RF Government Decree of 01.04.2005 N 176 "On approval of rules COMPENSATION FOR THE PAYMENT OF PENSIONERS fare, is the recipient of the retirement pension old-age and disability, and living in the Far North and equivalent areas, TO THE PLACE OF REST IN THE RUSSIAN FEDERATION AND BACK"
In order to implement Article 34 of the Law of the Russian Federation "On State Guarantees and Compensations for Persons Working and Living in the Far North and Equated Localities", the Government of the Russian Federation decides:
1. To approve the attached Rules for reimbursement of travel costs for pensioners who are recipients labor pensions for old age and disability and living in the regions of the Far North and areas equated to them, to a place of rest on the territory of the Russian Federation and back.
2. Financial support of expenses related to the implementation of the Rules approved by this resolution is carried out at the expense of funds federal budget provided in order inter-budgetary relations the budget of the Pension Fund of the Russian Federation, within the limits of allocations provided for in the consolidated budget list of the federal budget to the Ministry of Finance of the Russian Federation.
3. The Ministry of Health and Social Development of the Russian Federation to provide clarifications on the application of the Rules approved by this Resolution.

1. These Rules determine the procedure, amount and conditions for reimbursement of travel costs for non-working pensioners who are recipients of labor pensions for old age and disability, living in the Far North and equivalent areas (hereinafter referred to as pensioners), to a place of rest on the territory Russian Federation and back (hereinafter - compensation).
2. Compensation is provided to pensioners living in regions and localities included in the list of regions of the Far North and localities equated to regions of the Far North.
3. Compensation can be made in the form:
a) the provision of travel documents that ensure the travel of the pensioner to the place of rest and back;
b) reimbursement of expenses actually incurred by the pensioner to pay the cost of travel to the place of rest and back within the limits established by paragraph 10 of these Rules.
4. Pensioners from the categories of citizens specified in Article 6.1 of the Federal Law "On State Social Assistance" who did not use the right to receive social services in the form of free intercity transport to the place of treatment and back when providing a voucher for sanatorium-resort treatment, compensation is made in accordance with these Rules.
If such pensioners used the specified right when providing a voucher for sanatorium-resort treatment, compensation in accordance with these Rules is not made.
5. When a pensioner travels to a place of rest and back with transfers from one type of intercity transport to another, a combination of both types of compensation provided for in paragraph 3 of these Rules may be applied.
6. Compensation is made once every 2 years.
The biennium is calculated in calendar order starting from January 1 of the year in which the pensioner, on the basis of the application submitted by him, was compensated in connection with the travel to the place of rest and back to this period, but not earlier than from January 1, 2005.
If the pensioner has not applied for compensation in the past bienniums, compensation for these periods will not be paid.
7. An application for compensation in the form of the provision of travel documents providing travel to the place of rest and back, in the established form, the pensioner submits to territorial body Of the Pension Fund of the Russian Federation at the place of residence with the presentation of a voucher, voucher or other document, which is the basis for a pensioner's stay in a sanatorium, a dispensary, a rest home, at a tourist base or in another place where recreation services are provided.
The decision to provide this compensation is made by the territorial body of the Pension Fund of the Russian Federation in the presence of special coupons (directions) to receive travel documents from the transport organization with which the relevant agreement is concluded, ensuring the travel of pensioners to the place of rest and back.
A special coupon (direction) guarantees the transport organization payment by the territorial body of the Pension Fund of the Russian Federation for the cost of travel documents issued to the person indicated in the special coupon (direction) to travel to the appropriate destination and back.
8. In the presence of a special coupon (direction), its issuance is carried out within a period not exceeding 10 days from the day the pensioner submits an application for compensation.
9. An application for compensation in the form of reimbursement of actually incurred expenses for paying the cost of travel to the place of rest and back in the established form, the pensioner submits to the territorial body of the Pension Fund of the Russian Federation at the place of residence with the attachment of travel documents issued by transport organizations, regardless of their organizational and legal form , and tear-off coupons for a voucher, curriculum or other document confirming the period of stay of a pensioner in a sanatorium, a dispensary, a rest home, at a tourist base or in another place where he was provided with services for organizing recreation.
The territorial body of the Pension Fund of the Russian Federation, which has considered the application for this compensation, notifies the pensioner of the decision taken within a period not exceeding 10 days from the date of submission of the application.
If a decision is made to refuse to pay compensation, the pensioner is notified in writing of the reasons for the refusal within the specified period.
10. Compensation in the form of reimbursement of actually incurred expenses for paying the cost of travel to the place of rest and back is made in an amount not exceeding the cost of travel:
a) by rail - in a reserved seat carriage of a passenger train;
b) by inland waterway transport - in the cabin of the III category of a river vessel of all lines of communication;
c) by sea - in the cabin of groups IV - V of a sea vessel of regular transport lines;
d) by air - in the economy (lower) class cabin;
e) by road - in a general type bus, and if not - in buses with soft folding seats.
