UPDATED:
At the moment, the "IBAN Calculator" service is not available on the official website of the National Bank of the Republic of Belarus. Here is a link to all the main documents on migration to IBAN and BIC.
To find out your new account number (IBAN), you need to contact your bank. If you have opened accounts with several banks, then the corresponding account number in the IBAN format can be obtained from the bank where the account is opened. According to the international standard, only the bank of the account holder has the exclusive right to issue an account number in the IBAN format.
The National Bank of the Republic of Belarus has posted on its official website the service "IBAN calculator", BelTA informs with reference to the Information and Public Relations Department of the National Bank.
The service allows you to determine online the number of the current (settlement) bank account of the counterparty (legal entity, individual entrepreneur, notary and individual advocate) in the IBAN format.
To determine the number of the current (settlement) bank account in the IBAN format, in the service menu, you must enter the 9-digit bank code or select its name, select the account currency and indicate the old account number (13 characters). After entering the data, a dialog box will display the corresponding account values in IBAN and BIC format.
The service also provides an opportunity batch processing.
According to the National Bank, the regulator's website also contains actual "questions and answers" for legal entities and individuals on transferring bank accounts to IBAN and BIC formats. The bank recommends to contact servicing bank.

What is the international IBAN account standard, where is it already in use?
Zuiko Vyacheslav
IBAN (International Bank Account Number) - the international bank account number of the client in the bank or in another financial institution assigned in accordance with the international standard ISO 13616. Initially, IBAN was used to simplify and accelerate the processing of international payments in the states of the European Union, but now it is already used in 74 countries of the world (in all states of the European Union, the Middle East, etc.). This ISO standard is officially supported by SWIFT.
In accordance with the requirements of EU directives No. 2560/2001 and No. 1781/2006, starting from January 1, 2007, EU banks have the right not to accept payments in which the account number does not comply with IBAN standards. At the same time, banks may charge a commission for the return of payments. In order to make a transfer to the countries of the European Union, in a payment order as an account of the beneficiary (an individual or legal entity to whom cash payment) you must specify the IBAN account number. In addition, the name and IBAN account number of the payer must be indicated in the payment order. To transfer funds between banks participating in SWIFT, it is enough to know only the SWIFT number of the receiving bank and the IBAN of the beneficiary.

What is the structure of an IBAN account number?
Zuiko Vyacheslav
Each state independently establishes the structure of the IBAN account number, following the requirements of the ISO 13616 standard. The first two characters of the code indicate the country code, the next two are the control number calculated according to the ISO 7064 standard, followed by the national bank account number, which includes the account number itself and the code of the institution in which the account is opened - the bank identification code (BIC).
The IBAN standard for the payment system of the Republic of Belarus consists of 28 digits. This structure was developed by the National Bank in cooperation with the banking community.

Also, the structure of accounts for accounting for funds in settlements with banks, accounts for accounting for funds in settlements with customers, and other accounts used for settlements by the National Bank, banks and non-bank financial institutions of Belarus will change.

Do I need to sign additional agreements to customer agreements with banks? If so, in what time frame should this be done?
Zuiko Vyacheslav
The Resolution of the Board of the National Bank of October 23, 2015 No. 633 “On the prospects for introducing international standards into the payment system of the Republic of Belarus” determined that banks should analyze the concluded agreements and take measures determined by the terms of the agreements to bring them in line with the legislation. Depending on how it is defined in the contract, this can be either an additional agreement or a different procedure.
Barannik Irina
Currently, all new accounts of Belarusbank are already being opened in the IBAN format. As for the contracts, we save the old accounts as the names of the contracts, and we open the new ones in the IBAN. That is, we do not renegotiate contracts with clients. WITH legal entities we work according to the same scheme.
Daniel, Minsk
What should legal entities do to switch to the new account numbers?
Suslo Tatiana
As of May 1, 2017, all legal entities have been notified of the change in their account numbers and bank identification codes of the banks serving them. They, in turn, must submit new details to their counterparties both in Belarus and abroad, and take care of submitting applications to banks for changing the details of settlement documents located in banks' card files, standing payment orders, applications for accepting payment requests in order to ensure the smoothness of settlements.
At the same time to legal entities, upon whose application the enforcement proceedings, it is necessary to contact the compulsory enforcement authority to inform bailiff on new bank accounts, to which, after July 4, 2017, the funds collected from the debtor in the framework of enforcement proceedings must be directed.

