Today we have an important topic - government program assistance to mortgage borrowers in 2016, 2017 and the latest news about it. This program is also called - mortgage restructuring with the help of the state.
ATTENTION!
This is a special program created by the state, in particular by the government of D. Medvedev at the end of 2015. It is aimed at mitigating the mortgage burden of Russian citizens through partial forgiveness of borrowers' debt by banks. By becoming a participant in the program, you can receive support from the state in the amount of up to 20% or up to 600,000 rubles one mortgage loan each. Even among the people, it means a 20 percent refund for a mortgage from the state. But in order to return them, a number of requirements must be met for this.
Highlights of the law on state support
The main law on state support for mortgage borrowers who find themselves in a difficult situation is the government decree on assistance to mortgage borrowers dated April 20, 2015 N 373 “On the conditions for the implementation of a program of assistance to certain categories of citizens who have issued a mortgage loan up to this point and who find themselves in a difficult situation, and an increase in the capital of AHML LLC. Features of the law:

Changes in the law 2016-2017
As with any law in Russia, the adoption of the law on state aid to mortgage borrowers is only a proposal for discussion with the public. Because instead of editing the law over several readings, it is only amended after it has been adopted. And the thing is that the government and the deputies are cut off from reality.
Therefore, immediately after its adoption, each law is subject to significant amendments that bring it closer to "life".
Changes in the program of state assistance to mortgage borrowers 2016-2017:
- the amount of assistance increased from 10 to 20%, but no more than 600,000 rubles
- now assistance is available to borrowers who are dependent on persons under 24
- the following indicator is considered as a deterioration in the financial condition of a mortgage borrower from 2016 - if, after deducting from total income families of the monthly mortgage payment, for each family member there is less than 2 living wages left, then such families (persons) can count on the state program to help mortgage borrowers (in each region of the Russian Federation this minimum is different, in Moscow for working citizens it is) is more than 17,000 rubles)
- any restrictions on the term of the loan agreement have been canceled (previously this term was more than 12 months)
Features of the program
Based on the legislation, we have the following features of this state program:
- in 2017, the state is ready to pay "approved" borrowers with a deteriorating financial situation in recent years up to 600,000 rubles on a mortgage loan
- judging by the list of citizens who can take advantage of government subsidies, many Russians can restructure mortgages with the help of the state
- however, if you do not have children, do not work as an official, scientist, academician of sciences (or are associated with the academy of sciences), do not work at a city-forming enterprise or in an innovation cluster, you are not entitled to help
- but even if you belong to these categories, then you (as an applicant) will be cut off by strict requirements for real estate
- for example, the mortgage must be either the only housing, or you must not own more than 50% of other property in equity (this applies to all family members in the aggregate); agree that many of us have several apartments, in addition to the mortgage
- or the cost of your apartment should be very typical and average for your region (all that is higher is past)
- or the area of \u200b\u200byour apartment is more than an average of 38 sq.m. per family member, or 100 meters in general, then you will not receive help either
- you can apply for the restructuring of the mortgage in foreign currency, but having a foreign currency loan is not enough, you need to fall under other legal requirements for borrowers and real estate
- in general terms in 2017, in order to receive government subsidies, you and your family need to financial position worsened, namely, after deducting the monthly payment, the income for each family member was less than two cost of living in your area
- you must be overdue for a loan from 30 to 120 days
- aHML is responsible for state aid, and you need to go to them with an application for restructuring