The payment of this compensation is made in the order in which the pension is paid to the pensioner.
Any state is obliged to take proper care of its retirees. However, due to the current unfavorable financial situation in the Russian Federation, some measures to support this category of citizens may be canceled.
So, for example, in August 2017, free travel on public transport was canceled. But don't worry. The rest of the benefits for pensioners in Moscow in 2018 continue to operate in order to support the living wage of senior citizens and provide them with a normal standard of living.
Various changes are constantly being made to the benefits for pensioners in Moscow, one of which is the emergence of a regional supplement paid to non-working pensioners. The receipt of such allowances is possible only for those persons whose total income is less than the subsistence minimum established in the region.
In Moscow in 2018, the amount of such an allowance will be influenced by the size of a citizen's material support, which includes:
- The amount of the insurance pension;
- Additional financial support, which is paid to Muscovites - unemployed pensioners.
The need for such an allowance is introduced only to those citizens whose pension is not sufficient to ensure the normal life of a citizen. In particular, persons receiving such an allowance are entitled to the following measures of state security for payment in full:
- The use of telephone communication ( means only payment for using a home phone);
- Payment of utility bills living quarters, apartment or private house.
Tax incentives for retirees
At the beginning of 2017, it became known that in the near future pensioners will lose their privileges in the metro, as well as for travel by other types of public transport. And, unfortunately, in August it did happen. However, other tax incentives for pensioners in Moscow continue to be provided to them.
Property tax
Citizens who have reached retirement age do not need to pay real estate tax, but only on the condition that they are the sole owners of this property. The provision of such a benefit is allowed in cases where this object is not a source of additional income.
Such tax relief cannot be provided for expensive property, the value of which exceeds 300 million rubles.
Transport tax
The transport tax can be presented to any pensioners and labor veterans, but only in other regions of the country. In Moscow, these types of benefits are not provided to pensioners.
Land tax
Now in Moscow the following categories of citizens can count on receiving land tax:
- Disabled people;
- Participants of the Great Patriotic War;
- Persons affected by a nuclear or atomic accident.
To receive this type of benefit, the person concerned must submit an application and documents to the local administration. If a person does not belong to any of the above categories, he cannot count on receiving this type of state support.
Other types of social benefits
Beneficial categories of citizens are provided with a deduction as compensation for utilities. Such deductions are possible only if these payments exceed 20 percent of the amount. total income a pensioner who has reached the age of honor.
Registration of such a deduction and other benefits is handled by the local department of social protection of the population in Moscow.
Will free transport return be returned?
In August 2017, pensioners were deprived of the opportunity to ride the metro for free. Travel on other public transport was canceled in 2015, so now military pensioners have to pay for travel from their wallet.
Most likely, all discounts and free travel were canceled due to financial crisis, in which Russia found itself. The Moscow government considered that due to such a measure, they would be able to save about 3 million rubles. After all, the funds were transferred for total amount citizens of retirement age, and not for those who needed travel in the capital's transport.
Such a cancellation did not arouse any enthusiasm among pensioners, since the effect of this legislative norm is directed not only to Moscow and the Moscow region. At the same time, unemployed pensioners often have to use public transport to get to the doctor.
Experts say that such a category of citizens is entitled to compensation for the cancellation of such a benefit. At the moment, funds are not transferred separately to cover these costs. This is facilitated by insignificant pension inflation, which, according to the legislator, is sufficient to compensate for travel.
In the near future, the return of free travel on public transport in Moscow and the region is not planned.
Housing and communal services subsidies
The benefits for pensioners in Moscow include the possibility of receiving compensation for housing and communal services payments. The procedure for granting subsidies for housing and communal services is determined by the Law of the city of Moscow No. 70. According to this legislative act, a citizen who has reached retirement age can expect:
- For exemption from paying for garbage collection;
- To receive monthly compensation for part of the payment for services for using the phone.
Other benefits, for example, for electricity, utilities, rent and other subsidies to pensioners in Moscow are not provided.
But in the event that the amount of payment for utilities higher than set on legislative level percent of family income ( up to 10 percent, depending on the region), such a privileged category of citizens can count on receiving a subsidy.
Other benefits
Other benefits are given to pensioners in Moscow who are left alone. It is believed that this category of citizens needs additional assistance, therefore, the following list of services is provided especially for such pensioners who want to receive additional benefits at the place of registration:
- The minimum pension for labor veterans is 12,000 rubles;
- Additional discount for utility bills;
- Visiting the Moskvarium, performances in Moscow theaters, free museum premises on Museum Days;
- Dentures and other medical benefits;
- Muscovite social card - additional discounts in most city institutions;
- Getting a voucher for spa treatment. Provided no more than once a year.
Medical benefits and treatment vouchers are only possible on the recommendation of a doctor.