What is a bank identification code? Where is it used?
Doroshkevich Alexander
A bank identification code (BIC) is a unique sequence of characters designed to uniquely identify settlement participants (banks). This is a kind of electronic name of the bank used in settlement and payment systems, thanks to which it is possible to accurately identify the bank serving the client - the initiator of the bank transfer, transferring funds (the sending bank) and the bank serving the client - the beneficiary of the recipient of the data Money(Bank of recipient). Therefore, the BIC of the sending bank and the receiving bank must be specified when the client - the initiator of the bank transfer - prepares payment instructions on paper or in electronic form.
Currently used BICs are used for settlements only on the territory of Belarus. From July 4, 2017, BIC will be applied, which can be used both for settlements within the country and for international transactions.
Varfareeva Natalia
What details does the reference book of bank identification codes contain for settlement participants making payments on the territory of the Republic of Belarus?
Doroshkevich Alexander
The directory of bank identification codes of settlement participants making payments on the territory of the Republic of Belarus (BIK directory) is a systematized list of settlement participants containing the current values of their details. In particular, in addition to the requisite "Bank identification code", it contains:
The requisite "Conditional number of settlement participants". Reuse of the conditional number of settlement participants is allowed after the expiration of a calendar year after the date of its exclusion from the BIK directory;
The requisite "Status of the bank identification code". It comes into effect on July 4, 2017. If this variable takes a digital value of 1, then the BIC is used for settlements only on the territory of Belarus, and if the value is 0, then the BIC can be used both for settlements within the country and for international transactions;
The "Account number" variable, which contains the number of the bank's correspondent account opened with the National Bank. When the information about the bank's branches is included in the BIK directory, the "Account number" variable is not filled in, since the branches do not have correspondent accounts with the National Bank;
The requisite "Name" containing the name of the settlement participant, which corresponds to the abbreviated name specified in the constituent documents;
The requisite "Settlement", which contains information about the location of the settlement participant (type and name of the settlement);
The variable "Control code" (control of the admissibility of settlement operations). It is filled in to notify settlement participants about the upcoming admission of a settlement participant to participation in the BISS system, about the termination of settlement operations by the branch, as well as about the upcoming exclusion of a settlement participant from the BISS system participants;
The "Control Date" variable contains the date of the upcoming admission of the settlement participant to participation (exclusion from participation) in the BISS system, as well as the date from which the restriction on settlement operations is in effect or settlement operations are terminated. This variable is not filled in if there is no value in the variable "Control code";
The requisite "Bank identification code of the assignee" is filled in when a bank branch is closed, a bank is reorganized, or a special permit (license) for banking activities is revoked from the bank.
The BIK directory is posted on the website of the National Bank. The site also contains a table of correspondence between the current bank identification codes and those that will be used from July 4, 2017.
Daniel, Minsk
Please explain what the "Conditional number of settlement participants" requisite is, and how to determine it from the BIK reference book, knowing the bank identification code?
Doroshkevich Alexander
The variable "Conditional number of settlement participants" is assigned in order to identify settlement participants in the payment system of the Republic of Belarus and is used for informational purposes.
The requisite "Conditional number of settlement participants" is a new requisite in the BIK directory (effective from July 4, 2017). Its digital values store the values of the seventh, eighth and ninth digits of the currently valid nine-digit bank identification codes.
The nature of the informational purposes and the obligatory use of the variable "Conditional number of settlement participants" are determined by the requirements of the legislation in the field of formation and presentation to interested parties. statistical reporting and other information, including information in the field of combating money laundering, where it is mandatory to indicate the bank code. In this case, the bank code will have the value of the conditional number of the settlement participants, determined in accordance with the requirements of the regulatory legal acts of the National Bank.
If it is necessary to determine the conditional number of the settlement participants of a particular bank, any citizen or representative of a legal entity, knowing the BIC of this bank, can go to the official website of the National Bank, which contains the BIC directory, and, having looked at the bank details, determine its conditional number.
For example, at present, the BIC of the National Bank of the Republic of Belarus (NB RB) has a digital value of 153005042. From July 4, 2017, it will have an alphanumeric value NBRBBY2X. In the BIC reference book we find in the requisite "Bank identification code" BIC NB RB - NBRBBY2X, and then in the requisite "Conditional number of settlement participants" we find the conditional number of the NB RB, which will have the value 042.