Who can get
Based on the fact that only 4.5 billion rubles were allocated for state aid to borrowers of mortgage loans from 2015 to 2017 and all this was spread over as much as 2 years, the task of the state is to prevent the majority of debtors from this state restructuring of mortgages ... That is, everything is as usual - in fact, the help has been approved, but in reality not everyone will receive it, or only a select few. All clear?
In accordance with this, the decree of the government of the Russian Federation No. 373 allows a return of 20 percent for a mortgage from the state to the following citizens:
- families where the spouse and spouse are not older than 35 years old and have more than one child, or help young families in paying off the mortgage (by the way, read the article,
- families with two children who have not reached the age of majority, but the age of the spouses is no longer important
- persons in whose care are young people under 24 years old
- war veterans
- people who have used special mortgage programs of banks, in which government money and subsidies (for example, mortgage under maternal capital or military mortgage, etc.)
- disabled people and families with disabled people
- officials
- scientists and researchers of state and municipal institutions
- employees of organizations established by the RAS (Academy of Sciences)
- employees of city-forming enterprises (not necessarily state-owned)
- employees of special programs for the development of innovation centers (like Skolkovo)
As you can see, in fact, it can be seen from the list that practically all borrowers of the Russian Federation can apply for mortgage restructuring with the help of the state in 2017. But on the other hand, there is a clear understanding that if everyone “throws off” 10-20% of the debt, then 4.5 billion rubles will not be enough for everyone.
Borrower requirements
And also the Government Decree No. 373 on state assistance in the repayment of mortgages makes it clear to us what requirements are imposed on Russians in 2017, applying for participation in the state program of assistance to borrowers for mortgage loans:
- a person must documentarily prove that he (or a family, if any), after paying a monthly mortgage payment, has less than two living wages per family member (in Moscow for a working person it is about 17,000 rubles, for a child 13,000 rubles, for a pensioner - 11,000 rubles)
EXAMPLE!
If the family monthly income is 40,000 rubles, and monthly payment on a mortgage of 15,000 rubles, you have 3 people in the family, then we get (40,000 - 15,000) / 3 \u003d 8333 rubles per person. In turn, the minimum living wage in Moscow for working citizens in 2017 is 17,487, for pensioners about 11,000, and for children - 13,159 rubles. It is clear that 8333 is much less than even 11000x2 (22000) rubles. Thus, you can qualify for government assistance to mortgage borrowers in 2017.
- the borrower is not declared bankrupt by the court
- the borrower must belong to one of the categories listed in the "To whom" section
Property requirement
But that is not all! It is not enough to belong to a subsidized category of citizens, it is not enough to experience a deteriorating financial situation, you also need to make your mortgage apartment meet certain requirements.
Requirements of the law from 2015 to 2017:
- the total ownership of all family members of the borrower in other apartments belonging to them should not be more than 50% of the total living space of the apartment (in Russian, if you have another non-mortgage apartment owned by your family, and it is 100% owned by you, then get state program of assistance to mortgage borrowers you WILL NOT succeed)

