UEC - a new passport?
Currently, the UEC does not have the status of an identity document (although a bill on the introduction of an electronic passport in 2015 was submitted to the State Duma in January 2013 and is under consideration).
UEC does not replace the passport, zakgan passport or driver's license of a citizen of the Russian Federation.
UEC provides access to information about the owner of the UEC to certify his rights to receive state, municipal services and other services.

UEC and OMS

UEC and SNILS
Currently, the insurance number of the individual personal account of the insured person in the compulsory pension insurance system of the Russian Federation (SNILS) is the most popular identifier of a citizen and is used to obtain services on state portals. Use of UEC on the Internet
To use the UEC on the Internet, it is used card reader - a device for interaction with UEC, which has certified software and hardware protection.
To work on the user's personal computer UEC, any card reader that complies with the PC / SC standard can be used. Card readers for UEC are supplied by independent suppliers. With the use of a card reader, the holder of a universal electronic card becomes available to all electronic services provided on the portals of state and municipal services, as well as sign, for example, contracts (which is important for freelancers and those who cannot physically sign a document).
In early April 2013, amendments were introduced to the Labor Code of the Russian Federation regulating distance employment. Now an employment contract, drawn up in electronic form, certified by the electronic signatures of the parties, has the same force as a contract on paper signed in person. In this case, the employment contract must indicate when the employer and the employee must confirm the receipt of an electronic document from each other.
The cost of a card reader in different trade is 200-400 rubles.
How to get UEC?
UEC is issued free of charge to citizens of the Russian Federation on the basis of a personal application.
The card is valid for five years.
At the moment, it is not possible to apply for a UEC remotely. To do this, you need to go to the service point, which is also the point of receiving applications.
For citizens under 14 years of age, an application for the issuance of a UEC is submitted and signed by a legal representative. In this case, the placement of a photo of the minor on the UEC is not necessary.
Minors between the ages of fourteen and eighteen can independently submit an application for the issuance of a UEC and receive a card, as well as refuse it.
When submitting an application, a citizen must have with him:
- identity document (required);
- compulsory health insurance policy ( mandatory from January 1, 2014);
- insurance certificate compulsory pension insurance (if any).
An application can be submitted in Moscow, having only a temporary registration in the capital (only for citizens of the Russian Federation). But the law does not provide for filing an application by power of attorney.
There, at the service point, the applicant will be photographed. You can bring a photo with you (color or black and white,in electronic form or on paper), but it must meet the following requirements:

Maximum size color photo file 300 KB, minimum - 90 KB. The maximum file size for a monochrome photo is 60 Kb, the minimum is 17 Kb. Colors: either 24-bit RGB color space, in which there are 8 bits per pixel for each color component (red, green, and blue); or 8-bit monochrome color space, in which there are 8 bits of luminance value for each pixel.When using a scanner, the photo must be scanned with an optical resolution of 533 to 610 dpi.
If desired, the applicant can include in the data that will be "carried" by his card, an electronic signature key. This signature will have the same legal effect as the applicant's personal physical signature.
When submitting an application, the applicant chooses the bank to the account in which the card will be linked.

The account, if available, can be linked to the card, or first opened and then linked. But for these actions, the bank needs to be formed independently. The service point will not link your account to the card, it is not their competence.
When the card is ready, the applicant needs to visit the point of issue of the card (it is indicated in the application, as the rules of the points of acceptance of the application and the points of issue are the same) and receive the card itself and an envelope with PIN codes to it. PIN codes are needed for different functions (a different code for each function): for personal identification when receiving services, signing documents with an electronic signature, used when need to change codes for these two actions, and a PIN for the banking application.

