- colonels, captains of the 1st rank, major generals, rear admirals - the coefficient is not more than 5;
- if we are talking about a military rank from a major general (vice admiral) and above, the coefficient is set within 10.
If we are talking about additional financial incentives for civilians who work in the structures of the RF Armed Forces, then here the coefficient directly depends on what position occupies a person:
- if we are talking about deputy heads of any structural divisions of the organization of the RF Armed Forces - the coefficient is not more than 3;
- deputy chiefs of organizations of the RF Armed Forces, as well as the heads of structural divisions of the RF Armed Forces themselves - the coefficient is set within 4;
- if we are talking about direct leaders of the organization of the Armed Forces of the Russian Federation, the coefficient can reach 5, but not more.
If we talk about financial incentives specifically personnel, then here the amount of the award directly depends on any achievements, completed complex tasks, and so on. The bonus for personnel is provided on the basis of a written Order of personal and higher management.
Who is eligible to distribute the premium
If we talk about who has the right to distribute this premium, then it is worth referring to paragraph 4 of Order 1010. In particular, we are talking about the fact that additional financial incentives within the framework of budgetary funds are carried out:
- for employees of the Ministry of Defense - by order of the department of the Ministry of Defense itself;
- if we are talking about the central apparatus of the Ministry of Defense, the premium is distributed by direct managers or by the heads of the central body of military command;
- for servicemen from the management of military districts and the fleet - financial incentives are distributed by the immediate commander;
- if we talk about the military units themselves (united, united - it does not matter here) - the bonus is distributed by the commanders of the units on the recommendations of the direct heads of the structural subdivisions;
- if we talk about the commanders of military units themselves, the premium is distributed by the higher leadership.
In this case, it is necessary to take into account the fact that all direct orders for the payment of the premium are carried out exclusively according to the report provided the immediate superiors of the serviceman or civilian who claims it.
Prize size
As mentioned above, the estimated amount, from which they are already making a start in the formation of premiums, changes annually and today it is still unknown what it will be in 2018.

Based on this information, it is safe to say that maximum amount prizes looks like this:
- if we talk about the direct junior officers (indicated above), then they have the right to count on an amount of up to 145,000 rubles;
- majors, captains of the 2nd and 3rd rank, as well as lieutenant colonels have the right to receive up to 192,000 rubles;
- rear admirals, captains of the 1st rank and colonels themselves can count on an average of 240,000 rubles;
- senior officers have every right to receive up to 500,000 rubles.
The order on the payment of the bonus is signed in November, therefore, in the first ten days of December it will become officially known what the bonus payments will be.

The absence of decisions on the indexation of wage funds for most categories of civilian personnel of military units and organizations of the "power block" during recent years practically led to the leveling of wages of low-skilled workers in relation to workers with higher qualifications, as well as to the leveling of guarantees associated with wages in areas with unfavorable climatic conditions.
The Committee emphasizes that it is concerned about such a small increase, which will not solve anything in matters of material security for civilians. But it seems that the matter will not progress beyond "concern", as it has been for the past few years. Another unresolved problem will be the equalization of the labor of low-skilled and high-skilled specialists, which is also unfair.
The huge gap in indexing is also outrageous:

When awarding bonuses to civilians, the amount paid depends on the position. Thus, deputy chiefs of individual divisions will not receive more than three times the estimated amount. Their chiefs, like the deputy heads of the Armed Forces organization, can receive a fourfold bonus, and the direct leaders of the Armed Forces - fivefold, but no more.
Nevertheless, the specific amount may be higher than the established coefficient if the personnel have successfully completed special tasks and assignments, as well as in the presence of other achievements. For this, in relation to military servicemen and contract soldiers, a corresponding Order is issued.
In 2016, the estimated amount was RUB 48 thousand. Thus, servicemen with different ranks could receive the following incentives.
As for civilians, the amounts they received on a quarterly basis turned out to be much more modest, ranging from four to eight thousand rubles. At the same time, a tax of 13 percent was deducted from them. However, for personnel working in Moscow and the Northern capital, the estimated amount was higher - twelve thousand rubles, and it was received without personal income tax deduction.
Accrual rules

And another criterion when the disposal of monetary incentives will be denied is the admission of violations in economic, as well as financial and economic activities, as a result of which material damage was caused to the RF Armed Forces.