Space requirements!
The area in multi-storey buildings should be no more than:
- 50 meters per person if living alone
- 35 sq.m. per person if staying 2
- 30 sq.m. per person, if 3 or more persons live, however, the total area of \u200b\u200bthe apartment should not exceed 100 meters
Private area residential buildings for one person there should be no more than:
- 70 sq. m. if one person lives
- 60 sq. m. - 2 people
- 50 sq. m. - 3 or more tenants, and the total is not more than 150 sq. m.
Loan requirements
In addition to the requirements for the borrower, for the category of citizens, for real estate purchased with a mortgage, Resolution 373 on the return of 20 percent for a mortgage from the state also makes a requirement for the housing loan itself:
- it should be a targeted loan
- the terms of your delay must be at least 30 and no more than 120 days
- since 2016, it doesn't matter at all when you had a loan agreement in order to qualify for state support, but, of course, not 1 day ago
Restructuring methods
What methods will be used to restructure mortgages with the help of the state in 2017, AHML and your bank? What do they offer?
Methods:
- change of mortgage currency, from foreign to domestic currency (in no case vice versa)
- reduce the monthly payment for up to 12 months, the amount of which should be reduced by the amount of state aid
- cancel the monthly payment until the state aid is spent
- forgiveness of mortgage restructuring fees from the bank for the amount of assistance
- forgiveness of fines in the amount of state support
- an increase in the loan term, a change in the monthly payment, and if, due to these manipulations, a benefit of up to 600,000 rubles is obtained, then this method is also used (such a restructuring rarely leads to some kind of benefit, however, all banks use just such a scheme)
Process
ATTENTION!
The state, with the help of the AHML and with the help of subsidies to the AHML, in the interests of the implementation of this state program, in 2015, instead of the borrower who was approved for assistance, paid the lender (bank) up to 50% of its loss (or up to a maximum of 200,000 rubles) of the total allocated for these goals, budget. The remaining 50% of the established amount of assistance was to be covered by the bank. New amendments to the law in 2016-2017 provide for an increase in state participation in helping borrowers. Now 20% of the cost of the mortgage will be paid, but not more than 600,000 rubles.
Now, knowing that you are getting into the state program for helping mortgage borrowers, you should do the following:
- go to your bank, consult with an employee (in fact, any bank is subject to this program, so if employees make "surprised eyes", refer to Resolution 373)
- he will tell you which papers you should collect
- collect required documents and write an Application for the restructuring of a mortgage with the help of the state (it is submitted 30 days before the event)
- then all the documents and the application are transferred by the bank to the AHML, since the bank does not care, it does not consider your situation, the main thing for it is that the AHML would pay the money for you
- AHML considers your candidacy, your documents from 30 days to 120 months (NOT WEAK!)
- during this period, in practice, some documents will become outdated, and you will have to redo and inform them again, some will not be correct and you will have to correct them (in short, the approval process is very long)
- and only after approval, AHML will pay the government subsidy to your bank accounts
- at the same time you will have to sign a new annex to the loan agreement with new conditions for the mortgage
- and fix the changes in the mortgage in Rosreestr
- and only then will the bank somehow write off 600,000 from your debt
PLEASE NOTE!
When writing an application for state assistance in paying a mortgage in 2017, you need to write in the application itself which scheme for restructuring the mortgage you would prefer, and with which scheme your bank would agree (this must be clarified through negotiations with employees). Otherwise, the AHML itself will restructure as it pleases, and it will not always be beneficial to you.
Usually the whole procedure now takes up to 6 months!
Documents
For restructuring, you need the following documents:
- restructuring application
- family passports (if any)
- marriage certificate (if any)
- birth certificates of children (if any)
- documents confirming your "preferential" category (certificates of disability; participation in hostilities, documents confirming the status of a veteran; work in a particular government agency or scientific institution; certificates confirming custody, dependency, and so on)
- extract from the Unified State Register
- copy of work book
- certificate 2-NDFL from the place of work
- other documents proving deterioration in financial condition
- documents from pension fund account status; documents confirming dependency
- loan agreement
- mortgage on real estate
- all documents from the mortgage apartment (about ownership, equity participation agreement, cadastral passport, etc.
- apartment appraisal documents
- all documents on other real estate owned
This list is not complete, for each specific case, a set of documents is collected - it is better to find out the correct list directly at your bank, and if the bank does not know the "type", then in AHML.
An important point is the presence of several facts:
- paper data can be collected for a long time, and taking into account the delay requirement, up to a maximum of 120 days, you need not to miss this period
- some documents will be paid for you in any case, for example, a certificate from the USRR, the cost is within 1500 rubles
- due to the AHML's long consideration of your candidacy for the state program of assistance to mortgage borrowers, some documents may become outdated, including a certificate from the Unified State Register of Legal Entities, as a result, you will have to pay for it twice

The new rules of the state program of assistance to mortgage borrowers who find themselves in a difficult financial situation came into force in Russia on August 22. At the end of July, Russian Prime Minister Dmitry Medvedev signed an order to allocate another 2 billion rubles for the program from the government reserve fund as a contribution to the authorized capital of the Agency for Housing Mortgage Lending (AHML), and on August 11 - a decree specifying the conditions for implementing the program.
According to the government, the allocated funds will make it possible to restructure at least 1.3 thousand mortgage loans, c-ib.ru reports.
The program itself came into force seven days after the official legal information was published on the website, explained Alexey Nidense, managing director of the Agency for Housing Mortgage Lending (AHML, the operator of the program).
“But borrowers can seek advice and apply to banks for participation in the program right now - the procedure for working under the program is already well known to most credit institutions,” says Nidense.
As specified in the AHML, 97 banks that cooperated with AHML and earlier under the previous version of the program participate in the program.

