In accordance with it, the Strategic Plan "Improvement of the living conditions of military personnel of the Armed Forces" was developed.
Forces of the Russian Federation and members of their families for the period up to 2020”, the main objectives of which are:
1) provision of permanent housing to military personnel who signed a contract before January 1, 1998;
2) creation in 2012 of a service fund for the staffing of military units and formations;
3) ensuring the functioning of the accumulative-mortgage system of housing for military personnel.
To solve the set tasks, the Ministry of Defense of the Russian Federation in 2008-2010 plans to receive 67,000 apartments within the framework of the State Defense Order. In addition, work is currently underway to place government orders for the purchase and share in the construction of housing at the expense of funds received as a result of the sale of released real estate.
The general procedure for the housing provision of servicemen is regulated by Article 15 of the Federal Law of the Russian Federation "On the Status of Servicemen". Based on this legislative act the state guarantees the provision of housing to servicemen and members of their families. The procedure for providing housing is regulated by the order of the Minister of Defense of the Russian Federation No. 80 dated February 15, 2000 “On the procedure for providing living quarters in the Armed Forces of the Russian Federation".
The Housing Code of the Russian Federation (LC RF), which entered into force on March 1, 2005, subdivides the state housing stock, depending on the purpose of use, for social housing stock and specialized housing stock. Providing servicemen and members of their families cohabiting with them with living quarters of the housing fund for social use (under contracts social recruitment) is carried out in accordance with Articles 51 and 57 of the LC RF. The grounds for providing citizens with residential premises under social rental agreements are determined based on the level of provision of their housing. The total total area of all residential premises occupied by military personnel (or) members of their families under social tenancy agreements and (or) owned by them is taken into account both when registering those in need of improved housing conditions, and when determining the size of the residential premises provided under a social contract.
Residential premises of a specialized housing stock are provided to military personnel and members of their families living together with them who are not provided with residential premises in the corresponding locality, in accordance with the norms provided for by federal laws and other regulatory legal acts Russian Federation.
In the absence of official housing, military units rent residential premises or, at the request of military personnel, pay them monthly monetary compensation for hiring (sub-renting) residential premises in the manner and in the amount determined by the Government of the Russian Federation.
In accordance with Decree of the Government of the Russian Federation No. 909 of December 31, 2004 “On the procedure for paying monetary compensation for hiring (sub-renting) residential premises to military personnel - citizens of the Russian Federation undergoing military service under a contract, citizens of the Russian Federation dismissed from military service, and members of their families ” (with subsequent amendments and additions) it is established that monetary compensation is paid in an amount not exceeding:
In the cities of Moscow and St. Petersburg - 15,000 rubles;

In other settlements -2700 rubles.
The specified amounts of monetary compensation are increased by 50% if three or more family members live together with a military serviceman or a citizen dismissed from military service.
In accordance with paragraph 8 of Art. 15 of the Federal Law of the Russian Federation "On the status of military personnel", upon receipt of housing, they are entitled to an additional total area of \u200b\u200bliving premises ranging in size from 15 to 25 square meters the following soldiers:
Officers in the military ranks of a colonel, equal to him or higher, who are in military service or dismissed from military service upon reaching the age limit for military service, health status or in connection with organizational and staff events;
Commanders of military units;
Military personnel with honorary titles of the Russian Federation;
Military personnel - teachers of military educational institutions of vocational education, military departments at state educational institutions of higher professional education;
Military personnel are scientists with academic degrees or academic titles.
According to Art. 23 of the Federal Law “On the status of military personnel”, military personnel whose total duration of military service is 10 years or more, who need to improve their living conditions in accordance with the standards established by federal laws and other regulatory legal acts of the Russian Federation, without their consent, cannot be dismissed from military service for they reach the age limit for military service, state of health, or in connection with organizational and staff activities without providing them with living quarters.

