UEC - what is it? Such a plastic electronic product serves many different purposes. The card is a means of payment, and its main function is considered to be the simplified access of people to services provided by the state or municipal authorities in electronic form.
It should be borne in mind that projects provided at the federal level are not recognized by commercial startups, therefore, the difference in financial capacity... The card is financed by the federal and regional budgets. Switching to electronic service instead of real queues is considered an advantage that many countries are striving to join. The main advantage is the avoidance of bureaucratic delays. Usually, countries implement projects for which they issue UEC for free.
Probably in the future there will be electronic documents that will significantly simplify many procedures. You do not need to carry a lot of papers with you, because the electronic card will contain all relevant information about the owner.
Advantages and disadvantages
The main advantage of the card is that it serves as a substitute insurance policy, pension certificate, taxpayer number, bank card. It turns out that the UEC unites these documents. It is very convenient to provide one card rather than many papers.
The card opens up opportunities for using public services. This is very convenient, since everything can be ordered via the Internet and not spend a lot of time in queues. It is enough to be able to use your personal account correctly to order any service of interest.
The card can be used to pay for goods and services, including remote service... To use the payment options, you need to visit the bank, where you should write an application for opening an account. It will automatically be linked to the UEC.
Bank employees must provide up-to-date information regarding payment system, as well as the rules for using the card. An agreement is issued for registration of the UEC. The nuances of cooperation will be spelled out in it.
The disadvantage of plastic is that it can only be used within the country. The application works with the PRO100 payment system, so there may be barriers to use abroad. This card has a validity period of 5 years, so it will have to be changed.
UEC functions
What it is? What are the functions of plastic? This is a universal card with an electronic signature that can replace the usual one. It can be attached remotely. The UEC signature is as legal as an ordinary one. This facilitates many procedures. For example, you can visit the website of the State Service (UEC is useful as an identity card). The map contains information about many documents:
- Passport.
- Polis.
- Insurance certificate.
The card can be provided in different organizations instead of a paper document. Some people do not know the purpose of the UEC (what it is and what it is intended for - the main questions asked by citizens). The card is used more often to replace documents, and not for payments.
But it should be noted that the card can be used for payments. The limitation includes the PRO100 system. It will not work everywhere, but if the card is provided by Sberbank, then all ATMs accept it. In such cases, the card can serve as a second wallet in which you can store money, and if necessary, withdraw it from an ATM.
Card design
To process the receipt of the UEC, you must visit the point of issue of these products, providing a passport and other documents, information about which is entered into a new card. With the receipt of the card, a person is provided with various government services. It can be given along with a passport and other documentation. If you refuse UEC, you will not be able to use many services. According to forecasts of the migration service, new passports will soon be applied.
UEC is an excellent service. If it develops, it will become very convenient for citizens. I would like the number of functions to increase. It is likely that in the future, cards will replace documents - everything will be in electronic form, which is much more convenient. But since 2017, the issue of cards has been completed. Re-release is also not possible yet. Therefore, it will become clear over time whether they will continue to act or be banned.
Already today, a single system is helping to replace most paper documents and provide access to public services. electronic card, but very soon it will be replaced by an electronic passport. Since 2017, these two documents will operate in parallel, but in five years the cards will expire, so there will be only one universal identity card.
For all occasions
The Unified Universal Electronic Card (ECEK) looks like a "pilot project", on the basis of which it was decided to test the operation of new types of documents. You can order it now, while by the end of the year you need to apply for a more important document - an electronic passport. It will also be issued in the form of a plastic card, and optionally, the documents are very similar.
They will replace:
- all-Russian passport of a citizen;
- pension certificate.
The card issued now is also an online wallet for storing personal savings, receiving salaries or social benefits, paying for public services (duties, taxes, rent, etc.).
With its help, today on the public services portal you can:
- get a certificate or statement;
- monitor a schoolchild (attendance, academic performance);
- pay for travel in transport.
Attention! The list of options attached to the card may differ in each region.
From January 1, 2017, the issuance of passports in the form of plastic cards will begin. They will also replace the main identification documents of Russians - paper identity cards, compulsory medical insurance policy, pensioner's ID. It is planned that it will be possible to use a passport-card as an electronic signature and as a key to a personal account on the portal of public services to access popular sections.