Borrowers will be able to take part in the program if at least 12 months have passed from the moment of receiving a mortgage loan to the date of filing an application for restructuring, and the monthly loan payment has increased by at least 30%.

The new stage of the program to support mortgage borrowers provides for more flexible criteria for providing assistance than in the old program, said Deputy Finance Minister Alexei Moiseev.

Assistance program for mortgage borrowers at Sberbank
The composition of the commission and the procedure for its work will be determined by the Ministry of Construction of Russia. The Commission will have the right to make decisions on providing support to citizens who do not formally meet the individual conditions of the program, but are in dire need of it.
So, for example, by the decision of the interdepartmental commission, in exceptional cases, the basic amount of assistance from the state can be increased from 1.5 million rubles, but no more than twice.
"Mortgage borrowers who have taken out a loan both in rubles and in foreign currency will be able to apply for participation in the program. The amount of the monthly payment on a foreign currency loan may increase due to changes exchange rate, and on a loan initially in rubles - for example, due to an increase in the interest rate, if it was not initially fixed for the entire loan period, "AHML explained to TASS.

The basic amount of assistance from the state will be 30% of the balance of the loan amount, but not more than 1.5 million rubles, in special cases - up to 3 million rubles.
The restructuring of the ruble mortgage will take place at a rate not higher than the rate in force on the date of the restructuring agreement.
Borrowers are also exempted from paying the forfeit under the terms of the loan, but payments already made under the forfeit are not refundable. They are also prohibited from taking commissions for loan restructuring.
If the loan was issued in foreign currency, it must be changed to rubles at the rate not higher than the rate set by the Bank of Russia at the time of the loan restructuring.
At the same time, the rate on the restructured foreign exchange mortgage should not exceed 11.5%.
To reduce loan liabilities, the borrower can be offered one of the types of restructuring: for loans previously issued in foreign currency, the currency is changed to rubles at a rate lower than that established by the Bank of Russia at the time of the restructuring agreement; one-time forgiveness of a part of the loan amount.
When concluding a restructuring agreement, the lender is not entitled to charge the borrower a commission for actions related to the restructuring, as well as reduce the loan term.

- The loan agreement (loan agreement) was concluded at least 12 months before the date the borrower submits an application for restructuring, unless the mortgage loan (loan) was provided for the purpose of full repayment of the debt on the mortgage loan (loan) provided for at least 12 months prior to the date the borrower submits the restructuring application.
In case of non-compliance with no more than two conditions, the payment of compensation under the program is allowed in accordance with the decision of the interdepartmental commission in the manner prescribed by the regulation on the interdepartmental commission.
The restructuring of residential mortgage loans is carried out on a declarative basis by the credit institution that provided the loan and is the mortgagee. The list of documents required to consider the issue of restructuring a mortgage, the bank sets independently.
The restructuring agreement must simultaneously provide for the following conditions:

The maximum amount of compensation for each restructured mortgage housing loan (loan) is 30% of the balance of the loan (loan) calculated on the date of the conclusion of the restructuring agreement, but not more than 1,500 thousand.