Since 2004, the problem of providing housing for servicemen has been solved within the framework of the State Housing Certificates for 2004-2010 subprogramme. It is part of the federal target program "Housing" for 2002-2010" and was approved by Decree of the Government of the Russian Federation No. 700 of November 20, 2003.
The rules for issuing and redeeming state housing certificates as part of the implementation of the subprogram were approved by Decree of the Government of the Russian Federation No. 522 of October 7, 2004. It is considered as one of the most effective mechanisms for solving housing problem.
The account holder (participant in the GZhS subprogram) has the right to purchase housing on the primary or secondary market in the territory of the constituent entity of the Russian Federation specified in the certificate from any individuals and legal entities(one or more) living quarters.
In the coming years, the Ministry of Defense of the Russian Federation plans to solve the housing problem of military personnel in the following main areas:
Provision of housing for homeless military personnel and members of their families who signed a contract before January 1, 1998. The obligations to them will be repaid within the framework of current legislation by providing housing for permanent residence. Military personnel who entered military service after January 1, 1998 are provided with official living quarters for the entire period of military service in accordance with the standards established by federal laws and other regulatory legal acts of the Russian Federation;
Formation of a fund of residential office premises for the staffing of military units and formations. Service housing here will be provided only for the period of military service;
Creation of an effective market mechanism to realize the rights of servicemen to receive housing in the property upon completion of service.
At the same time, it is planned to use modern and effective approaches, including:
Rendering state support military personnel to purchase housing with the help of mortgage loans;
Creation of conditions for attracting investors in order to form a housing stock outside military camps and accommodate military personnel on a lease or hire basis;
Improving the efficiency of managing the existing housing stock.
Until 2015, it is planned to create a service housing stock in the amount of 334,000 apartments, which, taking into account the existing ones, will amount to 480,000 for the planned staffing of the RF Armed Forces.
The main sources of formation of the service housing fund are:
Construction and acquisition of it according to the own plan of the Ministry of Defense of the Russian Federation, first of all, in closed military camps;
Optimization of an existing office housing stock, as well as obtaining housing through the implementation of investment projects;
Formation of a rental housing fund to accommodate military personnel in major cities and administrative centers.
First of all, the formation of service housing stock is envisaged at the points of deployment of military units and formations of constant combat readiness.
In the future, this fund will also be created in other military units to be transferred to the contract method of manning.
Along with additional measures to increase allocations allocated to finance housing construction, there will be a transition to funded system provision of housing for military personnel.
Due to the fact that the previously existing system of housing for military personnel has come into conflict with the economic capabilities of the state, the Ministry of Defense of the Russian Federation has chosen other ways to solve this problem.
In 2009, it is planned to purchase 32,000 apartments at the expense of all sources of funding to provide military personnel and their families in need of housing, of which about 22,000 apartments are for permanent residence and 10,000 service apartments.

Accumulative-mortgage system of housing for military personnel
On January 1, 2005, the accumulative mortgage system of housing provision began to operate.
The accumulative mortgage system was not a replacement, but an addition to the current existing programs provision of housing for military personnel.
The legal basis for the new system is defined federal law No. 117-FZ of August 20, 2004 "On the savings and mortgage system of housing for military personnel."
Currently, more than 70,000 servicemen are included in the register of participants in the accumulative mortgage system. They have registered savings accounts.
The main tasks of the accumulative mortgage system for providing military personnel with housing are:
1. Transfer of state obligations to servicemen in the housing sector from in-kind (providing an apartment) to cash, which will expand the ability of servicemen to independently make decisions on the choice of place of residence, the quality and size of housing purchased;
2. Possibility of acquiring ownership of housing after three years of participation in the mortgage-on-savings system through mortgages;
3. The transition from the provision of military personnel at the expense of the state separate apartments to accumulation Money for the acquisition of housing in the property at the chosen place of residence;
4. Stabilization and consolidation of military personnel, primarily officers, on the basis of encouraging military personnel to continue military service.
The solution of these problems is based on the following principles:
The basis for the inclusion of a serviceman in the register of participants is the writing asking to do so;
Annual transfer of funds to personal savings accounts of military personnel for the purchase of housing; the volume of annual accruals will be equivalent to approximately 3 sq. meters of living space. The accumulated funds, at the request of a serviceman, can be used after three years after his inclusion in the savings and mortgage system for the acquisition of housing in the property using a targeted housing loan (mortgage loan). The loan is provided by the bank secured by the purchased housing. At the same time, the process of accumulating funds continues, gradually repaying the received mortgage loan. If a serviceman continues to serve even after repaying the loan, then at the expense of newly accumulated funds he can increase the comfort and size of the acquired housing;
If a soldier retires before reaching 10 years of service, he loses the right to receive accumulated funds. In the period between 10 and 20 years of service, in case of dismissal for a good reason (organizational and staff measures, health status, etc.), he has the right to receive the accumulated funds to solve the housing issue on his own.
It is planned to carry out the accumulation of funds according to the following scheme. On the basis of the Federal Law "On the Accumulative Mortgage System of Housing for Military Personnel", the federal budget annually provides for appropriations intended for accrual to the nominal savings accounts of system participants.
The administrators of these funds are the federal executive authorities, in which the law provides for military service. At their request, budgetary funds are transferred to a separate account of a specially created authorized representative federal body system management.
To ensure the functioning of the system, the Federal government agency"Federal Administration of the Accumulative Mortgage System of Housing for Military Personnel". It is engaged in accounting for funds transferred from the budget to the nominal savings accounts of military personnel, transferring them to trust management so that the money coming into these accounts at least retains its purchasing power. Also, the Federal Office was entrusted with the task of providing military personnel with funds in the form of targeted housing loans for the purchase of housing, including through a mortgage loan.
On behalf of a serviceman, they can be used to pay for housing he buys or a down payment on a mortgage loan.
The accumulative mortgage system gives him the choice between accumulating for the entire period of service and acquiring housing during service with the help of a mortgage loan.
Participants of the accumulative mortgage system are:
Persons who graduated from the military educational institutions vocational education and received in connection with this the first military rank of officer after January 1, 2005;
Officers called up for military service from the reserve or who voluntarily entered military service from the reserve and entered into the first contract for military service after January 1, 2005;
Ensigns and midshipmen upon reaching three years of total duration *") of military service under the contract, subject to the conclusion of the first contract for military service not earlier than January 1, 2002;
Sergeants and foremen, soldiers and sailors who signed a second contract for military service not earlier than January 1, 2005, who expressed a desire to become participants in the accumulative mortgage system.
At the same time, the soldier will be interested in serving as long as possible, since the amount of funds transferred by the state is directly proportional to the length of service. In case of early termination of the contract at the initiative of a serviceman, he will be obliged to repay the amount of the mortgage loan at the expense of personal funds and at the same time will have to return to the state the funds transferred from the budget to his personal account.
In addition, a mortgage allows you to remove the risk of depreciation of accumulated funds for the entire period of service. The use of mortgages makes it possible to fix the price and area of housing and avoid the growth of savings lagging behind the growth in housing prices. This is especially true today for large administrative centers in which there is no fund of official residential premises. Subsequently, the housing acquired at the expense of a mortgage loan will remain the property of the serviceman, and in the event of his transfer to a new duty station, he retains the right to receive service housing.
The down payment for the purchase of housing will be financed by savings in the first years (at least 3 years) on the personal account of the serviceman. He uses further annual contributions from the state to pay off the mortgage. A serviceman can at any time take a mortgage loan from a bank to buy an apartment if he has personal savings in the amount of 30% of the cost of the apartment for a down payment.
If personal savings are involved, at the request of a serviceman, you can either bring the purchase date closer or increase the area of acquired housing.
Thus, the advantage of the accumulative mortgage system in comparison with the current procedure lies in the targeted use of funds allocated to solve the housing problem and establishing the dependence of the quality of purchased housing on the duration of military service.
Only A complex approach to the solution of the housing issue for the implementation of the existing obligations of the state to provide permanent housing for retired military personnel, the formation of a fund of official housing for military personnel who continue to serve, and the transition to a savings-mortgage housing system will contribute to the creation of the Armed Forces that meet the requirements of the 21st century.