The Ministry of Economic Development clarified that at first the new passport will definitely not have a banking application, that is, to make financial operations it will not be possible with its help. At the moment, this is its main difference from the EUEC. What kind additional features will provide a passport card until the end is not determined.

How and where to get it?
Today, there are no problems with how to get a single electronic card of a Russian, for example, for Sberbank customers. You can order it by the end of the year at the nearest branch that issues universal cards (PRO100). Why only until December 31st? Because from January 1, the issuance of plastic identity cards will begin, which will operate in parallel with the PRO100 for five years (this is the period for which the Sberbank card is issued).
At the moment, more than 650 thousand people have expressed their desire to receive a single card in Sberbank. In addition to Sberbank, where you can get a single electronic card free of charge upon application, specialized centers for accepting applications have been opened in each region. In the centers, universal "plastic" is also issued free of charge since the beginning of 2013, while the applicant can attach a bank account to it at will, choosing one of the banks from the proposed list (on a Sberbank card, this option is connected automatically).
It is noted that permission to transfer personal information to electronic view- this is voluntary, and those who do not want to do this can either not issue a payment and identification card, or write a waiver application for a new passport.
Acceptance of applications for the production of a single card that is currently valid will end on December 31, 2016.
To register PRO100 you need:
- passport of a citizen of the Russian Federation;
- compulsory medical insurance policy;
- pension certificate (if any).
On a note! The appearance of the plastic documents issued now does not differ, only "UEC" places its logo on the front side, and the bank also adds its own.

Many of you have probably heard about such a thing called "universal electronic card" (UEC), but not everyone clearly understands the meaning and benefits of owning this card. We will look at the UEC without prejudice, every now and then trying to get into the head when talking about something state, and try to evaluate the usefulness that now and in the foreseeable future a person who ordered a universal electronic card for free will receive.
What is it and why is it needed
First, you need to immediately understand the tasks that the UEC is designed to solve. Despite the fact that the card includes the functions of a means of payment (that is, it is a limited analogue of the usual banking Visa cards and MasterCard), its main purpose is still to simplify the access of citizens of the Russian Federation to state and municipal services provided in electronic form.
Obviously, federal-scale projects are not at all commercial startups, and here such things as the difference in financial capabilities, which differ greatly from region to region, come into play. Funding for the development of the UEC is carried out including from regional budgets, and at the moment Moscow, Astrakhan, Tatarstan, Bashkiria, Krasnoyarsk Territory, Krasnodar Territory and Volgograd Region have been most successful in this matter.
Nevertheless, the transition from paper and live queues to a remote format of interaction is a global trend, and many countries are following it with varying degrees of success. The main thing here is that all these innovations already now allow us to avoid some well-established bureaucratic manifestations. Moreover, unlike many countries that are implementing similar projects, receiving UEC is free.
Capabilities
Of the entire set of current and expected UEC capabilities, we were most attracted by the recording of a qualified electronic signature (ES) on the card. In short, an electronic signature is the full equivalent of the usual handwritten signature, but with the difference that you can attach such a signature remotely. In the case of the gosuslugi.ru website and regional portals of public services, the electronic signature will act as a substitute for an identity card.
UEC also includes a policy of compulsory health insurance and a certificate of pension insurance. In practice, this makes it possible to keep most of the documents most demanded when contacting various institutions in the format of one compact card.
Above we talked about using UEC as a means of payment. The limitation here is the PRO100 payment system. You won't be able to use it everywhere, but any Sberbank ATM is guaranteed to accept the card and allow you to replenish / withdraw money from it. In this light, UEC is seen as a kind of spare online wallet, where you can safely store a certain amount of money and, if necessary, withdraw it from the nearest ATM.
One of the functions, which, unfortunately, is currently only implemented in some regions, is the payment of public transport fares. The point is that a person no longer needs to go into his pocket for change or purchase travel tickets. UEC acts as an electronic wallet with which you can instantly pay for travel. The idea is excellent and very useful, it remains only to wait for its wider distribution.
Perspective
The good news is that they do not score on the UEC. The project is developing, the number of points for receiving applications from citizens to receive a card is increasing, and, most importantly, the capabilities of the UEC themselves are expanding.
