Often the military cannot obtain up-to-date information regarding the allocation of housing and the development of future facilities. The popular Levoberezhnaya district is being equipped with new houses, where it is planned to move the families of military personnel. Active users can use the Levoberezhnaya forum on the Military Court website, which displays changes regarding the construction process.
Stages of construction of housing for the military on Levoberezhnaya
In 2011, the Ministry of Defense financed the construction direction, including the construction of residential complexes for military personnel. one of the complexes began to be built up on Levoberezhnaya Street, where, according to the plan, 23 high-rise buildings were to be located. As a result of the construction, it was supposed to receive 5856 sq.m. finished housing, which was subsequently distributed among the families of the military.
Main stages of construction:
- the developer was appointed organization SU-155;
- in 2011, advance payments were made in the amount, the amount of which by 2013 reached 90%;
- commissioning was scheduled for 2013;
- in 2013, the delivery plan was not implemented;
- in 2015, the Su-155 Group of Companies was declared bankrupt;
- after 2015, money was allocated for the continuation of construction state organization"Main Directorate for the Arrangement of Troops".
By the end of 2016, 2 buildings were commissioned. Currently construction is underway at a slow pace due to low funding, but according to the GUOV, 9 buildings can already be operated, but 15 of the remaining ones remain unfinished according to the plan.
The complexes were built up for the families of the active military, retired military personnel. Of course, large families, widows and employees, who had been in the queue for many years, enjoyed priority when settling.
Attention: According to the plan, in order to increase comfort, it is planned to equip kindergartens, a school and a clinic in the area on Levoberezhnaya.
In view of the long construction, future residents began to express their dissatisfaction not only through rallies, but also leave comments on the popular Military Court forum.

We stand on the platform between the balcony and the empty elevator shaft. From a height, pits, mountains of stones and a dirty pool are visible - a heat supply point flooded with rain. Not far from here, director Fyodor Bondarchuk was filming a blockbuster about an alien invasion. The military microdistrict on Levoberezhnaya Street looks like the place of a lost battle. Dead city, houses without people. And below, at the security booth, people without houses, colleagues of Colonel Igor Davydov, are waiting for us.
According to military personnel, in 2014-2015 in Moscow alone, more than 10,000 families became homeless - about 40,000 people. 31 houses were not put into operation: in Molzhaninov, near Khoroshevsky highway, on Levoberezhnaya street. Many people on the waiting list of the Ministry of Defense were forced to leave their service apartments; families still do not have their own corner.

"Homeless Regiment" - title initiative group servicemen, defending the rights of officers on the waiting list. For two years, army men and their families have been bombarding the Russian government with letters, turning to various committees and commissions, holding rallies and pickets.
“Judging by the result, we shoot blanks,” the military summed up.
We are trying to return to high-rise buildings - to see the apartments of pilots, submariners, missilemen, military engineers, but the guards do not let them in - majors, captains, lieutenant colonels, their wives and children ...
We are going to our apartments. And you can't go there? the men are outraged.

