decides:

1. To approve the attached Regulation on the development, maintenance, modification and application of all-Russian classifiers of technical, economic and social information in the socio-economic field.

2. To establish that:

The Ministry of Finance of the Russian Federation coordinates interagency work on the development, maintenance, modification and application of all-Russian classifiers of technical, economic and social information in the socio-economic field (hereinafter referred to as all-Russian classifiers);

The federal executive bodies shall ensure the development, maintenance, modification and application of all-Russian classifiers according to the list in accordance with the appendix.

3. The federal executive bodies and executive bodies of the constituent entities of the Russian Federation shall ensure the mandatory use of all-Russian classifiers in accordance with the Regulation approved by this resolution.

4. To recognize as invalid the Decree of the Government of the Russian Federation of November 1, 1999 N 1212 "On the development of a unified system of classification and coding of technical, economic and social information" (Collected Legislation of the Russian Federation, 1999, N 45, Art. 5434).

1. These Regulations establish the procedure for the development, maintenance, modification and application of all-Russian classifiers of technical, economic and social information in the socio-economic field (hereinafter referred to as the all-Russian classifiers), including in the areas of forecasting, statistical accounting, banking and taxation, in case of interagency information exchange, creation information systems  and information resources.

2. The development of all-Russian classifiers is provided by federal executive bodies and is carried out in agreement with the Ministry of Industry and Trade of the Russian Federation, the Federal Agency for Technical Regulation and Metrology, Federal Service  State Statistics, the Ministry of Finance of the Russian Federation and the Ministry economic development  Russian Federation.

3. Federal Agency for Technical Regulation and Metrology:

a) ensures the examination of draft all-Russian classifiers and amendments introduced by the established technical committee for all-Russian classifiers, examination of draft all-Russian classifiers and other documents relating to them;

b) when accepting the all-Russian classifier, together with the federal executive body responsible for the development, maintenance and application of this all-Russian classifier, determine the date of its entry into force;

c) ensures the inclusion of the adopted all-Russian classifiers and the amendments made to them in the Federal Information Fund of Standards, organizes centralized accounting, registration, acquisition and storage of all-Russian classifiers, as well as their updating;

d) organize in the prescribed manner the official publication, publication and distribution of all-Russian classifiers and the amendments made to them;

e) ensures the submission to the Federal State Statistics Service of the adopted all-Russian classifiers and the amendments made thereto.

4. Maintenance of all-Russian classifiers includes the presentation in the established manner of changes made to the all-Russian classifiers, for inclusion in the information and computer network of the Federal State Statistics Service, in the Federal Information Fund of Standards, for their official publication, as well as changes to automated databases data of all-Russian classifiers.

5. The Federal State Statistics Service maintains an automated database of all-Russian classifiers (a databank of classifiers) and uses the information and computer network of the Service to provide texts of all-Russian classifiers and the amendments made thereto, other information relating to all-Russian classifiers, state authorities, bodies local government, organizations and to individuals, develops the necessary instructive and methodological documents and software and technology tools (clause as amended by Resolution of the Government of the Russian Federation of August 4, 2005 N 493 - see previous version).

6. The use of all-Russian classifiers is mandatory when creating state information systems and information resources, as well as in interdepartmental exchange of information and in other cases established by the legislation of the Russian Federation.

All-Russian classifiers are used in legal acts in the socio-economic field to uniquely identify objects of legal relations.

7. The use of all-Russian classifiers is provided by:

direct use of all-Russian classifiers without changing the codes and position names adopted in them;

inclusion in the all-Russian classifiers of additional classification objects and classification features that do not violate the codes and names of the positions of the all-Russian classifiers and the reserve positions provided for in them.

8. When developing draft legal acts related to the creation of state information systems and information resources, the federal executive bodies coordinate these projects with the Ministry of Finance of the Russian Federation and the Federal State Statistics Service regarding the mandatory use of all-Russian classifiers in order to ensure comparability of economic and statistical data on activities of organizations and individual entrepreneurs.

9. The determination by the all-Russian classifier of the code of the classification object related to the activities of the business entity is carried out by the business entity independently by assigning this facility to corresponding code  and the name of the position of the all-Russian classifier, with the exception of cases established by the legislation of the Russian Federation.

10. The provision of information to state bodies, local governments, organizations and individuals regarding national classifiers and the amendments made to them, ensures:

The Federal Agency for Technical Regulation and Metrology and the Federal State Statistics Service - in relation to all all-Russian classifiers (paragraph as amended by Resolution of the Government of the Russian Federation of August 4, 2005 N 493 - see previous version);

The Ministry of Economic Development of the Russian Federation - in relation to the All-Russian Classifier of Economic Activities, Products and Services, the All-Russian Classifier of Economic Regions, the All-Russian Classifier of Economic Activities and the All-Russian Classifier of Products by Economic Activities;

11. The information provided in accordance with paragraph 10 of these Regulations includes:

bibliographic information on the all-Russian classifier, including the date of entry into force, the federal executive body that ensures the development, maintenance and application of the all-Russian classifier, and the availability of changes;

the text of the all-Russian classifier and its amendments.