In order for military personnel to be confident in the future and to know that they and their families are guaranteed to receive housing of their choice, and in the coming years, and not by the time of retirement, and also in order to attract young people to serve in the army under a contract , the Ministry of Defense and the Government of the country have developed a funded system, which began operating in 2005.
The accumulative mortgage system allows you to become the owner of your own housing already in the first years of service.
The system includes all aspects of this issue, including legal, financial and organizational relations. Servicemen of any kind of troops and rank can use the program. All issues are regulated Federal Law "On the accumulative-mortgage system of housing for military personnel" No. 117. During the entire period of service, monthly contributions are taken into account on the personal accounts of program participants.

Who can become a member
Servicemen of different categories can join the program, regardless of rank and affiliation to the military branches.

Along with the “military mortgage”, any other “civilian” loan product can be used if the applicant does not have enough NIS funds to purchase the desired property. Moreover, if a soldier has a mortgage loan, he can use the funds accumulated in his account to pay off the existing mortgage.
During a divorce, housing purchased with NIS funds cannot be divided, since while the serviceman is a participant in the program, the apartment or other type of residential real estate is under the pledge of both the bank and the Ministry of Defense.
Regarding the rental of empty housing purchased under a “military mortgage”, then if this clause is not specified in the contract, consent will be required to rent it credit institution whose apartment or house is pledged.
Loan repayment procedure
Funds from the military savings and mortgage system are used to pay off a housing loan. All funds collected in the account by the time the loan is issued are used to make the initial payment. All obligations for other payments on the loan are assumed by Rosvoenipoteka.

- purchase of residential real estate on the security;
- making a down payment on a mortgage loan and further payments to repay the debt;
- Acquisition of a residential property under a share agreement.
Housing, which is bought at the expense of the “military mortgage”, becomes the property of a serviceman, but remains pledged to the bank and the military department until the end of the payment period.

A participant in the program must understand that by joining it, he must serve in the Armed Forces for at least 10 years. Those who have served 20 years or more are in a much better position: the entire loan debt is paid off by the program, so it is better for military personnel to join it earlier and start using the funds.
In addition to an experience of 20 years, targeted use of funds is possible if the serviceman has reached the age of termination of service or is dismissed due to staff reduction; in case of death or recognition as missing; due to the onset of disability (in this case, the balance of the loan debt will be repaid not at the expense of the military family, but from the regional budget for the obligations of the state to the NIS participant).
Registration number and verification of savings
All military personnel participating in the program receive a special number indicating their registration in the register.

After that, the candidate submits information about himself to regional office"Rosvoenipoteka", where the participant is registered and assigned individual registration number of the participant. It is necessary in order to open a special account on which funds will be collected and receive information about their income and expenditure.
A notification of the assignment of a number to each soldier is sent by mail officially at the place of service. Lost certificate recovery
If the certificate of the NIS participant is lost, it is necessary as soon as possible reestablish. This is done in the same way as the initial receipt.
A report is written to the head of the unit, which indicates information about the passport of the serviceman, data on registration in the system: date and individual number. The same applies to the case when a military man applying for departmental housing becomes a member of the NIS. By law, the presence of housing (municipal or private) is not an obstacle to participation in the program.
