Sabetta will be unique in terms of the construction of such structures. All work is done from scratch. At the time of the laying of the port, there was no infrastructure on the ground; cargo with materials had to be delivered by sea. This applies primarily to heavy and bulky elements of the port structure. The navigation time at that time was only 3-4 months.
The construction of the port of Sabetta includes the following works:
- construction of an approach channel;
- construction of a sea channel;
- port water area;
- quay wall;
- 4 berths;
- control and correction station;
- hydrometeorological post;
- warehouses;
- buildings for technical and administrative purposes.
The work on equipping the approach channel has been completed. At the moment, work is underway to equip the port water area, construction of infrastructure continues.
Investors and contractors
The project for the construction of the port was developed by the order of the government of the Russian Federation by the design bureau of JSC LENMORNIIPROEKT. According to the results of the tender, USK Most became the general contractor of the port facilities, and MRTS OJSC acted as the general contractor for the construction of the port.
The construction of the port of Sabetta is expensive. The investors were OJSC Novatek (Russia) and the oil and gas company TOTAL (France). The customer is Yamal LNG. Design and survey work was carried out by CJSC GT "Morstroy".
After identifying all the actors, the project had to be re-optimized. As a result, it became possible to reduce the amount of materials through their more optimal use.
Completed stages
The port was laid down in 2012 (it should be fully completed in 2017). In 2013, the quay wall was completed. The technological dam leading to the berths has been completed by more than 10%. The berths are partially ready, and in October 2013 the port of Sabetta made it possible to moor the first vessel. A workers' settlement was built. However, it is not known whether the contractors will be able to meet the deadline.
Financial difficulties on the way of construction and not only
The main funding for construction and maintenance comes from federal budget country. As it turned out two years after the laying, the optimization of the project did not go to the benefit. Apparently, the contractors will have to go back to the original project. It provides for ice protection structures. This raises the cost by more than 40%.
However, it is not possible to mothball the project. First of all, a delay in deadlines will entail very large fines. Well, the most important reason is that it can undermine the prestige and reputation of the Russian Federation as a reliable and stable supplier. Contracts have already been signed for a large volume of gas for transportation, and failure to meet construction deadlines will also entail financial sanctions for unfulfilled international obligations.
To raise funds, it is planned to reduce investments in other projects, such as the construction of a ferry for the Ust-Luga-Baltiysk line, the reconstruction of the port of St. Petersburg and the construction of a deep-water port in Baltiysk. Until a decision is made, the search for funds continues.
Prospects and significance
According to the project, the port of Sabetta will be used not only for export Through it, grain, metal and coal will go to the world market. This will change the economy of the region and give impetus to its further development. If we talk about political significance, then the port of Sabetta will make it possible not to depend on many countries through which goods were transported earlier. If it is possible to implement the construction of the railway, then the life of the region will change significantly.
In July 2012, construction began on the new Arctic port of Sabetta on Yamal. The Sabetta seaport is a key infrastructure facility for the Yamal LNG project (Novatek, Total), which includes the creation of capacities for the production, storage and shipment of liquefied natural gas based on the resource base of the South Tambeyskoye field. According to the governor of the Yamalo-Nenets Autonomous Okrug Dmitry Kobylkin, it is necessary to build a road to the seaport of Sabetta so that it turns from a monoport into a multifunctional hub of the Northern Sea Route, which can be used to export liquefied gas from Yamal, Siberian grain, metal from the Urals, Kuzbass coal, oil products from Tatarstan and Bashkortostan. ...
Construction of seaport facilities in the area of the village. Sabetta
Commencement of work - 2012, completion of work - 2017
The Arctic port of Sabetta is being built in the area of the village of the same name on the western coast of the Gulf of Ob in the Yamal region of the Yamalo-Nenets Autonomous District Tyumen region... The work is being carried out within the framework of the Yamal LNG project, which provides for the launch of a natural gas liquefaction plant based on the Yuzhno-Tambeyskoye field. The new port on Yamal will ensure year-round navigation of gas carriers and their passage along the Northern Sea Route.