Replacement in case of theft, loss or expirationUEC
In case of loss, you should immediately inform the organization that issued the UEC (for Moscow, this is the State Unitary Enterprise "Moscow social register", for the Moscow region - JSC "Universal electronic map of the Moscow region"), to the bank in which an account linked to the UEC is opened and, if there is an electronic signature on the lost UEC, to the certification center that issued the certificate of the electronic signature verification key posted on the UEC.
A citizen has the right to apply for a duplicate UEC. Issuance of a duplicate is carried out on a paid basis.
In case of expiration, replacement of the bank, the card is issued free of charge.
Refusal from UEC
If you do not want to receive a personal electronic card, you need to contact an organization authorized to issue cards (for Moscow it is the Moscow Social Register State Unitary Enterprise, for the Moscow Region - OJSC Universal Electronic Card of the Moscow Region).
But it should be borne in mind that you can refuse to use the UEC only if the UEC is released. Therefore, it makes sense to apply with a refusal after January 1, 2014, when the cards will be issued in large quantities.
Refusal to use UEC does not mean cancellation of the card. Refusal to receive or use the UEC does not bear restrictions on the receipt of services, benefits, etc. Services and benefits will be provided on the basis of existing documents.

What is UEC
UEC is a universal electronic card that contains information about its owner in printed and electronic form. The cardholder can be either a citizen of the Russian Federation or a stateless person or a foreign citizen in cases stipulated by federal legislation.
UEC is a document confirming the identity and rights of a citizen in the systems compulsory insurance, on the portal of municipal and public services, when receiving transport services (as a travel ticket), and also allows you to perform legally significant actions in electronic form.
UEC contains the following visually identifiable information:
- Full name and photo of the owner.
- Unique number and expiration date of the card.

For authorized user access to services, an electronic application must be recorded on the UEC electronic carrier, which carries a unique sequence of characters. - receiving services in the pension and compulsory health insurance system;

How to use UEC for instant confirmation of signature and certification of documents
EDS built into the UEC, you can sign applications for receiving documents on the portal of public services, as well as documents in Word format.
Before using the EDS, you must install the CryptoPro software by downloading it from the official website.
If you need to receive municipal or government services, you should open the official website of government services and select the authorization method on the login page - "Through a crypto provider / UEC". Next, select a certificate and enter a pin code. When filling out an application for obtaining some certificates, the system requires you to check the "Use EDS" checkbox.
To sign documents in the MS Office system, you need to register a certificate. To do this, go to the "File" tab, press the "Details" key and enter the pin-code. After these steps, the document is signed and automatically saved. If the information in the document is changed, the signature is canceled and the file must be signed again.
How to get an electronic signature or UEC
The algorithm for issuing and processing the UEC is regulated by the law "On the organization of the provision of state and municipal services" dated July 27, 2010 No. 210-FZ (currently it is no longer possible to obtain the UEC, the details are in the next section).
In the period from January 2013 to December 2016, citizens had to apply for a card to an organization authorized by the regional authorities. At the request of the citizen, the electronic digital signature verification key (EDS) was recorded in the electronic part of the card.
EDS is an electronic version of an individual's signature, which is obtained by cryptographic transformation of information. EDS can be simple and enhanced. Reinforced is subdivided into 2 types: qualified and unskilled.

Changes effective January 2017
Emission of UEC has been terminated since January 2017 (law "On amendments to certain legislative acts…» dated 28.12.2016 No. 471-FZ). At the same time, already issued cards will not lose their relevance and will operate along with electronic passports.
Since January 2017, the UEC has been replaced by an electronic passport of an individual. Obtaining an electronic passport is a voluntary matter. To draw up a document, you need to contact the passport office, where you fill out the appropriate application and pay the state fee. At the same time, until 2025, it will be possible to use either an electronic passport or its paper counterpart.
An electronic passport is issued in the form plastic card and contains the following information:
- Full name of the owner of the passport.
- Place and date of birth.
- Date of issue and validity period of the document.
- Gender of the passport holder.
- Series and number of the document.
- Photo of the owner in color and engraved.
On the reverse side of the electronic passport, an engraved photo, series and number of the document are duplicated, as well as information about the owner's registration and the authority that issued the passport. At the request of an individual, information about medical insurance, TIN, bank can be entered into the electronic part of the document, as well as include an EDS.