"No health, no home"
The day before my trip with the photographer to Levoberezhnaya Street, I called Belgorod, St. Petersburg and Anadyr - the Homeless Regiment sent a list of injured servicemen who were supposed to move to Moscow back in 2014. Upon dismissal from the Armed Forces in accordance with the Federal Law "On the Status of Servicemen", the officers wrote applications for apartments at their chosen place of residence. Later, they were handed preliminary notices for meters in the capital - in those very unfinished houses on Levoberezhnaya Street.
Seven people agreed to talk on the phone. Five of them answered questions while in the hospital.
The words of the officers sounded like reports.
- Captain 1st rank Alexei Lysenko. I live in St. Petersburg. Married, two children. I've been on the housing waiting list since 2006. Under Serdyukov, he was taken out of state for disagreeing with the reforms. I should have got an apartment in Moscow on Levoberezhnaya for a long time. I rent a house for 35 thousand rubles. - At this moment, Alexei Lysenko was distracted by a nurse. Because of the apartment, we had to sue: we were offered to be content with a service job in a dying village on the Kola Peninsula, but we were not given our own in another region, were excluded from the lists, and forged documents. At the moment we huddle in Belgorod with relatives. I'm not sure I'll live to see the housewarming...
- Can I describe my mother's situation? Andrey Sargsyan asked. - She served in the army for 23 years: in Armenia, in the Koryak autonomous region, in Yakutia, on Sakhalin. Raised three children as a major. In retirement, she wanted to move to Moscow, but the Ministry of Defense deceived her with an apartment. forced to agree to housing subsidy, and when the mother issued the papers, she stated that with a subsidy she had the right to purchase square meters in Kamchatka and nowhere else. We have reached Supreme Court, proving that, according to current legislation, a soldier cannot be offered an apartment in a region other than his chosen permanent place of residence, but nothing has been achieved. We freeze at the grate in front of a construction site on Levoberezhnaya Street. The first snow is falling in Moscow. The children of reserve captain Yevgeny Yakimenko, Alice and Kirill, have red noses. Another half an hour in the cold and they'll catch a cold. Yevgeny Yakimenko speaks hurriedly:
- I served near Serpukhov, I was fired for health reasons in 2009, I had the right to housing in Moscow. The apartment is here, unfinished. So that the children could attend kindergarten and school, we had to temporarily register them with their grandmother in Novogireevo. She has a co-op apartment and is the sole owner of it. We do not have any rights to this property, which was immediately unequivocally warned. The Ministry of Defense, when it found out about the registration of children, recalculated the area of housing due to us. Relatives were crossed out, they give 36 square meters for four people. But even those are not available until the department hands over the houses.
- Small children are excluded from the list. The grown-up guys, who are 23-28 years old, cannot get married and get married, because then moms and dads will receive not 2-3-room apartments, but “one-room apartments” by old age, - complement Violetta and Andrey Gladkikh. - Soldiers die - and relatives lose their homes. Husbands are afraid to retire, hold on to the service, so as not to fly out of the queue. Wives with children rent apartments in Moscow, pay 35-45 thousand rubles for rent and guard unfinished houses, while husbands serve in Budennovsk, as in our case. Time passes, and people sometimes think that the Ministry of Defense is deliberately dragging out the situation with unfinished microdistricts, hoping that the families themselves, in a natural way, will leave the race.

While one of the officers unfolds a T-shirt with the stencil “Deceived Defenders of the Fatherland”, takes out a poster about the inaction of the Ministry of Defense from his backpack to show journalists what and with what the “Homeless Regiment” goes to rallies, Colonel Igor Zakordonets silently stands aside.
- What do you say? I am 54 years old, I gave the army 37 years. He was the commander of engineer-sapper, engineering-technical, engineering-road, engineering-fortification units, taught and headed the department of the Nizhny Novgorod military school. And I still don’t know what my corner is, - Igor Ivanovich sighs. - I wandered around communal apartments, hostels, service apartments. Where they were placed, there they lived. They said: “You will get an apartment on Levoberezhnaya,” okay. It does not matter that the house was built with violations, is not connected to engineering communications, and he was glad, waiting. I have a wife with a broken vertebrae, a ninth-grader son, and we are in the office... I go here, to Levoberezhka, and I see how the new building is falling into disrepair.
“Two years ago they calmed down, today… they are attacking”