Now, when the initiative is at the stage of the "pilot project", its insufficient presence in relevant areas is felt, but we believe that by the time a tangible number of active users is reached, the system will become even more useful.

What is UEC
UEC is a universal electronic card that contains information about its owner in printed and electronic form. The cardholder can be either a citizen of the Russian Federation or a stateless person or a foreign citizen in cases stipulated by federal legislation.
UEC is a document confirming the identity and rights of a citizen in the systems compulsory insurance, on the portal of municipal and public services, when receiving transport services (as a ticket), and also allows you to legally perform meaningful action in electronic form.
UEC contains the following visually identifiable information:
- Full name and photo of the owner.
- Unique number and card expiration date.
- SNILS number.
- Contact information of the organization that issued the UEC.
Information about the date and place of birth of the cardholder, as well as the number of the medical insurance policy and information about the selected bank are recorded on the electronic carrier of the card.
For authorized user access to services, an electronic application must be recorded on the UEC electronic carrier, which carries a unique sequence of characters. At the same time, the UEC may have several such applications, the mandatory list of which is established by the Government of the Russian Federation. Mandatory federal applications must provide:
- identification of the owner of the UEC to get them access to services;
- receiving services in the pension and compulsory health insurance system;
- obtaining banking services.
How to use UEC for instant confirmation of signature and certification of documents
EDS built into the UEC, you can sign applications for receiving documents on the portal of public services, as well as documents in Word format.
Before using EDS, you must install software CryptoPro by downloading it from the official website.
If you need to receive municipal or government services, you should open the official website of government services and select the authorization method on the login page - "Through a crypto provider / UEC". Next, select a certificate and enter a pin code. When filling out an application for obtaining some certificates, the system requires you to check the "Use EDS" checkbox.
To sign documents in the MS Office system, you need to register a certificate. To do this, go to the "File" tab, press the "Details" key and enter the pin-code. After these steps, the document is signed and automatically saved. If the information in the document is changed, the signature is canceled and the file must be signed again.
How to get an electronic signature or UEC
The algorithm for issuing and processing the UEC is regulated by the law "On the organization of the provision of state and municipal services" dated July 27, 2010 No. 210-FZ (at present it is no longer possible to obtain the UEC, the details are in the next section).
In the period from January 2013 to December 2016, citizens had to apply for a card to an organization authorized by the regional authorities. At the request of the citizen, the electronic digital signature verification key (EDS) was recorded in the electronic part of the card.
EDS is an electronic version of an individual's signature, which is obtained by cryptographic transformation of information. EDS can be simple and enhanced. Reinforced is subdivided into 2 types: qualified and unskilled.

Changes effective January 2017
Emission of UEC has been discontinued since January 2017 (law "On amendments to certain legislative acts…» dated 28.12.2016 No. 471-FZ). At the same time, already issued cards will not lose their relevance and will operate along with electronic passports.
Since January 2017, the UEC has been replaced by an electronic passport of an individual. Obtaining an electronic passport is a voluntary matter. To draw up a document, you need to contact the passport office, where you fill out the appropriate application and pay the state fee. At the same time, until 2025, it will be possible to use either an electronic passport or its paper counterpart.
An electronic passport is issued in the form plastic card and contains the following information:
- Full name of the owner of the passport.
- Place and date of birth.
- Date of issue and validity period of the document.
- Gender of the passport holder.
- Series and number of the document.
- Photo of the owner in color and engraved.
On the reverse side of the electronic passport, an engraved photo, series and number of the document are duplicated, as well as information about the owner's registration and the authority that issued the passport. At the request of an individual, information about medical insurance, TIN, bank can be entered into the electronic part of the document, as well as include an EDS.

So now you know what electronic signature or UEC - this is electronic universal card, which has been discontinued since January 2017. Instead of UEC, citizens can receive electronic passports. UEC issued before 12/31/2016 do not terminate and continue to function along with electronic passports. In an electronic passport, you can register an electronic digital signature and use it when signing Word documents, as well as applications for the issuance of various certificates and documents on the portal of public services.
