Implementation of the Plan of Priority Actions to Ensure Sustainable Development of the Economy and Social Stability in 2015 (approved by Government Decree No. 98-r dated January 27, 2015) made it possible to prevent a critical deterioration in the socio-economic situation, smooth out the effect of a temporary sharp increase in interest rates for the most vulnerable sectors Russian economy, to support high-tech export and import substitution projects, and in terms of social policy, to focus resources on supporting the most vulnerable segments of the population.
The socio-economic development forecast for 2016 assumes that the current global situation will continue, high volatility in world energy prices, fluctuations exchange rates. Under these conditions, the Government of Russia has prepared an Action Plan aimed at ensuring the stable socio-economic development of the Russian Federation in 2016 (hereinafter referred to as the Plan).
The priority direction of the Plan is to support the standard of living and well-being of Russian citizens, the fulfillment of the social obligations of the state.
Measures are also planned to prevent irreversible crisis phenomena in sectors of the economy that have a significant effect on the development of related industries (automotive, housing construction, light industry) and are important from the point of view of food security and social stability (agriculture, circulation of medicines).
Despite the importance of prompt anti-crisis response, the key area of work of the Russian Government will be the implementation of structural measures aimed at diversifying the economy and creating conditions for entering the trajectory of sustainable economic growth in the medium term.
For the structural restructuring of the economic development model, tools will be used to improve business conditions and the regulatory environment, support small and medium-sized businesses, import substitution, and exports of non-commodity products.
The federal executive authorities with the participation of the executive authorities of the subjects of the Federation, the Bank of Russia and interested organizations were instructed to ensure the implementation of the Plan in deadlines and monthly submit information on the progress of its implementation to the Ministry of Economic Development of Russia.
The Ministry of Economic Development of Russia was instructed to ensure interaction with the executive authorities of the constituent entities of the Federation on the implementation of the Plan, to analyze information received from federal bodies executive authorities, organizations and executive authorities of the constituent entities of the Federation, and monthly submit to the Government a report on the implementation of the Plan.

An anti-crisis plan for 2016 has been submitted to the government (the document is at the disposal of Gazeta.Ru). It is planned to spend more than 827 billion rubles to fight the crisis. Of these, 446 billion are planned budget expenditures, another 207 billion will be taken from the Anti-Crisis Fund. Its size has not yet been determined, says the source of Gazeta.Ru.

What will cover the costs of another 133 billion has not yet been determined - this will be decided by the officials along the way. The plan was prepared by the Ministry of Economic Development. It was submitted to the government on Monday, February 8th. On Wednesday, the prime minister will hold a regular meeting at which a "plan of action" will be discussed, the White House explained. On the same day, the president meets with members of the cabinet, but the discussion of the government document is not on the Kremlin's agenda. The parameters of the plan will also be discussed at parliamentary hearings on Friday, February 12.
“The draft plan has indeed been submitted to the government. It is a document containing the main proposals, some of which have already been discussed and adopted, and some will be further discussed,” the Prime Minister’s spokeswoman confirmed on Tuesday. Not all measures that are presented in the draft plan will eventually be adopted, she clarified.
The official name of the document is the Government Action Plan Aimed at Ensuring Stable Socio-Economic Development of the Russian Federation in 2016. Moreover, an official familiar with the details of the plan categorically advises against calling this plan "anti-crisis."
Although the existence of a crisis in the country is not denied. Last year, the economy went down by 3.7%, the forecast for this year is minus 0.7%.
“But the plan is still not anti-crisis, it is a plan for the development of sectors of the economy, a plan where the future will be. Where will the growth be? “The first half of the plan just contains measures to quickly stabilize the economy, everything is scheduled for months and quarters, and the second part is a summary of the government’s current activities by industry and direction,” explained Gazeta.ru, Deputy Minister of Economic Development. The government does not call the plan anti-crisis for the simple reason that officials do not want to admit that the country is plunged into a crisis. The main areas that will receive funding from the “action plan” are infrastructure projects, agriculture, innovations, branch science as well as state-owned companies. In total, there are 152 points in the plan, grouped into sections. The first of them is designated as "urgent measures". In particular, it contains additional measures to support the unemployed. There are already more than 1 million of them in Russia, according to the Ministry of Labor.