- If the husband goes to a rally, he will get nervous and end up in a clinic. He retired with a lot of pain. I try to keep it. Children grew up: daughter is 27 years old, son is 33. Our parents are dead. It’s good that we didn’t catch all this ... We have been officially standing in line since 2002, ”Svetlana Alexandrovna recalls the year. For the last 20 years, they have lived in service apartment on Generala Glagolev Street, 17. That house was demolished, and 62 apartments out of 70 were “out of service” - they became the property of the military. And we, the unlucky ones, did not find anyone to give a bribe to. In 2014, when a demolition announcement appeared on the porch, I ran to the Department of Housing (HDO) to ask if I could count on my apartment. "Don't worry," they reassured. “They’ll start demolishing, we’ll decide everything.”
They demolished it, the Ministry of Defense filed a lawsuit for the forced eviction of us in Molzhaninovo, on Sinyavinskaya Street. This is a ghetto for military retirees. Near cemetery and airport. There are no conditions. Either they sit without light, or without water. They refused to go there.
I wrote to the Ministry of Defense, and went, and arranged pickets. When in 2014 she stood under the windows of the department with a poster: “25 years of service. Where is the apartment? - I got a call from the Department of Housing, they promised to help, but they did nothing. At the end of 2015, she brought another poster to Frunzenskaya Embankment, to the building of the General Staff: “Thanks to JO for the individual approach.” Three strong guys attacked me. Pulled away by force. No more ceremony. My husband and I are not given an apartment: either settle in Molzhaninovo - or go to hell! They don't even provide subsidies. We took it to court statement of claim. There will be a pre-talk in the next few days.
“The officials of the Ministry of Defense are reluctant to make contact with the officers of the Homeless Regiment,” Roman Fedorov, a member of the initiative group, joins the conversation. — In August, we were in the Civic Chamber of the Russian Federation, where we met Igor Lysenko, Deputy Department of Housing, and asked when our houses would be completed. Instead of answering, he wished "health and patience." In 2015 CEO GUOV Timur Ivanov promised to complete the facilities in a few months. He did not complete the construction, which did not prevent him from taking the post of Deputy Minister of Defense in 2016. Occasionally we receive meaningless replies from the representative of the GUOV, Maxim Pastukhov... People have only one way out - to sue, but out of several thousand victims in Moscow, only two families have so far won cases. The court recognized the inaction of officials of the Ministry of Defense as unlawful and ordered the apartments to be transferred into the ownership of the plaintiffs.

The officers escort us to the "happiest person on the waiting list" - a 60-year-old servicewoman who received an apartment a few weeks ago in a new building on Levoberezhnaya. Of the 23 houses in the microdistrict, 2 were commissioned. Grandmother was given housing on the first floor of one of the buildings.
Sofia Vasilievna Pashtalyan spent 12 years in a student hostel. With son, daughter, grandson and students of the University of Environmental Engineering. This is after 22 years of military service.

- And the frames in the windows are kept on parole. In a strong wind they will endure, but nothing. I am so grateful that I have my own room and bed,” Sofia Pashtalyan repeats. I'll hang the curtains, unpack the boxes. In November, I will finally be able to leave the service.

Yes, since 2004. But it was like this with the ministry: in the summer they solemnly handed over this house, cut ribbons, launched balloons into the sky, gave interviews to television people ... And I found myself in the right place in right time, - says Pashtalyan. - She approached one man and asked: “How much can you mock me? !" The words were written down, and the man turned out to be ... Deputy Minister of Defense. So I got an apartment.

- In 2011-2012, by order of the Ministry of Defense of the Russian Federation, one of the largest at that time construction companies Russia - SU-155 - began the construction of four microdistricts in Moscow: on Bolshaya Ochakovskaya (10 high-rise buildings for 1796 apartments), Sinyavinskaya (15 high-rise buildings for 4731 apartments), Levoberezhnaya (23 high-rise buildings for 5856 apartments) and on Khoroshevsky highway (12 high-rise buildings for 3648 apartments).

Financing the construction of the above facilities, in the form of advance payments, amounted to 95%, but SU-155 did not fulfill its obligations. At the end of 2014, the construction of 4 residential microdistricts was stopped.
Definition Arbitration Court of the Moscow Region dated March 18, 2016, in relation to the SU-155, an observation procedure was introduced using the provisions federal law"On insolvency (bankruptcy)". The GUOV filed a claim SU-155 in the amount of 17 billion 338 million rubles as the main debt with inclusion in the register of creditors' claims SU-155, but it is impossible to quickly recover this amount.
Government Commission for economic development and Integration considered the issue of continuing the construction of socially significant facilities at the SU-155 facilities, as a result of which the "Concept for the completion of the construction of facilities of the SU-155 group of companies" was developed. It involves reorganization: the state, by attracting budgetary and non-budgetary funds, begins to complete the construction of all houses for equity holders, however, the military personnel did not conclude an agreement with SU-155 equity participation for the construction of these 4 objects, so they are not taken into account in the concept.
- The officers understand that the developers and the former heads of the department are to blame for their problems, but they ask: “What are the current ones doing? Why is the general contractor - GUOV - not completing the construction of our apartments?
— GUOV attracted its own and credit funds and fully completed the commissioning of a new building on Bolshaya Ochakovskaya. 10 high-rise buildings commissioned.
In the Molzhaninovo district on Sinyavinskaya street, 4 high-rise buildings: No. 1, 10, 13, 15. By the end of the year, we will hand over 2 more buildings, and the microdistrict will be completed.
The construction has been completed, and 2 houses on Polina Osipenko Street and 2 houses on Levoberezhnaya Street are being occupied. Buildings are put into operation management company. All questions about the provision of residents necessary resources, as well as to eliminate construction and other shortcomings, are resolved on an individual basis.
Thus, for Last year GUOV completed the construction of 18 high-rise buildings instead of SU-155 and put into operation 3895 apartments. And by the end of 2016, it plans to complete 5 more buildings: two in Molzhaninov (1197 apartments), two on Levoberezhnaya (288 apartments) and one in the area of Khoroshevsky Highway (320 apartments).
Last winter, the GUOV provided unfinished houses with heat so as not to freeze the water supply and heat supply systems. And did it at the expense own funds. While the procedure for collecting funds from the SU-155 is underway, the GUOV is attracting its own and borrowed funds to complete the construction of housing for military personnel and their families, primarily in microdistricts on Levoberezhnaya Street and Khoroshevsky Highway.