12. Bibliographic information on national classifiers is provided free of charge.

The texts of the all-Russian classifiers and their amendments are provided in the manner established by the Ministry of Industry and Trade of the Russian Federation together with the Federal State Statistics Service in agreement with the federal executive bodies referred to in paragraph 10 of these Regulations (paragraph as amended by the Resolution of the Government of the Russian Federation of August 4 2005 N 493; as amended by the Decree of the Government of the Russian Federation of December 8, 2008 N 917 - see the previous version).

The Government of the Russian Federation decides:

These Regulations establish the procedure for the development, maintenance, modification and application of all-Russian classifiers of technical, economic and social information in the socio-economic field (hereinafter referred to as the all-Russian classifiers), including in the field of forecasting, statistical accounting, banking and taxation, in case of interagency information exchange, the creation of information systems and information resources.

2. The development of all-Russian classifiers is provided by the federal executive bodies and is carried out in coordination with the Ministry of Industry and Trade of the Russian Federation, the Federal Agency for Technical Regulation and Metrology, the Federal State Statistics Service, the Ministry of Finance of the Russian Federation and the Ministry of Economic Development of the Russian Federation.

The Ministry of Education and Science of the Russian Federation - in relation to the All-Russian classifier of specialties by education, the All-Russian classifier of specialties of higher scientific qualification and the All-Russian classifier of primary vocational education;

The Ministry of Labor and Social Protection of the Russian Federation - in relation to the All-Russian classifier of occupations and the All-Russian classifier of occupations of workers, positions of employees and tariff categories;

The Ministry of Natural Resources and Ecology of the Russian Federation - in relation to the All-Russian Classifier of Minerals and Groundwaters;

11. The information provided in accordance with paragraph 10 of these Regulations includes:

bibliographic information on the all-Russian classifier, including the date of entry into force, the federal executive body that ensures the development, maintenance and application of the all-Russian classifier, and the availability of changes;

the text of the all-Russian classifier and its amendments.

12. Bibliographic information on national classifiers is provided free of charge.

The texts of the all-Russian classifiers and their amendments are provided in the manner established by the Ministry of Industry and Trade of the Russian Federation together with the Federal State Statistics Service in agreement with the federal executive bodies specified in clause 10 of these Regulations.