The current state program for 2019 is an extension of the previous Resolution of the Government and the State Duma of the Russian Federation of April 20, 2015 No. 373. The updated co-financing conditions are regulated by the law No. 961 dated August 11, 2017, which came into force on August 22, 2017. The main changes affected the amount of funds that can be written off at the expense of the state.
Important! If the borrower has previously submitted an application for debt restructuring, before the entry into force of the last provision of the legislation, but it was not adopted, the individual has the right to resubmit the papers for consideration.
In 2017, the state aid project provided for compensation in the amount of 20 percent of the actual amount of debt, but no more than 600 thousand rubles. After the entry into force of the latest amendments, the conditions have changed:
- A fixed interest rate is established that does not exceed the value as of the date of registration of papers on restructuring.
- The amount of the actual debt is reduced by 1.5 million, but according to the terms, the debt can be repaid at the expense of the state by a maximum of 30 percent.
- Obligations to pay forfeits, penalties or other fines that were accrued during the term of the mortgage agreement are removed. Refunds of already paid amounts are not provided.
- The rate for foreign currency loans is set at up to 11.5% per annum, for ruble loans - less than the rate applied at the time of signing the restructuring documents.
If initially borrowed funds were received in foreign currency, it will be changed to rubles at a rate not exceeding the current one. When signing a loan restructuring agreement, a banking institution has no right to demand payment of additional fees for the actions performed and to reduce the repayment period.