In the section "Support for individual industries" - 10 billion each is planned to be directed to import substitution in agriculture, including additional capitalization, as well as to support transport engineering. For the construction industry (subsidizing purchases in the market of new buildings) - 16.5 billion, for the entire domestic light industry - 1.4 billion.
88.6 billion rubles are allocated for “stimulating demand for automotive equipment, maintaining jobs at automotive enterprises and related industries”.
Russian Railways turned out to be one of the most powerful lobbyists. More than 39 billion rubles are allocated from the funds of the National Welfare Fund for "ensuring the acquisition of traction rolling stock as part of the implementation of the investment project in 2016."
The authorities have also acknowledged the problem of the debt burden on regional budgets, and they want to allocate 310 billion rubles to support them.
At the same time, the debts of the regions - commercial and on loans - already exceed 2 trillion rubles.
The government is ready to support non-commodity and high-tech Russian exports. This will be done through subsidizing rates - 13 billion will be allocated and more than 9 billion. A separate section is devoted to supporting small and medium-sized businesses through the state corporation SMEs - 28 billion rubles were allocated for this.
The government may also consider proposals from ministries that are not included in the final plan (there are 100 in total), but still have a chance for state funding. In particular, we are talking about equalizing the salaries of top managers of state-owned companies. “Everything will depend on whether the department that initiated such measures can convincingly justify them,” the federal official said.
The priority areas of activity of the Government of the Russian Federation in 2016 are: fulfillment of social obligations, support for the standard of living and well-being of citizens of the Russian Federation, as well as stable economic development. Those citizens who still find themselves among the unemployed will be able to count on additional social payments from the budgets of the subjects of the Russian Federation. For these purposes, officials have planned subventions from the federal budget in the amount of 5.5 billion rubles.
In addition, the Government intends to continue disbursing cash from maternity capital starting from the 2nd quarter of 2016. But not everyone will be able to receive this money, but only needy families. The Ministry of Labor and the Ministry of Finance have been entrusted with developing an appropriate law. They were instructed to find sources of funding for this event, since the plan does not indicate the amount of funds or where they can be directed. To the same ministries, with the participation pension fund Russia was instructed to find opportunities and make proposals for additional
indexation of pensions based on the results of the first half of 2016. The amount of financing will be known after the report of officials on the results of the 1st quarter of 2016.
The plan also provides for measures aimed at maintaining the necessary funding for state programs to support the disabled and seriously ill people. The Government of the Russian Federation will spend 29.8 billion rubles from the federal budget to compensate for the costs of acquiring rehabilitation equipment for the disabled, taking into account their rise in price. Sources of funding and the amount of allocations for the provision of medicines to citizens have not yet been determined.
A similar situation has developed with the government support planned for the first half of the year for domestic drug manufacturers. However, significant amounts of funds, both from the federal budget (88.59 billion rubles) and from additional sources (49.1 billion rubles), officials are going to direct to the renewal of the ambulance fleet due to its high degree of wear. Such measures are positioned by the Cabinet as support for the domestic auto industry. At the same time, 10 billion rubles will be allocated separately to support heavy engineering from additional sources, and for the production of domestic cars- 1.4 billion rubles.
Programs such as "Housing for the Russian family" and subsidizing mortgages in new buildings will be continued. If officials have not yet found money for the first, then 16.5 billion rubles will be spent on the second. 3.5 billion rubles from the federal budget will be used to modernize communal infrastructure facilities. And the Fund for Assistance to Reforming the Housing and Communal Services was instructed to stimulate concessional lending overhaul common property v apartment buildings by subsidizing interest rate through their income. Among the subsidized directions of interregional transportation, for which the Government of the Russian Federation allocated 0.4 billion rubles from additional sources, this year there is no Crimea. Officials promise support for domestic producers of consumer goods, as well as funding for programs in the field of innovative technologies and industrial modernization. These funds will be used to create new enterprises and modernize existing ones.
In addition, among the measures to prevent irreversible crisis phenomena in the sectors of the economy, officials are going to expand the practice of implementing public-private partnership projects and reduce administrative pressure on business. In particular, to expand the grounds for the application of punishments not related to imprisonment for economic crimes, to limit business inspections, and to establish legislative norms for the collection of non-tax payments from entities entrepreneurial activity and introduce a number of other measures that are talked about a lot, but in reality, business does not yet feel them.
The federal executive authorities, together with the executive authorities of the constituent entities of the Russian Federation, the Bank of Russia and all interested organizations, must ensure the implementation of the plan items on time and report every month on their implementation to the Russian Ministry of Economic Development.