Bibliographic information on national classifiers is provided free of charge. Rules for concluding lease agreements in respect of state or municipal property of state educational institutions of higher education (including those created by state academies of sciences) or municipal educational institutions of higher education, state scientific institutions (including those created by state academies of sciences) 1. These Rules determine the procedure and conditions for concluding lease agreements without tenders or auctions in relation to state or municipal property of state educational institutions of higher education (including those created by state academies of sciences) or municipal educational institutions of higher education, state scientific institutions (in including those created by state academies of sciences) (hereinafter referred to as property, institutions) concluded by institutions with business entities created by them, the activity of which consists in the practical application (implementation) of the results of intellectual activity (programs for electronic computers, databases, inventions, utility models , industrial designs, selection achievements, topographies of integrated circuits, production secrets (know-how)), the right to use which was made as a contribution to their authorized capital ly (hereinafter referred to as contracts, business entities, results of intellectual activity). 2. The business company sends to the institution an application about the need to conclude an agreement (hereinafter - the application) containing the following information: A) the need for a business company in property; B) the number of new technologies planned to be received when applying (introducing) an economic company the results of intellectual activity for 5 years; C) the volume of scientific and technical products and the number of new (innovative) products and high-tech services that are planned to be provided (rendered) by the business company for 5 years (in cost terms and units, respectively). 3. The following documents are attached to the application: A) certified in the prescribed manner copies of the constituent documents of the business company; B) a copy of the extract from the Unified state registry legal entities  about state registration  business community; C) information confirming that the activity of a business company consists in the practical application (implementation) of the results of intellectual activity. 4. The institution considers the application within 10 business days from the date of its registration and informs in writing the business company about the presence (absence) of property that can be leased to the business company, as well as the decision to send a written request for approval to its founder transfer of property to a business company (hereinafter referred to as circulation). 5. In case of receipt of applications from 2 or more business entities with respect to the lease of 1 facility (s), the decision to send an application to the founder is made in order of priority based on the date of receipt of applications. 6. The institution sends the founder an appeal confirming the authority of the person who signed the appeal. The following documents are attached to the appeal: A) a list of title documents for the results of intellectual activity; B) an extract from the Unified State Register of Rights to Real Estate and Transactions therewith, issued no earlier than 1 month before its transfer to government bodies  state property management or management body municipal property  (hereinafter referred to as the property management body), and copies of technical accounting documents certified in accordance with the established procedure in relation to real estate  or copies of documents containing a description and technical characteristics of movable property issued by an authorized organization; C) a report on the assessment of market value rentprepared in accordance with the legislation of the Russian Federation on valuation activities; D) an institution’s document containing an analysis of the impact of the provision of property without lease rights on the core business of an institution as provided for in its charter; E) the documents provided for in paragraphs 2 and 3 of these Rules. 7. The founder considers the appeal within 15 business days from the date of its registration. In this case, the founder, in order to clarify the documents submitted by the institution in accordance with paragraph 6 of these Rules, has the right to request clarification from the institution of the information provided. In this case, the term for consideration by the founder of the application is extended by 30 days from the date of receipt of the specified explanations. 8. If the founder, based on the results of consideration of the appeal and the documents provided for in clause 6 of these Rules, and the explanations thereto (if any) has decided to disagree with the transfer of the property by the institution to the lease to the company, he shall send to the clarifications no later than 30 days from the date of receipt institution motivated refusal. The grounds for refusing approval are: A) failure to submit documents provided for in paragraph 6 of these Rules; B) the non-compliance of the planned use of property by a business company with the requirements of clause 2 of part 3.1 of article 17.1 Federal law  "On Protection of Competition." 9. If the founder, based on the results of consideration of the appeal and the documents provided for in clause 6 of these Rules, and the explanations thereto (if any) made a decision on the possibility of transferring the property for rent to a business company, the founder, upon expiration of the time period for consideration of the appeal provided for in clause 7 of these Rules, shall within 10 working days in writing to notify the institution of the direction of its appeal for approval to the following property management bodies: A) in relation to federal property - to the federal executive body, which, within the framework of its competence established by acts determining the status of this body, on behalf of the Russian Federation exercises the rights of the property owner; B) in relation state property  of the constituent entities of the Russian Federation - to the state authority of the constituent entity of the Russian Federation, which, within the framework of its competence established by acts determining the status of this authority, on behalf of the constituent entity of the Russian Federation exercises the rights of the property owner; C) in relation to municipal property - to the authorized body for the management of municipal property, which, within the framework of its competence established by acts determining the status of this body, on behalf of municipality  exercises the rights of the property owner. 10. The founder sends the following documents to the property management body: A) a letter containing the consent of the founder to the rental of the property by the institution to the company (hereinafter - the letter); B) the documents provided for in paragraph 6 of these Rules, and explanations to them (if any). 11. The property management body considers the documents provided for in clause 10 of these Rules and, no later than 15 working days from the day of their receipt, approves a letter or sends a motivated refusal to the founder to approve it. The grounds for refusing approval are: A) failure to submit documents specified in paragraph 10 of these Rules; B) the presence of restrictions (encumbrances) of rights to property offered for lease. 12. In case of non-receipt from the property management body of a response to the letter within 30 days from the date of its sending, the letter is considered agreed. 13. The founder, within 5 working days after receiving a response from the property management body or after 30 days from the date of sending his letter (in case of failure to receive a response), informs the institution of the results of the consideration of the letter by the property management body by sending the institution a decision on approval of the appeal or denial of approval. 14. After receiving the decision specified in paragraph 13 of these Rules, the institution has the right to conclude an agreement with the business company. 15. The institution enters into an agreement with the business company, according to which property is transferred to the business company for lease without redemption. In this case, an essential condition of the contract is a ban on subletting property, transfer by the business company of their rights and obligations stipulated by the contract to other persons, provision of property for free use, pledge of such rental rights, as well as on the use of property for purposes not related to practical application (implementation) of the results of intellectual activity. 16. The contract provides for the obligation of the business company to provide the institution annually, no later than 15 days from the end of the annual period, calculated from the date of conclusion of the contract: A) information on the practical application (implementation) of the results of intellectual activity, the exclusive rights to which belong to the institution and the rights of use of which were made by the institution as a contribution to authorized capital  the tenant, as well as on the practical use of the leased property; B) information on the number of new technologies obtained when the tenant applied (introduced) the results of intellectual activity for reporting period; C) information on the volume of scientific and technical products produced and the number of new (innovative) products and high-tech services provided for the reporting period (in cost terms and units, respectively); D) a copy of the accounting report on financial activities  for the previous year. 17. The contract provides for the liability of a business company for providing the institution with incomplete and (or) inaccurate information. 18. When concluding a contract with respect to federal property (with the exception of property of state academies of sciences), the amount and procedure for making a rent shall be established subject to the following conditions: A) in the first year of rent - 40 percent of the amount of the rent; B) in the second year of rent - 60 percent of the rent; C) in the third year of rent - 80 percent of the rent; 19. The amount of rent stipulated by clause 18 of these Rules is set as a percentage based on the report on the assessment of market rents prepared in accordance with the legislation of the Russian Federation on valuation activities. Property transferred in accordance with the contract and on a rental basis provided for in paragraph 18 of these Rules shall be provided to a business company once. 20. The institution shall notify the founder and the property management body in writing of the conclusion of the contract in writing within 10 days from the date of conclusion of the contract (with an appendix of the list of property leased to the property and an indication of the term for its lease). 21. Control over the intended use of property leased to a business company is carried out by the institution. In case of violation by the business company of the terms of the contract, the institution is obliged to take measures aimed at eliminating such a violation or terminating the contract in accordance with the legislation of the Russian Federation. 22. The institution shall within 10 days from the date of termination of the contract notify the founder and the property management body of the termination of the contract indicating the reasons for its termination. The federal executive bodies shall ensure the development, maintenance, modification and application of all-Russian classifiers according to the list in accordance with the appendix.