Conditions for participation in the state program and requirements
The state support program is not available to all citizens, but only to those who find themselves in difficult life situations. All categories are indicated in the Decree of 08/11/2017. However, by decision of the interdepartmental commission, the conditions can be revised, but within a clearly defined framework.
Important! In accordance with clause 7 of Resolution No. 961, by decision of the interdepartmental commission, the amount to be reimbursed may be revised and increased at the request of the creditor bank, but not more than twice. Also, this governing body is able to approve an application from an individual if it does not meet one or two points of the requirements.
In order to become a member of the program, you must simultaneously meet all the conditions and requirements specified in the law. Their general list looks like this:
- requirements for borrowers;
- requirements for the mortgage object;
- the criteria for the loan agreement;
- the conditions of the financial condition of the borrower;
- requirements for your own real estate.
The conditions for obtaining restructuring are spelled out in clause 8 of Resolution No. 961. Moreover, it was established that the borrower must meet all the criteria, with the exception of the permissible deviation of 2 points, which will be analyzed by the interdepartmental commission.
Who can qualify for state support?
The following categories of the population can use financial support for mortgages from the AHML:
- Parents or legal guardians with children under the age of majority.
- Persons with disabilities and parents of children with disabilities.
- Citizens who took part in the hostilities.
- Persons in whose care are dependents under the age of 24 (students, students, graduate students, trainees, interns, etc.), enrolled in full-time.
- At the same time, there are a number of conditions for the client's financial condition:
- Decrease in monthly income by at least 30%.
- The total average monthly earnings of the borrower and the rest of his family for at least 3 months should not exceed the minimum subsistence level in double the amount for each person (the repayment of monthly mortgage payments is taken into account).
Requirements for a mortgage agreement
Not every “problem” loan can be restructured. On this account, the state has introduced special requirements and conditions:
- Increase in the size of the monthly payment by 30% or more. The comparison is made between the first installment and the last one that was made before the application was submitted.
- The lending bank must be a member of the assistance program.
- The initial mortgage loan must be at least one year old at the time you apply for the assistance program. The exceptions are cases when a loan was taken to repay a housing loan received more than 12 months before the date of drawing up the document for restructuring.
- Providing the bank with an application and a full package of documents.
Paying attention to item 1, we can conclude that for the most part the restructuring program is aimed at foreign currency mortgages. It is under such agreements that it is quite expected that the payment increased by a third or more, since the US dollar, in the period from 2014 to 2019, almost doubled in price. The same follows from the order of restructuring, where among the simultaneous changes credit agreement indicated "change of currency into rubles". However, this condition is not directly spelled out, that is, if the mortgage is in rubles (including the refinancing of a foreign currency mortgage in rubles), it makes sense to apply.
In other cases, as a rule, mortgage agreements imply a fixed or decreasing payment and a single percentage for the entire payment period, which does not meet the requirements. The amount of the contribution may change due to debt restructuring without adjusting the term, variable rate or other factors.
Important! Overall size credit debt, including delays, and previous participation in the restructuring of the contract are irrelevant. The client interacts with the AHML through an intermediary acting as an agent bank to which the initial application is submitted.
What mortgage can be restructured?
Russian legislation has established certain criteria that must be met by property acquired through credit funds... These include the following:
- This living space should be the only one owned by an individual and all members of his family (it is assumed that the borrower and another person from his family have a total share of less than 50% in other real estate).
- The purchased object must be located in one of the settlements of the Russian Federation and be a security for a mortgage.
- The program extends its action to all types of housing, including those acquired under a shared participation agreement.
- Criteria for the real estate object itself: studio apartment in apartment building - up to 45 sq. m., in the presence of two living rooms - up to 65 sq. m., if there are three or more rooms in the room - up to 85 sq. m.
- Price for 1 sq. m. of the collateral should not exceed the average cost of a similar apartment or house in the primary or secondary residential real estate market by more than 60% (for calculations, data from Rosstat of Russia and information from the regional market are used). The listed restrictions do not apply to families with many children (three or more children).
How to restructure debt: a procedure
The whole procedure related to changes in conditions is carried out in several stages. The first involves a personal visit to a financial institution and drawing up an official statement. The borrower should contact the branch of the bank where the original loan agreement was concluded. According to the sample provided by the manager, you need to write a statement about the need for debt restructuring.
You can compose it in advance at home. All the necessary documentation is attached to it. After that, the borrower, together with a bank employee, discusses the new loan conditions.
Important! The restructuring of an existing mortgage loan is carried out by a decision made by the creditor bank, to which the client submitted an application.
All papers are scrutinized and checked to ensure that all requirements and restrictions on the assistance program have been met. After a certain time, the borrower will notify the credit committee of the decision. It should be noted that banks have the authority to independently establish the minimum and maximum terms for consideration of the application and the issuance of the final verdict. As a rule, this should take about 30 days, but judging by the reviews, we can talk about longer periods, since a banking institution and AHML often require additional documents... At the final third stage, a new agreement is concluded, already with different conditions, or an additional agreement is drawn up to the previous one.
When these three stages are completed, the borrower needs to go to the Ministry of Justice with the old mortgage and a ready-made package of papers in order to register changes to the pledge agreement.
What documents are needed for registration
To consider an application for revising the terms of the contract, mortgages need to prepare and attach a package of documentation in advance (it can be found on the official website of the AHML), consisting of the following:
- Identity cards of all participants in the transaction and family members (passports) and their copies.
- Documents confirming that the borrower falls into one of the preferential categories individualsapplying for funding (birth certificates of children, certificate of a participant in hostilities, certificate of VTEK / medical and social examination (copy), etc.).
- Documents confirming the amount of earnings of all participants in the transaction for at least 3 last month (photocopies of a work book, a certificate of the amount of earnings according to the sample 2-NDFL or other official documents). Unemployed citizens also attach a labor certificate, a certificate of the amount and nature of the accrued benefits, information about the state of the account with the FIU.
- An extract obtained from the state register, which confirms the status of the pledge. Statements indicating the existing real estate owned by the borrower and his family or about its absence (the application form can be downloaded).
- Mortgage papers and all documents related to the pledge (sale and purchase agreement and its copy, conclusion of property valuation, mortgage payment schedule, cadastral and technical passport).
- Contract of equity participation in construction and its copies (if any).
Also, the borrower will be required to fill out an application form and consent to the processing of personal information. The forms of these securities depend on the specific bank.