- EDS. UEC can be used as a signature when sending documents remotely. EDS allows you to sign important documents remotely without a personal visit to the required institution.
UEC as a means of identification
UEC contains information about citizens necessary for obtaining public services: full name, date of birth, SNILS, compulsory medical insurance policy, etc. With the help of UEC, you can register on the portal of public services, make an appointment with a doctor, translate living quarters to non-residential, register in a queue for housing, receive child care benefits and other important services. In some regions, citizens have the opportunity to record a citizen's medical history on the UEC.
UEC as a payment instrument
UEC can be used as a full-fledged payment instrument through the PRO100 system. Using the card, you can not only pay, but also buy goods in stores, withdraw cash, and remotely manage your account. UEC as a transport card

Is a universal electronic card required?
Many Russians are concerned about the question of whether UEC is obligatory. No, not required. Moreover, it could have been abandoned by the end of 2014. But even now, the card is issued only on the basis of a personal statement and the presence of a citizen. It turns out that without an application, the card cannot be issued.
Where to get a universal electronic card

Where and how UEC can be issued
A universal card was provided only to Russian citizens from the age of 14. Moreover, this was done completely free of charge. It was possible to submit an application to a special organization engaged in the production of universal cards, or on the website of the State Service in personal account citizen. It was required to fill out an application for its registration. In it, the applicant, in addition to basic information about himself, also indicated the name of that banking institution in which he would like to have an account. When submitting an application, it was necessary to bring all the main documents of a Russian citizen:
- general passport;
- SNILS;
- compulsory medical insurance policy.
The applicant was photographed at the place of appeal. The employee who accepted the documents issued a unique application number, by which the citizen could track the status of implementation. After 30 days, the electronic card was ready, the applicant received an envelope with PIN codes with it.
If desired, if it was noted in the application, then an electronic digital signature key was placed on the chip of the card. This service was not provided at all card issuing points. Only in those where there was a technical possibility of such manufacture.
Refusal to manufacture UEC could follow for the following reasons:
- the card has already been provided to this person before;
- the application was not completed in full in compliance with all the rules;
- the application contained incorrect information or provided false information.

UEC can be used as a tool for the provision of the following services:

- Electronic signature... Provides the ability to use an electronic signature when sending legally significant documents. This function will provide better protection for electronic papers. The electronic signature has the same legal basis, as the usual painting in the documents. To be able to use the UEC as an electronic digital signature, you need to purchase an additional device - a card reader. You also need to download the free program "CryptoPro UEC CSP". After that, the cardholder has expanded opportunities for using the State Service portal, where confirmation in the form of an EDS may be required.
- Payment function... UEC can be used as usual bank card and pay with it for goods and services in those enterprises that use the PRO100 payment system. It is required to pre-select a bank and open a service account in it. Not all banks participate in this program. Important! This card was used as a replacement for the most frequently requested documents. It was rarely used as a means of payment due to the limited use of the PRO100 payment system.
Positive and negative aspects of using UEC
The main advantages that the universal card provides are as follows:
- The queues when submitting applications for service in state and municipal institutions are reduced.
- There is an opportunity to speed up the process of paperwork. There is no need to provide many documents that are contained in one UEC. This is a pension certificate, and a compulsory medical insurance policy, and a TIN required to pay taxes.

- It is possible to pay for city transport, the cost of a trip on which, when using UEC, should be cheaper than fixed price for normal travel.
The disadvantages of UEC are:

- The card is limited to the territory of Russia. It can be used to pay for travel only in certain regions of the Russian Federation. The payment function is performed exclusively for those organizations that support the PRO100 payment system.
Earlier, in order to obtain the UEC, it was required to contact the special centers of the UEC JSC. It was necessary to fill out the proposed application.
Since January 1, 2017, the production of electronic universal cards has been discontinued. This decision is enshrined in Federal Law No. 471 of 28/12/2016... Refusal to issue UEC is associated with the following reasons:
