- Carries out departmental technical supervision over the organization of the operation of equipment, buildings and structures at the energy production facilities assigned to it - power plants, electrical and thermal networks, boiler houses and other facilities.
- Takes measures to ensure the unity of the holding's technical policy in the implementation of common (coordinated) goals and objectives of the energy consortium in terms of reconstruction, technical re-equipment, organization of operation, energy saving, labor protection and environmental protection and other areas in supervised energy organizations.
- Provides assistance to the management of energy organizations in the development of technical solutions aimed at the implementation of common (coordinated) goals and objectives of the holding (consortium).
- Participates in the investigation of the causes of accidents, accidents, comprehensive and targeted inspections of the organization of technical operation, the technical condition of equipment, the state of labor protection at controlled facilities.

Qualification of construction supervision engineers
There are 4 levels of qualification for construction supervision specialists.
The supervisory engineer must have a complete higher education in the relevant educational institution. In most cases, such employees are recruited with or without experience.
An engineer of the second category is also required to have a diploma of complete higher education, which corresponds to the direction of training, as well as advanced training. There are no requirements for work experience.
The specialist of the first category is a more qualified specialist. It is distinguished from those listed earlier by the mandatory presence of work experience of at least two years.
Some construction companies have a lead supervising engineer on staff. In addition to higher specialized education, the applicant for the position must have at least two years of experience as an engineer of the first category.