State aid is mainly aimed at supporting the most needy citizens of the Russian Federation, for whom the financial burden becomes unbearable. State support is provided through the Ministry of Construction of the Russian Federation through the AHML. For this, the Agency for Housing Mortgage Lending JSC has allocated funds in the amount of 2 billion rubles for the purpose of reimbursing losses to creditors on housing mortgage loans.
AHML is a state organization with 100% state capital. Created to support banks that provide long-term loans for the purchase of housing by citizens.
How are the AHML, the bank that issued the "problem" mortgage, and the borrower connected? Omitting the terms, we get the following algorithm:
- The bank issues a loan to the borrower from its own funds;
- To restore his stock he receives money from AHML;
- The agency buys the right to the issued loan from the bank, leaving it with the functions of an operator in settlements with the debtor. The bank raises the interest on the loan a little and earns on the difference in the rate.
The program of the 2018 model has been greatly changed taking into account the economic situation, the decrease in mortgage rates and the emergence of banks of their own assistance programs (refinancing and restructuring) of problem debts. Support has become more personalized.
One thing remains the same: the program does not provide for payment for the borrower of his debt, but only helps to reduce the monthly financial burden to a feasible one.
Only four categories of citizens get the right to receive state support:
- Parents, adoptive parents / guardians / guardians minor child (one or more).
- Persons who are dependent on citizens under the age of 24, who are undergoing full-time studies in a secondary or higher educational institution.
- People with disabilities or citizens with disabled children.
- War veterans.
- In rare cases, it is envisaged to revise the terms of the agreement for other citizens at the request of the executive authorities, deputies of the State Duma, the Commissioner for Human Rights.

Requirements for your financial condition (both conditions are required):
- Three months before the date of application for assistance, the average family income per month must be less than or equal to two times the regional subsistence level.
- The minimum mortgage payment increased by 30% or more compared to the amount of the monthly payment determined at the time of the conclusion of the loan agreement.
In fact, this is a condition that only those who have taken out a foreign currency mortgage can receive assistance, since the ruble amounts of the agreement are fixed and cannot grow by 30%. And with the jumping exchange rate of the dollar and euro, this is possible.
Restrictions on the area of \u200b\u200bmortgage housing for the purposes of obtaining assistance:
- 1-room apartment - 45 m2;
- 2-room apartment - 65 m2;
- 3-room apartment and other multi-room housing - 85 m2.
If the mortgage housing is larger, the bank will simply advise you to sell it and buy a smaller apartment.
Price for 1 sq.m. collateralized housing should not be higher than 60% of the market price of 1 sq.m. typical housing on the market (for the calculation, actual data on the regional market are taken).
The last condition further narrows the circle of applicants for help. Prices on square meters the market is subject to change. And if the apartment has dropped significantly in price, then support will be denied. But the space restrictions do not apply to families with three or more children.
Additional conditions:
- 1. The borrower is a citizen of the Russian Federation;
- The mortgage was issued at least a year ago;
- Mortgage housing is located on the territory of the Russian Federation and should be the only one for the borrower (there may be one more housing, but provided that the joint share of the mortgagor and his family members does not exceed 50% of this property).
To get help, you need to contact the bank where the mortgage is issued. The bank must be included in the AHML list.

- Replacing a foreign currency loan with a ruble one. The new loan rate should not be higher than for existing mortgage loans offered to banks at the time of the renewal of the agreement, and not higher than 11.5%.
- Decrease in liabilities to a credit institution. The bank can reduce the amount of debt on the loan by 30% of the loan balance, but not more than 1.5 million rubles. The amount of compensation is the decision of the financial institution.
The amount of payments under the mortgage assistance program can (but difficult!) Be doubled by submitting an application to a special interdepartmental commission. During the restructuring period, the lender cannot demand a commission or other additional payments from the borrower.

- Passport of a citizen of the Russian Federation;

- loan agreement;
- birth certificate of children (minors);
- combat veteran certificate;
- solvency documents for the last three months;
- work record book (original for the unemployed and a copy for those employed);
- certificate stating that the child is studying in the full-time department;
- the decision of the guardianship authorities and the court order (for guardians and adoptive parents of minors);
- certificate of state registration real estate object;
- certificate of medical and social expertise (for disabled people and in the presence of a disabled child);
- a valid insurance policy and a receipt for payment of the insurance premium.

What if you do not qualify for the program, but need help?
Let us repeat that in practice only borrowers who have taken out a mortgage in foreign currency can count on receiving assistance from the state. For the rest, there is a large percentage of refusals.