How will the work of banks be organized on the eve and on the day the new accounts and BIC come into force?
Barannik Irina
On June 30, the last banking day before the transition to the new IBAN account numbers, all branches of the bank will operate normally, taking into account the end of the month and the end of the quarter.
As a rule, payments accepted today are transferred on the next banking day. Therefore, payments accepted on June 30 will be accepted for the old details, and transferred on July 4 for new details. In this regard, I would like to draw the attention of our clients - individuals to the fact that when making payments on June 30, it will be necessary to submit an application to the bank indicating the new details of the recipient of the payment, that is, the international account number (IBAN) and the bank identification code (BIC). This only applies to one-time payments. For payments made in the ERIP system, there are no additional information no need to provide.
Also on this day, when receiving an application from a client, we will ask for his details. This is necessary so that we can return the money to the client if, for some reason, he incorrectly specifies the account and we cannot transfer money to the recipient.
A large-scale explanatory work will be carried out, recommendations will be developed for our services of consultants working in the departments. They will provide clients with comprehensive assistance. Also, all the necessary information will be posted on the bank's website.
Irina Lipen, Minsk
What are the advantages of implementing IBAN in the Republic of Belarus?
Zuiko Vyacheslav
Using an IBAN account number allows you to uniquely identify a settlement participant, check the correctness of the account number before sending a payment, and speed up the payment processing process while observing the principle of Straight Through Processing (STP). In addition, this reduces operational risks associated with incorrect execution of payments, since already at the stage of accepting payments for processing from customers, the bank has the ability to check the correctness of the recipient's details using check digits. And, finally, it will reduce the costs of making cross-border payments and implementing integration processes.
Thus, the use of IBAN allows you to speed up and reduce the cost of interbank payments. For example, there are situations when the wrong payment account is indicated, the payment arrives at the beneficiary's bank, where they see that the account number is incorrect. Next, a request is sent to the sender's bank, which requires additional time and commissions for processing requests. And with IBAN, such a payment will simply not work.
Doroshkevich Alexander
The introduction of IBAN and BIC will definitely raise the prestige of Belarus in the world banking community, bring the banking system of our country closer to international standards. As for the clients of banks, for them, first of all, the process of making international money transfers will be significantly accelerated and simplified.
Corr. BelTA
How do you assess the preparatory work of the banking system for the transition to the use of IBAN and BIC in non-cash payments?
Suslo Tatiana
Banking system I approached this process in an organized way, and as of May 1, all accounts were transferred to the IBAN format, all customers were informed. There are a number of organizational issues of interaction with government bodies, but I think that by the appointed date they will be settled.
Barannik Irina
Belarusbank is working in this direction as usual. All accounts have been transferred to IBAN, a large customer notification campaign has been carried out. Currently, all individuals who apply to the bank receive statements from their accounts, which contain new details. The same work is carried out with legal entities. The bank is now notifying its partners about new accounts so that by July 4 all settlements with both banks and customers are carried out as usual.
Corr. BelTA
Does the banking software need to be updated to switch to new accounts?
Doroshkevich Alexander
The National Bank carried out a lot of organizational work in this direction. We have a specific plan to check readiness software both commercial banks and the National Bank. The first such testing took place in March, the next one will take place on June 10.
Barannik Irina
Indeed, the software is currently being finalized in Belarusbank. Not all the work has been completed yet, but we have already received some products and are testing them. So far, there have been no disruptions in this direction. Our bank uses a large volume of various software products, developed, as a rule, by third-party organizations, however, they were all notified in advance and began work in a timely manner.
The picture is illustrative.

Will the order of payment of current payments be changed ( utilities, internet, mobile phone, etc.)?
The procedure for making current payments, including through the ERIP and using the Internet bank and mobile bank, Will not change. However, if the client makes a one-time payment, when making which it is necessary to indicate the account number and the bank of the recipient of the funds, then in this situation it will be necessary to indicate new details.
Do I need to change the permanent payment order(PDPP)?
To change the details in the PDPP, individuals should, before July 4, 2017, apply to banks with an application to change the details. If the client does not submit to the servicing bank an application for changing the details in the PDPP, then the bank will stop executing such orders starting from July 4, 2017.
Is there a transition period when transferring accounts to the IBAN format?
In accordance with the Resolution of the Board of the National Bank of May 24, 2017 No. 195, funds for international bank transfers received by customers in the period from July 4 to December 31, 2017 inclusively for crediting to old account numbers (valid until July 4, 2017) will be credited to the new recipient account numbers.