The initiative group "Homeless Regiment" will hold a rally near the building of the Ministry of Defense on February 23, 2018 in order to intensify work on the completion of housing for military personnel on Levoberezhnaya Street in Moscow, said Roman Fedorov, a representative of the group. At the same time, the protesters are not satisfied with the proposal of the "Main Department for the Arrangement of Troops" to receive similar meters in ready-made, but less attractive houses in terms of location.
The construction of 60 high-rise buildings for military personnel on Bolshaya Ochakovskaya, Polina Osipenko, Levoberezhnaya and Sinyavinskaya streets began in 2011-2012 by order of the Ministry of Defense. The work was carried out by the SU-155 company, to which the department allocated more than 68 billion rubles over the course of four years. Construction stopped in 2015 at the level of 90% completion of houses. Bankruptcy and reorganization procedures were initiated with respect to the SU-155, the task of completing the construction of 16,000 apartments for the military was entrusted to the Main Directorate for the Arrangement of Troops JSC.
As of February 2018, as a result of raising its own funds and additional funding from the Ministry of Defense, the company commissioned microdistricts on Bolshaya Ochakovskaya (10 buildings for 1,796 apartments) and Sinyavinskaya streets (15 buildings for 4,731 apartments), the head of the press service told Mil.Press Estate "GUOV" Maxim Pastukhov.

The Homeless Regiment initiative group of servicemen intends to hold February 23 in order to speed up the process of commissioning apartments near the building of the National Defense Control Center on Frunzenskaya Embankment. "This is not a rally. We are planning a gathering without posters, slogans, symbols. On November 19, such an event was already held without any comments from the authorities," Roman Fedorov, a representative of the initiative group, told Mil.Press Estate.
According to him, several dozen servicemen will take part in the event. Roman Fedorov noted that a similar gathering of military personnel in November contributed to the commissioning of one of the buildings on Levoberezhnaya Street.
As Maksim Pastukhov emphasized, the Department of Housing (DZhO) of the Ministry of Defense offers military personnel who cannot wait for the completion of buildings on Livoberezhnaya and Polina Osipenko to be redistributed to housing of the same area in rented houses on Sinyavinskaya Street in the Molzhaninovsky District. Today, there are about 1,000 empty apartments. "Everyone can write an application addressed to the head of the Department with a request to provide an equivalent apartment in the Molzhaninovo district instead of a previously allocated apartment. All applications are considered in without fail", - he said.
According to a GUOV representative, servicemen refuse to move to the Molzhaninovsky district, the only one of the four problematic facilities located behind the Moscow Ring Road (MKAD), and prefer to wait for facilities within walking distance of metro stations.
He noted that some servicemen who had already received apartments in building No. 4 on Levoberezhnaya Street did not begin to live in them and put them up for sale. In the database of ads for the sale of real estate CIAN at this address today there are three apartments from military personnel worth from 6.5 million rubles.
“Out of the six thousand people waiting for an apartment, fifty people go to the action, the rest are ready to wait - they perfectly understand that they want to live in Moscow. "Homeless regiment", to put it mildly, is incorrect," Maxim Pastukhov added.