Scope of work
As part of the construction of seaport facilities in the area of the village of Sabetta, the following are being built:
approach channel 6 km long, 495 m wide, bottom mark minus 15.1 m;
sea channel 49 km long, 295 m wide, bottom mark minus 15.1 m;
water area of the port with a bottom mark of minus 15.2 m.
The port will be equipped with navigation equipment and built onshore infrastructure facilities:
control and correction station,
hydrometeorological observation post,
administrative, technical and warehouse buildings.
The total volume of dredging works is about 70 million cubic meters. m.
Sequence of work
The preparatory stage (2012-2013) has been successfully completed.
A technological channel was created with a length of 3.9 km, a width of 240 m, a bottom mark of minus 12.4 m and the water area of auxiliary berths. This made it possible to start delivering equipment and materials to the port construction site.
The main stage (2014-2017).
Dredging works for the construction of the main hydrotechnical facilities of the seaport of Sabetta - approach and sea channels, as well as the port water area. Dredging is planned to be carried out in two stages during the period of four summer navigation.
Construction of onshore infrastructure facilities is carried out all year round.
Construction conditions
The port is being built in difficult geological, climatic and hydrological conditions beyond the Arctic Circle. The uniqueness of the project lies in the fact that construction is carried out from scratch, there is no transport infrastructure on the coast, and the navigation period, which allows dredging and delivery of heavy cargo by water, is very short and is 70 days (August - October).
The general contractor for the construction of seaport facilities in the area of the village of Sabetta is USK MOST OJSC, determined by the Order of the Government of the Russian Federation. The construction customer is FSUE "Rosmorport". Project organization- JSC "LENMORNIIPROEKT". Subcontractors in 2012-2013 are the Belgian company Jan De Nul n.v., specializing in the construction and maintenance of marine infrastructure, Fertoing LLC, which provides engineering support for the project, the International Ecological Fund Clean Seas, which carried out environmental monitoring of dredging.
I already wrote that on March 28 we called at the port of Sabetta, in connection with the arrival of a new one here.
There were many images of the tanker in that post. But it is clear that the port itself could not get past my lens.

The name Sabetta was given by the geologists of the Tambeyskaya OGRE, created in 1980, after it was relocated to a settlement from the city of Labytnangi.
The name of the village is derived from the name of the Sabetta-Yakha river.
There are also several more versions of the origin of the name:
On behalf of the Sabe clan - a local Samoyed (Nenets) clan who lived in the area;
From the word "sabetta" - the name of a woman's headdress in the Nenets language.
According to the 2002 census, 19 residents lived in the eponymous village (settlement) of Sabetta, which was abolished in 2006, according to the 2002 census, including 12 Russians, 5 Komi, and 2 others.
More than 22,000 people now work in Sabetta. They are building a port and a gas liquefaction plant on the banks of the Gulf of Ob as part of the Yamal-LNG project.
Today, the port is actually already operating normally. Over the past year, about 1200 vessels of various classes and about 3 million tons of cargo were accepted and serviced. ( M. Sokolov)
The Yamal LNG project envisages the construction of a liquefied natural gas (LNG) plant with a capacity of 16.5 million tons per year on the resource base of the Yuzhno-Tambeyskoye field. The proven and probable gas reserves of the field amount to 907 billion cubic meters. The first LNG production line under the project is to be launched in 2017.
The implementation of the project involves the creation of a transport infrastructure, including a seaport and an airport near the village of Sabetta, as well as a transshipment base in the Belgian Zeebrugge to deliver gas to the countries of the Asia-Pacific region during periods of absence of transit navigation along the Northern Sea Route.
This region is the richest place in terms of its reserves, it is possible to produce here more than 70 million tons. It is possible to create a hub here with a global market share of more than 15 percent for LNG. The created infrastructure will help to ensure this in the shortest possible time. ( L. Mikhelson)