When moving around the country, it is quite problematic to take with you a whole package of important papers that you may need on a trip. For this purpose, it was decided to produce a universal electronic card for state level... This document allows you to minimize the amount of documentation that you often need to have with you. UEC contains at the same time such important papers as the compulsory medical insurance policy, pension certificate, TIN, travel ticket, electronic signature, as well as a payment card.
The decision to produce a universal plastic card was made back in 2010. It was first released and used since January 2013. The card is conceived as the simultaneous use of a payment and identification device. The validity period of such a document is limited and is 5 years.
Where and how UEC can be issued
A universal card was provided only to Russian citizens from the age of 14. Moreover, this was done completely free of charge. It was possible to submit an application to a special organization engaged in the production of universal cards, or on the website of the State Service in personal account citizen. It was required to fill out an application for its registration. In it, the applicant, in addition to basic information about himself, also indicated the name of that banking institution in which he would like to have an account. When submitting an application, it was necessary to bring all the main documents of a Russian citizen:
- general passport;
- SNILS;
- compulsory medical insurance policy.
The applicant was photographed at the place of appeal. The employee who accepted the documents issued a unique application number by which the citizen could track the status of implementation. After 30 days, the electronic card was ready, the applicant received an envelope with PIN codes with it.
If desired, if it was noted in the application, then an electronic digital signature key was placed on the chip of the card. This service was not provided at all card issuing points. Only in those where there was a technical possibility of such manufacture.
Refusal to manufacture UEC could follow for the following reasons:
- the card has already been provided to this person before;
- the application was not completed in full in compliance with all the rules;
- the application contained incorrect information or provided false information.

- Full name, date of birth, gender of the applicant;
- owner's photo;
- UEC number, logo and validity period;
- SNILS;
- OMS policy number;
- Bank card number;
- indication of the PRO100 payment system;
- the logo of the bank where the account of the electronic card holder is located;
- signature example.
UEC can be used as a tool for the provision of the following services:
- Identifier... Allows the UEC holder to receive services in state, pension, municipal, medical institutions... Can serve as a travel ticket.
- Electronic signature... Provides the ability to use an electronic signature when sending legally significant documents. This function will provide better protection for electronic papers. The electronic signature has the same legal basis, as the usual painting in the documents. To be able to use the UEC as an electronic digital signature, you need to purchase an additional device - a card reader. You also need to download the free program "CryptoPro UEC CSP". After that, the cardholder has expanded opportunities for using the State Service portal, where confirmation in the form of an EDS may be required.
- Payment function... UEC can be used as usual bank card and pay with it for goods and services in those enterprises that use the PRO100 payment system. It is required to pre-select a bank and open a service account in it. Not all banks participate in this program. To the list of main banking organizations that provide the ability to use the payment function of a universal card include Sberbank, Moscow Industrial Bank, Bank Uralsib.
Important! This card was used as a replacement for the most frequently requested documents. It was rarely used as a means of payment due to the limited use of the PRO100 payment system.
Positive and negative aspects of using UEC
The main advantages that the universal card provides are as follows:
- The queues when submitting applications for service in state and municipal institutions are reduced.
- There is an opportunity to speed up the documentation process. There is no need to provide many documents that are contained in one UEC. This is a pension certificate, and a compulsory medical insurance policy, and a TIN required to pay taxes.
- Speeds up the transfer process Money as state fees and fines.
- It is possible to pay for city transport, the cost of a trip on which, when using UEC, should be cheaper than fixed price for normal travel.
The disadvantages of UEC are:
- The main negative indicator is that the UEC includes all important documents. If it is lost, the citizen becomes vulnerable. It is required to immediately report its loss to many authorities. You also need to deal with the re-registration of new documents that were included in the UEC.
- The card is limited to the territory of Russia. You can use it to pay for travel only in certain regions of the Russian Federation. The payment function is performed exclusively for those organizations that support the PRO100 payment system.
Previously, to obtain UEC, it was required to contact special centers of the company UEC JSC. It was necessary to fill out the proposed application.
Since January 1, 2017, the production of electronic universal cards has been discontinued. This decision is enshrined in Federal Law No. 471 of 28/12/2016... Refusal to issue UEC is associated with the following reasons:
- The actual functionality of the card was minimal compared to the ideas in the design of this system.
- The release and maintenance of the UEC entailed too large government expenditures.
